Referendum on California’s carbon-limit law qualifies for November ballot

And the political establishment isn’t happy about it, either. Governor Arnold Schwarzenegger says he will fight the referendum to suspend AB 32 with everything he can muster. The enviro lobby will get 300 green-tech companies to contribute to the effort, and have already painted the proponents as evil out-of-state oil companies looking to destroy alternative energy production. However, that vastly overstates the positive impact of AB32:
California headed for a high-stakes battle over global warming Tuesday, as an oil industry-backed measure to suspend the state’s aggressive climate-change law qualified for the November ballot.
The fight will pit the state’s powerful environmental organizations and clean-tech businesses against the oil and manufacturing industries. It also arrays many conservative political leaders, including the GOP nominee for governor, Meg Whitman, against Gov. Arnold Schwarzenegger, a fellow Republican who regards the global warming law as a key part of his legacy. …
Under California’s law, known as AB 32, the state is setting limits on greenhouse gas emissions from automobiles, oil refineries and other industries, and will probably require that a third of the state’s electricity come from renewable sources by 2020, up from about 15% today. New rules under the law would encourage sales of more fuel-efficient cars.
Supporters of the law say it has spurred a large market for solar, wind and other clean energy sources.
But backers of the ballot effort, who are calling their measure “the California Jobs Initiative paint the climate law as “an energy tax.” Their initiative would halt enforcement of the law until unemployment in the state, now over 12%, sinks to 5.5% for at least a year.
Schwarzenegger and the backers of AB32 call the referendum an attempt to “cripple California’s fastest-growing economic sector,” but that’s hardly the case. California’s state auditor commissioned a study of AB32 to determine its economic impact, which made clear that the best case scenario would be a wash:
California, that former land of opportunity, was one of the first states to pass its own version of “cap and trade” to reduce greenhouse gas emissions. In 2007 when Governor Arnold Schwarzenegger signed the law, called AB-32, he said it would propel California into an economy-expanding, green job future. Well, a new study by the state’s own auditing agency—its version of the Congressional Budget Office—has burst that green bubble.
The study released May 13 concludes that “California’s economy at large will likely be adversely affected in the near term by implementing climate-related policies that are not adopted elsewhere.” While the long-term economic costs are “unknown,” the study finds that AB-32 will raise energy prices, “causing the prices of goods and services to rise; lowering business profits; and reducing production, income and jobs.”
The economic reality here is what the Legislative Analyst’s Office calls “economic leakage.” That’s jargon for businesses and jobs that will “locate or relocate outside the state of California where regulatory-related costs are lower.” The study says the negative impact on most California industries will be “modest,” but energy-intensive industries—specifically, aluminum, chemicals, forest products, oil and gas and steel—”may significantly reduce their business activity in California.”
Yes, some new “green jobs” will be created. But the “net economywide impact,” it says, “will in all likelihood be negative.”
The only way that green energy will provide massive economic growth will be if it can produce the same amount of energy as our existing sources at the same price or better. Not only do those processes not produce energy less expensively, they can’t produce anywhere near enough to meet demand that carbon-based energy can. Until that happens, the only way that green energy can overtake other energy sources in the marketplace is to have government intervene heavily by raising the price of current energy sources artificially to make it more expensive than green energy.
That’s misguided for a couple of reasons. First, as we’ve discussed many times before, it will raise costs, eat into consumer buying power (especially for low-income workers), and stunt economic growth. But it’s also counterproductive for innovation in green energy. Heavily-subsidized or protected industries have little reason to innovate and compete. Look at the explosion of innovation that resulted from the initially unpopular busting of the Bell monopoly on telephone service in the early 1980s, for example. If government gives green energy a soft ride, they will have less incentive to make it efficient and mass producible.
We will have a green energy economy when green energy becomes economically viable. Government can’t just decree that it’s viable when it clearly won’t meet the demand necessary for the American economy to keep pace, let alone grow. Instead we will hobble ourselves with massive costs and taxes when we need cheap energy to rebound from one of the worst recessions in decades — a recession caused by government intervention in the housing market for another form of social engineering.
The people of California know this better than their political masters. Hiking taxes while unemployment skyrockets and businesses head for the borders is sheer insanity, especially when it’s clearly known that the taxes won’t do anything to help. As long as that unemployment rate continues to rise, expect the voters in California to tell the social engineers in Sacramento to get lost.

