Breaking: Haley Barbour not running for president; Update: Daniels now 60-70%?

posted at 3:48 pm on April 25, 2011 by Allahpundit

I’m honestly shocked. He was the one guy among the fencesitters who I thought was a lock to jump in, especially if Huckabee sat out and created a vacuum for a southern candidate. He made high-profile appearances recently in Iowa and New Hampshire and had plans for more trips in the coming weeks. A new interview with him about the possibility of running appeared just 24 hours ago at Newsweek.

What happened?

“I will not be a candidate for president next year. This has been a difficult, personal decision, and I am very grateful to my family for their total support of my going forward, had that been what I decided.

“Hundreds of people have encouraged me to run and offered both to give and raise money for a presidential campaign. Many volunteers have organized events in support of my pursuing the race. Some have dedicated virtually full time to setting up preliminary organizations in critical, early states and to helping plan what has been several months of intensive activity.

“I greatly appreciate each and every one of them and all their outstanding efforts. If I have disappointed any of them in this decision, I sincerely regret it.

“A candidate for president today is embracing a ten-year commitment to an all-consuming effort, to the virtual exclusion of all else. His (or her) supporters expect and deserve no less than absolute fire in the belly from their candidate. I cannot offer that with certainty, and total certainty is required.

“This decision means I will continue my job as Governor Mississippi, my role in the Republican Governors Association and my efforts to elect a new Republican president in 2012, as the stakes for the nation require that effort to be successful.”

Verrry curious. Barbour’s worked tirelessly for the RNC, RGA, and other conservative groups for years; his fundraising ability is legendary. I can’t believe the fire wouldn’t be there if he thought he had a path to victory. But even with his southern advantage, maybe he didn’t: He’s not a natural match for either Iowa or New Hampshire and it’d be tough to hold South Carolina having lost all of the earlier primaries. Could be that he looked at the map and thought it was a lost cause. Or, given what he said about this being a “difficult, personal decision,” maybe he bowed to family pressure. His wife famously told the AP a few weeks ago that the thought of a campaign “horrifies” her because it would be “a huge sacrifice for a family to make.”

Or maybe this is the answer:

[Mitch] Daniels is candid: He’d be less inclined to launch a White House bid if Barbour does the same.

“My first inclination would be to help Haley,” said Daniels, adding: “It would be unusual [if we both ran]. On every past occasion, we’ve been teammates.”

There’s a new story at WaPo this morning about the Daniels’s presidential Hamlet act in which he describes his thinking at this point as “muddled.” Barbour dropping out will help clarify things a bit since, if Daniels does run, he’s now practically guaranteed Barbour’s endorsement and fundraising help. Barbour might not make it to the White House on his own, but if he joins forces with Mitch the Knife, he could get there as VP, chief of staff, or in any number of other roles. He’s a bottom-line kind of guy, and that’d be a shrewd bottom-line calculation. Now all Daniels has to do is play ball.

Update: Chris Cillizza notes an AP story published yesterday that claimed Barbour was “expected to join the field as early as this coming week.”

Update: Idle thought: Are we now guaranteed a Huckabee candidacy? It’s hard to imagine a GOP primary with no southerners in the mix.

Update: Yes, technically Gingrich is a “southern” candidate, but he’s not southern-identified the way Huck and Barbour are. And it’s an open question at the moment whether major players in his own home state will line up behind him.

Update: A source close to Daniels tells NYT reporter John Harwood he’s leaning towards yes: “mitchdaniels confidant: Indiana Gov. now ’60 to 70%’ likely to seek 2012 GOP nomination”.

Blowback

INC on April 25, 2011 at 4:50 PM

I can’t get interested in Daniels. He’s one of those Repubs who thinks, and said, ‘The Era of Reagan is over’ or words to that effect. Therefore, he can’t be trusted, IMO.

AP’s question re Huck immediately entered my mind when I saw the headline. Let’s hope we anti-Huckarhoids will dampen enthusiasm for The Great Flim-Flam Man, while at the same time discourage the former governor from running. I know I for one will not stop spreading the truth about Huck until election day 2012. In other words, I will not vote for Huckabee. Go ahead and criticize me. That’s fine. I held my nose and voted for two Bushes and one McCain. I’ll be d@mned if I’ll ever vote for another GOP candidate who is so closely in step with their governing philosophy. Plus, Ma & Pa bush gave Huck their imprimatur as a possible next POTUS. That’s the kiss of death if I weren’t already wise to Huck. Heck, CATO Inst. rated Mitt better than Huck as governor and many of us think of Mitt as the ultimate RINO. If the country will go down the tubes if I don’t vote for Huck, then don’t nominate him.

Huck and Daniels will most likely be in within the next couple of months, same with either Bachmann or Palin.

IR-MN on April 25, 2011 at 3:59 PM

Agreed on Daniels and Huck, but I think both Bachmann and Palin will ultimately decide to sit this one out.

Barbour probably wouldn’t have bowed out without first gauging Daniels’ intentions, so this seems like a pretty clear sign that Daniels is running.

