Financial regulation bill dictates ethnic, gender quotas

Chris Dodd, Barney Frank, and Barack Obama insist that the new financial regulation bill pending a vote in the Senate is a necessity to restore stability to troubled markets.  Instead, it looks as though Democrats have been more concerned about quota systems than economic growth.  Buried deep within the bill is a requirement for all regulatory agencies with jurisdiction in economic arenas to start beancounting based on ethnicity and gender, as Diana Furchtgott-Roth discovered:

In addition to this bill’s well-publicized plans to establish over a dozen new financial regulatory offices, Section 342 sets up at least 20 Offices of Minority and Women Inclusion. This has had no coverage by the news media and has large implications.

The Treasury, the Federal Deposit Insurance Corporation, the Federal Housing Finance Agency, the 12 Federal Reserve regional banks, the Board of Governors of the Fed, the National Credit Union Administration, the Comptroller of the Currency, the Securities and Exchange Commission, the new Consumer Financial Protection Bureau…all would get their own Office of Minority and Women Inclusion.

Each office would have its own director and staff to develop policies promoting equal employment opportunities and racial, ethnic, and gender diversity of not just the agency’s workforce, but also the workforces of its contractors and sub-contractors.

What would be the mission of this new corps of Federal monitors? The Dodd-Frank bill sets it forth succinctly and simply – all too simply. The mission, it says, is to assure “to the maximum extent possible the fair inclusion” of women and minorities, individually and through businesses they own, in the activities of the agencies, including contracting.

Well, this just applies to the government itself, right? These 20 agencies won’t intrude on the private sector, so there’s nothing to worry about.  Not exactly:

Lest there be any narrow interpretation of Congress’s intent, either by agencies or eventually by the courts, the bill specifies that the “fair” employment test shall apply to “financial institutions, investment banking firms, mortgage banking firms, asset management firms, brokers, dealers, financial services entities, underwriters, accountants, investment consultants and providers of legal services.” That last would appear to rope in law firms working for financial entities.

Contracts are defined expansively as “all contracts for business and activities of an agency, at all levels, including contracts for the issuance or guarantee of any debt, equity, or security, the sale of assets, the management of the assets of the agency, the making of equity investments by the agency, and the implementation by the agency of programs to address economic recovery.”

This latest attempt by Congress to dictate what “fair” employment means is likely to encourage administrators and managers, in government and in the private sector, to hire women and minorities for the sake of appearances, even if some new hires are less qualified than other applicants. The result is likely to be redundant hiring and a wasteful expansion of payroll overhead.

The media has been analyzing this bill for weeks as it moves fitfully to a floor vote.  Yet none of the reports covered Section 342, which has far-reaching impact into the capital markets and banking system.  It effectively puts affirmative action into every financial transaction and gives the government a huge opening for interfering with economic growth on the basis of bureaucratic whims.  Anyone who has dealt with an EEOC issue will understand the arbitrary interventions this will create — and the damage it will do when every contract and trade can get suspended based on a complaint or even suspicion of violation.

Anyone interested in system stability would have struck these requirements the moment they first appeared.  This is a disaster in the making, and yet another indication that Democrats want to exploit the financial collapse for their goals in social engineering.  (via The Corner)

Decades ago I was chosen to be a director of a billion dollar company, it was a dream job…I was chosen, had a little party, said good-bye to my division…then I was called into the office, the EEOC saw that there were a couple of minorities (less experience and less qualified) that had applied, and decided to file suit against the company.
I was called in and embarrassingly told I didn’t have the job afterall, and a minority was named for the position…which after two years was a disaster and the division had to close down and re-organize. It cost them millions, but less then what the lawsuit in publicity would have cost.
So they ended up with a closed division (lost jobs for many minorities), higher prices (someone absorbs losses), and I moved on to another company.
Such is the road paved with good intentions…
What was gained? Nothing, it was all a loss…

In the wake of apartheid in S. Africa, there has been extraordinary incorporation of stifling racial quotas in all levels of the government, society and the military. If a person is qualified or selected for promotion in the S. African defense forces, they cannot be promoted until the grade that they are promoted to is comprised of a predetermined proportion of whites/blacks and some qualified soldiers wait years to get promoted to the next grade until others (of other races) are promoted ahead of them—just to meet the quota. These economic policies that we are doing here are a mirror image of those policies there—and many in S. Africa were choosing to move to N. Zealand or back to England where they would have at least some shot at upward mobility.