It one point the California Air Resources Board was going to required document proof of tired pressure for your car. You needed this documenation monthly(?). But if you were caught without it you faced a $1,000 fine, since was considered an environmental law, not a moving violation.
Of course, they stopped the Board. But this was sign and people have had enough. Plus, all the phoney “science” with global warming.

What the heck does that mean? Do you have any idea how much CO2 is belched out by volcanoes? I know it’s depressing, but we’re insignicant compared to the forces of nature.
Start with Henrik Stensmark’s work on cosmic rays, solar cycles, sun spots, and Milankovitch cycles for some actual climate science which can predict changes in temperature somewhat accurately, unlike every modern computer model (all have failed spectacularly since about 1997).
There is a real argument for inevitable global warming over the (really) long term, but it’s the sun’s increasing solar output.
Warmists always reject any argument which mentions the giant fusion reactor in the sky. It’s just a tiny factor comparted to the gaseous plant food our SUVs belch out, they reckon. I remember when scientists were actually less faith-based than most major religions.

I wish I had that kind of confidence in the voters here in my California homeland, but I just don’t think it is going to happen. The initiative will fail, because people would rather believe a feel good lie than believe the nasty truth. We are so screwed. I would leave this state in a heartbeat, but my kids and grand kids are here, and I don’t want to go so far away from them.

Those who voted down prop 1A will also be voting in favor of this referendum especially if they, (the proponents) present it as a tax reduction. If the Tea Party organizations mobilize and motivate the voters, not only will this pass, but there will be a major change in California politics. Not all Californian’s with common sense had the ability to just move away, which is nonsense. Many of us are fighting to return sanity to the state.

Not so fast. There are even non-conservatives I know here in this beleaguered state who detest AB32 – which is probably the most horrendous small-business crushing initiative ever passed by a state legislature in American history.
AB32 is hated with a purple passion by many, many regular people in this state. I don’t care how much money Ahhhnold wastes trying to support that monstrosity of a law. Governor Shriver is going to have a hell of fight on his hands on this one.

There are other influences on climate, but they are not “significant”. If humanity has caused a .001% of change I would be very surprised.
However, I could be wrong, but no science has demonstrated otherwise. Unfortunately, the “scientists” who advocate AGW are so politically vested in the outcome of anchoring western economies that they have failed to engage in any actual science. They have fabricated data to support their theory and hidden data that contradicts their theory, and on top of that, refuse to provide others with the raw data so that their results can be scientifically challenged.
Anyone how still supports such a fraud is not in it for any kind of scientific belief, but a religious/political belief.
I would support climate legislation if there were any actual science. Why the left refuses to allow actual scientific stuy of this issue is beyond me. If they really believed it was true, they would have no problem with an open scientific process to demonstrate its truth. The fact that they claim the “science is settled” and want to jam legislation down everyone’s throat based on fraud demonstrates that they know they are wrong.
Which leads us to the question of intent. It is interesting that climate legislation always seems to have the effect of wealth redistribution. So, if a) it is clear even leftists admit that AGW is fraud and b) the outcome of their preferred climate legislation is marxist wealth redistribution – what does that tell us?

I think the oil spill proves beyond any doubt that the motives of the greens is purely economic and the environment matters not at all to them. The left’s reaction is to so mild… compared to what it would be if the environment was what they really cared about.

