Great news: California to adopt cap-and-trade

California’s unemployment rate has soared to 12.4%, third highest in the nation. For the sixth straight year, it has a net loss of population to other states as employers look to escape the onerous regulatory regimes and high tax rates in the nation’s most populous state. What better time to make energy more expensive and give government even more command control of the economy? Via Blue Collar Philosophy:
California regulators Thursday are expected to adopt the nation’s most comprehensive carbon trading regime, creating a market-based way to lower greenhouse gas emissions at a time when similar efforts have stalled in Congress.
The program is the centerpiece of the state’s 2006 global warming law, which aims to slash carbon dioxide and other planet-heating pollution to 1990 levels by 2020. That would amount to a 15% cut from today’s level.
The cap-and-trade system “will help drive innovation, create more green jobs and clean up our air and environment,” said California Air Resources Board Chairwoman Mary D. Nichols, adding that it “provides flexibility” to industry and takes “into consideration the current economic climate.”
Well, states are the laboratories of democracy. An imposition of cap-and-trade would allow the rest of the country to see how well it works to lower carbon emissions, and just how much it “drives innovation” and “provides flexibility.” The only innovation this will likely produce will be the relocation of energy producers to neighboring states. Los Angeles, for instance, buys a significant amount of its power from Arizona, a trend that will likely intensify as the cost disparity for producers grows as a result of regulatory growth and mandated caps on production. Welcome back to rolling blackouts when energy production fails to grow with demand.
Nor will that be the only impact on California’s economy. The costs of cap-and-trade will get passed to consumers in the form of higher energy bills. As has been repeatedly shown, that will have a deeply regressive impact on California’s poor and working class. They will either have to spend more of their smaller discretionary funds on energy or cut back, forcing them to spend less on energy-consuming products and damaging the retail economy in California even more. Those who can move will relocate to other states, mainly the middle class, which will accelerate a trend already seen in California.
California already has an economic and budgetary crisis on its hands from its insistence on overregulation and intervention. This promises to magnify the state’s problems by offering a hair-of-the-dog solution. Unfortunately, the state seems incapable of correcting itself short of financial collapse.

The only thing it will drive is: businesses out of state. This could be a boon for MIchigan and Indiana and similar states. When this fails in California it will be a blueprint for our legislators on what not to do. Unless we try to bail Can’t hardly wait!

It would be great if it didn’t affect other states, but it will. Businesses that supply other states will go out of business which will drive unemployment higher which the feds will pay for. Then the reps will start sending more money back home to make up for the shortfalls. They’ll be the biggest leach in America.

I’m a bit concerned about all the new green jobs that will be created in Cali, the feds are already having trouble finding enough unemployed to staff their own green jobs programs funded by the stimulus. California will have to recruit out of state or something.

I’m also amazed at California Governments arrogance. Not to mention all the goofy enviro’s out there. It’s ok to use cars, fuel, electricity….even if they’re expensive…but it’s NOT ok, for California to produce a shred of any of these things, to help their state. Nope. Other states can do the dirty work FOR California, because California is to pristeen, to holy, to good to get down in the muck with the rest of us.
I don’t begrudge the hard working Californians, who are against this, but to those Hollywood, so called enviro concerned nuts, and the liberals everywhere….you’re all nothing but a bunch of HYPOCRITES!!!

By no means at all do Mary Nichols, CARB or Moonbeam Jerry Brown have “the best of intentions”. As a crew, they are not quite as myopic as Pol Pot and cadre trying to take Cambodia back to an agrarian marxist state (killing people who needed glasses or who spoke languages in addition to Khmer, no glasses would be available and there was no need to know another language in their utopia).
However, they are ridiculously out of touch with the most probable results of what they are planning to do (green jobs will more than replace all those lost in traditional businesses, for example) and that they themselves can successfully plan a state economy from Sacto.
With luck, the failure will be so rapid and utter that even mildly sentient people will see it and prevent its spread.
One key element of all this greeness is Jerry Brown’s clarion call for the state to make billions of dollars of investments in “green” stuff. He realizes the private sector won’t, and so he will have to take money by force from taxpayers to fund this Hream.
He thinks he can pull this off. Given the current $30B shortfall between revenue and planned spending over the next 18 months, I don’t see it happening. That he even entertains the idea is a measure of his delusion.

They’re the people intent on destroying the world economy one state at a time. At a recent meeting on September 24, they discussed their short term goals. Among them was a regulation requiring that one-third of electricity sold by utilities in California be derived from renewable sources by the year 2020. Of course they didn’t know if this is actually physically possible or if the technology exist to do so. But to an omnipotent government entity, trifles like this aren’t nearly as important as their dictates.

CA is all about the Privileged vs the Marketplace peasants and Collectors.
The Privileged are the unions, pols, greens, attorneys and assorted others. They live outside of normal marketforces and are supported by the life energy they suck out of the marketplace.
The Peasants are the private sector workerbees in the marketplace.
The Collectors are the private sector high earners who provide essential services to the productive private sector. Their task is to collect the life energy of the peasant workerbees in the private sector and pass that along to the Privileged to squander.
After the Privileged have pretty much gorged themselves on the life energy of the peasants, a small package of benefits are offered to the peasants to buy their votes to maintain this class system.
It’s a great system when it comes to counting votes, not so good when it comes to counting money. But don’t worry, the Privileged have their gold retirement and benefits all mapped out into the future in case everything crashes…

In theory, you’re right. We’ve already been forced to bail out Wall Street and the auto industry. But that’s when Dems and RINOs were running the show and had no regard for an electorate they thought either wasn’t paying attention or wasn’t engaged enough to care.
It’s a whole new ballgame after last month’s midterms. Republicans are scared sh-tless about the Tea Party’s ability to run them out of office for their voting record and the Dems no longer control the House. So no matter how much Obama or anyone else screams about the sky falling, a majority of Americans will never back additional bailouts, particularly to an irresponsible state like California.
The only way they get a bailout is if it’s done in secret or through some convoluted way, but even that won’t be kept under wraps for long with the blogosphere and talk radio around to blow the whistle.

