Heart-ache: Christie issues one-year moratorium on fracking
posted at 5:25 pm on August 25, 2011 by Jazz Shaw
Disappointing to say the least, though not a total cave. The New Jersey legislature had recently passed a bill which would permanently ban hydraulic fracturing, or “fracking” for natural gas in the Garden State. Environmental groups – who no doubt watched the fictional film “Gasland” too many times – were hoping they could pressure Christie into signing it in an effort to get moderates and other “green minded” folks back in his corner. In what is no doubt a compromise on a very sticky situation in the northeast, Christie decided to veto the bill, but tacked on an order for a one year moratorium on the practice to allow for “more study.”
Issuing a one-year moratorium on “fracking,” Gov. Chris Christie today issued a conditional veto of S-2576, recommending changes to the legislation that balances protecting New Jersey’s environment and drinking water and encouraging cleaner energy alongside the potential impacts of hydraulic fracturing, or fracking.
As currently written, S-2576 would permanently prohibit fracking in New Jersey, a drilling technique used for the exploration or production of natural gas, even as concurrent studies on the practice are underway by the federal government and no known natural gas deposits necessitating use of the fracking process have been proposed for development in New Jersey.
“I share many of the concerns expressed by the legislators that sponsored this bill and the environmental advocates seeking a permanent moratorium on fracking. We must ensure that our environment is protected and our drinking water is safe,” said Christie. “I am placing a one-year moratorium on fracking so that the DEP can further evaluate the potential environmental impacts of this practice in New Jersey as well as evaluate the findings of still outstanding and ongoing federal studies.”
Next door in New York, Governor Andrew Cuomo (who has his eyes on a 2016 presidential bid if Obama loses next year) has already moved to the middle and is getting ready to open up the Empire state for business in the natural gas boom. He’s been modeling himself after Christie quite a bit, and I hope he doesn’t take this as cover to cave in to the environmentalists who are trying to shut down all chances at the jobs and economic boost such resource exploration could bring.
In a way it’s not hard to understand why Christie might seek some sort of “middle path” on this issue for now. He’s already taken on the state’s massive Democratic majority and won a number of bloody battles on unions, schools and the budget. He could be running out of allies quickly. But it’s still pretty disappointing.
UPDATE: The Marcellus Shale Coalition has already responded with the following:
MSC Statement on NJ Gov. Christie’s One-Year Hydraulic Fracturing Moratorium
FLASHBACK: Christie Pulls New Jersey From 10-State Climate Initiative “because [state] is relying more on natural gas…to fill its energy needs” (5/26/11)Canonsburg, PA – Marcellus Shale Coalition president and executive director Kathryn Z. Klaber issued the following statement regarding New Jersey Gov. Chris Christie’s decision to enact a one-year moratorium on hydraulic fracturing:
“Our industry is deeply disappointed by Gov. Christie’s decision. While the Marcellus Shale formation does not underlie enough of New Jersey to make it economical to produce, and no natural gas producers are actively seeking to explore for natural gas in the Garden State, this policy sends the wrong message to an entire nation benefitting from the responsible production of clean-burning, American natural gas. Further, the governor’s decision runs contrary to his understandable and laudable promotion of the expanded use of natural in his state’s energy mix.”
UPDATE 2: Energy In Depth responds
WASHINGTON, DC – Energy In Depth executive director Lee Fuller issued the following statement on the announcement that New Jersey Governor Chris Christie indicated support today for a one-year moratorium on hydraulic fracturing – a tightly-regulated 60-year-old technology used to enhance natural gas and oil development – in the Garden State:
“It’s unfortunate and ill-advised that Gov. Christie would seek to ban the regulated use of hydraulic fracturing for any period of time, a technology that has been used safely for generations not only in the context of oil and natural gas, but to stimulate water wells and gain access to geothermal energy.
“As the Garden State’s natural gas demands continue to tick upward, and with the governor touting the clear benefits of this abundant homegrown resource, banning this time-tested technology in the state – where no operators are actively seeking to explore for natural gas – flies directly in the face of common sense.”
Seems to be a theme developing here, Governor.

So he vetoed a permanent ban and threw them a bone with a meaningless moratorium on something that’s not happening anyway. If his state had known fields that could use fracking I’d be irritated, but this doesn’t amount to much in NJ.

Stick a fork in him, he’s done. I loved him for taking the fight to the public employee unions, and maybe this is appropriate for New Jersey, but it’s a deal-breaker for a national campaign.
Ann Coulter hardest hit.
Caiwyn on August 25, 2011 at 5:33 PM
Kathryn Z. Klaber of the Marcellus Shale Coalition has to say what she said.
The bottom line is that, while Christie’s statement might hurt fracking’s reputation in general, it doesn’t hurt anything economically.
Nobody was in a position to use fracking for another year in NJ anyway, and he successfully vetoed the bill which would have banned it completely.

Quite frankly, going to war with greedy public unions is easy. They are natural born villains, enriching themselves at the public’s expense, and holding school children hostage while they do so. Taking on all of the left’s misguided, power-seeking, and jobs- and economy-killing agenda is harder. Christie isn’t up to the task. The so-called environmental agenda is as much, even more, about centralizing government power as the public union agenda is, only here they’re holding everything hostage — the engines of commerce, or ability to travel freely, our property rights. Christie should have had more courage than this. It’s a much more important fight.

