Obama to create “czar” to oversee oil spill

It’s been a while since we’ve dealt with the Romanov Method of Governance in the Obama administration, but tonight the President will reportedly return to it in desperation.  In his live address tonight, Barack Obama plans to announce the creation of an oil recovery czar to assert leadership in the crisis, as Agence France-Presse reports:

President Barack Obama, in his televised speech to the nation Tuesday, will announce the creation of an oil recovery “czar” to oversee progress in siphoning crude from the Gulf of Mexico oil spill, his chief spokesman said.

Speaking on ABC television’s “Good Morning America” program, White House Press Secretary Robert Gibbs said the position is envisioned as “somebody that will be in charge of a recovery plan, putting a recovery plan together…when we get past the cleanup and response phase of this disaster.”

Mr. Obama is to deliver what will be his first Oval Office address, as he seeks to reassure anxious Americans over the Gulf of Mexico oil catastrophe. …

Mr. Gibbs told ABC that in the address, “the president will outline tonight…a plan going forward, to restore the Gulf–not to where it was the day this accident happened, but to restore this Gulf to where it was years ago.”

Maybe Obama should just focus on repairing the damage that’s been done over the last seven weeks.  We don’t need to add to the task by rolling into it a bucketload of environmentalists’ wish lists for “restoration.”  In fact, what it sounds like at the moment is another way to blame the Bush administration by artificially increasing the scope of the effort, when the current scope already has been beyond this administration’s competence as it is.

For that matter, the appointment of a “czar” is another way to outsource leadership.  The cleanup and repair effort already has one operational executive, Admiral Thad Allen.  The administration also already has a head of Interior, Ken Salazar, and of Homeland Security, Janet Napolitano.  They have one boss: Barack Obama.  The chain of command seems already clear enough at the top end, although not nearly clear enough down the line, as the New York Times reported today.  The insertion of a “czar” with an even broader mandate will not clarify the chain of command and the mission — it will make both more ambiguous and more difficult.

Bruce McQuain questions the timing:

Well let’s see – we’ve had a commission appointed. We’ve seen the administration explore criminal charges against BP. And now, the administration that has been on top of this thing since “day one” is going to appoint “somebody that will be in charge of a recovery plan” and “putting a recovery plan together” 55 freakin’ days in to this!?

Now he’s going to put someone in charge and put a plan together?

Anybody but Obama himself, apparently.

A czar is not the end all when it comes to seeking the answers or solutions to all the questions or problems we face here in America. The response to this disaster was doomed from the start. Years of lobbying by the oil companies allowed for inadequate response plans for leaks like this.

MMS even approved a response plan drawn up by BP that said there would be no danger to shorelines and wildlife from a leak like this.

MMS allowed oil companies to rely heavily on dispersants over booms in cleaning up spilled oil. Everyone was unprepared because oil companies wanted to save money and because of corrupt and lax oversight by the US government.

That’s the story here. Nitpicking on what Obama is doing now is purely political sniping. But the fact is, even if Obama did everything perfectly after the explosion, we wouldn’t be looking at much of a difference in the impact on the gulf coast.

And it was under the leadership of the Bush administration that government got into bed (Literally and metaphorically) with big oil, allowing them to write up their own regulations, essential.

That is not even remotely true.

There will no doubt be plenty of blame for this catastrophe, but if there is anything that Obama could have done to forestall or lessen the amount of damage to the Gulf Coast he should have done it. His continuing failure to do so is contributing to an environmental nightmare beyond belief. This is an epic failure by the Obama Administration.

This is the time to waive the Jones Act. This is the time to issue a plea to anyone in private industry—foreign or domestic—who has a potential, even unproven, method to clean up afflicted coastline or to protect threatened areas to get to the Gulf as soon as possible and put it to work in a coordinated effort. This is the time to throw out the rulebook. This is the time for Obama to remove the roadblocks that keep Gulf Coast localities from receiving the supplies they have requested. This is the time to let local and state governments to do whatever they need to do and to do it right now.

Furthermore, he’s making a new czar; an unaccountable pseudo-politician that he can use to bypass Congress, the will of the People, and to add another cabinet-level position in his shadow government. He claims he’s in charge, and yet he just can’t wait to put the responsibility of finding solutions on someone else’s shoulders, and get them off his; that way, he can concentrate on more important things (like his 2012 campaign).