A bankruptcy process for states should mean that state government is taken over by a bankruptcty judge, just as management of a private company can be overruled by the judge in corporate bankruptcy.
Let’s have a bankruptcy process, with no bailouts. States are sovereign, and can raise their own revenue. They should not have access to that of the rest of the nation.

In it, she recalled being a little girl in Washington state, wrote of the horse manure in the streets, and the people responsible for picking it up. Are all those Hollyweird types gonna be out there growing their own food to save the planet? Paris Hilton, Alec Baldwin, Cher, all dutifully trudging along behind Old Dobbin as he pulls the plow across their formerly manicured lawns? Think Susan Sarandon knows how to wring a chicken’s neck? Wonder if Janeane Garofalo has ever set up a wash-tub of boiling water outside? You need to put that freshly-killed goose in the water so you can pluck the feathers more efficiently. Maybe James Brolin can teach his lovely(?) wife Barbra Streisand the best way kill, bleed, and butcher a hog. I’m guessing the likes of Martin Sheen, Ed Asner, Tim Robbins, Harry Belafonte, Jane Fonda, Robert Redford, and Matt Groening trying to gather eggs from a hen-house would make for hysterical viewing. Oh, but wait. Cameras, lights, and all that Hollyweird gear need electricity, don’t they? Hey! Maybe they’re on to a new industry! I used to think these people were crazy, but it’s seriously time to start considering splitting CA into two states. Take all the coastal regions from Marin county and the wine country down to Long Beach (the bottom of Los Angeles County) and make that “West California” they can have all their big government initiatives including cap and trade” they can make their capital San Francisco and go to hell in a hand basket all by themselves, the rest of us in Southern California (Orange County, San Diego, The IE, North County) The Central Valley, The Sierras, and the rest of the non-wine country far North can make up the new “California”.
Theres no reason coastal elites should drive the agenda for the rest of us sane Californians.
Plus, the “WC” state abbreviation would be completely appropriate for what would happen to it once the libs had complete control.

This is always a fun graphic to show — the gasoline prices on Interstate 10 at the California-Arizona state line. Note that, as of 12/16/10 the difference in the lowest price on the Arizona side and the lowest price on the California side is a mere 52 cents a gallon.
So for every 10 gallons of gas you buy in California, you can get 12 for the same price or less on the other side of the Colorado River. And this is before Cap & Trade takes effect. Odds are six months from now anyone who doesn’t fill up before they cross the border (or wait until after they cross it) would be even crazier than today.

I had a thought:
California is exactly what the Democrats and the Far Left want for the rest of the nation. They actually regard California as a success story.
Here’s why: Ever wonder how folks could vote so conservatively on ballot initiatives, yet not vote for a single Republican? It’s because California has gotten to the point where so many people are dependent on government handouts, either receiving them or unionized jobs handing them out, that elections are won by a few union and community organizers herding the dependent hordes to the polls who will vote as they are told.
In 2010, they were told to vote straight-ticket Democrat, and they obeyed. On the ballot initiatives, with no “guidance,” California voters voted the tatters scraps of their consciences. This, to the Democrats is a success story. A state full of people too obedient to vote Republican, to where good campaign money can go to those retrograde places where the people have not yet been cowed into obedience.
Why do you think the Democrats have been spending the last 2 years paying community organizers and trying to hook as many people as possible on the dole, both in receipt and in the handing out? They want to make us all into California.

New England has had a regional cap and trade in place for over a year. Maine just recieved a check for $13,000,000.00 (I’m not 100% sure of that amount) because we’re so friggn green. My comrades and I love free money, I am not sure what other state or states made the donation.

The next time the La Raza bunch starts agitating, can we just, “OK, you can have it back” and cut our losses there?

I live in CA, vote conservative (like it matters) Have children in public school, own my home (lost much of my equity recently) and am just starting a small business.
I love the weather and for the most part the people. I’m lucky to reside in Orange County and avoid LA as much as possible.

Yes, but we in AZ know what else will intensify: the number of Californians moving here to try and escape the high prices and political insanity there.

Great book, I remember the prologue so well about the dangers of water. Should be required reading for all the enviro-nuts. You also recommended a book a couple days ago, I wrote it on a sticky-note and lost it would you mind reposting the title and author, thanks in advance.

Perhaps it is a good time, now, to allow California to leave that same Union.

I heard the other day that, statewide, California elected over 90% of their available incumbants. My curiosity has not reached a point to research that but if remotely true, is there any surprise? The electorate seems to be begging for this kind of garbage.

This policy will guarantee that California will IMPORT more goods of all kinds from everywhere in the world! A policy that will work until the money runs out. Then California will have riots as the government handout systems fail.
