Video: Totenberg’s “Forgive the expression” on Christmas

Via Newsbusters, Nina Totenberg offers another data point for the “war on Christmas” with this odd, offhand remark about attending a Christmas party. What’s to forgive in that expression? Christmas gets celebrated as both a religious and secular holiday, and a “Christmas” party is about as offensive as eggnog. Totenberg seems more interested in apologizing to the PC crowd for even mentioning Christmas rather than using a more generic term, such as holiday celebration. But her larger point is more interesting than her boneheaded gaffe, if you’ll forgive that expression:
I want to say one thing about the budget that didn’t get passed, the omnibus bill. You know, we talk a lot about – we just passed this huge tax cut in part because business said, you know, we have to plan, we have to know what kind of tax cuts we have. Well, these agencies, including the Defense Department, don’t know how much money they’ve got and for what. And I was at – forgive the expression – a Christmas party at the Department of Justice and people actually were really worried about this. These are law enforcement people don’t know exactly what kind of money they can spend for what.
Really? They don’t know what laws to enforce based on continuing resolutions? The CRs provide the ultimate in continuity; by locking in the previous year’s budget plan, they maintain the status quo. In government, it doesn’t get more consistent than a CR.
And for a reporter, Totenberg has trouble getting her facts straight. Congress didn’t pass a tax cut. They passed a bill that maintains the current tax rates in the same status they’ve been for seven years. In fact, taxes went up because of the renewed estate tax; it just didn’t go up as much as Democrats wanted. It’s only a tax cut if government feels that they were owed that tax increase and the money it would have taken out of the pockets of citizens above what they have already taken over the last decade.
The DoD and DoJ will get ample notice about the remainder of this year’s budgets when the next session of Congress sits down to develop the budget that Democrats deliberately avoided producing. That won’t likely include more money for more regulatory efforts at the DoJ, and will almost certainly mean less money for some of the regulatory efforts they’re already engaged in performing. For that, Totenberg and the DoJ can thank the outgoing Democratic majority that punted on the budget all year long despite having large majorities in the House and Senate and one of their own in the White House.

Nina adores this season. Years ago, when they taped the show in a studio with a piano, she and Carl Rowan would belt out carols every December. “I know she loves Christmas,” Peterson said. “I’ve seen her at Christmas parties — if you’ll pardon the expression.”
Then we reached Totenberg herself during her “Christmas vacation” (her term) in Jamaica. Turns out her critics got it completely wrong: She was, she says, defending Christmas. The DOJ celebration was officially dubbed a “holiday” party, and she was gently mocking that generic designation. “I think that’s kind of silly because it’s obviously a Christmas party,” she told us. “I was tweaking the Department of Justice. It was a touch of irony at the expense of the Justice department, not at the expense of Christmas.”
Great! Happy to include her response. Now can we address the issue of her reporting that Congress passed “a huge tax cut” by keeping rates at the same level they’ve been for the last seven years?

Were you there in a professional capacity? If so, apologize for that. You’re far from being a legitimate journalist, since you have expressed on many occasions, your bias, and slant. Such people — along with the ideologies they espouse — tend to come to very bad ends, and they never see it coming. Totenberg is thinking to herself right now: “I don’t get what all the fuss is about. Nina probably should have also objected to those poinsettias behind her in the screen cap, and apologized to anyone offended by all the red and green in the image, because of what it stands for at this time of year.
The more fun question is what type of office climate is Totenberg part of at NPR that would make her think of saying such a remark on “Inside Washington”? You don’t pull lines like that out of thin air, unless you and your co-workers at NPR or fellow guests at WJLA have been batting the idea around for a while that the very mention of Christmas is offensive.

Why was the DOJ having a Christmas party in the first place? Doesn’t that great Constitutional scholar Eric Holder believe in the separation of church and state? It’s mentioned right there in the First Amendment (at least, it is according to all of Christine O’Donnell’s detractors). So why is the DOJ sponsoring a party in honor of a Christian religious occasion on government property with government employees on taxpayers’ time? Just think of all the Muslim- and Jewish- and Buddist- and atheist-Americans who are deeply offended by this. I demand reparations on their behalf! We still have time in this session to set up a multi-billion-dollar settlement fund for them, don’t we?

Germane to this, I watched Miracle on 34th Street last night. Made in 1947 it’s a fascinating historical document in retrospect. For those who (like me) hadn’t seen it since childhood, it’s about a little girl (Natalie Wood) who has been taught by her mother (Maureen O’Hara) to believe in Santa Claus. At one point Woods says: “I go to a Progressive School”. The villain of the story is a charlatan psychiatrist who tries to make people feel guilty over events that never happened (when not trying to have Chris Kringle institutionalized at Bellevue for insanity).
60 years later, here we are, with the West Village Young Man’s Christian Association banning Santa in favor of Frosty the Snowman, and a government hack of a journalist apologizing for attending a Christmas party. Stalin would be pleased.

isn’t exactly true.
You assume that one years spending in DoD mirrors the past year, and it doesn’t. There are different projects, equipment etc. that need to be funded. And, a CRA only gives you authority to use a percentage of last years budget based on the length of the CRA. So, if there is a project/equipment that in accordance with our long range plan needed to be contracted for in the 1st Qtr of the FY and that project exceeded the amount of money available under the CRA (that percentage authorized) then you can’t do the contract. There’s no way of knowing if the full amount of money will ever come through and no company will go out on a limb on a promise the money will come. So, we just delay and kick the can down the road. Also, under a CRA no “new starts” are allowed. Consequently, if you have something that you’ve planned for and expected to execute with FY 11 money, but have never put any money against it previously, you can’t spend money on it under a CRA. Once again you just wait move things to the right.
So, she has a valid point on the issues with a CRA. It would be a lot easier if the rules for a CRA were that you had the totality of last years budget available and you could spend it on what you wanted. But, it doesn’t work like that.
This is not an argument to pass the OmniPorkulus. What it highlights is that having a real budget done and signed by the beginning of the FY is important.