Given his recent under-the-radar activity in Iowa and SC, Huck sure looks like he’s planning on making a mid-summer entry. The polls are probably putting some wind in his sails.

Bachmann will keep her name in the mix as long as possible, but will ultimately take a pass and wait to take on Franken in 2014. Running for the presidential nomination now would hurt her chances in a statewide election in Minnesota. She’s still very young and already has a nationwide following after only six years in the House. Add a statewide victory in bluish-purple state to that resume and she’ll unstoppable a decade from now. I love Bachmann, but now is not her time.

Palin seems more content as the spiritual leader of the party than as an actual candidate. And she can read the polls. If she runs, there’s no guarantee she’ll even survive the primaries. Her stature within the party, by which I mean the fear she strikes into the hearts of establishment Republicans, would be severely diminished. On the other hand, with such a wide-open field she can play kingmaker in the primaries, and then wield enormous influence over Congressional Republicans after the election. If we win the White House, the credible threat of Palin primary challenge in 2016 would ensure that a President Romney/Huckabee/Daniels/Pawlenty/fill-in-the-blank toes the conservative line on big issues. All of this without the constrictions, risks, and burdens of running for office in 2012. Kinda seems like a no-brainer to me.

I am so looking forward to more of his misstatements.

Maybe winners like: “I’m open to the idea that America doesn’t have to be #1 in the world.”

Or: “Democrat ideas are just as important to consider as Republican ideas.”

Or how about: “Palin can align herself with the Tea Party if she likes. I aim to represent middle America.”

Those all seem Mitch-esque, and just as base-pleasing as his previous statements.

Palin’s stature exists because she’s a potential candidate.

I cannot think of any reason why she would not get in the race at this point. Frankly every move she’s been making tell me she’s in.

BTW…those who think they can dissuade her by telling her she can’t do it don’t really understand how she operates.

Rick Perry? He’s Southern. He’s a favorite of Tea Party. He’s hated by the Bushies (read: GOP establishment). He’s had a few foul ups, but he has a pretty good record to run on.

Agreed. He’s a charismatic speaker with a solid record, he’s a merciless and articulate critic of Obama’s policies, and a Palin endorsement would put him over the top in the primaries. And when he gets to the general election, he has an unbeatable message: “I’ve been governor of the second-largest state in the nation for twelve years. We have one of the lowest unemployment rates in the country. Obama hasn’t delivered. I will.” Game over.

He is clearly an ambitious guy, and the political environment is tailor-made for a Perry candidacy… so why isn’t he running??? My initial thought is that he has some skeletons he doesn’t want unearthed; but given his twelve years in office and the Bushies’ disdain for him, any past malfeasances would have leaked out a long time ago. Any theories on why Perry isn’t running?

Update: Idle thought: Are we now guaranteed a Huckabee candidacy? It’s hard to imagine a GOP primary with no southerners in the mix.

How is this for some ironic demolition of the conventional wisdom that AllahP ssems so addicted to:

The most “southern” candidate, when you go down the list of issues, is from Alaska.

Solid Christian, unafraid to say so—check
Solid Pro-life, could move the needle nationally—check
Solid 2nd amendment advocate, no doubts at all—check
Solid fisherman/sportsman/hunter, no J Kerry moment—check
Solid 10th amendment/states rights—-check
Solid Energy development/oil and gas—check
Solid Right to Work law advocate, went to Madison—check
Was an honored guest at the last Daytona 500, husband a racing champion—check

You see what I am getting at here?

Just because someone talks a certain way, or is from a certain state, you can’t make assumptions about what Southerners will want in a candidate.

There is a sizeable portion of Southern voters who will give Huck a big head start because he was a Baptist minister, but as the campaign wears on, many of these people will be won over by Sarah’s positions, her tenacity, and her relentless charm.

Plus, as was pointed out earlier, she is an Honorary Texan.

Thats about it.

His not supporting Israel doesn’t bother me even though I do.

His suggestion that the US/Israel are to blame for Muslim attacks does. Very flawed judgment.

Good, even more reason to root for Daniels. we don’t need and we don’t want idiot so-called SoCons glomming on this campaign. They do nothing but chase away those reasonable folks we need to win over to our side.

MJBrutus on April 25, 2011 at 5:19 PM

I call BS on this one. I believe in God and I am unaffiliated. I am also pro choice. I am also very pro Palin. One of the great things about this country is that people are free to practice their religion.

ReneePA on April 25, 2011 at 5:49 PM

If the GOP candidate is going to win, they are going to have to have the Pro-Life/Christian Right turn out in force, as well as others who are not focused on that issue.

It must be a reuniting of the Reagan Coalition, all three legs of the stool, and then get them all fired up and inspired to do more than just vote, but volunteer at their local precincts, or travel to a nearby battleground state and help the ground game there.

Saying “we don’t need idiot SoCons screwing this up” is a great way to lose %10 of the turnout, maybe more in some states.

Brian1972 on April 25, 2011 at 5:59 PM

You’re the one who is a one issue voter. Your support for Mitt Romney in the past has been exclusively based on your shared faith. You also use the “religious bigot!” to defend Romney against criticism.

