Great news: California to adopt cap-and-trade
posted at 3:36 pm on December 16, 2010 by Ed Morrissey
California’s unemployment rate has soared to 12.4%, third highest in the nation. For the sixth straight year, it has a net loss of population to other states as employers look to escape the onerous regulatory regimes and high tax rates in the nation’s most populous state. What better time to make energy more expensive and give government even more command control of the economy? Via Blue Collar Philosophy:
California regulators Thursday are expected to adopt the nation’s most comprehensive carbon trading regime, creating a market-based way to lower greenhouse gas emissions at a time when similar efforts have stalled in Congress.
The program is the centerpiece of the state’s 2006 global warming law, which aims to slash carbon dioxide and other planet-heating pollution to 1990 levels by 2020. That would amount to a 15% cut from today’s level.
The cap-and-trade system “will help drive innovation, create more green jobs and clean up our air and environment,” said California Air Resources Board Chairwoman Mary D. Nichols, adding that it “provides flexibility” to industry and takes “into consideration the current economic climate.”
Well, states are the laboratories of democracy. An imposition of cap-and-trade would allow the rest of the country to see how well it works to lower carbon emissions, and just how much it “drives innovation” and “provides flexibility.” The only innovation this will likely produce will be the relocation of energy producers to neighboring states. Los Angeles, for instance, buys a significant amount of its power from Arizona, a trend that will likely intensify as the cost disparity for producers grows as a result of regulatory growth and mandated caps on production. Welcome back to rolling blackouts when energy production fails to grow with demand.
Nor will that be the only impact on California’s economy. The costs of cap-and-trade will get passed to consumers in the form of higher energy bills. As has been repeatedly shown, that will have a deeply regressive impact on California’s poor and working class. They will either have to spend more of their smaller discretionary funds on energy or cut back, forcing them to spend less on energy-consuming products and damaging the retail economy in California even more. Those who can move will relocate to other states, mainly the middle class, which will accelerate a trend already seen in California.
California already has an economic and budgetary crisis on its hands from its insistence on overregulation and intervention. This promises to magnify the state’s problems by offering a hair-of-the-dog solution. Unfortunately, the state seems incapable of correcting itself short of financial collapse.

Let’s let ‘em do it!
BTW, is there anything in the Constitution which prevents the other 49 states from throwing California OUT of the Union?

50 laboratories of democracy… this will crash and burn in CA and lead to economic ruin… thus serving as an example for the rest of us…
Except that liberals will find a way to successfully vilify somebody… and we won’t learn anything.

Except that liberals will find a way to successfully vilify somebody… and we won’t learn anything.
Case in point…European style healthcare. No matter how bad it played out there, liberals kept pushing for it here.

Texans hope to open re education camps for wayward californikan. If the new comers can learn to speak Texan, vote far right wing n stay outta jail. If not they need to stay South of 45th street.
Vegas probably needs some more liberals to finally drive up the unemployment numbers. When the numbers get really high, and hairy is 76 years old , maybe the Nevada will get a sane senator, maybe?
Or maybe Minnesota, Michigan could use manual labor to remove snow, hey from leaf blower to snow blower with welfare thrown in,job upgrade it would seem.

We have to hope that the Californian emigres are still rehabilitatable. There is some hope that self-selection causes the sane ones to leave but those who are beyond redemption to remain.
obladioblada on December 16, 2010 at 5:20 PM
My heart goes out to you both. It’s really, truly sad to see the depths the government of California is willing to take, to destroy the state, all in the name of the greater good.

Texas can keep Californians out if they use some of those man-eating Texas spiders to patrol the state borders.
Did you know that an average of 15 people are dragged away, cocooned, and eaten by spiders in Texas every year? Fact.

I live in Riverside, CA, the first city in the state to be declared an “Emerald City” because of all the insane “green” programs we have. Oh yeah, and our unemployment rate is 16% and rising. Mayor Loveridge and his seven dwarfs (the city council) are ruining a town that once held so much promise.
pugwriter on December 16, 2010 at 5:23 PM
This is actually true. Gonna drive it right over to Arizona.
Oldnuke on December 16, 2010 at 5:24 PM
Ha Ha…you can’t scare me away from Texas. I have two boys, twelve and eight, who can handle my .30-30 like it was a Red Ryder. Spider backstraps, baby!

Well, this is the government that the majority of California citizens voted for. If they want to drive their own state into bankruptcy, I guess that’s their business. They just better not be looking to the rest of the country for a bailout when it all goes bust.
mbs on December 16, 2010 at 5:31 PM
Of course, with so many people and businesses moving out year after year after year, the demand may shrink.
bgoldman on December 16, 2010 at 5:32 PM
I have family in Nevada, they are infuriated by the California refugees who come to Nevada for the better economy, then try to vote in the same policies that are destroying the economy in California. Bright they are not.
mbs on December 16, 2010 at 5:35 PM
Are they trying to reduce emissions by emptying the state? Last one out, please turn off the lights.

