Obama to propose $50 billion in infrastructure spending for stimulus

What happens when over a hundred billion dollars in borrowed cash gets plunged into infrastructure spending and it fails to kick-start the economy?  According to this administration, spend another $50 billion on the same failed policy.  Barack Obama will unveil his new economic stimulus plan in Wisconsin today, while Russ Feingold looks for a place to hide:

US President Barack Obama unveils plans Monday to spend at least 50 billion dollars to expand and renew US roads, railways and airports, in a fresh bid to fire up sluggish economic growth.

Obama, under intense pressure over November’s mid-term congressional elections in which his Democrats fear heavy losses, was set to make the announcement in a speech in Wisconsin, an official said. …

A White House official said that the “bold” infrastructure plan will be front loaded and make significant investments in the first year, in a bid to stimulate the sagging economy and boost jobs growth.

It appeared unlikely however that Obama could get the plan passed through Congress before the mid-term elections.

Don’t be too sure it won’t pass Congress before November.  Transportation bills like this give Capitol Hill denizens plenty of opportunity to get pork for their home districts and states.  In this election cycle, pork may be all Democrats can use as an argument for re-election.  They certainly larded the first stimulus bill with plenty of home-town pork, and with $50 billion more in borrowed cash, don’t expect them to be shy the second time around.

However, don’t expect it to work, either.  The original Porkulus had $105 billion in so-called “infrastructure investments,” and none of it produced any economic growth.  Transportation accounted for $48 billion; energy infrastructure and R&D got the same amount of money.  Housing got $10 billion.  Front loaded or not, the money got allocated and borrowed, and we’re back to flatlining economic growth just eighteen months later — only now we have a lot more debt on top of the other problems we had.

Just a few days ago, Obama called for new ideas on how to restart American growth.  So far, all he’s offering us is the same failed and expensive Keynesianism that he tried in February 2009.  This is a White House in desperate need of a Plan B, which instead insists on retrying Plan A over and over again in the hope that it might work once.

Update: Commenter PattyJ wonders if anyone actually saw “infrastructure” being built from the original Porkulus.  Sure, I did; I did a couple of driving trips through Minnesota, Iowa, Wisconsin, Kansas, and Missouri over the past year and saw plenty of ARRA signs on road construction projects.  One local project closed an important freeway interchange for two months when it didn’t even have surface issues to repair.  Most of them were just accelerated wish-list projects that were not needed and didn’t produce any lasting jobs at all.  That was certainly the case for that remodeled interchange.

therefore we need a a balance budget and that means a massive decrease in spedning. If we do this right the next decade will be one of less and less government spending and no need for a credit card.

increase energy production get gas down to $1.00-$1.50. bust up too big to fail companies with anti-trust laws, rearm the military, and decrease interest payments by paying off the debt. redo the entire tax code. stop the ability of weatlhy to buy special protection from taxes, make the code simple and do away with the need for accountants and lawyers to fill out your tax return.

that should concern the fed gov enough for the next 10 yerars or so.

Gotta love the Iraq War comparison… considering the stimulus ate up as much as the entire Iraq War. All at one shot. For my money we got more out of the war than we are ever going to get from the stimulus. Whenever you hear whining about the Iraq War, just insert ‘the stimulus’ and send it back to them to explain what, exactly, it has achieved. I prefer to use our funds to get rid of tyrants rather than install a tyranny, tyvm.

I am sure this is the $50 billion that will push us over the top… or is that over the edge? My guess is it is the same thing in the President’s book: all his paths lead to the abyss, he just likes the one pathed with our gold so as to mortgage our future to his ideology.

The Rasmussen Reports daily Presidential Tracking Poll for Sunday shows that 24% of the nation’s voters Strongly Approve of the way that Barack Obama is performing his role as president. Forty-seven percent (47%) Strongly Disapprove, giving Obama a Presidential Approval Index rating of -23 (see trends). That’s the highest level of Strong Disapproval and the lowest Approval Index daily rating yet recorded for this president. [. . .]

Overall, 42% of voters say they at least somewhat approve of the president’s performance. This matches the lowest approval rating yet measured for President Obama. Fifty-seven percent (57%) now disapprove.

How quickly you forget: Bush tried to deal with regulating Fannie and Freddie, he tried to pass tort reform and he passed health savings account.
We’re largely in the mess we’re in now because of ObamaCare and the Porkulus.

we do not need a Bush type of economic growth which was a function of the ability to get credit.

What we need is a Reagan type of economic growth based on an increase in wealth not credit.

I actually wouldn’t be surprised to see Pelosi behind this. She’s looking for any way to keep her job come January 2011, and I bet she has about 60 of her own caucus dying to vote no on any further spending to show their “deficit hawk” side. Especially on a “relatively” small bill like $50b, a no vote and a ton of ads are probably about the only legitimate weapons left for the libs to deploy.

Is it too outlandish to think that Obama has been reduced to a useful tool for Pelosi? I don’t think so. . .heck, in truth that’s probably about all he’s ever been.

Update our outdated national infrastructure. Clean energy, broadband internet, high-speed rail lines. More union boondoggle and pension debt. Investments that are creating “hundreds of thousands of private sector jobs right now”. Where? On what planet?

Hundreds of millions of dollars on US infrastrucure so we read the ARRA signs while sitting in traffic gridlock. Very few of these jobs are private sector. I need a drink.

