Breaking: Dems abandon deem-and-pass
posted at 3:35 pm on March 20, 2010 by Ed Morrissey
Good news or bad news? House Democrats unexpectedly dumped their Slaughter strategy of using deem-and-pass to push ObamaCare through a floor vote:
Top Democrats confirmed Saturday that the House would hold separate votes on the Senate healthcare bill and the reconciliation bill making fixes to it.
Rep. John Lewis (D-Ga.), one of the chief deputy whips, Rep. Melvin Watt (D-N.C.), and Rep. Eliot Engel (D-N.Y.), all of whom said that Speaker Nancy Pelosi (D-Calif.) won’t use the tactic of deem and pass for healthcare reform.
The move effectively kills the “deem and pass” strategy Democrats had been eyeing to make changes to the Senate bill through a rule on the bill, which at the same time would have deemed the original Senate healthcare bill to have passed the House.
The House appears set now to move toward an up-or-down vote on the Senate healthcare bill, as well as a separate, up-or-down vote on the series of changes to that bill. There will still be a vote on the rule, as there always is for a piece of legislation, though it will not package the two bills together.
So what does this mean? Hard to say. It could be that the heat on Democrats for using DemonPass made it too difficult to hold onto votes; Pelosi may have calculated that she’d net more votes if she split the bills properly. On the other hand, it could also mean that Pelosi has all the votes she needs and no longer needs the self-executing rule to get the bill out of the House.
If anyone wonders which it is, Major Garrett of Fox News helpfully tweeted that he believes that Pelosi now has the votes for tomorrow. If that’s too pessimistic for you, remember that DemonPass was intended to protect Dems opposed to the Cadillac Tax and other issues in the Senate bill. The politics of the bill have only become more fraught since they floated that strategy, which could mean that Democrats now think it won’t pass — and need a reason for its demise other than a failure of Pelosi to whip the count. I lean more towards the former than the latter, but until the vote gets taken (or doesn’t), we won’t know for sure which applies.

Was anybody watching C-Span just a few minutes ago? Some Dem Rep from Ohio on the floor just asked the Repub Reps taking part in the protest today to condemn “teabaggers” protesting today. He claims(multiple times)Dem John Lewis was walking from the Capitol to his office and was “spit on and called the n-word”. How do you possibly prove or dis-prove this? Of course, he was condeming the use of derogatory terms while he used a derogatory term referencing the tea party people.

Yesterday I was thiiiiis close to breaking down sobbing at work (so much for my professional image!). Today I feel oddly calm. Whatever happens in DC will happen. As helpless as I’ve felt watching this go down, calling, faxing, calling, and calling again, once the matter is decided, I will know what to do next.
Nothing violent — not because I haven’t wanted to, believe me! — but because my feeling is that whoever fires the first actual shot will lose the war. (See Ft. Sumter.) But there are other things we can do:
1. From now till November, make a vow to convert one — just one — liberal or squishy moderate. “Each one teach one”, as the socialists at the UN say. If things tank the way I think they will, all we’ll need to do is wait for the liberal to wail about something — no job, doctor has quit, huge tax bill, whatever is causing them pain — and point out how the Democrats in Washington are the author of their suffering.
2. Don’t spend our money on any liberal. No James Cameron movies (sorry, Avatar fans!), no trendy restaurants, no periodicals (read them at the library), etc.
3. Find a candidate we like, just one, and volunteer to do something for that person’s campaign. Give money, make calls, go door-to-door, donate cookies, run their Web site, etc. We all have skills and resources we can put to use.
4. Run for the piddliest local office possible. Because we all have lives, we tend not to be found in places where the busybodies go to seek ego gratification. I mean things like the local homeowners’ association, community council, PTA, church vestry, even a charity board. These local offices are where the interfering busybodies get their start. One of our butts in those seats keeps one of theirs out. We will also gain valuable knowledge in how to steer an organization.
5. For the prayerful people, pray. The only prayer I’ve got left in me is “Thy will be done, O Lord.” It was the only prayer I had left sitting at my father’s deathbed, when I felt the same odd calm after frantic fear that I feel now.
Thy will be done, Lord. Thy will be done.

We just got back from the rally in DC. None of what they say went on happened. The crowd was noisy, passionate and not unruly. We cleaned up our messes and the place was pristine after we left at 3. We left just in time to see Obama’s motorcade slither up to the House.
The real action was in front of the White House where the war protestors were. We were with some folks with Blackberrys and apparently 7 of those people were arrested. Including Cindy Sheehan.
40,000 up at Capitol Hill. All well behaved and their signs were not even remotely racist.

This is stupid. It was not Bush who came up with this idea and in fact not one Republican has even supported it. If the US had gone after Iran, do you honestly think that war would have been more popular? Maybe you are just a Moby. Honestly, have you looked at Iran on a map? Do you know anything about the size of the country or how many people live there or the size of the military? The idea that we could have taken care of Iran with 5 stealth bombers or that the Congress would ever have gone along with that anyway is just pure stupid.
I am so tired of these make believe conservatives who blame everyone but the liberals for everything bad that happens.