What I’m wondering is whether or not the idiots that are behind this happened to read the study published in late November that showed 29%(!) of the pollutants in the air in the Bay Area are from CHINA. Yep, China. Seems the wind’s been carrying dirty air our way. Now, did the idiots in Sactown take that into consideration? Clearly not. So not only are they creating legislation that will drive business out of the state, they’re directly contributing to an increase in pollution by forcing manufacturing to China. NICE WORK.

Yup, with an emphasis on “can move”… we would love to, but are here in Caulifornia for the long haul. There are lots and lots of “hard core right wing extremists” like myself here, believe it or not. The gerrymandering of districts is the only thing keeping all these pseudo-Hugos in power, and we just voted to redistrict! Ha! Cali is coming back, it will take time and bitter pills, but the Late Great Golden State will reemerge.
If any of you are interested in stopping the ridiculous regs headed our way, please help and keep informed through the California Jobs Initiative (our Prop 23 that would have put AB 32 on hold, had it passed.) You can write a letter to that tool James Cameron who did Avatar telling him you will not buy his crap as long as he keeps pushing this kind of crap. There is a big meeting on crazy diesel regulations slated for tomorrow with CARB. We need any truckers who work or ship here to either attend or write or call on these regulations.
And for all of you saying we should saw this state off and let it fall into the Pacific- we WILL be bailed out so you might as well join with the conservatives like me to help us stop the hemorrhaging rather than bashing the state as a whole.

Gov. M’beam will put the final nails in the California coffin. Meg will eventually be thanking her lucky stars she lost.

Mary D. Nichols, now there’s someone with a lot of integrity. Can’t wait for Momma to retire so that we can MOVE.
These are the same idiots who “deregulated” electricity so that we could ‘save money’. How well did that work out?
Welcome to Kalifornia. The US example of a 3rd world state.

That’s just fine with the San Fran lefties. People of color from non-Western nations are allowed to pollute the environment. It’s just the evil White, imperialist, Christianists who need to decrease their carbon footprint. Geez, don’t you know anything about the Church of Liberalism, the original sin of White-ness, and all the various forms of penance that you have to pay. Of course, you can easily be absolved of all your sins by accepting socialism as your saviour, in which case you’re free to own three mansion and a private jet. You can even call poor Black people from the deep South, who grew up during the Jim Crow era, every name in the book if they dare to identify themselves as Republicans.
ardenenoch on December 16, 2010 at 6:38 PM
I have Absolutely no problem with California doing this.
The powers not expressly given to the federal government are reserved to the states, and if the people of a state want to suck their state into a deep dark hole from which there is no return, I’m fine with that.
If it was my state, I would fight it to the bitter end, but it’s not. They elected Conan the Destroyer and Moonbeam.
But they better not get a PENNY of federal bailout.
Jones Zemkophill on December 16, 2010 at 6:53 PM
I think this is a wonderfull idea. The people of California obviously want to live in the stone age. They demonstrate this every time they elect Nancy and Barbara! The sooner they can attain their goal the better. The bad part is when they leave their Utopia they infect other states. NO BAILOUTS they got here on their own so they can get out on their own!
mullethead on December 16, 2010 at 6:54 PM
The problem with driving business out of CA, is that the freaking libtards leave with them; thus polluting the other still functional states with dysfunctional liberals.

There will soon be no California. They simply must change their politics or cease to exist. This is insane.

California’s financial collapse is inevitable and will benefit the country, providing clarity about perils wrought by Big Government. In that sense it cannot happen soon enough.
Sucks for California though.

Maybe the Arizona plants (2 withing 50 miles of me) can just start charging at the cap and trade rate to produce electricity for them. Give them a taste of the costs now.
I am so glad I left that failed 3 years ago.

karl9000 on December 16, 2010 at 9:36 PM
A few years ago California tried to dictate to out of state producers what they could charge California for electricity. They ended up paying big (think HUGE) chunks of change for power or facing blackouts..their choice. At one time we were selling them some power for $5000 per megawatt while the going rate was $26 per megawatt. I had a good bonus that year…Thanks California :-)

California voters had an opportunity in the last election to table the 2006 law and didn’t do it. So, I guess you could say we deserve everything we get (and, boy, are we gonna get it). Pay attention, we’ll be delivering quite a few object lessons in the next decade.
Green jobs: I don’t think there’s a term in common use I hold in more derision. What a crock.

I say we refuse to bail out California unless it agrees to dissolve itself as a state and become a territory of the United States.
Then maybe we can cut it up into 3 or 4 states of a reasonable size instead of having a few segments of the state support policies that impoverish the rest of the state.

I feel so bad for normal Californians.
My Aunt lives in Vallejo, & used to live in Novato, for much of her life.
She can’t stand it anymore.
Her daughter wants to get the he!! out, too.
This is so sad.
And CA is such a beautiful place.

California version:

Those beaurocrats are not all that stupid! If you consider the results that many of you have laid out, this will eradicate CA. of illegals and many others of the “unwashed”. The only ones who will be able to afford to live in CA will be the erudite aristocrats, just as they want it. Far be it to have those UC-Berkly, SanFran-atic types to allow the little people, who consume all the resources and pollute the shores, to live in one of the most beautiful states we have. This is insidious!
