Breaking: South Korean ship explodes, sinking

posted at 12:45 pm on March 26, 2010 by Ed Morrissey

Yesterday, I sounded a skeptical note over reports from North Korea that Kim Jong-il’s grip on power may be weakening.  If true, I said that Kim would attempt to trigger an international crisis in order to distract internal dissent from taking root.  Maybe that turned out to be prescient:

South Korea’s military scrambled naval vessels to the western waters near the disputed maritime border with North Korea late Friday after an explosion ripped a hole in the bottom of a military ship, officials and news reports said.

South Korea’s YTN TV network said the government, which met in emergency session in an underground bunker after the incident, was investigating whether the sinking was due to a torpedo attack by the North.

The 1,200-ton ship — reported to have 104 crew on board — began sinking off the coast of South Korean-controlled Baengnyeong Island close to North Korea around 10:45 p.m. (1345 GMT, 9:45 a.m. EDT), an official at the Joint Chiefs of Staff said, speaking on condition of anonymity in line with department policy. There were unconfirmed reports it had already sunk.

No one has yet confirmed that the DPRK fired on the ship.  The explosion could have been caused by an accident on board, which does happen on occasion.  At least thus far, Seoul has been careful not to point a finger at Pyongyang until it gets more information on the explosion.  Their first priority will be to rescue the sailors from the sinking ship and to secure as much of its classified technology as possible.

If this does turn out to be an attack from North Korea, however, it will once again put Kim in the international spotlight — and give his security forces a reason to stand behind him against any rising dissent.

Update: CNN reports that the South Korean navy had engaged with an unidentified ship, firing towards the north:

The South Korean government issued a statement saying the reason for the incident remains unclear, but it wasn’t ruling out some sort of military engagement.

Yonhap quoted naval officials as saying a South Korean vessel fired at a ship toward the north later.

However, South Korean government officials said it isn’t certain whether North Korea was involved in the incident. Yonhap said local residents reported hearing gunfire for about 10 minutes.

The ship has sunk, according to the US.

Update II: Reuters has an odd take on the conflict, if it is that.  They’re blaming the South’s refusal to participate in a tourist resort:

The sinking comes as the impoverished North has become increasingly frustrated by its wealthy neighbor, which has given the cold-shoulder to recent attempts to reopen a lucrative tourist business on the northern side of the Cold War’s last frontier.

It also coincides with mounting pressure on Pyongyang to call off a more than one-year boycott of international talks to end its efforts to build a nuclear arsenal.

So it’s a wealth-redistribution problem on the part of Seoul instead of the nuclearization by Pyongyang?  Er … okay.

Update III: The AP says that 58 of the 104 sailors have been rescued so far.  Keep praying for the rest.

Update IV: AFP reports that the “ship” that South Korea attacked turned out to be a flock of seagulls.  I always hated that band, too.

I’m going to put my bet on an NK attack. I read that the SK Navy was also firing on an unidentified ship in the area.

More from Stratfor:

A South Korean ship has been sunk in the vicinity of the maritime border with North Korea. While details are sketchy, initial reports suggest that some South Korean naval ships had been involved in combat with an unidentified ship in the area immediately preceding the incident. Other reports suggest that the ship was struck by a torpedo. Yet another indicates a stern explosion.

Tensions between the two Koreas have always been at least moderately high, but previous governments in the South have tended to seek a rapprochement. That warming has cooled significantly in recent months; on result has been occasional naval skirmishes.

There are three issues to keep in mind when evaluating the potential for an inter-Korean conflict. First, the South Korean army, air force and navy are far better equipped and run than the North’s, despite the North’s numerical superiority when it comes to men in uniform. Stratfor has little doubt that the South could ultimately prevail in a military conflict.

But – and this is the second issue – it would come at a massive cost. The North maintains many thousands of artillery emplacements within range of Seoul. So while the South’s military is superior by most measures, the North could quite easily decimate the South’s capital and largest city. Roughly one in four South Koreans live in Seoul.

Third, the South Koreans are not alone. Despite recent shifts in American military posture, the United States still maintains 25,000 troops in South Korea – so an inter-Korean conflict immediately escalates to a global issue.

Fishoutofwater on March 26, 2010 at 12:51 PM

Likely scenario:

South Korean Leaders: It is confirmed that an enemy vessel fired on one of our ships.

Obama (3 days later): This is personal matter between South Korea and North Korea. However the U.S. does not condone violence or retaliation of any kind.

MobileVideoEngineer on March 26, 2010 at 12:52 PM

I meant to say have no fear, Obama will issue a list of ultimatums for Bibi Netanyahu. I’m sure Kim is just upset that Jews are building in their capital.

You have to wonder how quickly Obama will issue a statement assuring the world that those 25,000 American troops will not be used to “meddle in the issues of sovereign nations?” /

An accident severe enough to cause the ship to sink? That’s a far stretch and it would take one hell of an accident.

Oldnuke on March 26, 2010 at 12:57 PM

AFP:

SEOUL, South Korea – A South Korean Navy ship with 104 people onboard was sunk March 26 near the North Korea border and South Korea’s navy had opened fire on an unidentified ship, Yonhap news agency reported.

Yonhap:

Seoul’s Navy officials refused to give details, but said a South Korean vessel fired at a ship toward the North later in the evening, indicating possibilities of a possible torpedo attack from the North. Local residents reported having heard gunfire for about 10 minutes from 11 p.m.

“The ship appears to have begun sinking after an explosion at the rear of the ship,” the Navy said in a statement. “We have been unable to find the exact cause of the incident as of this moment.”

The Navy said it has rescued 58 crew members during an ongoing rescue operation, but fears some may have died…

North Korea has said in recent weeks it is bolstering its defense in response to joint South Korean-U.S. military drills that were held this month.

The North Korean army conducted dozens of artillery firing drills earlier Friday, according to Seoul’s military officials.