I have been following all of your posts all day and I must say what a wonderful outlet it has been to read thoughts of like minded people. Thank you!
I have a couple of quick thoughts. First, as I watch those on the left it occurs to me that many of those in the House are not the brightest bulbs in the room. (Seriously, I would love to have an IQ comparison of the Democrats and Republicans in the House. I hope this doesn’t get me banned if it is deemed a personal attack!) So, is it possible that by now allowing the Senate bill to be voted on, they have made a huge mistake? What happens if the Reconciliation passes and then the Senate bill does NOT, or visa versa? No matter which count you are following, they still do not have the votes so they seem to be going all in. Could this be their downfall? Do they even know what they are doing?
Next, if (when) it passes tomorrow, this is not over. Remember 1994. The American people were not near as fired up as they are today, yet it was a historical turn around in the House and Senate. No one is going to forget this. Here is my prediction. November will be a new historical vote. The only democrats left in the House will be from gerrymandered districts and will be powerless. I think every Democrat Senator running this year will be gone. In January 2011, the House and Senate will write a one page bill to repeal Obamacare and when he vetoes it, it will be over ruled with a 2/3 vote in both Houses. Then the Conservatives will start passing principled conservative health care legislation that we KNOW will work for the American people. Obama will have no choice but to sign it. He will become a lame duck with no power. All he will be able to do is party in the White House with Rahm and Axlerod for 2 more years, and vacation with his family for his goodbye tour.
This, my friends, is how the nightmare becomes a sweet dream! (sorry for the length, I have been quiet all day!)

A Pict Song (Rudyard Kipling)
Rome never looks where she treads.
Always her heavy hooves fall,
On our stomachs, our hearts or our heads;
And Rome never heeds when we bawl.
Her sentries pass on — that is all,
And we gather behind them in hordes,
And plot to reconquer the Wall,
With only our tongues for our swords.
We are the Little Folk — we!
Too little to love or to hate.
Leave us alone and you’ll see
How we can drag down the State!
We are the worm in the wood!
We are the rot at the root!
We are the taint in the blood!
We are the thorn in the foot!
Mistletoe killing an oak –
Rats gnawing cables in two –
Moths making holes in a cloak –
How they must love what they do!
Yes — and we Little Folk too,
We are busy as they –
Working our works out of view –
Watch, and you’ll see it some day!
No indeed! We are not strong,
But we know Peoples that are.
Yes, and we’ll guide them along,
To smash and destroy you in War!
We shall be slaves just the same?
Yes, we have always been slaves,
But you — you will die of the shame,
And then we shall dance on your graves!
We are the Little Folk — we!
Too little to love or to hate.
Leave us alone and you’ll see
How we can drag down the State!
We are the worm in the wood!
We are the rot at the root!
We are the taint in the blood!
We are the thorn in the foot!

I agree, never let your morale sag, it is part of their game of prewsuming inevitability. When it 1st appeared that Obama had the election after the PA tallies were in, my friend Roger Gardner who founded RADARSITE (now run by Maggie Williams) was very down. I used this old poem from the cousdin accross the pond as a spirit lifter, I hope it may cheer yor spirit as well.
There’s a breathless hush in the close to-night
Ten to make and the match to win
A bumping pitch and a blinding light,
An hour to play, and the last man in.
And it’s not for the sake of a ribboned coat.
Or the selfish hope of a season’s fame,
But his captain’s hand on his shoulder smote
“Play up! Play up! And play the game!”
The sand of the desert is sodden red-
Red with the wreck of the square that broke
The gatling’s jammed and the colonel dead,
And the regiment blind with dust and smoke.
The river of death has brimmed its banks,
And England’s far and Honor a name,
But the voice of a schoolboy rallies the ranks-
“Play up! Play up! And play the game!”
This is the word that year by year,
While in her place the school is set,
Every one of her sons must hear,
And none that hears it dare forget.
This they all with joyful mind
And bear through life Eke a torch in flame,
falling fling to the host behind-
“Play up! Play up! And play the game!”

Pray for Stupak to stay strong. I think he knows he’s being played… If the ProAbortioners are for an exec order it can’t be good. Me thinks that Stupak has to stand firm on his no.. but as for the rest who knows.

Shut up and go away……….please.

Is that your Yogi Berra impression?
Lanceman on March 20, 2010 at 9:05 PM
I agree. I think that was what Glenn Beck was getting at the other day about how we need to fix up our Tree of Liberty. When we have true liberty borne out of the right roots, we don’t have to import “democracy” but they will come searching for it. (The overuse and misuse of the word “democracy” is another one of my pet peeves.)

Thank you, Knuckledragger!

Where’s the ban hammer when you need it? Or better yet, where are the HA tattletales?
Knucklehead on March 20, 2010 at 9:08 PM
I’m so tired.
Key West Reader on March 20, 2010 at 9:08 PM
Well, mind your p’s and q’s. Allah is in a banning mood.

All the years you lived with me you know I am always civil. But what is happening in our country is something I can not accept. At dinner I made the statement I would protest every chance I get against these insane policies. Thank goodness our rep is Jeb Hensarling. I track him closely and send a thank you email for his votes. Kay Bailey H and John Cornyn have to be reminded what I expect from them. Never have I been so involved in politics but I will never return to my former nonchalance.

We have just begun to fight. Let’s get them with good humor, hard work and logic.

Please. I’d rather him use it on Annin.
Immi chick is just annoying with her mindless conjecturing.
Lanceman on March 20, 2010 at 9:12 PM
We’ve all kinda moved on past “it’s all Bushes’ fault” to something that is a little more pressing just now. This thread is not about Bush.

I believe there are many of us here that feel this way. To think about it is exhausting but hopefully it will be normal for my children. It takes vigilance to keep our liberty.
BTW, I have two RINO Senators in GA that have to continually be reminded too!

Amen Sister… (Allah, are we allowed to say “Amen”) wouldn’t want to get deemed to be banned.
kringeesmom on March 20, 2010 at 9:14 PM
With all due respect…
… I’m just curious by your screen name where you immigrated from? If it’s not too much to ask.