Point to any study that proves AGW that does not use the fruadulent data of East Anglia, the Fruadulent UN report, or rely entirely on computer models which are not scientific proof of anything.

Frankly, I’m not even convinced that there is a “present warming trend.” Have you seen haCRUT, GISS, etc. data? They are all a complete pile of crap. Temperature sensor problems, gaps in data, sensor movements, and questionable algorithm “fixes.”
And what exactly is the “great deal of evidence” that any possible present warming has any man-made component? The fact that the warming would be correlated with an increase in man-made CO2 (which is a minuscule amount)?

Also, considering that the amount of CO2 the U.S. puts out is miniscule when compared to India or China, it seems quite silly for the U.S. to destroy its own economy on the alter of Gaia when those nations, and other 3rd world nations, are not going to do squat regarding their emissions.
It would simply be an empty gesture for global warming, but a gesture with devastating impact on our economy.

If there’s anything I’ve learned from my 20+ years living in California, it’s that the voters here absolutely love…LOVE to tax themselves.
Anything that advocates it’s for the chiiiilldren, animals, clean air or kitchen sink infrastructure always gets the voters’ stamp of approval.
No need to raise taxes…just slap it on the ballot and allow the lemmings to do the rest.

Okay, here’s the bombshell. The current volcanic eruption going on in Iceland, since its first spewing of volcanic ash has, in just FOUR DAYS, NEGATED EVERY SINGLE EFFORT you have made in the past five years to control CO2 emissions on our planet – all of you.
Of course you know about this evil carbon dioxide that we are trying to suppress – it’s that vital chemical compound that every plant requires to live and grow and to synthesize into oxygen for us humans and all animal life.
I know, I know…. (group hug)…it’s very disheartening to realize that all of the carbon emission savings you have accomplished while suffering the inconvenience and expense of: driving Prius hybrids, buying fabric grocery bags, sitting up till midnight to finish your kid’s “The Green Revolution” science project, throwing out all of your non-green cleaning supplies, using only two squares of toilet paper, putting a brick in your toilet tank reservoir, selling your SUV and speedboat, vacationing at home instead of Bali, nearly getting hit every day on your bicycle, replacing all of your $1 light bulbs with $10 light bulbs …well, all of those things you have done have all gone down the tubes in just four days.
The volcanic ash emitted into the Earth’s atmosphere in just four days – yes – FOUR DAYS ONLY by that volcano in Iceland, has totally erased every single effort you have made to reduce the evil beast, carbon. And there are around 200 active volcanoes on the planet spewing out this crud any one time – EVERY DAY.
Oh, I don’t really want to rain on your parade too much, but I should mention that when the volcano Mt Pinatubo erupted in the Philippines in 1991, it spewed out more greenhouse gases into the atmosphere than the entire human race had emitted in its entire 40 MILLION YEARS on earth. Yes folks, Mt Pinatubo was active for over one year – think about it.
Of course I shouldn’t spoil this touchy-feely tree-hugging moment and mention the effect of solar and cosmic activity and the well-recognized 800-year global heating and cooling cycle, which keep happening, despite our completely insignificant efforts to affect climate change.
I’m so sorry. And I do wish I had a silver lining to this volcanic ash cloud but the fact of the matter is that the bush fire season across the western USA and Australia this year alone will negate your efforts to reduce carbon in our world for the next two to three years. And it happens every year.
Just remember that your government just tried to impose a whopping carbon tax on you on the basis of the bogus “human-caused” climate change scenario.
Hey, isn’t it interesting how they don’t mention “Global Warming” any more, but just “Climate Change” – you know why? It’s because the planet has COOLED by 0.7 degrees in the past century and these global warming bullshit artists got caught with their pants down.
And just keep in mind that if that same government is re-elected, you will have an Emissions Trading Scheme – that whopping new tax – imposed on you, that will achieve absolutely nothing except make you poorer. It won’t stop any volcanoes from erupting, that’s for sure.
