Felony charges filed against teacher in WI e-mail death threats; Update: Track record?

Charges have been filed in an investigation of e-mailed death threats to Republican state Senators last month during the budget-repair debate — but oddly, no arrest has taken place. Prosecutors filed two felony counts and two misdemeanor counts against 26-year-old Katherine Windels of Cross Plains, Wisconsin, but only after the Wisconsin Department of Justice sent the district attorney a sharply-worded memo of its own, wondering why prosecutors hadn’t done anything with the referral. It turns out that the woman who sent death threats to sixteen Senators and their families and claimed to have already built the bombs to kill them had never been arrested despite admitting to the charges:

Investigators visited Windels at her home the next day. According to the complaint, she told them she had sent the emails, and did so because she was very angry about what the senators had done. She also said she didn’t intend to carry out the threats, and was not arrested.

Dane County District Attorney Ismael Ozanne filed the charges Thursday. He says “it’s odd” law enforcement never took Windels into custody.

“The reality is, the person was not placed into custody, so at some point, law enforcement didn’t see the person as an imminent threat,” Ozanne said. “It’s not that the case was not serious or taken seriously by law enforcement or by this office.”

This morning, the Justice Department sent a letter to the media, saying it was concerned about the “lack of action” on the case by the D.A.’s office. The Justice Department had referred the case to Ozanne two weeks prior.

I’d say it demonstrates precisely that the case hadn’t been taken seriously by law enforcement or the prosecutors. Why would a terrorist suspect not be arrested in a felony case?  Do police really think that someone unstable enough to send death threats doesn’t represent a threat to her community, at least enough to book her? I wonder how her victims feel about that — and I wonder how the DA’s office and police department would handle Windels if she turned out to be a deranged Tea Party supporter rather than a deranged lefty.

Perhaps the letters were ambiguous enough to make police unsure of the case. You be the judge, but the “deranged lefty” description isn’t an exaggeration:

Please put your things in order because you will be killed and your familes will also be killed due to your actions in the last 8 weeks. Please explain to them that this is because if we get rid of you and your families then it will save the rights of 300,000 people and also be able to close the deficit that you have created. I hope you have a good time in hell. Read below for more information on possible scenarios in which you will die.

WE want to make this perfectly clear. Because of your actions today and in the past couple of weeks I and the group of people that are working with me have decided that we’ve had enough. We feel that you and the people that support the dictator have to die. We have tried many other ways of dealing with your corruption but you have taken things too far and we will not stand for it any longer. So, this is how it’s going to happen: I as well as many others know where you and your family live, it’s a matter of public records.

We have all planned to assult you by arriving at your house and putting a nice little bullet in your head. However, we decided that we wouldn’t leave it there. We also have decided that this may not be enough to send the message to you since you are so “high” on Koch and have decided that you are now going to single handedly make this a dictatorship instead of a demorcratic process. So we have also built several bombs that we have placed in various locations around the areas in which we know that you frequent.

This includes, your house, your car, the state capitol, and well I won’t tell you all of them because that’s just no fun. Since we know that you are not smart enough to figure out why this is happening to you we have decided to make it perfectly clear to you. If you and your goonies feel that it’s necessary to strip the rights of 300,000 people and ruin their lives, making them unable to feed, clothe, and provide the necessities to their families and themselves then We Will “get rid of” (in which I mean kill) you.

The misspellings are all in the original, which brings us to the suspect herself. News reports identify her as Katherine Windels of Cross Plains, Wisconsin, but don’t say too much else about her. James Simpson’s piece linked above notes that Jim Hoft and Underground Conservative did a little digging and discovered a Katherine Windels of Cross Plains of the same age (26) who teaches children in pre-school and kindergarten. The picture in her MySpace and Peek profiles looks remarkably similar to the WKOW mugshot (from 2004) used in the story, and it would be a very strange coincidence indeed to find two women of the same exact name, age, and appearance in a town of less than 4,000 people.

Hopefully, Windels isn’t teaching English. More importantly, the parents of children at the school might want to know that someone unstable (and stupid) enough to send terrorist death threats to politicians from her home computer is being entrusted with the students.

Update: If police want to argue that Windels doesn’t pose a threat, a new report from WKOW suggests that she has a track record in potentially threatening behavior:

A Cross Plains woman charged with felony crimes for allegedly threatening state senators over the budget repair bill was investigated by Madison police officers last fall over text messages.

Police reports released to WKOW27 News show a Madison woman contacted police over concerning text messages from Katherine Windels. …

In the reports, an officer stated he tried to contact Windels,  but was unsuccessful,  and ultimately left a voice mail message telling her to cease any contact with Patterson.

Apparently Windels set up the e-mail account from which she sent the threats under Patterson’s name.  She sounds like a seriously disturbed individual, and police should be answering why they have yet to take her into custody.  They’d better hope Windels doesn’t attack someone before the courts deal with these charges.

Who are “we” in this email? Katherine Windels and who else? Wouldn’t police want to find out? Maybe charge her with conspiracy to commit murder until she sings about who is with her, other than the mouse in her pocket?

She needs to be arrested…for the children. If she wants to blow up State Senators, what could she do to defenseless 4-year-olds?

A federal judge was one of the victims of the shooting Saturday that targeted Rep. Gabrielle Giffords (D-Ariz.).

U.S. District Judge John Roll was appointed to the federal bench in 1991 by then-President George H.W. Bush.

Even though he had faced previous threats, Roll was in the wrong place at the wrong time during the shooting rampage.

