Last gasp: GOP may try to kill the bill by forcing a vote on Stupak’s language; Update: Pro-life group strips Stupak of award

posted at 7:27 pm on March 21, 2010 by Allahpundit

Clever.

Rep. Bart Stupak (D-Mich.) said House leaders are specifically concerned about a Republican motion to recommit that would contain only language on abortion that Stupak originally had wanted to include in the Senate bill.

The concern is based on the fear of GOP attack ads painting Democrats who vote against a motion to recommit that includes Stupak’s favored language on abortion as “flip-floppers” on the issue…

Right now the best defense House leaders have against such a prospect is a colloquy that Stupak will hold on the House floor to publicly reaffirm that the executive order upholds the ban on federal funding of abortion…

Speaking to The Hill after that press conference, Stupak said he won’t necessarily make the argument that Democrats should reject a Republican motion consisting of just his abortion language.

“I don’t know if I’ll make the argument [to vote it down], but we’ll do the colloquy to clarify our intent, the executive order that Hyde applied,” he said.

So that’s why having Stupak speak on the House floor was a key part of the negotiations. They’re worried that pro-lifers will be afraid to vote against the abortion language if the GOP forces the issue, so they’re counting on him to assure the troops that it’s okay to do so because the executive order is just as good (giggle). Why the GOP wouldn’t try this escapes me, but the Hill thinks there’s a chance that they’ll load up the motion with other key Republican ideas — tort reform, etc. — which would be nuts, since it’ll give Stupak et al. a reason beyond abortion to vote no. Exit question: Why would Boehner waste this opportunity with a boring omnibus motion that’ll fail on party lines when he could make the Dems choke on abortion in a last-ditch bid to kill this thing? Presumably the worry is that Democrats will point to a barebones abortion motion later as evidence that Republicans had no objections to the bill by the end except the abortion plank, but there’s not a man or woman alive who believes that. But follow the link and read to the very end. The GOP had a chance to force a tough vote in November too — and passed.

Update: Nothing surprising about this, but even being “well past” 216 won’t save them if the Stupakers bolt over the motion to recommit.

A Democratic aide emails me confirmation that Bart Stupak was right when he said today: “We’re well past 216.”

Update: I posted this in the open thread too, but it deserves a spot here. At least one pro-life group is less impressed with that super-keen executive order than Stupak is.

Susan B. Anthony List Candidate Fund President Marjorie Dannenfelser said the group was revoking its “Defender of Life” award to Stupak, which was to be awarded at its Wednesday night gala.

“We were planning to honor Congressman Stupak for his efforts to keep abortion-funding out of health care reform. We will no longer be doing so,” Dannenfelser said. “Let me be clear: any representative, including Rep. Stupak, who votes for this health care bill can no longer call themselves ‘pro-life.’”

Why don’t the bishops move to ex-communicate some of these so-called Catholics?

ROCnPhilly on March 21, 2010 at 8:14 PM

I think it goes back to 1960, when Kennedy was going to be the first Catholic president. That he would “take orders from Rome” was a touchy issue. So the Church has presumably been hesitant to reprimand Catholic politicians.(tidbit: Jackie Kennedy couldn’t understand the fuss about JFK’s Catholicism, as she said, “But Jack is such a bad Catholic.”)

After Teddy died, one comment on NRO was that the greatest harm he did (ok, killing Mary Jo was murder) was that he really made it possible for a Catholic politician to be “personally opposed” to abortion, yet vote for it. (JFK was pro-life, but it was the early 1960s). The Church never called Teddy on it (accuse an Irish Catholic politician of not being Catholic enough?), and it got picked up by others. Mario Cuomo gave a speech at Notre Dame where he defended the “personally opposed” argument (tidbit: Cuomo donated the speaking fee to some nuns, who sent it back.)

And the great concern is that it will also subsidize a few abortions that might not otherwise have been had, a perfectly legal procedure that is not all that expensive to begin with?

Yeah, because I mean, we’ve only killed off about 60 million through abortion already…about half of whom would, were they allowed to be born, be adult tax-paying citizens of this nation.

It won’t stop with Stupak. When the left realizes maternity care for 9 months costs more $$$ than an abortion, we’ll make China’s one-child policy look humane.

Motto for November: REPEAL/REPEL OBAMACARE!

englishqueen01 on March 21, 2010 at 8:03 PM

The highest numbers of human lives aborted are Black children. One wonders just what eugenics the Left now has in mind…

It also places the Congressional Black Caucus and their machinations in an even more evil light as to this whole Health Care (so-called) Monstrosity.

Once you have the Left’s government-hires making medical decisions as to human lives, well, just imagine what may come. The Left is dedicated to aborting human life “on demand” and it’s interesting that the CBC has placed this whole “health care” debacle in racialist terms (theirs).

I sense a terrible, terrible future.

The GOP had a chance to force a tough vote in November too — and passed.

While at first thought it’s depressing that they did not take the opportunity, it can also be looked at as proof that they were not merely the party of obstruction along with the fact that they did have proposals to fix the healthcare system.

