Possible new debt-ceiling compromise: GOP to agree to cuts in defense spending?

Gotta give the Democrats something to get a deal. Why not the disarming of America that they’ve dreamed of for so long?
I kid. This is a biggish concession that Republicans are dressing up as a huge concession in hopes that agreeing to it will placate liberals and thereby give Obama enough political cover to drop his demand for tax hikes. Tea partiers will tolerate cuts to defense, especially now that O’s short-circuited the Afghanistan surge just in term for his reelection campaign. (The Ron Paul wing of the tea party will welcome the cuts, of course.) What they won’t tolerate is tax increases, so the GOP’s going to try to leverage the left’s stereotype of the right as adamantly and uniformly hawkish, even though it doesn’t really apply anymore (as last week’s Libya vote proved). If we concede on the top Republican issue circa 2006, i.e. defense spending, will you concede on the top Republican issue right now, i.e. trillion-dollar budget cuts?
It’s so crazy it just might work.
In listening sessions with their rank and file, House Republican leaders said they have found a surprising willingness to consider defense cuts that would have been unthinkable five years ago, when they last controlled the House. While the sessions have sparked heated debate on many issues, Rep. Peter Roskam (Ill.), the deputy GOP whip, said there are few lawmakers left who view the Pentagon budget as sacrosanct…
“Defense spending is damaging spending. Many of us believe it does more harm than good to our people and to our reputation in the world,” said Rep. Barney Frank (D-Mass.). “If we can get $100 billion from reducing unneeded military spending, that’s better than $100 billion in taxation.”…
Getting to an agreement to cut defense spending may not be easy, however. Many Republicans are still hawkish and want to fully support U.S. troops abroad. Rank-and-file lawmakers said they specifically oppose any across-the-board reductions to the Pentagon budget, preferring that incoming Defense Secretary Leon Panetta present Congress with a detailed plan of programs to be slashed…
“Our caucus would come in and say, ‘This is a reasonable place for defense,’ as long it wasn’t arbitrary and capricious. If the secretary reworked the numbers, our guys would go, okay,” said a senior GOP aide, who said the White House has so far refused to offer a detailed annual spending plan for the Pentagon. Without official guidance, the aide said, “it’s kind of like: Pick the defense number. And we can’t do that.”
They’re going to have to concede on revenue increases too, but the feeling is that if they give on defense, the Democrats will limit their demands to closing tax loopholes and ending subsidies instead of raising tax rates. Another possibility: Means-testing for entitlements, assuming the two sides ever get around to touching those, which would operate as a liberal-pleasing de facto tax on the rich even though it would operate by reducing mandatory spending.
Just one question, via the famously hawkish Robert Kagan: How do we know defense cuts will save us money in the long run?
Here’s the core point that Ron Paul, Dennis Kucinich, George Will, and now Barack Obama can’t quite seem to understand: Failure in Afghanistan will cost much, much more than the billions spent on this surge. What was the cost to the U.S. economy of the attacks on 9/11? What will be the cost if the terrorist groups now operating in Afghanistan—the Haqqani network, Lashkar-e Taiba, as well as al Qaeda—are able to reconstitute safe havens and the next president has to send troops back in to clear them out again? It is a peculiar kind of wisdom that can only see the problems and costs of today and cannot imagine the problems and costs of tomorrow.
Right, but spending money on the problems of tomorrow that may or may not materialize is a bit harder to justify when you’re $14 trillion in the hole and the wave of an entitlements crisis is just starting to break. At the very least, even if the Democrats don’t bite on this offer, the GOP can use defense cuts to smart political effect by pressuring Obama on the Libya mission. The One’s speech about Afghanistan withdrawal was all about ending foreign adventures in order to concentrate on “nation-building” at home, right? Well, Republicans are ready to play ball: We can save hundreds of millions of dollars if O will relent from an increasingly unpopular mission that has little to do with U.S. national security. Even on defense, in other words, his budget is beyond what the famously hawkish GOP is comfortable with. That’s a nice talking point to hammer at when voters are already worried about Democrats’ runaway spending.

