Biden: We should impeach presidents who launch attacks without Congressional approval

Say, maybe this is why Barack Obama has decided to shave a couple of hours off of his South America tour by skipping the Mayan ruins in El Salvador. With Joe Biden insisting that he would personally take charge of impeaching a President that launched military action against another country without getting authorization from Congress, Obama may feel the need to race back to Washington to keep his own VP from ousting him from the Oval Office.

No worries, Mr. President; Biden said this while talking to Iowa Democrats in 2007, in the context of potential military action against Iran. You know, that country that wants to build nuclear weapons and holds conferences on creating a world without the US and Israel? When the target of the attack is a country that hasn’t presented a threat to the US for years, it’s apparently no big deal … especially if that President is a Democrat. Via Drudge:

Ladies and gentlemen, I drafted an outline of what I think the Constitutional limits [garbled] have on the President with the War Clause.  I went to five leading scholars, Constitutional scholars, and they drafted a treatise for me that is being distributed to every Senator.  And I want to make it clear, and I’ll make it clear to the President: that if he takes this nation to war in Iran, without Congressional approval, I will make it my business to impeach him.

I wonder if any copies of that treatise are floating around Capitol Hill at the moment?  Of course, Biden apparently didn’t ask those Constitutional scholars about the impeachment process itself, because if he had, Biden would have floated those copies to the House.  The House impeaches federal officials, not the Senate; the Senate can only convict impeached officials and remove them from office.  As we all learned during Bill Clinton’s adventures in Constitutional accountability, an impeachment is an indictment, not a removal.  Were all five Constitutional scholars Biden consulted named Barack Obama?

It’s not exactly a surprise that Biden doesn’t know his Constitution — he famously cited the wrong Article in his VP debate with Palin for executive authority — so take the whole impeachment threat with a Lot’s Wife-size grain of salt.  We can be absolutely certain that Sheriff Joe will definitely not be on this case.

Some other Democrats might be, though, which is why Obama has suddenly decided to head for home:

In the end, President Barack Obama apparently decided that photos of himself touring historic remnants of a collapsed society might not be the best image for a commander in chief fending off charges even from Democrats that his Libya policy is in shambles. …

Clearly aware of the growing disenchantment with the move from fellow Democrats, however, Obama quickly noted it “doesn’t mean we can solve every problem in the world.”

Those words are not likely to do much back in Washington to calm liberals who are furious at Obama, particularly his decision to move forward with a military engagement without a full debate in Congress.

Four House Democrats fired off a letter to Obama on Tuesday filled with tough words and phrases like “quagmire” and “rush to war” that read more like a missive they would have sent to former President George W. Bush than a Democratic president whose agenda they’ve supported from top to bottom.

He might want to get back to DC before some of them dust off Biden’s treatise.

Update: The second “South America” in the lead sentence was supposed to be “El Salvador,” which I’ve corrected.

It’s not exactly a surprise that Biden doesn’t know his Constitution — he famously cited the wrong Article in his VP debate with Palin for executive authority — so take the whole impeachment threat with a Lot’s Wife-size grain of salt. We can be absolutely certain that Sheriff Joe will definitely not be on this case.

Thank goodness Ed mentioned Sarah Palin’s name in the post, because if someone had pointed this fact out in the comment thread we would have had that stupid hijacking argument all over again.

I don’t think those Marines are going ashore, but are taking part with their V-22 Ospreys, having already rescued one downed pilot, and their AV-8 Harriers are engaging ground targets as well.

I do not forsee another landing on the Shores of Tripoli.

He said the bottom line is that “it means the United States is not going to be bearing all the cost.”

Obama also said that “nobody has a bigger stake” in the outcome of the change happening through the Mideast and North Africa than the United States.

This is from the end of that CNN article…..Obama is downright contradicting himself here. “Nobody has a bigger stake” but it will not be the US that performs the mission? He is trying his typical tactic of saying two different things at the same time. I’m getting scared.

First of all a disclaimer – I am a supporter of Sarah
Palin for president. In researching everyone’s (the usual
Repub suspects mentioned as running) record I find hers to
be quite remarkable; I kept saying to myself, “has anyone
else ever done this? (in a good way). Of course, I say
the same thing about Obama, but in a very bad way.

It seems to me that Obama is not engaged in the presidency;
his reactions seem to be to polls, criticism and fawning
by the media. We all know that Palin is in his head big time because she has been the only one calling him out on a continuous basis; not just on one issue or two. On
Feb. 22 or 23 she stated that she thought a NFZ should be
undertaken in Libya along with sanctions, etc. whatever
the state department, whomever, does. A few others also state an NFZ would work; France and Great Britain for two. On March 20, Obama finally reacts
without congressional approval while he is in South America.

