Debate over: Obama rules out extending Bush tax cuts for richest taxpayers
posted at 10:51 pm on September 7, 2010 by Allahpundit
Message from The One to Peter Orszag: I won.
President Obama will rule out on Wednesday any compromise that would extend the Bush-era tax cuts for the wealthy beyond this year, officials said, adding a populist twist to an election-season economic package that is otherwise designed to entice support from big businesses and their Republican allies.
Mr. Obama’s opposition to allowing the high-end tax cuts to remain in place for even another year or two would be the signal many Congressional Democrats have been awaiting as they prepare for a showdown with Republicans on the issue and ends speculation that the White House might be open to an extension. Democrats say only the president can rally wavering lawmakers who, amid the party’s weakened poll numbers, feel increasingly vulnerable to Republican attacks if they let the top rates lapse at the end of this year as scheduled.
It is not clear that Mr. Obama can prevail given his own diminished popularity, the tepid nature of the economic recovery and the divisions within his party. But by proposing to extend the rates for the 98 percent of households with income below $250,000 for couples and $200,000 for individuals — and insisting that federal income tax rates in 2011 go back to their 2001 levels for income above those cutoffs — he intends to cast the issue as a choice between supporting the middle class or giving breaks to the wealthy.
Right. This is his way of baiting the GOP into opposing him so that Democrats can go back to screaming about how Republicans are the “party of the rich.” It ain’t much, but it’s a little something that might peel off a few populist independents before the midterms. The question is, what do the Blue Dogs do? Stick with the party and spare The One an awkward veto? Or defect in the Orszagian name of temporary tax cuts for everyone to provide a little extra stimulus? If the latter, they’ll spoil the whole partisan “party of the rich” attack. Exit question: Would an Obama veto be that awkward, really? It’d prove he was serious about keeping his campaign promise not to extend the cuts for wealthy taxpayers, but I wonder if the class warfare bonanza will outweigh the horrible optics of vetoing any sort of tax cut right now.

Well, so much for taking Joe Scarborough’s advice. I had to laugh and laugh loud at pompous Joe leaning back with his arms folded and saying (loudly) “You know what the President’s got to do? He’s got to push for tax breaks and business tax breaks and, well, just adopt Republican positions and dare them to continue to say “No!” Extend the Bush tax cuts for everyone. Do something like that every day until the election. The Democrats will keep the House and Senate.”
What a world Joe lives in. It certainly isn’t this one.

I’ve been saying this for some time. He has no interest in doing so because
1.) it is an election year
and
2.) by not doing so companies are going to push as much of their profits into Q4 of this year as possible. (Q4 being OCTOBER, NOVEMBER, December) A stronger economy will mitigate the damage. Too bad the strength will all be false and into the double dip we fall.

the GOp are stupid. they need to run on the fact that the dems are not going to renew the 10% tax bracket, the $500 child tax credit all the goodies in the bus tax cuts given to the middle class and poor to get the rich tax cuts.
And when the dems say they will extend them? Just say show us the bill? As of now the $500 tax credit goes away Jan 1. Ther eis no bill on the floor, any effort at all to get one on the floor before NOV.
simply say that the dems in an effort to punish the rich are going to take little johnny’s tax credit away.
again the GOp must hold the dems to reality not what they promise. make them produce a bill to save the middle class tax cuts.
If they let the dems set the narrative it will be tax cuts for the rich not little debbies $500 child tax creidt that is talked about in Sept and Oct.

Estate tax break also goes out Jan. 1. So could we say, “Children and old folks hardest hit”?
And I’m kind of confused on one point, if the 10% bracket and the $500 child tax credit both get zapped, what happened to that “If you make less than $250,000 a year, your taxes will not go up?”

Slightly O/T but Pet peeve:
Dem talking point that when they took over the country was losing 750,000 jobs a month is flat wrong. When the O was elected to Congress the unemployment rate was 5.7%. When they took control of Congress in January 2007 the unemployment rate was 4.7%. When they took entire control of the legislative and executive branches with a larger majority than Republicans have had since at least the 1930s the unemployment rate was 7.6%. It has gone nowhere but up, up, up precisely because of the Democrats and their foolish policies.
Why can’t Republicans refute this talking point easily?
txmomof6 on September 7, 2010 at 11:24 PM
Most small businesses in this country are taxed as a person.
So, the most profitable small businesses (the ones that can afford to actually hire people) will now be forced to pay more taxes instead of hire new workers.

The question is, what does the electorate want?
Answer: not what Obama is saying.
This is a politically suicidal position Obama is tking right now. Most of the libs I debate love to tout the lie that obama hasn’t raised taxes. They are adamant about this argument for good reason. Unfortunately, normal people understand that refusing to extend tax cuts is, in fact raising taxes. In the minds of the electorate Obama makes himself, with this stance, the ultimate tax and spend liberal on steroids. The only result being a few more seats in congress for the GOP in nov. Thanks Barry!

This is good short term politics for the Dems and bad long term economics for everyone. The Republicans will look very bad if they deep six the tax break for 98% of the people in order to encourage more long term investment because the Dems will play it as hurting the little guy to help the rich and the MSM will echo chamber them all the way to 2012.

