Obama tells Congress: Our main military action against Qaddafi will last “days, not weeks”

posted at 8:21 pm on March 18, 2011 by Allahpundit

What could go wrong?

In his meeting with Members of Congress today, sources tell ABC News, President Obama said he expected that the period that the US would be involved in heavy kinetic activity would be “days, not weeks,” after which he said the US would then take more of a supporting role.

So that close reading of his speech earlier wasn’t too close after all. In order to get U.S. fingerprints off of this mission and reassure the public that it won’t be another endless adventure, he’ll let European and Arab air forces enforce the NFZ after we take out Qaddafi’s air defenses. A question: What happens if the war on the ground drags on and the Brits, French, etc, decide it’s not worth persevering? Will the USAF then return to “heavy kinetic activity” or is that the end of the mission?

More details from WaPo, which calls this a rare example of international action not led by the United States:

Fighter aircraft from France, Britain and the United Arab Emirates converged on bases in and around Italy late Friday to begin operations over Libya under the command and control of the United States at its naval base in Naples, according to U.S. and European officials.

U.S. ships in the Mediterranean were preparing to bombard Libya’s air defenses and runways to clear the way for the European and Arab forces to establish a no-fly zone throughout the country, assuming that Libyan leader Moammar Gaddafi does not obey international demands for a cease-fire and withdrawal of his forces around rebel-held areas, officials said.

Here’s Susan Rice on CNN this afternoon clarifying a point left ambiguous in Obama’s speech. Yes, she says, Qaddafi must go (and hints that we may be willing to arm the rebels to make that happen). But when Blitzer presses her on whether that means we’ll launch attacks aimed at dislodging him, she says … no. The resolution authorizes protecting civilians, not bombing Qaddafi to get rid of him. And when he follows up and asks what happens if Qaddafi suddenly backs off and decides to respect the terms of the UN’s ultimatum, she won’t say what we’ll do. Again, what could go wrong?

By the way, I know the White House is a few weeks behind the rest of us on all this, but in case anyone there is reading: Hurry up.

Update: U.S. counterterror chiefs are watching Libya very carefully: “Among the threats the United States is focusing on is Libya’s stockpile of deadly mustard gas, he said.”

CWforFreedom on March 18, 2011 at 9:11 PM

You mean how much they will cost a pound when dead? Afghans go for between $20 and $26 a pound but that is wholesale. Top of the line Paki ISI goes upward of $7600 a pound. Of course these are artificial figures inflated to make Muslims feel good about themselves and feel a sense of self worth. (actually they are bought up by Gubmint, stored for a few years and then mixed in with the Government American Cheddar Cheese and then to the people that need it. Not fiscally sound but what are you gonna do?)

But Obama’s stance in Libya differs significantly from his strategy regarding the other Arab revolutions. In Egypt and Tunisia, Obama chose to rebalance the American stance gradually backing away from support for President Hosni Mubarak and Zine el-Abidine Ben Ali and allowing the popular movements to run their course. In Yemen and Bahrain, where the uprisings have turned violent, Obama has not even uttered a word in support of armed intervention – instead pressing those regimes to embrace reform on their own. But in deciding to attack Libya, Obama has charted an entirely new strategy, relying on U.S. hard power and the use of force to influence the outcome of Arab events.-Josh Rogin

Israel Aerospace Industries (IAI) is developing a loitering killer drone that has the capability to hunt illusive ground targets, such as anti-aircraft systems and mobile or concealed ballistic missile launchers. This expendable unmanned aerial vehicles, known as Harop, can be launched over a suspected area without specifically acquiring a specific target. Designed to reach targets at distances over 1,000km away, the UAV loiter over a suspected area for hours, spot target as they are exposed before activation and attack them immediately.

ø wants to the the hero riding in to save the “little guy”, show he cares about Muslims on the ground everywhere, and distract us with a military op to hopefully boost his polls. Boost his perceived toughness factor. All optics.

And since he doesn’t know diddly about it, and nor does anybody that advises him, it will likely end up a fiasco.

jodetoad on March 19, 2011 at 11:51 AM

I think all this inaction by Obama is a positive thing.
I don’t know if he’s doing it on purpose or not though, so when things turn out well I don’t know if he deserves the credit.

The positives coming out Obama’s inaction is that Europe wakes the F up and starts policing the world too. Enough of this crap where the US always has to clean the mess and then as thanks get blamed for occupations and stupid things like that. Europe for too long has taken the spectator position, reaping the benefits of US military intervention and enjoying the benefit of being seen as not part of the “occupation force” and get all these oil contracts. Europe has all these oil contracts in Libya anyway, so why should the US defend European business interests there?

I say kudos for Obama’s inaction on Libya, be it out of some grand plan or out of “voting present”. Let the Europeans contribute in such an effort, and let this become a habit too.

Dude, I spent 34 years in the military and the term “kinetic” activity as opposed to PYSOPS , propaganda, poison et el has been around a long time. In a nutshell, if you’re using expanding gas to propel rounds, bombs with expanding gas and or shrapnel to take out bigger targets, sling shots or maybe even swinging a hammer, the idea that you’re using moving weapons to do harm to the enemy and or their equipment, means you’re using kinetic weapons/activity.

I worked mostly in munitions effects analysis. I can’t say that I ever heard the term, “kinetic activity” in years of work. We referred to conventional weapons to mean high explosive warheads or no warhead. Those with none such as pure projectiles we called kinetic weapons.

To my ears, kinetic activity sounds like the kind of euphemism management-types would use. The kind of people who love using words like dialogue as verbs :-)

No, he has no idea what “kinetic” weapons are.

We’ve apparently already launched cruise missiles at ADA sites on the coast. It’s been awhile since I was up to date on munitions but I recall one of the most effective uses for cruise missiles was to use CBUs (I just love CBUs)as area denial weapons on real estate we don’t want our enemies using.

I suppose we have cruise missiles that are programmed to attack emitters but that seems to be a waste of a rather large munitions platform.

Oh well.
