Alternate headline: “Congressmen somehow can’t agree to provide health care for 9/11 responders without screaming like lunatics.” How did it come to this, you ask? Well, the Dems initially planned to introduce the 9/11 bill under normal procedures, with a simple majority vote needed to pass it, but then they started wetting themselves at the thought of having to take tough votes on amendments — especially ones related to illegal immigration — introduced by the GOP. So, change of plans: Instead of a majority vote, they invoked a special rule that lets them deny Republicans the right to offer amendments but requires two-thirds of the House to pass the bill. The GOP decided to protest the procedural move by having virtually all of its members vote no, which brings us to the freakout du jour. Beyond the basic irony of Weiner demanding that floor votes be geared towards the substance of a bill instead of procedural concerns (remember how Dems handled that during reconciliation on ObamaCare?), there’s a grander irony here that Limbaugh identified on his show. Namely, the only reason the Dems needed a special rule for this bill in the first place is that they feared some Democrats would vote against it if the GOP succeeded in getting its amendments attached. It’s the cowardice of their own Blue Dog caucus that painted them into a corner, but there’s no political advantage to Weiner in dwelling on that fact. So here he is instead pitching a hissyfit in front of the C-SPAN cameras, knowing full well that the fightin’ nutroots will moon over him for days. Hey, Anthony? Good news: In a few months, you won’t have to worry about those Blue Dogs anymore.

It was a sham, hoax, and pure political theater. The Dems did not want to have to vote on issues the voters would see. Using the majority, up down vote ( which allows the reps to add amendments to be voted on). Knowing that the bill would not pass with 2/3rd (no amendments) they put it out there to point at Reps and say “look how mean they are”! Weiner is such a whiner. We just need to get to a system where unrelated amendments cannot be part of a bill. Here, the 9/11 workers got screwed because of political gamesmanship. If it was just a question of “do we want to help the workers,” it would have passed and people would have help they need.

6% of Dems plus 100% of Reps means that the opposition to the bill was actually the bipartisan position to hold.

Weiner is right. To vote no on a bill Peter King helped craft that would have been good for the responders just because you don’t like the Dems tactics to avoid amendments is just plain STUPID. How many times did we ask Dems not to weigh down war funding votes with amendments and just pass it?

Don’t like the procedure? Have long memories and use it later. But don’t cut off the 9/11 responders just to point out the Dems unwillingness to deal with amendments. Pass the bill for the good of the responders, deal with the politics separately.

In the House non-germane amendments are not in order. (It’s the Senate where anything goes.) In fact, the Dems could’ve considered the bill under a closed rule (rather than under suspension of the rules), with no amendments made in order, and all they would’ve needed was a simple majority to pass it. However, under any rule the minority has the right to offer a motion to recommit (send the bill back to Committee) with instructions. Such instructions are non-binding, but the Dems can’t abide any Republican input, and they don’t want their members taking “hard” votes this close to the election, so they just rig the rules and try to ram everything through with as little debate as they can get away with.

Libs just hate being challenged and are little children when challenged. I have read the bill and the manner under which First Responders will be excessive to the coverage all first responders receive.

If libs are about equality, then they should author a bill that does not provide a special level of treatment to 911 responders that is not also offered to all first responders.
