Democrats ready to push big tax-and-spend bill before Memorial Day recess
posted at 3:35 pm on May 20, 2010 by Ed Morrissey
Maybe Democrats on Capitol Hill are less concerned about being big spenders after the special election in PA-12, or more likely, they just know that they need to spend it now rather than later in the campaign season. Either way, leadership in both chambers have decided to press forward with a wide-ranging bill that will cost almost $200 billion, and that won’t pass the Pay-Go test, either:
Faced with a Memorial Day deadline, Democrats opted Thursday morning to move ahead with a complex tax and spending package that includes new infrastructure and state aid dollars as well as extended benefits to help sustain the long-term unemployed through November’s elections.
The joint decision by House Ways and Means Committee Chairman Sander Levin (D-Mich.) and Senate Finance Committee Chairman Max Baucus (D-Mont.) is a gamble, given the continued political uncertainty in the Senate. But with time running out, the leadership had little choice if it hopes to enact the measure before June cutoff dates for a series of stopgap provisions affecting the jobless and elderly.
Preliminary estimates are that the full multiyear cost is near $190 billion, and to reduce the deficit impact, tax writers have agreed to a series of revenue offsets worth close to $50 billion including a major increase in fees charges the oil industry to cover the cost of spills like the BP disaster in the Gulf.
Does this sound familiar? Emphasis mine:
In their desire to show movement, Democrats appear to have jumped ahead of a final budget scoring on some crucial provisions. And the oil industry risks being the last target standing, if tax writers come up short of the revenues needed to meet their target.
Heck, who needs budget scoring? It’s not as if this Congress has guessed wrong on overall costs before now. And it’s not as if anyone needs to read a bill to find out what’s in it, either.
How do Democrats plan to pay for this new $190 billion set of boondoggles? They’re going to get $14 billion from “closing loopholes” in the Foreign Tax Credit, which will make American corporations less competitive abroad, plus the $50 billion from the oil industry that will hike energy costs to the consumer.
That amounts to less than $65 billion, or about a third of the proposed spending. That should invoke the Pay-Go restriction on the legislation, a rule passed by the same Democrats who will instead act to bypass it. Perhaps it should be renamed Spend-Go, or Charge-It, since the money will have to come from even more expansion of American debt. That’s the real reason why Democrats have “jumped ahead” of CBO scoring — they don’t want to face it.

Whatever happened to PAY-GO?
Weren’t we told that was the Democrats very important, very unprecedented way of being “fiscally responsible.”
How’s all that “Democrat fiscal responsibility” working out for the country’s balance sheet, huh?

Get Critz sworn in stat so he can vote on this bill.
The reality is, though, Pelosi will let him vote no since she probably does not need his vote to tax and spend.

It’s not like they want to keep control of the House or anything.

More like the political version of a bucket list. They know their time in power is limited so might as well do as much as they can since it will probably be another 40 years before they get the chance to screw America again.

This country is doomed, even if Republicans take control. The Dems have created such a fooked up mess, it will take years to bring back any kind of sanity, or fiscally sound responsibility back to our country.
Those that would continue to vote for this crap, beware. It will hit you the same as the rest of us. You are not exempt from the repurcussions of any of this. So pat yourselves on the back now, because later, others will want to kick your arse.

I suspect that much of the Obama/Dem strategy is counting on a recovering economy to erase the memory of billions past spent. We’ll see if it works.

They have always wanted to raise the baseline of federal spending up, even though some of their bills are “temporary,” like the stimulus.
Thus, when the GOP ends this temporary and emergency spending, the Dems scream about “cutting” benefits or programs that were originally represented as temporary.
Then the only way to fund this new basic level of federal spending is debt or raising taxes.

It will never recover at the rate that they are spending.
Why cannot the unspent “stimulous” money be dedicated to this bill instead? Oh, I forgot. The political payoffs are set to be distributed near election time…just as the unemployment benefits will be extended to the same target date.
Would some gutsy politician or pundit scream repeatedly about the out-of-control spending going on in Congress and make the taxpayers aware of this shell game.

