TN governor tells Corker, Gordon that state can’t afford ObamaCare

Gov. Phil Bredesen isn’t against health-care reform, mind you. He’s just against having his state get stuck with mandates that will cost Tennessee over $750 million in the first year. He wrote to Senator Bob Corker (a no vote) and Rep. Bart Gordon, who just announced he’d vote yes on ObamaCare, to ask them to cut the state some slack, and Kerry Picket at the Washington Times got a copy of the letter. She published a copy of the final four paragraphs:
Bob and Bart, the problem we are facing is simple: by 2013,we expect to have returned to our 2008 levels of revenue and will have already cut our programs dramatically – over a billion dollars. At that point, we have to start digging out — we will have not given raises to state employees or teachers for five years, our pension fund will need shoring up, our cash reserves (“rainy day fund”) will have been considerably depleted and in need of restoration, and we will have not made any substantial new investments for years. There will have been major cuts to areas such as Childrens Services that we really need to restore. On top of these, there are all the usual obligations to be met — Medicaid, for example, will continue to grow in excess of the economy and our tax revenues. It’s going to take at least a full decade to dig our way out and back to where we were prior to this recession.
In this environment, for Congress to also send along a mandatory bill for three-quarters of a billion dollars for the health reform they’ve designed is very difficult. These are hard dollars – we can’t borrow them – and make the management of our finances post-recession even more daunting than it already is. …
I very much want to support the President, and Lord knows we have plenty of people in Tennessee who need help with health insurance. But this is an extraordinary time for us (and we are better off than many states) and I will appreciate any way in which you can help us manage through this.
The problem is simple from the perspective of Washington and the Democrats, too. They need to pass health-care reform but make it look like it saves money. The only way to do that is to force states into expanding Medicaid in order to absorb more of the uninsured. The nifty part for Democrats in Washington is that Medicaid costs are mainly borne by the states.
Bredesen’s right about the expansion of Medicaid under current conditions — it’s part of the entitlement catastrophe already, and this will hasten its arrival. We’re about to take a program whose growth already outstrips inflation and our economic growth and vastly expand it through federal mandates on the states.
Does this actually save us money? Of course not. It’s a shell game. Our state taxes will have to increase while Nancy Pelosi and Barack Obama blather on about cost “savings” in ObamaCare. Meanwhile, states already running in the red will find themselves desperate for cash infusions, just as Bredesen describes. Where will that come? Given its track record on Porkulus, Obama will almost certainly push for more “stimulus” block grants for states in order to cover those shortfalls caused by the new federal mandates, which means the federal government will pay for this in most cases, probably for the next several years. It just won’t get included in the accounting for ObamaCare, allowing Democrats to claim that they have somehow reduced spending on health care through their reform.

Our politicians will regret this crap. Here we have a mountain of arrogance, fully charged with incompetence. An ideological tool to force the people to take a medicine they do not wish to take. But it’s for our own good, and government sure knows what’s good for the people, right? The heavy hand of this government is no longer one that helps the people. It has become the back of the hand that punishes the people!

The governor of Tennessee is definitely looking for a deal that would hoist his costs for his states, onto other states.
What really concerns me is….is this an attempt by the commies in Washington to break the states, and just insert their people in what I will call Territories? Thus, Obama can place a new tsar, duke, lord, pick a title here…and everything will work to his advantage? I just get this feeling that he’s trying to take away states rights, and more.

Great article. I am working on Race to the Top nonsense here in MO. It is the education version of health care. Same arguments. We have a billion dollar cutting effort going on here in MO…and they want to “grant” us money that would require $150-$250 Million in unfunded mandates. But once we are “lucky” enough to “win” the money, we will be left with these mandates. It doesn’t sound like a wise choice to me to go after this money.
This is the same nonsense that’s going on in the health care debate, it involves different players on the same game board.
It’s all about control, but you all know that.

I live in the NE corner of Tennessee and work with children as a mental health counselor. Most of the children I see have what is called, Tenn Care. This is the state based insurance that is being asked along with other programs to take significant cuts. Some of my co-workers are writing their state representatives about not cutting funding here. I know that it has to be here along with in multiple other programs and have gotten some grief from them as I defend my position.
I haven’t had any problems with contacting my US Congressman, Dr. Phil Roe (TN-1), about health care issues as we are in agreement on what needs to be done. It is nice to be a relatively conservative area of the state.