O’Reilly is harping on the entitlement society point. And that’s important.

The problem with Dem approaches is that the recipients of taxpayer largesse are not required to look donors in the eye when receiving that largesse and, thereby, are not presented with the opportunity to do the civil thing and say, “Thank you for helping me. This is a temporary situation (in most cases), and I will try my hardest to ensure that I am never again a charge on the public.”

In an analogous situation, entitlement recipients are not required to stand on a bombed-out bridge, look at a dying Captain John Miller, and understand and appreciate Miller’s dying words: “Earn this….Earn it.”

Dire Straits on March 21, 2010 at 8:12 PM

Yes, but FREEDOM applies to human life, at least as we Americans have up to recent times associated and defined it.

A human being at 3 months after conception is still living. So they are also living at 1 minute after conception…

So the issue again returns to that basic but primary point of respect for human life, or, not.

Today’s disrespect for human life is saturated throughout our society by the Left: the ghouls and blood suckers as “entertainment” and all the rest…it just reflects how little value is placed on human life and how easily the Left devalues human life with integrity.

So you get a host of people (Liberals) who are concerned on a hysterical level with “their rights” yet who can easily just dismiss human life with a visit to a clinic and nary a look back.

but once Obama signs this thing, somebody convince me that insurance companies are not immediately going to determine and impose premium increases to offset all their increased exposure.

It’s a sure thing that insurance premiums are going to go way up because of this horrendous bill. Of course, that’s the whole point of the bill in the first place. If you can keep the insurance companies from being able to function as insurance companies (by denying preexisting conditions, and charging higher risk people more than lower risk people) then insurance companies cease to really have a purpose because they just wind up charging everybody the same premium regardless of what kind of a medical risk they are, and that’s the beginning of the end for private insurers. By that time premiums will be so high that most people and most businesses won’t be able to afford them anymore, and public opinion will move towards a government run system.

That’s why Obama was trying to cut the tax deduction for charitable donations and push the SERVE “volunteerism” plan. He knows that private charity is more careful about how it gives out money, and it often is face-to-face, with accountability from the recipient.

And he doesn’t like all that money sitting in untaxed charitable foundations, either. Make them start selling off assets to pay the bills. He wants the government to replace private charity, so is trying to starve private charity of money and volunteers.

“Everything inside the state. Nothing outside the state.”

So my point being that it’s wrong and mistaken to assume that “the abortion funding” thing is minimal or of least concerns compared with the overall costs of the Health Care Monstrosity. The priorities are crossed there especially because the former determines the latter, not vice-versa.

It’s an issue of ethics (too) in Stupak’s ridiculous case. Here the guy USED an issue of holy proportions to maneuver his pathetic, ego-based politics as also represent same for Barack Obama (never a more sub-beta man at this hour was ever created than him).

Selling a soul for a pocket full of silver coins looks grand compared to what Stupak has done, as also what Obama has done and is doing. He thinks he’s done a great thing for himself (“great victory for me” he declared yesterday), while, in fact, what he’s done is about as loathesome as loathesome ever has been. Calling his bad character (also Stupak’s) “sin” is underestimating the horrors of what besets them both (same goes for Pelosi).

The terrible issues motivating these people should never be minimized.

Obama has shot his l**d on healthcare.

Follow-up question: What next for Obama? And what effect will this have on the economy?

Conservatives hate Obama, but he’s really going to start tanking with Independents because the economy ain’t going anywhere.

If they have 37 states, why stop at litigation? Why not go for a constitutional convention? That way we could call for new elections for the president and members of congress.

Vashta.Nerada on March 21, 2010 at 8:19 PM

Having a constitutional Convention is a dangerous thing. Too much can go wrong.

But can’t a certain number of states force an amendment to be added or removed? I can’t remember.

I’m sure the Attorneys General will discuss that tonight.

davidk on March 21, 2010 at 8:39 PM

The first constitutional convention was to revise the Articles of Confederation, but decided to re-write the whole thing. Without telling the public.

Washington was in charge and once scolded a participant for leaving his notes behind where a janitor or someone might see them and report on what they were doing. Ok, it turned out all right (given the stature of the men involved), but even they had to add on a Bill of Rights as amendments.

Are you kidding? He can pass laws by executive order now, or with no vote in the House and 51 in the Senate. Amnesty, card check, and cap-n-trade will be implemented by this time next week.

joe_doufu on March 21, 2010 at 8:47 PM

Why have conservative media (Hot Air included) covered the final fight to pass Obamacare like a horse race? It seemed pretty obvious a week ago that passage was a fait accompli. It’s been agonizing to read all of the posts which suggested otherwise.

If I was a pessimist – oh yeah, I am – I’d say that conservative media have been sticking to the “it’s a close one” story to maintain ratings and web traffic. It reminds me of the networks covering Reagan’s re-election. It’s always called like a horse race even when it’s a blow out. I realize the vote will be close, but only because the dems allowed some of their own to vote no to mitigate the damage come November.

