Oh boy: Obama proposed downsizing Coast Guard crisis center three months before spill

posted at 9:01 pm on May 28, 2010 by Allahpundit

He finally finds a federal agency whose budget he’s willing to cut, and guess what.

Three months before the massive BP oil spill erupted in the Gulf of Mexico, the Obama administration proposed downsizing the Coast Guard national coordination center for oil spill responses, prompting its senior officers to warn that the agency’s readiness for catastrophic events would be weakened…

Accidents happen, “but what you’re seeing here is the government is not properly set up to deal with this kind of issue,” said Robbin Laird, a defense consultant who has worked on Coast Guard issues. “The idea that you would even think about getting rid of catastrophic environmental spill equipment or expertise at the Department of Homeland Security, are you kidding me?”

“Cutting a strike team is nuts,” said Stephen Flynn, a former Coast Guard commander and now president of the Center for National Policy, a Washington think tank. “Whether it’s an accident of man or an act of terrorism, it requires almost the exact same skill set to clean it up.”…

“The elimination of the national command element could well lead to a reduction in core competencies in capabilities needed in a crisis,” said Cmdr. Tina Cutter [in February]. The absence of large spills in recent years has “degraded” the skills of responders, making it more critical to maintain technical experts, particularly in catastrophes, she said.

In fairness, he proposed cutting just three percent of the CG’s budget, and parts of the decommissioned crisis center would simply be reorganized elsewhere. There’s also an open question of whether a fully functioning center could have done anything more here. Remember, when asked why the Coast Guard hasn’t taken over operations to cap the well from BP, Thad Allen admitted that there’s no reason to believe the feds could do a better job. That’s the real thrust of WaPo’s story, which you should read in full — not so much that the budget cuts will cause us to fall behind in spill clean-up readiness but that spill research is already far behind drilling advances. How do you catch up when money’s tight? And what was O thinking when he decided to scale back this particular agency knowing that he was about to irritate the left by coming out in favor of offshore drilling?

Here’s Tapper’s report tonight from ABC about The One’s trip down south. Democrats had better hope these people aren’t representative of all voters because, if they are, his credibility’s pretty well shot.

It was all fabricated by the media anyway. Both, he and them, have none left.

I thought it was Obama’s prophetic judgment, and not his experience, that got him elected. Didn’t he foretell that the surge would work? Why, then, did he defund this agency? Was he unable to foresee this calamity?

Reminds me of that James Bond movie (Thunderball?) where Solitaire lost her power of fortune telling because she slept with James Bond. Which begs he question, what has Obama done to lose his purity (i.e. virginity) and holy prescience?

Is that slave labor cleaning the beach, or members of Obama’s Clean Energy Service Corps? I keep waiting to hear that the $6 billion we allocated is being put to good use.

BTW, it turns out that this was proposed by the Apollo Alliance, Center for American Progress, yadda yadda yadda. Guess what was part of the proposal!:

The organizers suggest that the new Corps be led by President Barack Obama and administered through a new Energy Security Council that they say would compare to the existing National Security Council in flexibility and executive coordination of relevant departments, programs, and cabinet secretaries.

This Van Jones sure was an ambitious Communist revolutionary.

Ha! My first reaction when I saw the video of the people bused in to clean up the beach was that they were slave labor. Or members of the Clean Energy Corps which I’ve been waiting to hear have been put to work, considering the fact that we allocated $6 billion to fund these “volunteers”. But check out what I just found – which is a scary new twist to this old story:

The organizers suggest that the new Corps be led by President Barack Obama and administered through a new Energy Security Council that they say would compare to the existing National Security Council in flexibility and executive coordination of relevant departments, programs, and cabinet secretaries.

Of course this could just be bombast on the part of the Apollo Alliance/Center for American Progress who proposed the Clean Energy Corps in the first place. But it’s awfully similar to what Barack proposed…

Oh, remember the enviro-greenies’ horror stories:

Evil president takes loads of campaign cash from evil oil companies.

Evil president tells them to drill for oil a mile under the sea near pristine subtropical wetlands full of beautiful wading birds.

Evil, callous president doesn’t bother enforcing environmental regulations, pats them on the back with a safety award.

Evil, callous president cuts back on Government emergency response infrastructure for oil spill cleanup to save $$$.

Evil, racist president who doesn’t give a Louisiana governor what he needs to protect his beaches–he must hate colored people.

The Enviro-Greenies nightmare tale of the failed policies of that dirty greasy oilman BushHitlerHalliburton.

Oh, wait a minute. It’s the Great Anointed Stop-the-Seas-from-Rising HopeyChangey who can’t stop the oil from rising through the sea! How’s that li’l ol’ deregulation thingy workin’ out for ya, BubbaBama? Or d’ya need some lessons from Dubya Bush and Jim-Bob Jindal?

Don’t worry kids, all those stimulus funds that went to such vital national assets as organic victory gardens will more than compensate for the livelihoods lost and the local economies destroyed by the oil spill.

Arugula! And on to bigger priorities, like his Chi-town vacation…

Nichevo on May 29, 2010 at 6:52 AM

I’m surprised that no one on the Left has brought up how much the folks in Louisiana have been disregarded by Obama. It is one thing to have a ‘chocolate city’ and quite another to do nothing to get a chocolate coastline… especially the EIS waivers on BP that got things here. And you have to love that the cleanup folk, looking to clean up the spill, have to file an EIS!

Yes to protect the environment you have to spend months examining what your project will do to the environment, even if the project is to CLEAN UP an environment that is being impacted NOW. Yes the Greenie Left should be all over this sort of asinine thing: big companies get waivers and end up polluting, government trying to protect the environment is put on a multi-week to multi-month environmental impact statement track while the environment, the thing that needs so much protection, goes unprotected.

I am sure that the Greenie Left will be reminding folks that the natural seeps in the Gulf put out a lot of crude oil…that we shouldn’t be pumping out from under the sea floor to make sure it doesn’t do so because that constant leaking is far better than the few (very few) problems we have had pumping the stuff out so as to start getting at the underlying natural leaks. But then I don’t expect coherent concepts from the Left in any way, shape or form, just fuzzy feel-good statements about how nice everything is with government in charge. And when government doesn’t work so well, then you just need more of it… which makes it less efficient, less accountable and more authoritarian. Luckily they are also the first ones most amenable to being targeted by the creature they create because they love it so.

Isn’t it cool how the 1990 OPA which was supposed to “never let this happen again” has worked out for everyone. Government is so efficient, they pipe live porn into every office to keep themselves awake.
