Wisconsin senate committee passes new rule: Senators must collect their paychecks in person

A nice first step. The next step, after the “fleebaggers” (as they’re now being called on Twitter) have come home, should be to pass a law retroactively docking their pay for the days they missed. Senate Republicans can’t do that now, I believe, because it’s a fiscal measure and those require a 20-member quorum. But soon enough, soon enough.

[MOTION] That the Chief Clerk provide the paycheck, per diem check, and any expense reimbursement check of any Senator who is absent without leave for 2 or more session days to the Majority Leader for the absent member to pick up in person. Until the Majority Leader authorizes the Chief Clerk to reinstate direct deposit, the Chief Clerk shall suspend the direct deposit of the paycheck of any such Senator and process the Senator’s pay as a paper check. The Majority Leader shall provide the checks only to the absent Senator and only on the floor of the Senate during a session day.

The committee vote on that was 3-2, three Republicans in the majority and two Democrats in the minority. But wait — how can Democrats vote when they’re not there? Well, apparently, telephone votes are permissible and common practice for committee sessions, just not for floor sessions. Although not every GOP committee chairman was understanding about that this time around:

The Senate Committee on Transportation and Elections made significant changes to the photo ID bill in a meeting that was at tunes bizarre because of the Democrats’ absence. Sen. Jon Erpenbach (D-Middleton) participated in the meeting by phone, but Sen. Mary Lazich (R-New Berlin), the committee chairwoman, refused to let him vote.

Senators routinely participate in committee meetings by phone and are allowed to debate, offer amendments and vote on measures. But Lazich said she wasn’t allowing Erpenbach to vote because he had an invalid reason for being absent.

“I won’t extend courtesies for unethical behavior,” Lazich told Erpenbach.

“Do you want the headline to be, ‘Republicans won’t let Democrats vote,’ even though we’ve allowed that many, many times?” Erpenbach said.

Erpenbach’s name was not called as the clerk took the roll, but he repeatedly yelled, “No!” over the speakerphone.

And thus it came to be that a guy who fled the state to stop Republicans from voting is warning about bad headlines for the GOP if it fails to honor democracy. Perfect.

Scott Walker held a “fireside chat” about the standoff on Wisconsin television just within the last hour; the Journal-Sentinel has a transcript. Of special note are his frequent references to union members who are tired of the PEUs’ free ride and his salute at the beginning to how “civil” the debate has been at the Capitol over the past week. That’s a bald-faced lie — scroll through Ed’s photo round-up of “Walker is the new Hitler” signs or watch doctors hand out fraudulent sick notes for yourself — but the more gracious he is, the harder it is for the left to demagogue him. I’m told that the fugitive Dems delivered a rebuttal after he finished, which involved one of them sitting in front of a Wisconsin flag … while hiding out in Illinois. Anyone seen video of that? Send it along if you do, please.

It’s a nice gesture, but it’s mostly theater. Why do people think that salaries motivate politicians? They get into politics because they lust for power, not money. If or when they decide they do care about money, they can get far more through speaking fees, sinecure board memberships, lobbyist jobs and other post-retirement bribery. And, of course, many of them start out as millionaires, though admittedly that’s far less true on the state level than on the federal level.

Instead, Dr. K said that Walker has the Dems/unions on record accepting the new contribution percentages. So, he should divide the bill in to financial and non-financial components. He can neuter the unions in the non-financial part without the Dems being around.

I don’t know their timetable, and I don’t know their process. But I am aware that they could suffer a big bond-rating reduction soon. I’m inclined to agree with Dr. K. If Walker can restrict the CB rights, do it. Don’t start laying people off. With that part done, the Dems are still pwned with regard to the contributions–they conceded them last week.

Krauthammer made an interesting suggestion, and observation.

It is only the financial parts of the bill that can’t be decided without a quorum. So the “union busting” parts could be voted on separately…

I say they just pass that part and then handle the financial stuff next week or the next.

It would be a done deal.

That the governor doesn’t acknowledge their puerile displays is marvelous. Last night he was asked about the Hitler plakards and he totally ignored that part. It doesn’t phaze him. It’s great to watch his calm conviction, a dearth of it otherwise, from both sides.

Second step is to pass a Concealed Carry law modeled after the Missouri or Kansas law as written. They are both well written.
Third is to pass Concealed Carry reciprocity with any state that honors the Wisconsin permit.
That would chap their a$$es fairly well.

I’m not disagreeing with you. I have heard and read the same thing. But he took this position before fleebaggers fled and, apparently, have taken the position that they’ll remain away for as long as it takes.

I think Walker loses the PR battle when he starts laying off personnel, while he waits for the fleebaggers to return. I say pull the trigger on the CB rights. And then blame the Dems when WI’s bond rating tanks because Dems sat out of state protesting benefit adjustments that everybody agreed to since late last week.

One thing Walker should be doing is clearly explaining why the CB rights need to be adjusted. He’d got to get these talking points into people’s heads. I don’t think the union dues withholding and remitting and recordkeeping has a d*mn thing to do with state and local government or with collective bargaining–end it and force the unions to collect their dues on their own. There are more issues in this bundle of CB rights that Walker needs to flesh out and explain how they hurt WI. Another example is that there are so many CB agreements floating around in WI that it takes forever to negotiate the pickiest piece of BS. Still another example came up in the last two years regarding getting Viagra as drug covered under one of the school district’s plans.

I realize that there’s a delicate balance between spouting talking points and going way too deep in the weeds. But Walker needs some help from Rep. Ryan who really does a great job dismantling the arguments of opponents in an intelligent, substantive, and understandable way.

Perhaps the on site Sens should take up Walker’s bill and amend it here and there to remove fiscal considerations and pass it. If the Dems won’t show up and the State may shut down, it seems perfectly justified since things can’t get much worse. WI Sens need to be as pushy as the Unions. Sometimes drastic circumstances require drastic solutions. Does anyone recall Nancy’s shutting out all the DC GOP without any apologies. Walker should take a page from that book.

1. Missed mortage payment
2. Missed car payment
3. Dropped from health-care plan due to missed premium.
4. Bounced credit-card payment, resulting in the Fleebagger being kicked out of his/her Illinois hideout hotel.

Why waste taxpayer’s money by staying in a Best Western when you can stay in Boca Rotan or take a cruise down to St. Thomas?

Seriously, liberal democrats will be subsidized by their union facilitators, (with back door taxpayer dollars), to escape from performing their elected duties. Resorts and spas will fill up with wayward democrats in search of a way to keep their sanity along with respect for the democratic process. Make no mistake, to Democrats, elections don’t have consequences as long as there’s a resort open for business. And look on the bright side—Democrats will claim to be creating or saving thousands of jobs across the nation. Now if they can get Al Gore to endorse a spa run on pure green energy, presto, we’ve saved planet while inventing the internet all over again with video transmissions flooding the bandwidths with cries of Noooooooo. Whooo hooo!

The next step, after the “fleebaggers” (as they’re now being called on Twitter) have come home, should be to pass a law retroactively docking their pay for the days they missed. Senate Republicans can’t do that now, I believe, because it’s a fiscal measure and those require a 20-member quorum. But soon enough, soon enough.

Sadly, Ed, I don’t think that can be done. That would be an ex post facto law, which is prohibited under our present Constitution.

While they are at it, why not just say any office holder at any level of government must recuse themselves from any decisions relating to unions that have provided these pols any direct or indirect support, including, but not limited to get out the vote, campaign donations, etc.

You know, sort of like how non-profits and judges are expected to work.
