Plan Nine from DNC

posted at 4:40 pm on July 18, 2011 by Jazz Shaw

I’ve long since given up hope for any sort of sudden outbreak of sanity in Washington over the debt ceiling debate, but today the President apparently seemed to stop stomping his feet and threw down a gauntlet. (Or perhaps a mitten?) He’s threatening to veto the Cut, Cap & Balance initiative, potentially leaving us with no deal on August 2nd. Ed reported on the subject this morning and, calling on the GOP to “call his bluff” posed the following question:

If the CCB bill gets through the House and the Senate, would Obama really veto it?

Unlike politicians who get put on the spot during Sunday morning gab fests and dance around on the head of a pin, allow me to field this one, Ed, with a shorter answer.

Yes.

Now why on Earth would I think that? Well, it requires a little bit of prognostication. We can argue all day about the various polls we’ve covered here regarding who American voters will blame if we don’t get a deal, but there’s one thing I’m fairly sure of. No matter who turns out to be right, Obama thinks he’s holding a winning hand and there is one arrow left in his quiver which we haven’t dug into much yet.

Let’s say for a moment that Aug. 2nd arrives and there is no deal to raise the debt ceiling. All spending bills originate in the House, but once the money has been appropriated and entered, marked up and put in the coffers, the legislative branch loses almost all traction in a situation like this. Long story short… if there are going to be some bills that don’t get paid on Aug. 3rd, the House isn’t going to get much of a second bite at that apple. The spending decisions will take place under the watchful eye of the bean counters who are all on Team Obama.

What does that mean? Here’s where we get into the prognostication. While I have absolutely no way to confirm this right now, I would bet you dollars to donuts that there is a person (or, more likely, team of people) in the White House right now who are coming up with a list of bills coming due. True, some will be looking at the things that have to be paid. But more importantly, there is a list of bills that could conceivably not be paid, and those will be based on the ones that cause the greatest possible political damage. Think of it as Plan Nine from the DNC.

It could look innocent enough at first. Let’s say… a check for some program which funds bulk discount reimbursements for medical equipment such as ace bandages, cleaning agents, or… replacement oxygen bottles. Nothing anyone pays much attention to on a day to day basis.

But the first time that check doesn’t get mailed, some of the day to day functions in the program begin to get gummed up. And that’s where my second guess comes in. Someplace deep in the bowls of the DNC there is a team of media specialists who are already cooking up a television advertisement that’s going to begin running on the afternoon of August 3rd. It will feature a sad faced mother and her son… let’s call him Timmy. It’s a great name for tugging on heartstrings. And of course, he’s in a wheelchair. (Because if Timmy’s not down a well, he may as well be in a wheelchair.)

And Timmy needs oxygen every day because of some respiratory problem. It’s a beautiful advertisement. In fact, let me save Debby Wasserman-Schultz a few minutes and a couple of bucks by drafting it up for her right now. (Somebody may want to tweet this to Debby in case I can collect a few dollars in development fees off of it later.)

Sound crazy? I’ve been playing this game for a little while. Put up ten donuts and I’ve got a sawbuck that somebody at the DNC is working on an ad that won’t be far off from this right now. And remember… the Executive Branch is going to be picking which bills get paid and which don’t.

Think about it.

They are shameless enough to do this. No doubt about that.

Obama doesn’t understand that spending other people’s money means that you’re actually taking money away from other people and that this hurts the economy. In fact, he is incapable of putting any kind of 2 and 2 together, numerically, economically or otherwise. He just wants to print more money so he can spend it. This limitation is a hindrance and he’s just like every person out there who can’t manage money. They absolutely refuse to budget and are always broke and have absolutely no shame in borrowing and never having any intention of paying it back.

How about one more slide showing how much ‘little Timmy with his oxygen tanks’ currently owed (the Fed gubmint), and how much more is he expected work for to repay the debt?

On top of his own personal debt he’s going to accumulate while he’s growing up.

