Porkulus Follies: Weatherization program a flop

When Barack Obama signed Porkulus over a year ago, one of its signature programs promised an explosion of jobs in the construction and contracting industries thanks to federal subsidies for weatherizing older homes.  In fact, as early as April 2009, Obama began bragging about the new jobs that his tax credits on weatherization and energy-efficiency remodeling would bring.  Eleven months later, the Associated Press reports that the explosion has turned into a multibillion-dollar implosion (via Fausta and JWF):

After a year of crippling delays, President Barack Obama’s $5 billion program to install weather-tight windows and doors has retrofitted a fraction of homes and created far fewer construction jobs than expected.

In Indiana, state-trained workers flubbed insulation jobs. In Alaska, Wyoming and the District of Columbia, the program has yet to produce a single job or retrofit one home. And in California, a state with nearly 37 million residents, the program at last count had created 84 jobs. …

But after a year, the stimulus program has retrofitted 30,250 homes — about 5 percent of the overall goal — and fallen well short of the 87,000 jobs that the department planned, according to the latest available figures.

As the Obama administration promotes a second home energy-savings program — a $6 billion rebate plan — some experts are asking whether that will pay off for homeowners or for the planet.

”A very rosy picture was painted that energy efficiency would be a great way to create jobs and save money,” said Michael Shellenberger, an energy expert who heads the Breakthrough Institute, an Oakland-based think tank that is financed by nonpartisan foundations and works on energy, climate change and health care issues. ”The Obama administration risks overpromising again.”

What happened?  Like most of us predicted, the heavy bureaucracy of the federal government ground the program to a halt.  Some states are just now getting the funds, such as Texas, after disputes over wage controls.  In fact, the Department of Labor didn’t even get around to clarifying the rules until September, when weatherization should have been completed for maximum energy savings.  They had to reclarify the rules “a few months later,” AP reports, after counties across the nation complained about the first declaration.

Instead of creating 85,000 jobs with the $5 billion, the Department of Energy (which runs the program) claimed it created 8500 jobs, a tenth of the goal.  That would put the cost of each job at a whopping $588,235.30, and that’s only if the DoE has its numbers right.  Those numbers appear to have been calculated using the White House “saved or created” algorithm, which wasn’t exactly known for its accuracy.  In any case, those jobs would likely be temporary anyway, which means we just tossed away $5 billion on temp work that mostly didn’t occur, and when it did, got done poorly.

It sounds like the $5 billion wasn’t actually spent. The problem seems to have been that the program never really got going. That doesn’t mean that everything was spent but nothing was done. Do we have the numbers for how much money was actually spent on this program?

These programs all fail because they don’t have anyone on the”team” that understands any kind of business. What’s more is they don’t seem to grasp the fact that rebate programs are doomed because people just don’t have the money to fork over up front. Rebate! Tax Credit. You have to pay before you get your money, if you get any at all. The is a big difference between cash and tax credit/rebate. How hard is that to grasp? Then, of course, even if the program would work, when do you get your money? If you want to know what the weather is, look outside. If you want to know about the economy, GO outside. This stimulous thing is a monstrous joke! All this talk about job creation is sheer nonsense. All the jobs, or most, were in existence so it is now a matter of “resurrection” not creation and that all hinges on demand. All of these billions would have been better spent by giving it to taxpayers to spend on goods and services. It would have dramatically reduced the cost, too. What do I know? – I’m just an out-of-work, self-employed window and door specialist. However, I did take some economics years ago so I’m not completely ignorant in these matters. My livelihood is predicated on people spending or borrowing to spend and it ain’t happenin’, GI.
One final point; where are you going to find people to fill jobs that require years of effort to develop the skills required? Good luck. I only have 40 years worth and I’m not working.

Weatherization is as old hat as is Marxism.

When I owned a house, I knew what to do to stop drafts in winter and insulate the place.

Now, I’m just a regular guy. You could pass me on the street and never notice me. But I know what to do, and so do 99% of my fellow Citizens. If that last single percentile don’t do something to stop the drafts in their homes, that’s there problem. Why does it take millions of tax dollars to fix a ‘problem’ that dummies can fix on their own for a dollar or two week?

A couple years ago, some state agency (I forget the name right now, but low income assistance was involved) came into one of my apartments at the request of one of a tenant. I signed the okay because it seem harmless enough.

She was to get gas heating assistance if they could tweak the drafts and duct leaks. 125 year old house, okay… Have at it.