Wish there was a way that our oil and gas producing states could charge states like NJ who don’t want to drill. Was irritated when FL didn’t even want drilling three miles off shore which allowed the Chinese to drill for the Cubans where the US should be drilling.
Think our states deserve to surcharge any state who refuses to allow drilling starting with NY State.

Christie disappoints me. He has political spine at times. Fracking, global warming … he seems afraid to be labeled a troglodyte.
I’m glad he’s not running for pres and I’m beginning to wonder about Ann Coulter’s judgment.
Sad.

I’m sorry to see CC do this. This doesn’t make me hate the guy, but it really does put him in a different light. Look, the U.S. needs jobs. The U.S. needs economic booms. The U.S. needs reliable energy in many forms. Guess what satisfies all these? Until our leaders get serious about domestic energy production, America will continue its economic decline. It’s a shame CC can’t see that.

The biggest disappointment for me, coming on the heels of his global warming support, is that it tells me Christie is dumb. I guess I’m more elitist than I thought. Anyone who falls for the enviro agenda is just a total dumba$$ in my book. Even in real life, if a new acquaintance starts wringing his or her hands about global warming, I’m saying to myself, “Too bad. You seemed like a nice person, but now that I know you’re dumb we can’t be friends. Bye.”
Rational Thought on August 25, 2011 at 5:44 PM
Really? That’s the headline? Not the fact that he vetoed a bill that would permanently ban it? That’s both dishonest and disappointing to see from you. It’s factually accurate yes, but it excludes some pretty important context.
I’ve never been a Christie booster and I never thought he could or should do anything nationally. But for what he is (a governor of a deep, deep, blue state) he’s amazing. To have someone, anyone, in New Jersey do what he’s done is praise worthy.
Of course he’s not perfect and he’s got a lot of problems. But he is much better than anyone I would have thought could get elected in New Jersey. Keep him away from the presidency but make sure he stays as Governor of NJ (which is where we need him).
Let’s not be crazy and think the entire country is suddenly going to turn red and we have all our dreams come true in every part of the country.

Looks like Chris is just another politician pandering to which ever group is whining the most. His one year delay of fracking is nothing more than a sop and a pat on the head to those who oppose it. If indeed there are no proposed projects in NJ – what does his ban accomplish for anyone?
katiejane on August 25, 2011 at 5:52 PM
Maybe they should build a pipeline from christies butt to the gas suppliers.
In no way is the “Burger King” of NJ fit to be presidential material. Besides being a RINO ( like BloomTurd in NY ) he’s as anti 2nd amendment as you can get. In a state where it’s major cities are as lawless and crime ridden as any dodge city of the old west.
He’s totally weak on Illegal’s as Camden has proven to be another sanctuary city that’s just lost it’s entire police department to inability to pay.
He’ll cut pension’s in NJ…but he won’t cut off the illegal parasites that too are draining the swamps of NJ.
He wants “clean water” for NJ!!!??? NJ has never had clean water.
Let the TParty beware….this fat cat is a fraud.

Fine. More jobs and revenue and economic development for Pennsylvania.
Shale drilling is going awesome in PA. Even massive Democratic lefties like Ed Rendell and his environmental protection department chairman John Hanger, a noted green weenie, were in favor. And, frankly, they deserve a huge kudos for making the industry in PA so strong.

We have to appreciate Northeast Republicans for what they are: much, much better than Northeast Democrats. They would never have been elected if they were not a little left of center.
They people who confuse me are those who get excited about some of their policies and immediately want to promote them to the national stage.
Laurence on August 25, 2011 at 6:04 PM
There are old ways to get the same gas without the fracking do they not know that. The gas is in the shale and fracking cracks the shale to have it flow to the well hole. They have to drill 10 wells to get the same gas as one directional drill and fracking does.

From the article linked in the headlines:
“The governor’s office said the legislature pushed the fracking bill at the same time that two federal agencies – the Environmental Protection Agency (USEPA) and the Department of Energy (USDOE) – were studying the environmental impact of fracking.”
So we need TWO Federal agencies plus a State agency to study the same topic? Plus other state agencies across the country? Gee, I wonder why we run deficits at every level of government? More taxes will fix this.

I would suggest that since the governor of New Jersey is more knowledgable about energy production than the great senator Inhofe from Oklahoma, that the beautiful new governor of Oklahoma place a moratorium on natural gas from this state and pipelines originating in this state for any gas delivered to the luddite state of New Jersey. More for the rest of us. Why should the hardworking people from flyover country waste any more time bailing out you eastern idiots? I hope you luddites enjoy freezing in the dark. I’m not a fan of his, but it was a good call for him. NJ has no economic shale gas for now. His altenatives were to sign the bill, or risk a veto override. This takes the steam out of that last option. A year from now, when an economist totals up the economic benefits gained from fracking in neighboring PA, the NJ libtards can explain why they want to continue record unemployment.

Bush seemed incapable of distinguishing his likes from objective merit. No doubt, he was getting advice from the country-club trash who wanted another rorschach liberal on SCOTUS. I think he tried to do what’s best for the country in many cases, but in others there was frank mendacity. The persecution of soldiers, border patrol, and Scooter Libby come to mind.
The Bush elitism and liberalism undid the first Bush. The second one suffered further limitations that fouled his legacy even more.
…
If Christie thinks this is harmless, he is mistaken. Actions have consequences, even when they seem innocuous. His action sets the tone by encouraging the left and defining character (or lack thereof).