In this instance what poll, criticism, fawning is he
reacting to? Palin NFZ was just an answer to a question;
few pundits were agreeing with Palin; in fact she was
blasted pretty good by the media for the comment. The
media weren’t begging for NFZ, noone was criticizing or
fawning over the president on this issue.

So – Did he join the NFZ because France and Great Britain
wanted to? Did the other Arab nations pressure him behind
the scenes to take care of Quadaffi? Why didn’t they take
care of this nutjob? They wanted us to look like the bad guys? What the heck is going on?

Someone enlighten me, please!!!!

Nope, you’re pretty much on target there. What I think is key in her remark on her facebook page was that she was calling for contemplation of a no-fly zone. In other words, were she President (she did not frame it this way, I am) she would have been engaging all concerned as to what should be done.

And I think it safe to say that she wouldn’t have been on the golf course when she was doing it.

Obama seems to have put in as much time and consideration into deciding what club to use for his second shot on the 14th hole as he did lobbing in a hundred cruise missiles into Libya.

This command-and-control business is complicated, and we haven’t done something like this kind of on-the-fly before,” U.S. Defense Secretary Robert Gates told reporters in Moscow today. “It’s not surprising to me that it would take a few days to get it all sorted out.”

Well, according to the White House, a few ‘days’ is all you’ve got.

Look, if SECDEF is saying that C2 is ‘complicated’ then do you know what else is ‘complicated?’ EVERYTHING. Libya has to be divvied up into ‘areas of responsibility with individual commanders that direct air sorties, authorize missions, task refueling, task CAS, CSAR and actually apply flesh-blood people to those missions for certain periods of time and whatnot. If C2 at the top is complicated, then the consequences of that are disunity at the pointy speared end of this mission. Aircraft will be misidentified, as will ground targets, targets will be hit multiple times unknowingly and some left unscathed at all but should’ve been destroyed. Key infrastructure that the rebel opposition may need will be destroyed and other key infrastructure that Kaddafi loyalists are using will be left intact. It’s that simple–C2 disarray begets extraordinarily complicated war disarray.

The awakening was not an awakening by us, it was an awakening of the Sunnis in Anbar province willing to fight.

Way back in 1987, Biden was riding high in the presidential race — widely regarded as a serious contenders for the Democratic party’s nod.

Then  Neil Kinnock happened. Biden borrowed passages of a speech given by Kinnock, a leader in Britain’s Labour Party, without attribution — a mistake that led to a detailed examination of Biden’s public statements that turned up several more examples of potential plagiarism and resume inflation. The feeding frenzy eventually chased the Delaware senator from the race.


“I’ve had a great relationship [with Indian Americans],” Biden said. “In Delaware, the largest growth in population is Indian-Americans moving from India. You cannot go to a 7-Eleven or a Dunkin’ Donuts unless you have a slight Indian accent. I’m not joking.”

We’ve seen Camp Lejuene Marines in Iraq and Afghanistan and now they are joining the fight against Libya. About 2,200 Marines from the 26th Marine Expeditionary Unit, or 26th MEU will take part. Their mission is to help end the violence directed at the Libyan people

A MEU is a temporary unit made up for deployment with a Navy Amphibious Ready Group. That’s the amphibious version of a Carrier Battle Group.

When I was in the Gator Navy the two units that routinely deployed from Lejeune were 24 and 26 MEU. Every time it would be comprised of elements of various Marine commands to fit that mission and not necessarily the same as the last time it deployed under that unit name.

I’m not sure on this, but the 26 could be the unit currently on the ARG that’s deployed to the Med/Persian Gulf. It wouldn’t necessarily mean they are on, or about to be on the ground. But if needed, they would already be in the area and ready to respond.

There are 3 MEU HQ on the east coast, 22, 24 and 26. Each MEU is basically the same with a reinforced infantry battalion, composite aviation squadron and a combat logistics battalion. There are minor variations in the make up of each one, but it’s pretty standardized.

Right now the 26 MEU is deployed and they have been taking part in Libyan operations. The 22 MEU was scheduled to replace them and their departure date has been advanced to bring them into the Med.

One of the great capabilities of amphib forces is that they can remain afloat off the coast of a hot spot and ready for long periods of time. So, deploying the MEU does not necessarily mean “boots on the ground”. But, it puts them in close proximity in case they are needed. And, part of the reinforcement to the infantry battalion consists of tanks and/or light armored vehicles, artillery and mechanized personnel carriers.

Finally, one of the key missions that the MEU trains to is Tactical Recovery of Aviation Personnel (TRAP). As we’ve already seen, that could be very useful.