This is national suicide if we continue at this pace….why are we doing this to ourselves????

I would propose that if they’re going into social engineering, the bill should also discriminate against homosexuals. I’d cite questionable statistics that show homosexuals being more financially affluent, per capita, and use that as a justification to deprive them of financial help. I’d insist on discussing and arguing that with Bawney Frank, at every opportunity. If the bill was to go to the floor, I’d insist that that piece of social engineering was to be in it.

This bill is nothing more then the “Community Reinvestment Act II”. That original CRA was the basis for the eventual melt-down in 2008, and upon which all other mini-melt-downs were stacked.

Anyone who’s ever worked in the banking industry knows how “offensive” the CRA is to ethical and logical banking operations. But, because the government wants to socially engineer everything from soup to nuts, CRA exists.

“Wells Fargo To Cut 3,800 Jobs”

In the article, Wells Fargo announces that Wells Fargo Financial, an “entity” of Wells, is essentially dissolving.

Wells Fargo Financial makes high-risk loans of all kinds. I.E., if a person, business, (etc) does not qualify for a “normal” loan due to bad credit, Wells Fargo Financial can loan the money, at a much higher interest rate, with added fees for many things like servicing or as punishment for missed payments, late payments (etc). After all, these loans are high risk loans, and they are going to people/businesses who already don’t have a great track record of paying, or have bad credit to begin with. But, Wells Fargo utilized their “Financial” entity as another way to comply with CRA gov rules. (CRA = Community Reinvestment Act).

Also keep in mind, Wells has paid back every penny of the TARP money they were forced to take in the first place, with interest. And no, they didn’t pull a “GM” and take money from one gov loan and pay off another. They fully paid off the TARP monies, period.

I see this move by Wells as a necessary one, since it would be quite foolish for them to continuing doing volume business (which requires a seperate entity like Financial) with folks who already come to them with bad credit or bad “whatever else”.

(Full Disclosure: I once worked for Norwest Bank here in Iowa, who was eventually bought out by Wells, and I still have friends who work for Wells.)

They are bad guys in our commercials and entertainment. They can’t make remarks about other groups distinctions or faults. They have to mimic other groups in their early identity activities to fit with the pop culture. They spend lives in guilt and shame over their heritage. Our government is discouraging their breeding by refusing them job opportunities. (And unlike some other groups, they hang around to help with kids. At least, this seems to be true.)

Anyone here ever been to a bankers’ convention? You don’t see a lot of women or minorities. It’s a cutthroat business and women genrally aren’t cut out for it. I can count on one hand the number of really effective women I have known in this business and I’ve been in it for 20 years. In the field of securities trading there are almost no women. I’d much rather be married to one of these people than to be one myself.

I’ve also seen a fair number of affirmative-action female and minority hires in my years. They are never put in positions of real influence or decision-making. They end up in Legal, or Marketing, or Investor Relations. Banks generally hire qualified minorities whenever they can, because it looks good. The big Wall Street firms don’t care because their customers aren’t minorities and they don’t care either. They just want to make money.

The real benefit of this legislation will be in creating jobs in the regulatory agencies for a lot of Obama for America organizers who need jobs.

This has been covered elsewhere, but really gained little traction as a story, maybe that’ll change now. Though I doubt it.