According to authorities, Roll had gone to Mass on Saturday, as he did every morning, then as he knew Giffords decided to stop around the corner and say hi.

Then the shooting started, leaving at least six dead, including Roll, and 13 injured.

Roll had been put under federal protection last year after he made a ruling in a civil rights lawsuit.

Don’t know why anybody would be surprised or outraged. This is just another of the many indications that liberals have been winning the ideological war for decades.
The reason they are wining is because they are actually fighting a war, we conservatives are just whining and rolling over (Tea Party notwithstanding). Say what you want about the dem senators radical tactics, but they were fighting a war we are not. We saw these huge demonstrations by the union thugs, where were the counter demonstrations? Why are there no massive demonstrations now about this outrage? The fact is that we continue to put up with the liberal advance, we are loosing because the cause is not as important to us as it is to the liberals.

Cindy, it looks like the suspect Windels took an unwanted interest in someone named Lisa Patterson. Patterson took the matter up with police, and Windels was warned to leave her alone.

So when Windels dreamed up her plan to make bomb and death threats against WI Republicans, she took the opportunity to attempt to implicate Patterson by setting up a fake e-mail in Patterson’s name to use when making the threats. No doubt this evil genius did so from her home computer.

Then in the fall she was sending threatening texts to Lisa Patterson, and then set up an email account in Patterson’s name and sent the threatening emails to senators under that account.

This is outrageous. So there is mo law or order in WI? I hole every registered Republican all over the US has made provisions for a civil w a r because one is coming. The Democrats sure don’t believe in democracy, don’t respect elections (I sincerely believe that the CA elections were rife with fraud) .

We are I deep trouble with the current slate of Republican leaders aka the gutless wonders aka democrats in republican clothing… We need to elect TEA Partiers who can be vouched for. I don’t know about you guys but I AM NOT FEELING OPTIMISTIC ABOUT OUR SURVIVAL if we don’t turn things around drastically in the next election.

All the states need to take a hard look at whether police and fire departments should have been allowed to unionize.

I suspect that the only organization that the Wisconsin state government can depend on in this situation is their National Guard, though they aren’t really trained for law enforcement.

As authorities searched for clues into what could have sent a University of Alabama neurobiology professor on an alleged killing spree, friends and family yesterday described Braintree native Amy Bishop as an awkward introvert on the brink of losing her teaching job.

Bishop’s husband, James Anderson, told the Herald his wife had been fighting the university for over a year about a tenure denial, and several months ago received a final decision. She was upset, but not overly emotional, approaching her appeal “like a game of chess,” he said.

Police in Huntsville, Ala., charged Bishop, 44, with capital murder after she allegedly opened fire on six colleagues at a faculty meeting Friday, killing three. Afterward, she calmly called her husband and asked him to pick her up as if nothing had happened, said police Chief Henry Reyes.

The union cops in Dane County have decided that a demonstrably insane person sending violent threats to State Senators and their families is no big deal and they don’t need to arrest her or even book her, while the (lefty dipsh!t) district attorney sits around with this thumb up his a$$ for two weeks on the same case.

As long predicted, law enforcement is now purely a function of partisan politics, both in the race-obsessed O’Bonehead administration and at the state level.

Which is to say — we are officially a third-world nation.

If I were these lawmakers that received these threats, I would sue this woman, the D.A. and the police that interviewed her without an arrest. It’s time to put the pressure on these people and let them know that this type of behavior is unacceptable. This is the type of person that gets a pass from the unions to teach the children and yet can’t be fired.

Under Obama, there now seems to be a different set of laws for white people and conservatives. That’s the way I read it, and it is very scary when the unionized law officers refuse to do their jobs strictly along political lines. It looks like this is where we are headed under this administration. Democrats walk off their job and compare it to going to war. They have enough sigs in WI now to recall the R’s, so it sounds to me like the people in Wisconsin who wanted the R’s to do something and voted them in, now have changed their minds. I just spoke with Mr. Ozanne’s secretary.

She claims that the office has only received one case involving threats to Republican legislators.

That case appears to have come from the Wiscon DOJ, not the police. If she is telling the truth, the cops are sitting on all of these cases.

Her troubles may not have been completely enumerated. One of her victims is Ms. Patterson, who has every right to file a civil complaint of identity theft. I believe you are correct about Amy Bishop, her mom apparently had some help from an elected Democrat official when Amy killed her brother. It was labeled as an accident. Wasn’t there some grumblings about Laughner getting some preferential treatment because his mom worked for the county/city? I’m still waiting to hear why Ms. Windels has a 2004 mug shot.

Perhaps the police are hesitant to arrest a fellow public employee union member.

Last year at my kids high school, a young man was arrested for making bomb threats. He has been tried, and convicted and now sits in Fed prison for 10 years. A few years earlier, a young woman at the middle school called in a bomb threat with a friends cell phone (Unbeknownst to the phones owner) because she hadn’t finished her homework and wanted to get out of school. She spent a year in juvenile hall.

Both threats were just that. Threats. But they were taken seriously, and these were kids. Now we have an adult that has outright admitted doing it, and she gets a pass???? (capejasmine on April 1, 2011 at 10:25 AM)

This kind of crap is why when I hear people say, “We are a nation of laws!” I think that person is a deluded fool. The people who make the laws, carry them out, enforce them and adjudicate them play games with the laws all the time with selective enforcement, deal making and so on.

Most of those same people are corrupt, incompetent, stupid, or a combination of a part, or of all three. There is nothing sacred about the law even if you get caught breaking it. Just ask the Black Panthers.