Again, look at the mentality: as opposed to allowing the free market to move, as opposed to putting down the Jones Act and allowing foreign experts to move in (like the Dutch and the Saudis), as opposed to scouring the private sector for their offers of help and solutions, Obama’s solution is to create a new bureaucrat, a new bureaucracy, and the further expansion of an already overgrown, bloated government. And let’s not forget this is about 60 days after the fact.

The only reason I’m going to listen to his blathering, tonight, is because I’m going to be listening to Mark Levin giving on-the-spot, color commentary.

Awwww, shipley the oil disaster expert…so sitting on your hands for 45 days like the president doesn’t hurt anything. Not giving federal assistance for 45 days, like building sand berms, is fine with you, or making sure enough booms are available.
Not bringing in experts and putting a team together for 45 days is good management, anything sooner would be a waste of time.

County commissioners voted unanimously to give their emergency management team the power to take whatever action it deems necessary to prevent oil from the Deepwater Horizon spill from entering Choctawhatchee Bay through the East Pass.

That means the team, led by Public Safety Director Dino Villani, can take whatever action it sees fit to protect the pass without having its plans approved by state or federal authorities.

Commission chairman Wayne Harris said he and his fellow commissioners made their unanimous decision knowing full well they could be prosecuted for it.

“We made the decision legislatively to break the laws if necessary. We will do whatever it takes to protect our county’s waterways and we’re prepared to go to jail to do it,” he said.

That freed Villani to take several actions deemed important to further armor the Destin pass without waiting for authorization from the state Emergency Operations Center in Tallahassee and the unified spill command in Mobile.

Commissioners gave him the go-ahead to spend $200,000 to pay for an underwater “air curtain” designed to push oil up where it can be collected and $16,500 a day to operate and maintain it.

He has authority to, without a nod from the U.S. Coast Guard, deploy barges, weighted so that they’ll sit low in the water across the entrance to the pass.

He is also authorized to look into a slip curtain, another underwater oil-catching device.

Though they now have the authority, both Villani and Okaloosa County Administrator Jim Curry said they will continue to work with the state and federal authorities to get their plans approved.

Curry said what the commissioners did Monday was “send a loud and clear message” to the Coast Guard, the state Department of Environmental Protection and others that Okaloosa County’s permit requests should be acted on immediately.

The commission met in an emergency meeting alongside the Destin City Council. The two governing bodies confronted a full room of obviously frustrated people, many of whom advocated filling in the entrance of the pass to close it down completely.

It was agreed that filling in the pass was a bad idea that could have serious environmental impacts.

Jay Prothro, BP’s representative for Okaloosa County, and two representatives of the Coast Guard were also present.

While Martha LaGuardia, a commander with the Coast Guard, argued that moving ideas and plans through the chain of command was the proper way to do things, Harris made it known the County Commission was tired of the often tedious and sometimes unproductive bureaucracy.

“We’ve played the game. We’re done playing the game,” he said.

The response to this disaster was doomed from the start. Years of lobbying by the oil companies allowed for inadequate response plans for leaks like this.

Actually, BP’s plan was a highly effective and battle tested plan for small scale leaks.

When a leak/spill moves beyond the scope of what is dictated in BP’s response plan, the 1994 Federal Spill Response Plan is supposed to kick in.

The problem is that despite taking in all the money for the 1994 plan, the products/equipment and consumables necessary for implementation of the plan were never pre-positioned, in fact they were never purchased by our Federal Government.

When BP tried to activate the 1994 plan, they were told “NO! You (BP) will be on your own.” Whether or not they knew that the funded plan was a paper tiger or not is immaterial, BP’s plan was to use their rig specific plan until it got too big and then use the 94 Federal Repsonse Plan.

The failure began when the Feds told BP to screw off. I’d like to see an audit of the 94 plan when this is all over and see who and what all that money went to.

I think that deep down Obama wanted his own 911. What he’s going to get is not accolades for being cool and handling this all perfectly. He’s going to get an azzkicking right out of town.

I want him to tell the truth tonight… without a teleprompter. Just tell the American people that this is not a spill, it’s a gusher and it’s coming from beneath the sea floor and the casings are what are failing which could lead to total eradication and possible extinction of marine life in the Gulf, if that rig isn’t shored up and supported. The 410 ton rig could tip over and when that happens? No comment.

As a commenter on QandO noted, that isn’t a czar to handle the clean-up, if Gibbs can be credited with any truth. This would be a czar to implement a “new order” for oil companies.
