Coast Guard shuts down oil-skimming barges due to … lack of life vests onboard

posted at 8:35 pm on June 17, 2010 by Allahpundit

Bureaucracy fever — catch it!

Eight days ago, Louisiana Gov. Bobby Jindal ordered barges to begin vacuuming crude oil out of his state’s oil-soaked waters. Today, against the governor’s wishes, those barges sat idle, even as more oil flowed toward the Louisiana shore.

“It’s the most frustrating thing,” the Republican governor said today in Buras, La. “Literally, yesterday morning we found out that they were halting all of these barges.”…

[T]he Coast Guard ordered the stoppage because of reasons that Jindal found frustrating. The Coast Guard needed to confirm that there were fire extinguishers and life vests on board, and then it had trouble contacting the people who built the barges…

“They promised us they were going to get it done as quickly as possible,” [Jindal] said. But “every time you talk to someone different at the Coast Guard, you get a different answer.”

The barges are now back to work thanks to Jindal pounding the table, but follow the link and read the whole piece. This is by no means an isolated incident: Alabama’s governor is running into the same problems thanks to the alphabet soup of federal agencies attempting to govern the clean-up by committee. If you wanted to know why an oil-spill czar was needed, this is why — because the red tape is so thick, the only way to possibly cut through it is to, er, add a little bit more red tape and bind up all the loose ends under the authority of a single officer. How lucky do you feel?

Very much worth three minutes of your time: Jindal and the locals do what little they can to turn back the thick black tide.

Blowback

Coast Guard shuts down oil-skimming barges due to … lack of life vests onboard

No. It’s worse than that. A barge should be held up if there aren’t any life vests. But I read the article to say that the barges were held up in order for the Coast Guard to find out if there were life vests on board, not because they inspected it and didn’t find any. How long does it take to check a ship and count the vests?

I can never seen to get a straight answer to a very simple question – did I somehow miss the official designation of this as an ‘emergency’ or ‘disaster’? You know, one of those red-tape cutting directives from a competent chief executive?

Maybe Skippy can’t ‘plug the damn hole’, ‘find some a$$ to kick’, ‘suck it up with a straw’, or seem to get his handicap down, but that is ONE thing he SHOULD have already done!

And by not doing so, he’s basically indicating he’s fine with the apparatchiks squabbling and dragging this agony out just as long as politically and impractically possible.

Wind Rider on June 17, 2010 at 8:56 PM

It is an emergency for pete’s sake- if the CG investigator goes on the first barge and finds they are missing x number of extinguishers then assume that the other 15 are missing the same amount, round up the needed fire extinguishers and BRING THEM TO THE BARGES! OBAMA:

When I am President, I will start by restoring that most basic trust – that your government will do what it takes to keep you safe.

If catastrophe comes, the American people must be able to call on a competent government. When I am President, the days of dysfunction and cronyism in Washington will be over

I promise you that when I’m in the White House I will commit myself every day to keeping up Washington’s end of this trust. This will be a priority of my presidency. And I will make it clear to members of my Administration that their responsibilities don’t end in places like the 9th ward – they begin there.

It’s time for America to rebuild trust with the people of New Orleans and the Gulf Coast.  When I am president, I will start by restoring that most basic trust: That your government will do what it takes to keep you safe.  The words “never again” spoken sooo often in those weeks after Katrina must not fade to a whisper.

The most rare commodity we have right now, we’ve got pretty much up to speed on boom, but skimmers are our critical mass right now. We need to put those wherever we can get them. And we want to get them from where ever they are available. And to the extent that foreign equipment and skimmers are available, and can be use out there, we have accepted foreign offers of assistance, BP is buying skimming equipment and skimmers from overseas in areas that they normally operate, Mexico, Norway where they have oil operations is where we’re getting it from mostly.

Busting on life vest and extinguisher counts is a symptom of a government or any person or organization with no capability to address the real problem told to “Do something!”. I hate to bust on the Coast Guard – I really do – but they are doing what the end of the spear of an inept bureaucracy with illusions of control over problems way to complex for them always do – reverting to what is easy — easy to do, easy to measure.

They have no clue how to stop the leak or even how to stop the oil from spreading. But they can count life vest and fire extinguishers and they can certainly look busy moving around measuring and studying the problem.

If only we had a leader who could make clear the time for “looking” busy or concerned or like you are working hard has passed.

And Mr. President deserved just as much of a bashing from Congress as they doled out to BP today. Why does he get a pass?

The REAL irony here is that where the barges are operating if they sank the crew wouldn’t even get their feet wet. The video shows the the barges in very shallow water.