Glad you got to see President Monsen though. =)

portlandon on April 25, 2011 at 5:50 PM

I do not support Romneycare. And I don’t see how Romney has any chance at all to win the nomination. This is not 2008. I have left my naivete behind.

My issues with Palin have nothing to do with anyone but Palin…

I am looking for other strengths. But she is not at the bottom of my list.

Enjoy your new National Sales Tax on top of the income tax, inflating the price of everything even further, with more of our money flowing to DC, feeding the Beast.

No thank you.

Brian1972 on April 25, 2011 at 5:48 PM

From what I’ve read, he’s only said he might be open to discussing a VAT if there is a flat tax, with lower rates, and no (or low?) capital gains tax. Based on his record, I think he’s pretty solid on fiscal issues:

He inherited a $200 million deficit in 2004 and transformed it into a $1.3 billion surplus. He paid off the state’s outstanding debts, doubled venture capital investment in the state and reduced the number of government jobs by 15 percent. His well-established reputation as a penny-pincher makes it hard to stereotype him as a tax-and-spender.”

Now we’re talking. That’s a good target for the federal government.

Ok, Sarah Palin cut her state’s budget and left a $12 billion surplus, and has never even flirted with any new taxes from DC.

The VAT is a bad idea, because it is a tax that is hidden in the price of all goods and services that you buy.

Once it is in place, there will be relentless pressure to jack it up every couple of years, and also I don’t believe that repealing the income tax will be accomplished, because that requires amending the Constitution, which is extremely difficult and requires many years of sustained effort to even get close.

We will end up with the income tax as it is, maybe slightly lower rates, with the VAT on top of it.

bw222 on April 25, 2011 at 4:51 PM

Is that because he has to shop in the little boys’ section (okay, I’m only half-kidding here)? On the bright side, if Daniels did get elected, I think it would be a real morale booster for Nicolas Sarkozy….He would have a little world leader just his size to play with! Just think how cute the photo ops would be!

cynccook on April 25, 2011 at 6:17 PM

The only problem is that Republicans don’t always usually do what they promise. Like the $100 billion cut dwindling down to $352 million.

bw222 on April 25, 2011 at 5:02 PM

Ain’t that the truth. When I look at the field, I try to imagine each candidate in the following scenario: Its 2014, and somehow the Democrats have taken back both houses of Congress. The President is pushing to reduce the corporate tax rate to 20% so that we can compete in a global economy. The Democrats insist that, in the interest of “fairness”, any reduction in the corporate tax rate must be accompanied by instituting a progressive estate tax scheme that exempts estates under $1,000,000, but rapidly graduates thereafter, with a top-level rate of 40% for estates valued over $2,500,000. The polling would probably show at least majority support for such a compromise, and the political pressure on any President for “compromise” is always enormous. But such a high estate tax is insane from a policy perspective, and grossly unfair. Which of the current candidates have the true conservative conviction to abandon the political benefits of such a compromise?

Compromisers: Huck, Romney, Trump, Huntsman.

Veto-ers: Palin, Gingrich, Daniels, Pawlenty, Cain, Bachmann, Santorum, Paul, Johnson

Out of the latter category, I think only Pawlenty and Daniels would be viable candidates in the general election. Between those two uninspiring choices, Pawlenty gets my nod for his governing record and his willingness to go on the attack… Let us all pray that Perry, Ryan, or Christie gets in this thing.

petunia on April 25, 2011 at 6:02 PM

Your problems with Palin have nothing to do with her policies. They are all personal and Catty.

Exhibit 1:

She does not walk on water either.

And I think she is weird.

Your devotion to Palin is sick, by the way.

But your infatuation with her has blinded you to her flaws.

I can’t imagine how someone with her lack of experience in everything is going to do any better than Obama is doing in foreign policy!

She hates people who know anything about anything.

She has a blind spot to thinking people who have experience or education

You have not a shred of love for this country.

I don’t see Palin as all that honest either really. I don’t even like her well enough to track all the stuff.

But I remember she was pretty dishonest

I don’t know that I’d buy a car from her.

I can’t imagine how she seems so honest to you.

I think you all must feel sorry for her. Like she’s the ugly duckling running for homecomming queen. I really don’t understand why people are so nuts for her. She is nothing special.

She doesn’t even try to educate herself.

Having her in the Whitehouse would be such a circus.

I do truly think that many of you do not see Sarah Palin.

Link to your tirade HERE.

If Palin is “Not at the bottom of your list” I’d hate to see who was, Petunia.

Not going to happen. It’s Daniels and T-Paw. I much prefer Daniels. T-Paw was in favor of the Libyan war for starters. That was a bad call. In addition, I would argue with your “attack” idea. The GOP candidate just needs to be a credible President. The election will be a referendum on PBHO IF the GOP nominates an acceptable candidate. Despite it being a low bar, that is a very big unfortunately with only two are maybe three who can meet it.

People are still going to get in, or decline to get in, and poll numbers will change many times even before the primaries get started for real.

It is too early to be ruling out candidates who haven’t even begun to run yet.