Doughboy on May 20, 2010 at 4:15 PM
That vote today was on closing the financial reform bill to amendments, not on this spending bill. Brown had promised to vote for it and didn’t yesterday only because they had not fixed the derivatives provision. Apparently it was fixed to his satisfaction and he voted for cloture.
And that is why the Dow is tanking. This bill is going to kill what little is left of the capital markets.

I attended a county GOP breakfast this morning in PA, where Pat Toomey gave an opening address and Karl Rove the main speech. Such class those two have!
Do everything that you can to send Toomey to the Senate and trounce Sestak. Toomey is a pro-growth, fiscally conservative-cut spending candidate. He is terrific.
Send campaign cash if you can spare some, and come to PA to help to get out the vote and to encourage registration.
(Karl Rove was fabulous, too. Besides talking about the upcoming election, he shared some details about his job as chief of staff and what happened on 9/11 when President Bush was alerted to the airlines striking the Twin Towers. The scramble to leave Florida and head back to DC indicated the serious, take-charge attitude of Bush in re to national security. We all received copies of Rove’s book, also. (BTW Rove is much slimmer than his facial appearance suggests. He is rather svelte.))

cmsinaz on May 20, 2010 at 4:40 PM
Why doesn’t someone in Congress put forth an amendment that there can be absolutely NO voting on a bill until the CBO scores it?
The Republicans had better get before the cameras and sound off on this blatant abuse of this latest tax-and-spend fiasco. They had better scream about the sham that PAY-GO is and also offer methods by which this bill’s expenditures can be met with specific cuts elsewhere.
I am furious that these expensive bills are rushed through before holidays as done deals. It’s time for more town halls, folks.

The problem with CBO scoring is that the CBO must take all the assumptions (increases in tax revenue, growth in gross domestic product) and use them. The CBO can put in a footnote or appendix in which it, shall we say, questions these assumption, but it must score what it is given.
That’s how they gamed Obamacare. For example, they had the assumption that the Medicare “doctor fix” would not be a factor in this bill (it is included in this current bill they want to pass), so it looked like the Dems were “saving” money with “Medicare cuts.”
The Dems gamed the system by repeatedly sending different versions of Obamacare over to CBO, and finally introducing the one that got the right score. That the numbers had little relationship to economic reality was of no matter.
Wethal on May 20, 2010 at 4:49 PM
If they pass this POS, they won’t have just jumped ahead of CBO, they will have “jumped the shark.” Actually, they already have, this will just be a repeat pass.
iurockhead on May 20, 2010 at 4:52 PM

Don’t know why the name of the dude running for Ag. Sec. in Alabama escapes me, but the RNC needs to hire him to narrate some commercials as to how this bill is going to do less to rein in Wall Street than it will to kill jobs, raise taxes and raise the price at the pump. I can hear it now, “Now who would vote for those morons?”
Chewy the Lab on May 20, 2010 at 5:21 PM
Who do they think they’re helping? No, seriously, WHO?
Themselves? Nope, they’ll be in “retirement” come November and they know it, which is why they’re doing this kamakazi move in the first place.
The people? HAH. Even the biggest economic fool knows that adding more to an already massive debt that has to come due eventually (when there’s NO ONE to bail out the country when it defaults) is a bad idea.
So, what I want to know is how these idiots are justifying their actions to themselves. What twists of logic and denial in the face of utter destruction is happening inside the brains of Congressional Democrats right now (along with RINOs like the Maine Twins)?
Anyone? Anyone? Bueller?

This is correct. Run the numbers yourself. Not like the CBO does it, the REAL numbers. There is no way we will ever pay back what we already owe, even at zero interest, that amount of money simply can’t exist in real terms, and that doesn’t even count the money that will be added to it. No one in either party will ever get the budget below what they take from us at the barrel of a gun, meaning the debt will only increase.
But if you think about it, this really is the point. What else can it be? The people in charge of both parties know full well what I’ve outlined above is true, as do all of you. It has to be on purpose, and there is simply no one who will even try to stop them, present company included.