We got a much needed bridge expansion (from 2 lane to 4 lane) that I have to travel on to get to the airport. It has needed widening for 30 years. In the past, most of our state money went to West or Middle Tennessee. Most everyone in Nashville seems to think East Tennesse stops in Knoxville.

We also got an unneeded repaving of an existing road.

loot is loot. bush 43 “stimulus” programs were one time checks. yes he gave the people the loot but the fact is he shouldn’t have our loot to begin with. besides his tax cuts in 2001 and 2003 the rest of bush policies from TARP, to the stimulus, to the spending like medicare part D were classic liberal polices.

And while supply side tax cuts will work they also need other parts to work well. like a sane energy policy instead of sending $300-600 billion/year of wealth overseas to buy our oil. like a good nuclear/coal policy to build more energy plants so our electric bills can come down. Instead of restrict supply which drive up prices. until partisans understand that both parties are economiclly dense and are more interested in gaining power then in promoting sane economic polices for the betterment of the country we are in trouble.

yes the GOP plans are better than the dems but neither are good sound economic plans.

Ladyingray, we also got miles of unneeded paving of roads and exits where I live. There are hundreds of miles of roads that needed work, but they went untouched. Stupid unnecessary stimulus waste, as usual. I remember seeing spots on the ARRA signs; I assumed that someone threw rotten tomatoes at them.

There’s a lot of truth in what you’re saying. But keep in mind that there’s a huge difference between deficit spending when the economy is hot (what the country did from 2003-2007) and in the depths of a severe recession. Consumers and businesses have shown little interest in the level of spending needed to keep the economy moving forward. If the government doesn’t inject public spending into the mix, you may see the economy falter into a double dip recession of even great severity that the first. And that will cause even a deeper drop in tax revenue, increasing the deficit even more.

When Japan had a similar ‘balance sheet’ recession in the last decade, attempts to decrease government spending and balance the budget actually led to a higher deficit in those years. It sounds responsible to hold spending firm in a major economic slump, but it can have dire consequences.

Now is the time for Republicans to forcefully point out how much money is left in the kitty from the stimulus plan and that the right thing to do is to halt the original stimulus BEFORE passing any further stimulus plans.

Obama said today that this new $50B will create new jobs this year but his advisors said this morning on conference call that it would not kick in until next year.

Also, I believe he wants to pay for this by cutting tax breaks/incentives to oil and gas companies. Make sure it is understood that gas and oil prices will skyrocket if these incentives/breaks are removed.

Tie it all together with the continuing drilling moritorium in the Gulf. Tie it all together with the jobs that are unnecessarily lost due to that moritorium. Tie it all together with the gas and oil price hikes coming down the pike in a couple of years when the oil and gas that was supposed to come from the Gulf is gone.

This is all part of the GREEN agenda . . . make it stop!

it depends on what your goal is. People look at a recession as the worst thing that can happen. however if you believe in the free market a recession is simply a part of the free market cycle. recessions in and of themselves are not bad. recessions make the free market realign resources. It makes capital flow from unproductive areas to more productive ones, it wipes out bad busniess practices, in short recessions are needed in free market economies.

when governments try to stop the recession bad things can and usally do happen.

Is there a need for unemployment insuance? yes but why is the gov the one to control and pay this out. Insuranc eis insurance. there is life insurance, health insurance, car insurance. there is a market out there for unemployment insurance. either paid for by the business or worker. Get gov out of the unemployment insuance business. thus gov expenses during recessions will not go “up” as much.

Change the areas of where the gov gets its revs from income to say sales or tarrifs thus government will not be as buffered from unemployment.

another expense of gov that grows in recessions is welfare, food stamps, relief etc. this can not be wholly done away with but if gov tax policy focuced on increasing charites during good times the bad economic times will not be as bad and the need for government will not be as great.

Most of the government functions can be done better and cheaper form the private sector. It is the government’s job to pass laws to ensure the private sector fullfills those needs. Not to take over those needs.

Cutting government spending and downsizing government departments and turning over government responsibilites to the private sector will increase privte sector employment, will make the limited resources better able to handle the downturn etc.

the auto bailouts is a prime example. without government intervention GM and chrysler would have been bankrupt. those workers would have been laid off. the fact that the states were on the hook for unemployment nenifits entered into the picture of why the gov bailedout these companies.

Now if the gov let those companies fail, other companies with a better business plan would have taken those companies sales, would have had to expand or buy GM plants. would have had to hire those workers and the better newer plants of say Ford would have produced cheaper better cars.

Instead gov allowed the free market to freeze. No changes in the market and no betterment of the cycle.

Recessions bring economic pain but its something we need.

He has to have that adoring audience, and doesn’t even realize NO ONE is watching his speeches anymore. I even change the channel when FoxNews shows his excerpts now. I just can’t stand to see him or HEAR him!!!!

Meltdown is about right. It’s unbelievable that BHO thinks make-work construction jobs will save the economy. I don’t want to deny anyone a paycheck, but these projects would truly be beneficial if the private sector created them or precipitated the need for them.

This is an Obama sham to pander to his union “brothers and sisters”. The only wealth it will create will be for union dues coffers and pay for union fatcats. Taxpayers get buggered again. REGIME CHANGE!

I believe the first stimulus stipulated that all government jobs over 25K had to be filled by union workers or at union scale. Will this one be the same? Seems to me that if you didn’t stipulate that wages must be at least 20% over non-union scale, you could hire a lot more people. But I’m just a little old lady from Pennsylvania, no Ivy League degree or fancy letters behind my name, what do I know?
