Bob Kerrey: Hey, let’s hire someone to run the government for Obama

Why not? Zeus would clearly rather be out doing the stuff he’s good at, like campaigning or playing golf or cooking up increasingly complex metaphors involving cars and Slurpees to explain the American political landscape. As Will Smith once said, “Barack Obama as a person is a fantastic individual, but Barack Obama as an idea marks an evolutionary flash point for humanity.” Let him go be an “idea” while someone else deals with the bricks-and-mortar stuff.
It’s not like that’s what we elect presidents to do, right?
The country’s chief executive officer needs a chief operating officer to run the day-to-day government, to cut through budget battles, political fiefdoms, parochialism and inertia to assist the president in keeping this country moving. Let the president’s chief of staff manage the White House – an enormous responsibility in itself. We need a chief operating officer to manage everything else…
Several recent examples of government action and inaction underscore the need for a COO. Few would dispute that the Federal Emergency Management Agency failed to perform during the Hurricane Katrina tragedy and that the Minerals Management Service fell far short of its mission leading up to the Deepwater Horizon crisis this year. The COO would be responsible for ensuring that such situations do not happen again…
The choice of the first COO will be critical for the future of the office, much as the selection of the first president shaped that office for our nation. Fortunately, an ideal candidate comes to mind: New York Mayor Mike Bloomberg. He is a man of well-documented business savvy who has also exhibited an ability to apply private-sector know-how to a diverse government enterprise. He has experience with public budgets and managing private-sector payrolls. His political status as an independent makes him uniquely nonpartisan in an age of vicious factions.
President Obama has the authority to create the position of COO within the executive branch, but he should consult with Republican and Democratic congressional leaders and ask their support for legislation to create a statutory position that would remain after he left office, much like that of the chairman of the Federal Reserve or the secretary of the Treasury.
The fact that Kerrey and his co-authors are suggesting procedural means for Obama to create this position makes me think that they’re really, truly serious about this inane idea and not just floating it as a conceptual critique of the size and inefficiency of government. In fact, what this really is — whether they know it or not — is a “Bloomberg for president” piece filtered through Kerrey’s loyalty to his party. He doesn’t want to endorse a third-party run by Bloomy against The One, so instead we get this tortured power-sharing proposal premised on the belief that Obama is simply not up to the tasks of his job the way Bloomberg would be. Frankly, I think it’s more patronizing/insulting to Obama to float something like this than to endorse another candidate outright. As for their choice of COO, between Bloomy’s tedious lecturing on the Ground Zero mosque and his status as official NYC cigarette/trans fat policeman, I’m decidedly cool to the idea. Would The One go for it, though? I’m thinking no: According to Rupert Murdoch, Bloomberg once said to him of Obama, “I never met in my life such an arrogant man.” What could go wrong?
Exit question: Here’s a radical idea for making the president’s job as a manager easier. Why not shrink the federal government?

This has got to be the biggest vote of No Confidence I think I’ve ever seen issued by an American president. Kerrey doesn’t come right out and say Obama’s a disaster, but that’s what he’s saying.
I’m a W/SAHM now but eight plus years ago when I worked in marketing I would have been mortified if others had suggested that I needed an assistant to help me do my job when everyone else who held the position before me had no problem doing it on their own.

We hired Obama to “run” the government, remember?
The fact that those of us who knew he was an empty suit without a clue well over two years ago were called racists, and other wonderful terms of endearment notwithstanding, the way too many voters refused to see that Obama had a resume that I wouldn’t accept to hire a novice counter-cashier at Mickey D’s.
And now, two years into this mess, these guys want to try an extra-Constitutional solution to Obama’s not having a clue?
Why not just admit the painfully obvious…Obama doesn’t have a clue, never did, and never will. We’ve 24 months to correct this faux-pas. In the meantime, the 112th Congress can put a stop to most of his antics by controlling the purse strings.

right! Wouldn’t that be something? A president who acts within his Article II duties is a pretty constrained individual, so is a Congress when it acts within Article I. Now that you mention it, so is the SCOTUS within Article III. The Constitution acknowledges that there is a limit to governmental power and the 0nes caterwauling about how damn busy he may be is proof positive that he’s clearly outside his constitutional bounds.

an unelected COO to do the job that the elected CEO is supposed to do. Further evidence to the claims of incompetence? I think so. If Bloomberg wants to run the country, then he can run for president. Obama thought he could, but apparently was mistaken–he only could run a campaign. Once he landed on the doorstep and got all the benefits, all of the energy and movement pretty much went to vacaycay and finger pointing.

Bloomberg’s not running for president. He knows he can’t win. Obama has the Democratic nomination, Bloomberg’s Republicanism was strictly a convenience to get an easy NYC ballot line, and an independent candidate never wins.
I’ve said this many times and I’ll say it again.
Bloomberg’s running for vice president, replacing Joe Biden on the 2012 ticket.
What does Bloomberg bring? Some of the Jewish vote (retained), some of the business community, some independents, and ONE BILLION DOLLARS.
The ticket is beatable (no conservative will ever vote for Obama-Bloomberg), but the power of the incumbent and a billion dollars makes it very, very tough.

The transition from Lightbeing to Jimmy Carter is complete. One of the excuses the Democrats gave for Jimmy Carter’s incompetence was the job of president of the United States had simply become too big for one person. The move then was to separate the Offices of Head of State and Head of Government. That meme lasted until about a day after Reagan took office and hasn’t reoccurred until the Imperial Presidency of Barack I. Of course now, they don’t want to split the office. Kerrey’s idea reverses those roles, so in essence Obama would become the Chief of Staff while this COO person would become the president. In other words, Kerrey’s saying Obama should be demoted.

If we didn’t have FEMA, and we didn’t have a Department of Energy, then we wouldn’t have to worry about poor government responses. FEMA was a Carter creation, like the Dept. of Education. The nation has a longstanding tradition of successful private response to disasters. But Carter decided that wasn’t good enough. So now states sit by and wait for Uncle Sam to come save them.
The Mines & Mineral office got packed with oil company buddies by Republicans who figured installing friends was better than shrinking the size of government. Hopefully the GOP has learned its lesson on that.
Bottom line, if the President has too many responsibilities, then shrink the government until he can manage what’s left.