The tax-cuts deal late last year and the 2011 budget compromise a few months ago generated a lot of grumbling, but the debt ceiling battle has always been the Super Bowl when it comes to meaningful concessions from the left. If Boehner gets, say, $2 trillion in cuts but no balanced-budget amendment or serious entitlement reform, do tea partiers stay home next year? The Pentagon’s top officer said Thursday that servicemembers will likely see cuts in pay and benefits as the military plumbs its budget for nearly half a trillion dollars in savings over the next 12 years.
Joint Chiefs of Staff Chairman Adm. Mike Mullen warned against taking the “relatively easy” choice of cutting hardware while maintaining the increasing costs of paying and providing ongoing health care to troops and retirees.
“Two of the big places the money is, is in pay and benefits,” Mullen told defense reporters at a June 2 breakfast meeting in Washington. “And so when I say all things are on the table, all things are on the table.”

So Republicans got played by Obama once again. John Boehner is a fool. Defense cuts are okay bu t they should be the last. It’s only if he manages to get some cuts in other areas of spending then these cuts would amount to something. As for Obama trying to raise taxes, excuse me, I thought there was a Republican congress. Why were tax increases even on the table? SO Obama started from a stronger position and Boehner pretty much caved.

There’s plenty of wasteful Pentagon bureaucracy that can be legitimately cut without jeopardizing our defense. If the cuts only pertain to that, not troops in the field, I think this is a great idea. Gives the Dems a face-saver without giving up anything major.
I’d like to see more specifics on where the defense cuts would come from though.

The Republicans have agreed to defense spending cuts Democrats want, and in return the Democrats will give them the debt ceiling increase the Democrats want, the tax increases the Democrats want, and the big Obama victory the Democrats want.

How about another round of domestic base closures & consolidations? There was supposed to be a 2nd & 3rd round of those years ago, but Congress never came back to the issue after the first round.
Lots of redundant military bases scattered about; a few of them are in Democrat districts. That would be a place to start, no?

I’m gonna give Boehner some love here even though most probably won’t. Maybe he sees it like this:
No deal is imminent. It’s too early. There’s too much political theater to play out yet. A deal will come Aug. 1, but it won’t resemble anything we’re hearing about now. So…
Boehner throws out “Ok, we’ll bend on the Pentagon.” Raises some eyebrows, but as I said, it’s too early. So when the deal finally gets done and Defense isn’t part of it, he can say, “Look, we offered the Pentagon a month ago. We realize that we need to cut in all areas and were serious in doing that as well as compromising with our friends on the other side. But, as we’ve seen, Democrats seem to really like military actions now, kinetic or otherwise, and weren’t willing to draw down military spending even as they’re trying to persuade their base that they’re drawing down on military operations. I guess maybe leaving 100k soldiers in Afghanistan is expensive.”

Democrats, yet again, prove they deserve the Evil Party tag- they’ve just gotten American servicemen involved in yet another war, one which may yet require boots on the ground, no one can tell what threat hides a year or five in the future, and America is completely broke- and here they are playing games with defence while the very future of the country hangs in the balance. Defence cuts are cuts that are likely to get men and women killed in battle at some point in the future if they aren’t well thought out.
Come on, GOP, sort the rest of the debt and spending out first- then, when a long and detailed evaluation has been completed you can think hard about whether defence spending merits any cuts. The way it works is you see if programs or spending can be amended first and then you see how much it saves you. You don’t pluck a figure out of the air and then try to find those savings- not when the lives of servicemen and women may be adversely affected.

Defense cuts are needed.
But they should not be part of a “bargain”.
Obozo has added TRILLIONS of dollars to our national debt in 2 years.
Obozo has our country on track to literally BLOW through the $20 TRILLION debt barrier as if we’re driving a ferrari on the autobahn.