It really should not come as any surprise as this straight out of the progressive playbook of W. Wilson in his rigging of the system to favor whites in his day. Only now in recognition of the long term demographoics of the country. Why else do think we have the pandering to the hispanic block in US v AZ? Or for that matter the dismal after a secured conviction of the Black Panthers, take away the black para-military garb and replace with white sheets and pointy hats and it is exactly the same just in reverse.

The time is not far off where caucasions are no longer the majority in America, not that there is anything wrong with that. What is wrong however, is the progressive’s intent to capitalize on this shift to attain and maintain power through racial suppression.

As has been seen throughout it’s history, progressives have been nothing if not opportunistic and will entertain, if not agitate, the basest instincts in humanity to acquire power. There truly is not any limit to the dpravity to which they will stoop, just as Wilson embraced the policies of Margaret Sanger and the subjugation of AA’s, the Obama administration encourages the policies of Mike Holdren while his DoJ turns a blind eye to Shabazz’s promotion of ethnic cleansing. The similarities could not be more clear, and just as Wilson imprisoned political opponents, or even those that voiced their disagreements intemperently. I suspect we might see attempts to do the same by this generation’ progressives, ala the demonization and carachterization of TEA partiers as Nazi-brown shirted-terrorists. A most classic case of projection as I have ever seen.

If you think I go to far, or just descending into mere rhetoric & hyperbole, do please keep in mind the alliances that brought this administration to the dance. A coalition of SDS/Weathermen, Black Panthers and black liberation theologists, communist and criminal infiltrated unions and power obsessed Robber Baron’s like George Soros.

As a self-employed white male, I am happy to report that this bill will keep me under close scrutiny even though Fannie & Freddie skate off without new oversight. Since I couldn’t find an job after being laid off after 30 years as an executive in the financial services industry, I am now doing house flips.

I guess I’m a threat to our national financial system. This new bill will require me to become federally licensed and if I provide or take advantage of owner financing a licensed mortgage broker and underwriter must now be wedged into those transactions per this bill. At a cost of course. This comes on top of the EPA’s new requirement that I only use EPA certified contractors (of which there are maybe 100 in the country) or face a $30,000/day fine.

Me, I’ve been keeping 8 people employed full-time and am providing clean comfortable housing for first time home buyers, but I am the enemy. Glad that women and minorities will be escorted into tens of thousands of newly fabricated positions and suck resources out of the economy.

I only got that far reading this post before I was outraged. It’s a noble idea, and I’m all for women and minority inclusion but before we go opening up 20 more government offices in charge of ANYTHING, how about we knock on the door of the DEFICIT commission and run the idea up their flag pole. Is there no end to their profligacy? It’s mind numbing.

Maybe they put 20 Offices of Minority and Women Inclusion in the bill so that if a Republican didn’t want to vote for it the DEMS could scream about them being racist misogynists. That seems to be the way they work lately, always plotting and scheming instead of actually getting anything done.

You already do, only its cumulative and not in one broad stroke. Add it all up, 25-35%(and set to rise)income tax, appx 8-12%(also should soon rise)SS tax, property tax(varies per location), state tax(varies), sales tax 9.8% where I am, Sin taxes such as cigs & booze which is appx 900% over actual cost, permits-licences-tolls-user fees-etc. and then the reimplementation of the death tax. Dude if you are only paying 50%, tell me and I am moving!

No what the question is, is who will stand for 75-85% tax rates, which is what it’d be if we were really paying for what we spend. We acn barely anage to to pay the interest on our debt and that does not include unfunded entitlements or the impending implosion of pensions across the country were on the hook for through the PBGC. So in reality, start looking forward to 90-95% tax rates.

Race is not the issue, ideology and work ethic is. Truly which would you prefer as either an employee or elected rep, Col Allen West(black) or Billy Ayers( about as WAngloSP as possible), Nikki Haley(Indian) or Bernadine Dorhn (WASaxonP)?

