Video: Wisconsin fight moves to recall efforts

Now that Scott Walker has signed his newly-passed budget repair bill into law, unions say they will take the fight to the voters with recall petitions targeting eight state Senators. Republicans have targeted eight of the 14 fleebagging Democrats in response. Fox News’ Bill Hemmer talks with Wisconsin state Senate Majority Leader Scott Fitzgerald, who argues that time is on the GOP’s side in this issue:

For an idea what the math looks like, Jim Geraghty has a helpful primer. In short, it’s not as easy as it looks, and in most districts for both parties, it’s bound to come up empty. Even assuming that Democrats can get one or two recalls to a vote, it won’t change the composition of the state Senate, and the Assembly’s Republican majority and Governor will block any efforts made by a Democratic majority in the Senate anyway.

And that assumes that voters will get enthusiastic about recalls at all. Most of them are probably glad to see an end to the circus at this point and have little stomach for another. Also, the timing of the election is rather telling, too. Any recall would come at the end of summer, well after Walker and the legislature pass the next budget. Assuming Walker balances the budget without too many layoffs, no new taxes, and reasonable trims to spending, Wisconsin voters might be pretty pleased with that outcome — certainly enough to let Walker and his legislative majorities manage another budget cycle undisturbed. The farther this gets away from the mob scenes at the state capital, the better it is for the GOP.

In fact, they may even get an inadvertent boost from the Democratic Secretary of State, who has decided to give unions an extra few days to twist arms at the local-government level:

School boards and local governments across Wisconsin are rushing to reach agreements with unions before a new law takes effect that will remove their ability to collectively bargain over nearly all issues other than minimal salary increases.

Secretary of State Doug La Follette said Monday he decided to delay publication of the law until the latest day possible, March 25, to give those local governments as much time as possible to reach agreements. The law doesn’t take effect until the day after La Follette publishes it.

Gov. Scott Walker had asked La Follette to publish the law on Monday, but the Democratic secretary of state, who called the new law the biggest change in labor management history in 50 years, said he didn’t see any emergency that warranted him doing that.

Readers may wonder why school boards and local governments are “rushing to reach agreements” with unions to meet a deadline that would end the worst bargaining position they have with the unions. The answer to that is the reason why Walker and the state legislature worked so hard to pass the bill. The politicians in these areas don’t represent the taxpayers in labor-management negotiations; they represent the unions that got them elected. An unseemly rush to capitulate to unions before these governments have the tools to control costs should alert voters in these jurisdictions that they need to clean house at these levels in the next election.

[Sources say the budget] will call for a strict property tax cap that would largely only allow increases for new construction. The provision would allow local governments to exceed the cap through referendum. Walker has said that’s why his plan to severely limit collective bargaining rights is so important, but many local officials say they would need the ability to control police and firefighter personnel costs, too, something Walker exempts.

They will still give so-called educators everything they want with or without CB. In a way I’m thinking this fight was really much ado nothing on both sides.

I think a few petitions have a chance of making it, but we all know the Dems are a stupid bunch and they think they can help by signing all the recall petitions, get 40,000 signatures to show their force, along with Mickey Mouse and Fidel Castro signatures. But, they need 25% of the votes cast in the 2010 Governors race for each district, so only those signatures for each recall district count.

Now the Senators have 10 days to challenge each signature, so they will have their work cut out for them.

No, the key thing is this — since Walker’s bill gives the local districts the tools to make changes, if the local districts choose not to, they own the decision. If the city of Madison wants a teacher’s paradise, they can have it. They just can’t expect the rest of the state to pay for it anymore.

I’ve thought about that and my best answer is that it takes away an excuse for not doing anything. I hoping that some of the low hanging fruit (not having to buy health insurance from WEAC), will lead to future adjustments.

Because these school boards are not experts in compensation, they give in to the unions during the good times and when the eventual recession hits, their hands are tied by the contract.

This will be no longer the case.

We can also ‘do an Obama’ on them, and challenge suspicious signatures in court. The standards for who can sign these petitions is strangely higher and much easier to challenge in court than that for who can vote in real elections.

If I understand correctly, I think Walker is cutting a lot of funding for education, and he is giving the schools this tool to get some of that money back.

The Governor wants to cut $900 million for schools from the budget, they can then use the tools he has given them to save $970 million.

So, if they dont use the tools, or sign these new contracts now to reward their union thugs, then they will likely run deficits because they wont get the money from the State. They then will be responsible for not using the tools given them. So, there will be fallout from this bill for years to come.

Yes. The money coming from the state level will be reduced or stay the same. So any additions to cost from new contracts will have to come from tax increases, or some other source, at the municipality level. Which is fine by me if the voters in that district choose to do so. I don’t want to pay for their increases; and shouldn’t be forced to at the state level.

And I think this will backfire with the school boards and city/town governments that have enabled and even encouraged and embellished it all these years. The Obey earmarks and pork are gone and they can’t handle it. They have never had to do without and they will not like this one little bit.

Of course they’ll try that, but a few well-done ads will knock down that big lie. When these districts go broke — and many of them will — Walker will have the bully pulpit to explain to voters that they’re broke because they entered into corrupt contracts with their public unions and they now expect taxpayers to pay for the contracts or go to hell. As with so much else for liberals these days, this back door corruption isn’t going to turn out like they think it is.

One huge savings would be dump the WEA trust insurance plan which is basically a laundering of union funds to some extent. It is hugely expensive and way over priced. They haven’t wanted to budge on that due to the unions wanting that cash.

A woman came up to my door Sunday petitioning to recall Sen. Alberta Darling (I live in Milwaukee in the North Shore area). I asked her if the senator did something illegal. The woman stammered a bit and said she is being recalled because she agrees with Scott Walker. I told her that is why she was voted to represent us several times. She stammered some more and then quickly left. I think I made her cry. I hope I made her cry.

I can’t wait for the next one to ring my bell. :)

Do not thnk that majority of folks on the side of the unions. Polls are plain wrong on this. At meeting this wkend and hostility to pay raises for town employees, police and fire was thick enough to cut with knife. Everything was voted down–the budget was voted back to two years ago levels and most other big money items met defeat. Think we’re pretty working class average around here and I’ll bet that most of the country feels as these people did. There was a lot of talk about many folks not getting any raises, no SS COLAs, lay offs, foreclosures and unpaid taxes. These Dems too busy listening to their own hype to see the realities. Out of touch–big time.

Secretary of State Doug La Follette said Monday he decided to delay publication of the law until the latest day possible, March 25, to give those local governments as much time as possible to reach agreements. The law doesn’t take effect until the day after La Follette publishes it.

Gov. Scott Walker had asked La Follette to publish the law on Monday, but the Democratic secretary of state, who called the new law the biggest change in labor management history in 50 years, said he didn’t see any emergency that warranted him doing that.

Soros funded “Secretary of State Project.” SoS in each state have a lot of influence on how close elections turn out. You do the math.

He won’t publish the bill then lay off teachers immediately. Higher wages being negotiated now with fewer teachers will lessen the impact. The Dems in WI need to grow up and act like mature adults and function as they were elected to do. What an embarassment they are.