Here’s the thing…cuts in defense spending can be done through eliminating waste and fraud (yes, i know that is a cliche). But it can be done.
If the military focuses on ways to streamline process, review/renew contracts, eliminate programs, policies, etc that drive cost up but have no benefit, they can achieve a cut in spending without effecting the overall readiness of the military.
There has to be several billions in waste the military can find. 10 years of fighting two wars….they can find best practices and allocate resources more efficiently.

There’s absolutely no reason that the defense budget should be exempt from cuts. There’s just as much waste and corruption there as any other part of our government if not more. If we want to be fiscally responsible then every area needs to be heavily scrutinized.

Actually, I would support it, if it was done correctly. I would start by pulling out all US armed forces in Europe, particularly Western Europe. Not sure how much that saves, but that would be step one. The next step would be to cut many bases where the sole purpose of the base is to support the economy of some back water hell hole in some congressman’s district. Now we should be talking about some reasonable money. Next would be the civilian contractors hired to take care of base facilities, they are paid way more than enlisted men and the jobs could easily be performed by enlisted men.

I generally AGREE with Krauthammer’s critique of Obama and the liberals; it is only his contrived and strained attempts to find a contrary position to the new unconventional, and libertarian conservative republican positions, that I use as the barometer for divining a practical position.

How about a four-year freeze on federal hiring, a pay cut for all federal employees of 5-10% depending on salary, an end to federal bonuses, and an end to COLA increases for federal employees? Let’s also look at their contributions to their retirement plans and healthcare plans.
We know our federal employees are overpaid, overpensioned, and overbenefitted. Can anyone make the same claim about our military?

Budgets are as simple as readjusting your 401k investments. The war hawkish Republicans would prioritize this way:
War, War, and Future wars: 99% of budget
Congress Salaries: 1% of budget
Everything else constitutional: “n/a”
The Dems would look like this:
Congress Salaries: 1% of budget
Medicare, SS, Obama Care etc. 99% of budget
Everything else… Raise taxes and pay for them too.

Cutting defense spending isn’t the answer to reducing the deficit.
The answer is to reduce/eliminate entitlement spending. That’s what we should be focusing on because what we spend on entitlement spending and what we owe in future payments dwarfs the amount we spend on wars and defense.
Cut entitlement spending first and then we’ll talk about making other cuts.

I consider myself a tea partier and that would actually be good enough for me. If we got cuts without tax hikes, the serious entitlement reform can wait until we take back the White House and the Senate. That was always going to be a prerequisite. And a balanced budget amendment is a downright pipe dream right now. Let’s not fool ourselves. $2 trillion in cuts would be huge. Maybe not enough in the long run, but this is just one battle in the larger war.

It will be mighty interesting to see what impact that has on reenlistment rates. But it will be a lot more interesting, to see if the actual measured rate matches with what those (Dems, all) pushing the pay cut think will happen.

I have been alive for 54 years. I am so disgusted with congress’s inability to balance a budget. I believe it’s time for veryone to send a message to congress every day starting July 4th and not stopping until they do not raise the debt limit and live within their (OUR) means. This borrowing money nonstop must stop and stop today. They need to STOP spending monies they don’t have and act like adults. There are things you want and need. They cannot understand the difference, so it’s up to us (We The People) to take charge and show them. They are failing all of the people of the United States and the US Constitution. We need to force them to understand that WE THE PEOPLE are sick and tired of them not doing their job. Please do as I am going to, Starting July 4th I am going to tweet and email my representatives every day until the problem is resolved. The deadline for the increase in the debt limit is August 2nd. They are going to try to raise our taxes yet AGAIN instead of doing what every other American has to do, Live within our means.
“You were elected to congress to SERVE the people. In being a servant you are to do our work for us. Instead you have chosen to ignore we the people and spend money we don’t have.
