Obama to target CRA, social engineering in housing/lending market

Could it be possible that Barack Obama may dare to go where George Bush and some Republicans wouldn’t in limiting government interventions?  For most of a decade, the US government manipulated lending markets and pressured banks to get mortgages for lower-income families under both the Clinton and Bush administrations, and with Democratic and Republican Congresses.  Now, the Washington Post reports that the Obama administration wants to end the social engineering that created the housing bubble and subsequent collapse as its next target for reform:

Responding to the collapse in home prices and the huge number of foreclosures, the Obama administration is pursuing an overhaul of government policy that could diverge from the emphasis on homeownership embraced by former administrations.

“In previous eras, we haven’t seen people question whether homeownership was the right decision. It was just assumed that’s where you want to go,” said Raphael Bostic, a senior official in the Department of Housing and Urban Development. “You’re not going to hear us say that.”

Bostic, who has published leading scholarship on homeownership, added that owning a home has a lot of value, but “what we’ve seen in the last four years is that there really is an underside to homeownership.”

The administration’s narrower view of who should own a home and what the government should to do to support them could have major implications for the economy as well as borrowers. Broadly, the administration may wind down some government backing for home loans, but increase the focus on affordable rentals.

The shift in approach could mean higher down payments and interest rates on loans, more barriers to lower-income people buying houses, and fewer homeowners overall, government officials said. But it could also pave the way for a more stable housing market, one with fewer taxpayer dollars on the line and less of a risk that homeowners will not be able to pay their mortgages. And it could spell changes throughout the financial markets, as investors choose new places to put their money if the government withdraws some incentives for investing in the U.S. mortgage market.

There is an interesting axiom in American politics: Only Nixon could go to China.  It explains how it takes a leader willing to act against political interests to take a step that creates large benefits for the nation.  In this case, it would appear that only Obama could take on Barney Frank, Chris Dodd, and the redistributionist caucus of his party to put an end to the real cause of the financial collapse.

Will the White House go through with it?  It’s one thing to leak this to the Post.  It’s another thing entirely to follow through with the necessary rulemaking and legislative effort needed to succeed in it.  The Post notes that La Raza, one of the groups that gains material benefit from participating in government programs for these home-ownership efforts, is already unhappy with the idea.  At a time when Obama’s approval ratings are sinking towards Bush levels, this could alienate his ideological base and leave him utterly abandoned in 2012.

Let’s hope Obama commits to this reform.  If he does, it will easily be the most significant economic reform of his tenure, and would represent a significant retreat from the government interventions and social engineering that have ruined the American economy, and could set the stage for even further constraints on federal power.  That would show actual leadership and strength.

Not going to hold my breath. Sounds more likely to me they’ve read some of the tea leaves, and are just going to talk about it to try to head off fiscal criticism.

Outside of “free” health care for the unwashed masses, forcing home loans to the unqualified is one of the quickest ways to achieve their redistribution “social justice” schemes. Get people in a house, more house than they can afford, and when it goes bad, just use taxpayer money to keep them in it.

No, they won’t be giving that up without a hard fight.

The government owns lots of homes now, ostensibly, in neighborhoods of all income/social levels. Housing is the new takeover. They will become the renters of the universe, finally diversifying the USA “the way it was always meant to be”.

In other words, whatever they say they are getting rid of they are usually doubling down on. The doubling down this time will be on the social engineering. But the government will always own the houses.

translation: property ownership is bad. This is another step towards devaluing property rights. You will now see the government get involved in rent control to provide affordable housing. Less property taxes will further starve state tax revnue bases, leading to more state dependence on federal largess.

This is actually true to formm. Homeowners are property owners and property owners are more independent than renters. Why encourage that? Lifetime renters receiving government subsidies are far more easy to control. It has the added benefit of being attractive to his opponents, but for entirely different reasons.

Next up: Elimination of the mortgage interest deduction.

Government ownership of foreclosed homes, the renting them back to lower income.
They are getting into the housing business…they want to control the housing, and eliminate mortgages.
You will rent from the gov., not buy.
The exact opposite of what you are hoping or thinking of.
This is gov. intrusion into the very home…and btw, since they own the home, they become the “king of the castle”.
Man, Ed, you really missed the mark on this one…way off the mark.
The rule is: Nothing from this administration will lead to freedom, or away from the government…nothing.

Will this be portrayed as an Obama “pivot” to show he’s “fiscally responsible” and “concerned” about the deficit?

Or a quid pro quo to the GOP to get them to vote for the tax increases the deficit panel no doubt will recommend?

PBHO really means it this time. Ok he lied about no new taxes for the middle class, reducing the deficit, putting millions of Americans back to work, but this…THIS…he is sincere about.

I hope Ed isn’t silly enough to believe that Obama will reform the CRA.

Anytime this President says he’s going to attack some problem that he’s going to get blowback from his base on – it always turns out his real intent is to exactly opposite what he says.

For instance … dude SAYS he wants more nuke power, but that is only to take the argument off the table so he’s no longer attacked for being against nuclear power.

It was only months ago that dude SAID he wanted more offshore oil drilling – but oh! How quick he was to use the BP leak as grounds to pretty much stop it – even at the cost of 100,000 oil jobs on the Gulf Coast (in the middle of the worst depression in 50 years!).

Now he says he’ll reform the CRA? What? To believe that you’d have to be high on crack – some really bad crack. The thing is – he’s getting heat right now for passing a comprehensive financial reform bill – which is SUPPOSED to prevent another economy blow-out like we experienced in 2008. Problem is – he didn’t address the ROOT CAUSE of the blow-out – the CRA.

If he wanted to reform the CRA – he’d have done it in his financial reform bill – and he would have gotten a lot more bi-partisan support for the effort.

G’head – y’all can chase the squirrel wherever you want.

Broadly, the administration may wind down some government backing for home loans, but increase the focus on affordable rentals.

Danger, Will Robinson! Watch for proposals to increase HUD funding/Section 8 housing allowances by the gazillions – which is as ruinous to neighborhoods as the blight of foreclosed homes, if not worse. A home that has to be purchased at a discount by a responsible buyer, down payment and verified income in hand, is far preferable to deadbeats moving in with no visible means of support – all thanks to the largess of social engineers like Obama who never have to suffer from the consequences of their bleeding heart liberalism, as they reside safely away from areas most apt to be converted to Section 8 utopias.

You think Obama is doing this for free enterprise, so housing will become a free market?

Ed…please, step back and rethink what you posted, I know it is hard, but, think, think, gov. rent, gov. housing, gov. control on where they are housed…the ultimate “gerrymandering”.
Ed….step back, analyze, peel back one layer at a time, what do you see? More gov in our lives at the most basic level.

We have just seen the beginnings of a 2012 campaign. However…as we have seen with every other piece of garbage that has been past into law lately….the devil is most definatly in the details.
Expect to see the surface issues tackled leaving us with only the elite upper crust able to actually purchase and own property.