I isn’t plan nine, it is job number one. Think back to every federal and state shutdown over the past decade or more, and both political parties sit down to ensure that the actual programs shuttered are the ones that will hurt the taxpayer the most.

Vashta.Nerada on July 18, 2011 at 4:54 PM

It would be beneath the dignity of the Republican Party to participate in an exercise of futility.

By doing so, you are playing tit for tat and underestimating the intelligence of the American Electorate.

Then the Republican should put out an ad saying if we raise the debt limit, the price of bread will be $100 in 2 years. Do you want to pay that much for a loaf of bread? Tell congress to not raise the debt limit.

BroncosRock on July 18, 2011 at 4:58 PM

Is the RNC working on a similar ad that shows what Obama does pay -like SEIU pension funds or Brazilian oil exploration?

BKeyser on July 18, 2011 at 4:59 PM

If Obama and the dems try this, it’ll be gloves off, and it will cost Obama more than anyone else. He’ll be portrayed by a cohesive GOP caucus as a dishonest political opportunist trying to get more money to buy votes with off the backs of sick children and old people. It’ll be an epic backfire.

But I though a non-default default would be Armageddon!

Aquateen Hungerforce on July 18, 2011 at 5:00 PM

Without disputing that Obama’s capable of (predisposed to?) diving to such cynical depths, is it really true that Congress has no control? Isn’t there action in the House now to establish a payment priority in the event of a cash shortfall? As for immediate cessation of goods and services by providers due to delays in payment, I believe the fear is overstated. For many, the sole customer is the U.S. And IL and CA are prime examples of governments which are frequently late payers for everything from Medicaid to tax refunds.

That’s right. But that’s not a bad thing if we shine the light of truth on their sordid choices. This is an opportunity not a threat. That’s a good thing because despite what you guys who live for this political blame stuff perceive most of us who don’t do this for a living want to save the Republic right now. This is it! Why is that?

Is it as though the legislative branch disappears?

Moreover, if it is Team Obamie that makes those decisions, shouldn’t they ones who are held accountable?

I just heard John McCain dance all around Sean Hannity’s questions on how the Senate will handle the debt ceiling problem if Obama vetoes the Cut Cap and Balance, and if the Balanced Budget Amendment doesn’t make it. Essentially he admitted that McConnell’s plan is a go while all the time playing coy about it. Bleh.

I hoped for a while that we have a chance, but our people in Congress don’t have the backbone to stand up for us and the country. Goodbye America. Once they hand Obama the right to raise the debt ceiling, I think it’s over.

The GOP promised to try to pass this bill, and now the House will shortly have tried to fulfill the promise. The Senate, controlled as it is by the Democrats, likely will not even vote on the bill. Instead, one of the three current negotiations (Obama-Boehner, Biden Group, Gang of Six)will probably see some legislative fruit introduced and voted on in the Senate first. If that doesn’t happen, and the COngress indeed somehow magically sends some version of this bill to the President to sign, he will sign it. He has no other option.

But the implication of the post is that it isn’t the results of the negotiations that really matter, and that the GOP is a loser politically on this issue regardless of what happens. Merely having messed around with Timmy’s oxygen is politically toxic, and will go far in convincing the voters that Republicans are too irresponsible to be trusted with a greater role ion the government. I suppose that it is possible he is correct, but it’s an unsupported theory on the writers part and, since I voted in 2010 to try to bring this issue to battle, I’d happy to say it is a prognostication too far. Those of us eager to see $1.4 trillion annual deficits reduced to something closer to reasonable should be very happy indeed to see this issue finally getting the serious treatment it needs, regardless of the fact the the GOP controls so little of the government.

CONGRESS has for far to long abdicated its responsibilities and allowed the executive branch to become almost a dictatorship, (see the McConnell plan) This, along with the Federal Judiciary ignoring the federal laws broken almost daily by this administration, leaves “the people” with little recourse to put the brakes on Obama’s, (and the DNC’s) “best laid” plans.