I disagree. I think the voters are far smarter and way less inclined to fall for the usual political class warfar banter right now. The economy sucks. Nobody is in the mood to sit back and listen to the usual dem talking points. The more they bring up the “tax breaks for the rich” rhetoric the more irritated voters will become. That rhetoric satisfies 15% of the voters comprised entirely of the lib dem base. Everybody else has an actual brain in their heads

Obama has repeatedly shown he is clueless about optics. it’s like he has Aspergers Syndrome about optics.
YehuditTX on September 8, 2010 at 12:30 AM
One of the most telling moments of the Democratic presidential primary came in a debate in which Obama was asked if he would support a capital gains cut if it could be proven that such a cut would increase revenues. Incredibly, even under those circumstances, Obama essentially said he would not support such a cut, regardless of whatever meritorious affect it might have, because it was a “fairness issue.”
Obviously, here is a man who places his ideology above else, as he has proven time and time again. Obamacare worsens the healthcare system? Doesn’t matter. Cap and trade will bankrupt certain industries? Doesn’t matter. Deepwater drilling moratorium to cost Gulf States over 20 thousand jobs? Doesn’t matter. Extending the Bush tax cuts for the rich necessary to spur hiring and help the country get out of this economic funk? Nope. Doesn’t matter.

And to make it clearer to those who might not quite understand what Obama is doing, he’s punching back twice as hard at the rich because they’re not giving Dems all the campaign money they should be and are giving more to Republicans now. So, the law professor is teaching them a lesson: He’s The One and he makes the rules.
Dusty on September 8, 2010 at 12:39 AM

Khorum on September 8, 2010 at 12:42 AM
I just do not see a clearly spitefull class warfare action by Obama as doing anything to ‘bring out the vote’. Telling people to go vote for your party because they spread hate and intolerance for hard working people is simply not going to work. This is the ploy of a community organizer that is more interested in pounding his chest and attacking imaginary enemies than helping the country.
It is simply a petty and spitefull position.
The projected tax revenue of 60 billion a year, which is unlikely to be realized, will not even cover the money Obama is trying to spend THIS WEEK alone!
Freddy on September 8, 2010 at 12:45 AM
It’s going to work to a certain degree. He’s going to claim Republicans chose “the rich” over the middle class.
It will pass without a single Republican vote in the House. The Senate will most likely get Snowe to go along with it.
And the “party of no” will become the “party that voted no on a tax break to middle class Americans”.
ButterflyDragon on September 8, 2010 at 12:51 AM
Obama is Herbert Hoover with a skin so thin and ego so bloated that he will sink the economy and his presidency just to avoid his predecessor’s tax cuts from being vindicated.
Hoover redux sucks.
Terrie on September 8, 2010 at 12:51 AM
Heard this on one of the biz channels. 97% of the so called small businesses (schedule C filers) are part timers and usually sole proprietors. The other 3% are the people, who for whatever reason, still run their biz through a schedule C, but they are the EMPLOYERS of the new jobs created this past decade. So when their taxes go up, they will NOT be hiring new people, they may even lay off some people. They will NOT invest in their business just to have more than 50% of the profits taxed away.
Welcome to the new unemployment rate of 12+% by next summer.
Obama, you are such an idiot.

No, unfortunately I believe KW64 is right. This is going to play fairly well, particularly in swing states/purple areas like Ohio, Michigan, Pennsylvania, Upstate NY. Populism cuts both ways, and Obama is being politically smart to see this.
Anybody who doesn’t see this is living in a bubble, and overestimating the Tea Party movement. Very few people really want to go Galt.
Most people aren’t very educated in terms of economics, unfortunately. That’s why it will play well. Hell, 45% of all households don’t even pay income tax. Do you think any of this resonates with them? .

kakypat on September 8, 2010 at 3:31 AM
Absolutely right. He is upset that those rich people are sitting on more than 2 trillion dollars they would have used to create and maintain the jobs.
Per Romer’s admission, they are clueless as to why the recession did not recover like they have since WWII. Plan A was to solve the problems by throwing money at them, expanding government, and increasing entitlement policies paid for by the rich of our nation, who at some point have made enough. There is no plan B and as astounding as it is, they still are clueless or unable to understand how Obama’s polices and intentions have destroyed our ability to maintain or create jobs and small businesses.
If you have read his campaign platform, or the almost identical Communist Party USA poltical platform and goals, you know where he is going with his polices. They pretty well lay it out that health care is the vehical to push America into socialism since it has the abilty to reach even the most remote corners of our lives, and green laws, such as Cap and Trade, which will destroy corporations and their control of productivity. It also has the abilty to redistribute our wealth to third world countries. Redistribution of wealth under the terms of “From each according to his ability, to each according to his needs” as the guide.

The President’s position may be bad, but Orszag’s is far worse. Orszag wants current rates extended for two years, then raised for EVERYONE. Altogether, he supports a much, much higher total level of taxes and spending even than the President does.
Orszag’s favored policy gives the worst of all worlds — both the lack of permanence, and the highest long-run level of taxes.

Obama will never challenge his core support groups directly. Never. He’d rather deal with a ongoing faltering economy and kick the can down the road and hope things magically improve on their own than deal with the wrath of the unions and others on the left if he had decided to maintain all of the Bush tax cuts.

Close – but I think the plan was to use the “Financial Crisis” as a excuse to expand the government, etc. They assumed (wrongly) that businesses would keep doing what ever they had done in the past and the recession would go away on it’s own. Then “Teh One termer” could take the credit. Goes to emphasize the Obama team has no real world experience and does NOT understand how a real business works and therefore how the overall economy works.
All of the government interference has put the big chill on businesses so they are not going to try to expand in the face of huge government roadblocks/penalties for their efforts. This has always been the root failure of socialism/communism – why put in the effort to succeed when your “wealth” is going to get spread around!