When looked at in this light, it becomes quite clear that some of our worst enemies come WASP stock and our greatest allies come from outside of that ethnicity. Those that refuse to recognize this reality are no better than Shabazz and should be shunned accordingly.

Just as we were segregated before the Civil Rights movement based upon the color of our skin, we are being segregated yet again with the addition of the amount of estrogen you have in your body. And don’t think for a second that this won’t end up like the Community Reinvestment Act. I’m loosing hope as a Haitian American (even though I’d qualify) and a man for this country and the principles that adhere to the idea of true equality based upon your merits and not upon physical attributes. Dr. Martin Luther King is rolling in his grave….

This bill is nothing more then the “Community Reinvestment Act II”. That original CRA was the basis for the eventual melt-down in 2008, and upon which all other mini-melt-downs were stacked.

That’s not what caused the melt-down. Not even the quants on Wall Street who wrote CBO and other derivative products would agree with that statement.

When you own the news machine, you can do any freaking thing you want.

The only thing that surprises me these days is that Obama ended up getting a cursory look from the media for the handling of the Gulf oil spill.

I used to work for, what was at the time, one of the largest corporations in the world (Chrysler after Iacoca, before Obama). It was actually kind of funny to see the in-fighting for promotions there. As a white male, I had NO chance, but there were black males who had been with the corporation for quite a while, and then there were white females who had not been there quite so long.

Whenever a promotion opened up, the blood would flow as the white females fought the black males for the spot. Chrysler was a bit male heavy in upper management back then, so the white females got the nod. The black males instantly filed lawsuits and the fight was on.

I stayed on the job for a few years purely for the entertainment value, knowing no matter how well I did, I wasn’t even on the same planet when it came time for promotion.

As a silent protest, whenever we were called into the central office for a few weeks worth of work, we would bring the various trophies, awards, etc that we had won (based solely on numbers generated, so no gender/race issues). My desk, as well as those of several other white males was pretty much covered with awards, the black males also had a fair share, the women on the other hand – not a single one because they simply did NOT produce the raw numbers required to win. The entertainment value got a bit old so I moved on to graduate school and a different career, but it was kind of fun while it lasted.

Of course, everyone knows how well that promotion policy served Chrysler Corp. A once great American corporation, now owned by the government and various foreign companies, but at least they are sure to have a significant number of females in upper management, so job well done!!

Aha! In an above comment I aluded to just how much our actual taxes would be if they were to match what we are spending, well I just came across this over at NRO with the actual rates, read it and weep:

This is a disaster in the making, and yet another indication that Democrats want to exploit the financial collapse for their goals in social engineering.

These people need to be held so accountable. I repeat, a future congress, for the good of America, needs to not just repeal this crap, but investigate Democrats and bring them to justice no matter how long it takes or where they hide.
Every Democrat in the congress, especially the leaders, should go to jail. Congress has done the same to CEO’s and other scammers who have bilked people out of millions or engaged in corruption within corporations!

The penalties for bringing down a nation and wrecking 300 million Americans lives should be at least as severe as the penalties faced by those who brought down Enron.

Look people …

This is NOT a big deal if we call their bluff.

We can completely neuter their efforts to enforce quotas.

FACT 1: The Federal Government allows you to claim membership in any race you wish. There’s no “proof” required, with the possible exception of certain Native American entitlement programs run by the department of indian affairs.

FACT 2: Any one of us, regardless of ACTUAL race, can start a business tomorrow and claim minority status by claiming that we are Hispanic or, even African American. Hell, Obama is only 50 percent AA – he’s also half white. See the predicament they are in?

If everyone just changed their race to something else – they’d be completely dead in the water on these affirmative action programs. If any one challenged your claim to a certain race (which they wouldn’t) … then you have a very lucrative lawsuit on your hands that you will make a lot of money off of.

And well … if they ask to SEE your birth certificate … well, birth certs are not always correct and besides … if Obama doesn’t have to show his – neither do you! :D