For the dems who were waffling on their vote, they were just waiting to work out the quid pro quo. The “quo” may not be found in Obamacare, but it will show up eventually.

An Objectivist on March 21, 2010 at 8:47 PM

How anyone in their right mind believes that our economy can withstand this is simply beyond my understanding.

Many of the states are on the verge of financial collapse as it stands now; another huge unfunded mandate from D.C. will be the final straw. Some part of me keeps telling me that this is intentional on the part of the Alinsky-ites.

China isn’t going to keep handing us a blank check forever; if we don’t start getting our fiscal house in order soon, we are well and truly fxxxed.

Does anyone know how overseas markets are reacting to this?

BuckeyeSam on March 21, 2010 at 8:51 PM

Wethal on March 21, 2010 at 8:24 PM

Well, actually, the Church DID “call him” “on it” but it was post mortem. That Ted Kennedy actually resorted to writing to the Pope as he did to brag about his big ole’ Catholicism (huffahuffa) yet never repented for his advocacy and funding (overall cheerleading) for abortion was pointed out by the Vatican.

And the issue of ex-communication is done by itself. A person IS ex-communicated by the sheer fact of engaging in ex-communicable practices, beliefs, behaviors.

All the rest is downhill from there…because Catholics do know, are aware, that to engage in the Sacraments while in a state of sin is further sin (bears a terrible consequence), so just consider that every time Nancy Pelosi, etc. go up to the alter and pose as righteous while engaging in their ongoing sin, they’re heaping more judgement on themselves.

The Church is about saving souls (or at least tries to, that’s the purpose). They don’t want souls to be condemned. Christ says that Heaven cheers the one saved soul (“lost sheep”) and that He goes an extra step to go after those who are lost in order to return them to His flock.

So I’m sure God will welcome a repentant Pelosi into His good graces now and in the Hereafter but He also says He judges the individual and He’s told us why. In Pelosi’s case, in Ted Kennedy’s case, their lack of repentence for sin (and their obstinate dedication to their sin) is, indeed, what ex-communication is. They’re ex-communicated already…

Ex-communication is “de facto” : by itself it is done.

ProudPalinFan on March 21, 2010 at 8:51 PM

if two-thirds of the state legislatures demand one [an amendment to the Constitution], Congress must call for a constitutional convention, which would have the power to propose amendments. As no such convention has been called, it is unclear how one would work in practice.

……

Regardless of how the amendment is proposed, it must also be ratified by three-fourths of states. Congress determines whether the state legislatures or special state conventions ratify the amendment.

Now all we have to do is figure out what 2/3s of 57 is.

He said woman will have to get their prenatal care through Turbo Tax. It was funny.

mrsmwp on March 21, 2010 at 8:44 PM

Sorry, this is much more pathetic than funny, and I’m not trying to be a wet blanket.

Want to get rid of a pesky baby? No problem, step right up.
Want to get good, quality prenatal care? Um, sorry.

Low income women are going to suffer most. It is extremely difficult for these women to justify the decision to carry a child to term, whether they plan to raise the child or opt for adoption. It is so much easier to say, “presto-chango: viola! No more pregnancy!”
This will only become more and more the norm…I mean making it so much easier–in fact–accepted–for low-income women to choose to terminate a pregnancy than to accept the difficult consequences to carry the child to term: to choose life.
It is heartbreaking, and believe me, I speak from experience.

WhoU4 on March 21, 2010 at 8:48 PM

Exactly. As my Dad said to me this weekend – if this passes people will have to walk the walk with their beliefs and principles. You say you are patriotic – prove it. You say you are a conservative – prove it. You say you are pro-life – prove it.

This may make us a stronger country in the end and as individuals stronger Christians (those of us who are). The bumps and bruises along the way though are going to be one heck of a ride.

If our reps continue to hear from us…if we make our disgust known….they will be reluctant to inflict more damage even if they ARE going out. They’ll know they’ll be forever branded.

That’s why I think our efforts HAVE to ramp up, starting tomorrow. They’re banking on us reverting to American apathy. They’re counting on our complacency.

How surprised they’ll be if they continue to feel the heat all the way through November. That will put them off other huge legislation, methinks.

Grace_is_sufficient on March 21, 2010 at 8:56 PM

Stupak complained that his life had become a hell during his adherence to a NO vote. He thought a YES vote was going to get him relief. They have to go home after this vote is over. I can’t wait to see how his constituents greet him.

Dr Evil on March 21, 2010 at 8:56 PM

Anything with the words pro-life should be eliminated if it is associated with Stupak.

If you are pro-life that always comes first.

Stupak was stupid and fell for the Obama/Pelosi politics.

I hope Stupak loses in November.

The allowance of such logic-parsing is one reason I left the catholic faith.

ROCnPhilly on March 21, 2010 at 8:28 PM

Broad is the way…

Many are called, few enter…

Point is that that parsing is not unique to Catholicism nor so-called Catholics. The Bible is fraught with cautions about the snares we will and do encounter. It’s a case of Christianity versus those “principalities and powers” Christ tells us about.