“If this be the case you rest on a weak basis; Americans are like other men in similar situations, when the manners and opinions of the community are changed by the causes I mentioned before, and your political compact inexplicit, your posterity will find that great power connected with ambition, luxury, and flattery, will as readily produce a Caesar, Caligula, Nero, and Domitian in America, as the same causes did in the Roman empire.”

In the quest for instant self-gratification, we have created this monster, and the monster is us.

Lets just give Obama a blank check and let him write it for however much he wants. Why have ANY adults in Washington, everyone acts like a bunch of spoiled five year old. Then when we are drowning and our dollar is worth about a penny, we can point at the Democrats and say it was all their fault. These United States will be done for and we will be killing each other for a potato, but we will be able to say, “We Were Right Obama Was Wrong.” Lots of dang good it will do. Stop worrying about the way the Party is perceived, when the dust settles and the Nation is not ruined, then we will have done what is best for These United States and the Citizens. At the end of the day, that is all you have, you wanted to be there knowing the perception of all Americans is that anyone who wants to go to Washington is a crook or will be soon after getting there. You stand your ground, you look yourself in the mirror and still like who you are, and you can walk into your Church and not duck for fear he is going to strike you, then you have done your very best.

Matticus Finch on July 18, 2011 at 4:52 PM

False. We’re borrowing about 40 cents of every dollar spent. A 10% across the board cut (including Medicare and Social Security) wouldn’t even come close.

If a deal isn’t reached, there would be enough to cover SS, Medicare, debt service, and military contracts. That’s about it- everything else from the Border Patrol, the VA, FBI, federal courts, and salary for the troops would have to go without funding at all.

By all means the GOP should fight for the best deal they can get, but pretending that there’s be no major practical or political consequences isn’t grounded in reality.

One of the mistakes people make in playing out scenarios is they get tunnelvision where nothing goes wrong for the other side and there is nothing happening in the periphery.

Consider that this scenario for Obama needs to keep secret what is and isn’t being funded and that the American people aren’t asking questions and that the American Press can continue to play a game of hide and seek with the truth while lookng over their shoulder of about how much they think they can get away with. I am not sure Obama and the MSM have that kind of credibility with independents, seniors, etc. If they did they wouldn’t have got their a$$ kicked in 2010. They would have been able to slide the democrats by. The Timmy scenario realies heavily on the complete blackout of any other message or truth seeking. Not what has actually happened recently.

Conan on July 18, 2011 at 6:59 PM

First, the August 3 checks are being printed next week and mailed on July 31. In order to receive on the 3rd you have to mail it before.

Medicare pays providers electronically about once a week. The claims that are electronically submitted get paid in about 45 days. Mailed takes longer. But the point is that the Government debit card is not getting hit the day you see the doctor.

Medicaid is paid by the States. 50 To 75% is paid by the Fred but again the debit card is not hit the day you see the doctor.

If you have ever been unlucky enough to win a Fed contract, you do NOT get paid net 15.

The only checks that must me mailed are for Federal Employees.
They don’t get fined if their taxes are late.
They are self insured so their insurance co won’t terminate the policy.
Can you imagine how long it would take to evict your local FBI office for non payment of rent?

Scene – Young mother with sick child, circa 2020. The Doctor tells her, “I’m really sorry we can’t see your son today, with the government shutdown, we’ve had to take only verified emergencies, which can no longer be verified because the board can not convene because of the shutdown. I’ve been assured it will only be a few days. Until then, I’ve heard there’s a blackmartket pharmacy on the other side of town where you can get and anti-biotic. I can’t give you prescription, because of the laws, but I can tell you what it is and hopefully they will have it there. Good Luck.”

Then, the announcer says, “The President said he may not be able to pay your Social Security, remember the fund that had a lock-box? Just imagine when you get all your health care and they have to raise the debt ceiling again, will the President threaten to not keep national health care going?

