Apply for Social Security Disability Insurance to this judge: He won’t turn you down

Social Security Disability Insurance is projected to become the first major entitlement to go bankrupt — but one judge who helps to administer the program doesn’t seem to mind spending SSDI out of house and home. Administrative law judge David B. Daugherty awards disability benefits in nearly every case he processes, The Wall Street Journal reports today.
In 2005, Daugherty’s disability benefits approval rate stood at 90 percent — but it has only gone up from there. From 2006 to 2008, he approved benefits about 95 percent of the time. Then, last year, he upped the ante to 99.7 percent — and is on track to increase that what little bit he can in 2011.
But Daugherty doesn’t merely approve benefits. He also scoffs at “stingier” SSDI judges.
“Some of these judges act like it’s their own damn money we’re giving away,” Mr. Daugherty told a fellow Huntington judge, Algernon Tinsley, who worked in the same office until last year, Mr. Tinsley recalled.
Amazingly, Daugherty manages to maintain these high approval ratings even though he only receives the cases after applicants have been twice denied by state officials.
American applicants for disability benefits must first seek approval from state officials, who play a lead role in an initial review. Applicants twice denied can then appeal to one of the Social Security Administration’s administrative law judges.
You’d think those previous denials would mean at least a few of the applications Daugherty approves aren’t actually up to snuff.
According to The WSJ, Social Security Administration officials acknowledge the responsibility they bear to taxpayers, but say their “hands are tied on some of the more extreme cases.”
Unfortunately, Daugherty isn’t the only approval-happy judge. In the first half of this year, some 27 judges awarded benefits to 95 percent of applicants — and another 100 awarded benefits in 90 percent of cases.
The Wall Street Journal has requested the Social Security Administration inspector general launch an investigation into Daugherty’s approval rating. That is as it should be. Daugherty no doubt is a likable guy (the article says he’s very well-respected in his community) and I’m sure he thinks he’s just doing his job well (his office rewards the prodigious output he’s only able to achieve by unthinking approval), but now’s not the time to treat entitlements — or any penny of taxpayer money — with anything but the utmost seriousness.

Fact: The 2009 Social Security and Medicare Trustees Reports show the combined unfunded liability of these two programmes has reached nearly $107 trillion in today’s dollars and Laurence Kotlikoff, a well-known professor of economics at Boston University, puts the real figure over $222 trillion dollars!
Fact: In 2010, 41.29% of the entire budget went to Social Security and Medicare and the two programmes consumed 69.17% of all Federal tax revenues.
Fact: In 1940, the average worker had to pay only 0.2% of his salary to sustain the seniors of his time.
Fact: In 1950, the average worker had to pay only 2% of his salary to sustain the seniors of his time.
Fact: In 2011, the average worker has to pay 11% of his salary to sustain the seniors of his time.
Fact: In 2031, the average worker will have to pay 17% of his salary to sustain the seniors of his time. This is a staggering sum, considering that it is apart from all the other taxes he pays to sustain other functions of government, such as Medicare, whose costs are exploding.
Fact: On our current path there will be “actual” cuts to Medicare of 17% and Medicare would “end as we know it” in 2024, according to the Social Security and Medicare Trustees May 2011 report.
Fact: Medicare hospitalisation, as we know it will end in 2024, absent some change in policy or some change in moving forward.
Fact: The average American household spends 50 times more today on Medicare than it did in 1960.
Projection: When today’s college students reach retirement (about 2054), Social Security alone will require a 16.6% payroll tax, one-third greater than today’s rate, according to the non-partisan Peterson-Pew Commission on Budget Reform.
Projection: When Medicare Part A is included, the payroll tax burden will rise to 25.7% – more than one of every four dollars workers will earn that year.
Projection: If Medicare Part B (physician services) and Part D are included, the total Social Security/Medicare burden will climb to 37% of payroll by 2054 – one in three dollars of taxable payroll, and twice the size of today’s payroll tax burden, according to the non-partisan Peterson-Pew Commission on Budget Reform.
Projection: More than one-third of the wages workers earn in 2054 will need to be committed to pay benefits promised under current law. That is before any bridges or highways are built and before any teachers’ or police officers’ salaries are paid.
Projection: By 2030, about the midpoint of the baby boomer retirement years, the Medicare will require nearly half of all income tax dollars, according to the non-partisan Peterson-Pew Commission on Budget Reform.
Projection: By 2060, Social Security and Medicare will require nearly three out of four income tax dollars.

that denies President Barack Obama new money for implementing signature first-term accomplishments like new regulations on Wall Street and his expansion of government health care subsidies
but provides modest additional funding for domestic priorities like health research and highway projects.
Monday’s measure is the product of bipartisan negotiations and is the legislative vehicle to fund the day-to-day operations of government through Sept. 30 — and prevent a government shutdown when current funding runs out March 27.
It sets a path for government in the wake of across-the-board spending cuts that took effect March 1. In most cases the minor changes in agency budgets amount to housekeeping within a trillion-dollar cap for the day-to-day operations of agencies in the current budget year.

Now the far left has more confidence and power, the AARP is whipping up fear among its members, and seniors are more organized. Whatever entitlement cuts Bohner had negotiated several years ago are now going to be far harder to achieve, even with fully matching tax increases. Opportunity lost.

RWM, having read your post, and pondered its facts, which I do not dispute, one cold hard fact comes back to haunt me that was addressed, and yet may come back to haunt us all in the end. Life is cyclic, as is the earth, because it too is a living organism. We have over time circumvented certain checks and balances within nature and in doing so have increased our living age, and increased population growth, which is why we are seeing such an imbalance in the numbers of those collecting and those paying in. Somehow nature always figures a way to reintroduce those controls, sad to say that in the not to distant future I think that the imbalance will be corrected severely, or so severely that the current system will be irrelevant. I know that is somewhat dark and gloomy, but history tells us it is true none the less.