After they were gone, I looked at their work. A couple small pieces of fiberglass ‘thrown’ into the sill plate area under her bedroom, and some weird looking gray paste that dried rock hard was painted onto the duct seams (it looked worthless as a seal to me, plus the seams were already tight)… In other words, wtf?

They didn’t say or do anything about the leaky 125 year old windows w/1950s storms (I have since put new siding and new storms all around). Most of this stuff is payoffs and waste anyway… Tax incentives work if done right, the bulk of the other programs are to easy to corrupt.

I am thinking that the best “fight” against this president, his policies and his administration is this: DO NOTHING.

Just let it play itself out. In fact, I secretly hope he wins reelection and retains the House and Senate.

Why?

Because, that way, his policies including health care, would have been in force for some time (health care doesn’t kick in until 2013-2014), and we’ll see the devastating effect it will have wrought upon our country.

And then…..the Democrats will be 100% to blame and they will then be voted out for decades……………

No matter what is done, any negative result will be blamed on the right. Whether that blame is directed towards the Republican Party, Tea Party members, Bush, Limbaugh, etc.

I’m /glad/ to say that Mr. “Tie My Hands Or I’ll Keep Stealing” Tom Perriello endorsed this boondoggle and got up on the stump and touted what a huge energy savings and financial savings this would be. It was literally the pot of gold at the end of the rainbow. Well, statist liberals, here’s a sharp dose of reality—you schtick ain’t working, it’s too expensive, and was rightfully opposed from jumpstreet. You spend too much, you overpromise, and continuously, and constantly underdeliver on just about everything. When the federal governement successfully starts, staffs, and runs a pizza joint that could deliver one pizza day, on time, then I’ll reconsider any of your promises. However, until that day comes, all you’re going to get is harsh opposition based on your string of epic failures.

Okay now I’m confused. There has been a Weatherization Program funded through HEAP(Home Energy Assistance Program) for years. Did they add on to that, raise the income requirements? Or is this the one where you could get $1500 credit toward more energy efficient windows, etc.? At any rate, the HEAP program is okay if you have some falling down rat trap or rotting double-wide, but I wouldn’t let them near a decent home. They’ll destroy it.

Don’t think this isn’t moving somewhere. People turn off their lights because they feel it is the right thing to do, and also because they feel pressured to comply with a new social conscience that has taken on political overtones.

And you better believe those Hollywood types turned off their lights. And even if some didn’t, hypocrisy does not make this any less frightening. The communists also didn’t really believe everyone was equal. They had their dachas and privileges, too, that the rest of the proletariat didn’t have. But they still killed 100 million people in the spirit of the idea.

Don’t think this is not moving in a direction Orwell predicted. When whole cities go dark in 2010, when ordinary people turn off their lights and sit in the dark in a ritual act of cleansing, especially in the aftermath of climategate, a point of no return has already been passed.

No, it just takes time for the truth to get out past the propaganda media.

Fewer and fewer people get their info from the propaganda mediums. Plus, Orwell didn’t know the internet, or talk radio and the power these information mediums would have.

I know Climategate is out. Of course, they’re trying to ram it full speed ahead but everywhere you look the number of people that buy “global warming” is down dramatically. They’re a victim of their own propaganda. They preached one thing and then when the opposite happened they preached something else. They’ve lost any sense of scientific respectability. If Obama wants to impose their little scheme, I doubt his playmates in Congress will have an appetite after ObamaCare.

The bottom line is the lines are clearly drawn … it’s us against them, they no longer feel the need to hide their intent. It is for all intents and purposes … war. Treat it as such.

Just to clarify – they didn’t “clarify” the rules so much as “change” them especially with regard to job counting. They have changed they way jobs are counted – OMB changed the job count guidance and DOE has added to that.

This particular program has thrown 20 times the amount of funding into states than they are equipped to handle. There aren’t enough people trained to do energy audits on homes, to process applications, etc. By the time the workforce catches up, the clock will have expired on spending the money – and Congress will just end up extending the deadline for spending. That is unless we can get a new majority in Congress this fall that will put a stop to it.

Actually, good for you! I’d love to get a new HVAC system for my house, but to get the “rebates” I’d have to put in a system that would cost us ten grand or more up front…to get a $1500 rebate from the gvmt.

A perfectly fine system would cost 7 grand.

Our current system works OK, and we’re not looking to dump 7 grand into our house right now anyway in this economy. So we’ll just limp along….

Really, for anybody who had already planned to spend a bunch of money updating old windows, these programs give them a little bonus for doing it now. For folks without big bucks to retrofit their windows, the programs won’t do a thing.