I’m really sick of the Democrats and their commercials, it’s time for us to get some good, conservative types in Hollywood to put out some good counter-commercials. Of course the LSM won’t show them, but Fox Will and they’ll hit YouTube and be viral, so who cares.

Vote Republican and only be called a racist one more time.

Does Timmy know Harry Reid’s friend, Tommy?

Mallard T. Drake on July 18, 2011 at 7:56 PM

Timmy? Why not Tiny Tim? That’s even better. It worked for Charles Dickens.

THE CHICAGO WAY: You can fool some of the people all the time, and those are the ones you want to concentrate on.

Hey, He wrecked the economy, created generational debt burdens and the goldfish brained voters are sitting at home worried about the Republicans not wanting taxes on jets and just not being easy to get along with.

Dear leader is an adult.

And we have idiots around here who play right into it.

Why does President Obama hate Grandma and Grandpa?

unclesmrgol on July 18, 2011 at 9:25 PM

Jazz, this gambit is easily countered by ads showing what The One is spending the money on instead like subsidies for high speed rail and solar panels on government buildings.

I hope the Pubs will respond instantly with the bills that DO get paid:

Perhaps like
- The shrimp on the treadmill
- The NIH funding of research on gay mens’ p e n i s size

There’s so much great porkulus out there it should be really easy.

eeyore on July 19, 2011 at 12:57 AM

Two can play that game…
-
(Obama laughing… and then waving from the top of the steps to AF1)
President Obama vetoed the bill that would have raised the debt ceiling and kept Timmy alive.
(fade to an empty wheelchair with an O2 bottle laying beside it with the words “and then he went golfing”… fade again to him teeing off )
-
(Casket next to an empty wheelchair)
What happens when Mean ole Obama doesn’t get his way? He lets Timmy die.
-
(Mother and 2 small children at a grave side)
If only President Obama wouldn’t have vetoed that bill… Timmy’ed still be alive.

I just hope that IPAB was told to keep a few little tykes like Timmy around so they can make commercials.

If the DemonRats had to rely on a CGI Timmy, then the Repuke terrorists would have won!

I knew the Republicans would get outwitted again by the dems and get the blame for this. Why would it be any different this time? It’s just how they roll.

silvernana on July 19, 2011 at 12:07 PM

Wow. Obama’s wife, Michelle Obama actually stated that she hates America, and these hypocrites are saying that Boehner does? Ironic. Projection. Arrogance.

scotash on July 19, 2011 at 1:58 PM

Presume that Obama carries out his threat to cut off SS checks and medicare to seniors….

1. Run an ad showing Obama shooting granny in the head. Voice over says Obama decided to spend SS and Medicare money on Michelle and White House staff raises, instead.

2. Find your county’s Democratic HQ and commit acts of civil disobedience against their offices. And if that doesn’t work, take “direct action.”

3. Organize Tea Parties against local Dems (county and down) and democratic state and federal representatives/Senators.

Having seen Democrats pull this K-Rap at Republican offices, it’s time to start throwing “brush-back” pitches. Invade their offices, chant slogans, wave signs, chain selves to doors and furniture. Leave graffiti.

Show up at their homes the way they did to Republicans and bank officials. No death threats. Bullhorns!

I’m not advocating firing bullets into Democrat offices the way DEMOCRATS DO TO REPUBLICANS, please note. I’m not advocating violence, just the same tactics that the left pulls.

Understand, EVERY DEMOCRAT official, from ward heeler to county chairperson is now a left wing moonbat. It took the far left and George Soros a decade, but they have taken over the party AND ALL ITS STRUCTURES, from top to bottom.

Every one of them is an enemy of liberty and an agent of tyranny.

Every employee or volunteer of the Democratic Party, throughput the country, ought be confronted by angry citizens. Every one. When they come to your door “electioneering,” tell them to f-off. Use profanities and strong language.