Stupak said on GMA this AM that his “Stupak Group” has is holding FIRM and will not budge til they have something tangible (not verbal promises) that the Senate will change the wording.
Stephie was doing Obama’s bidding by badgering him to give in or verbally say what it is he actually wants but Stupak didn’t give in.
Stupak also said that even IF they get what they want, it still DOES NOT promise their ‘Yes” vote but makes it more likely.
One problem, if they get the Senate/House to make these changes, then the Senate HAS to vote on this and then the House HAS to vote on this bill again.
GMA also said that the Pelosi “magic number” may really be 217, not 216 b/c NO ONE wants to be the deciding vote…hmmm

TennCare has been seeing cuts every year. A lot of the resources were going to people living in Kentucky and other states that were coming into Tennessee to have babies. Or they would claim residency with another family while living in another state and getting free health care.

They weren’t thrilled by this, but they seemed certain. Which tells me, she’s not bothering with Stupak or his no’s. So she doesnt’ have the votes, but is hell bent on getting this done.

Putting all these uninsured on Medicaid is pure folly. Who is going to see them? The vast majority of doctors I know do not accept Medicaid patients. The emergency rooms will overflow.

So the Congressional Budget Office isn’t the only one WHO SHOULD have been tallying the projected costs and reporting it to the newspapers etc. Our State Treasurer’s and the their budget offices should have doing the same and also telling businesses and individuals how much their state taxes will have to increase to pay for this fiasco. But do they do their jobs? Nope. They wear not rose tinted glasses which still let in some light but dark shades and they drink koolaid.
Yeah, we get to lose more businesses who flee from Illinois or any Dem controlled state when the taxes kick in.
Another round of whine coverup is coming similar to the “NCLB” whine- you mandated this but didn’t give us money.

Fear not. Soon enough there will be a law passed that says any doctor who wishes to renew his licence must have X% of his patients enrolled in medicaid.
And a subsection of that law will say that any doctor under the age of 60 who quits practicing will have to pay a $250,000 licence termination fee.

I am a lifelong Tennessean. I also happen to work in the community mental health business. I work with kids in Foster Care and even those kids – some of the most vulnerable – sometimes have trouble getting services. I have seen first hand the development of TnCare and the havoc it has wreaked in our state. It is now only in effect for a few people and has devastated our state. Bredesen has been a decent governor (for a democrat) and has tried to approach things with a business mindset. I plan to be at the capitol tomorrow to protest Gordon, Cooper, et al.

Deem and Pass still needs 216 voted to pass the bill. We know it is a ruse to get around voting for the actual bill, but anyone with a lick of sense knows it accomoplishes the same goal as passing the ObamaCare bill. If Stupak’s group wouldn’t vote for the bill out right, I don’t really see why they would vote for it under Deem and Pass. As I see it, if they vote for Deem and Pass, they would have ended up voting for the bill either way.

I agree entirely. The GOP should work to quarrantine Dems to the most liberal districts. Don’t bother spending in districts and states where the GOP is safe and then saturate the purple districts with ads that outline the Obama outrages. And I think, given the MA election of Brown, there’s only a few districts and states to write off. Even then, in CA, there’s a shot to dislodge Boxer, though the GOP will likely be a RINO.
Whatever the case, 2010 and 2012 have to be the elections to vilify and quarantine this progressive pestilence.

I’ve been more than frustrated reading the comments on this site. While people are certainly engaged they generally don’t see this as more than some bad legislation being passed in a way they don’t like by people they don’t like.
It is much more. We are about to witness the most dangerous threat to our futures in our lifetimes.

I sometimes think the term RINO is used to broadly. I’m willing to have a spirited debate with any Republican who is progressive on social issues so long as we agree on key areas of fiscal responsibility, national security, and integrity (why McCain is a RINO). None of these social issues matter right now because the nation is under threat of being destroyed by a narcissistic dictator and a Congress who has decided to suspend over 200 years of Constititional precedent for partisan reasons.

What if we get the House, Senate and White House back in 2012? What’s to say the Republicans could re-write Obamacare to make it less tax heavy and more private sector freindly. Companies and businesses reorganize their procedures and practices all the time, why couldn’t we do that with a bill that already is in place? If we can’t repeal it why not make it more user-friendly and palatable?

It is why many public schools are so wasteful & in the red.
Public schools do not have to take fed $$. And if they didn’t, they would be surprised at how much $$ they would really save.
Bcs fed $$ is never free-it always ends up costing the states that constantly get it for everything way more than they ever received.
Why don’t states realize this?

I used to be open minded and vote for the candidate that I thought was best for the office. No more! I will only vote Republican from now on or I won’t vote. Any way I can make a democrat pay for this crap, I will do it!
I have also wondered about this – how do people in so called Red States EVEN vote for a Democrat ? How do people like Nelson, Landrieu, Blanche, Bayh get elected ??
Do the Republican candidates suck so badly that conservatives dont vote and Dems go out in full force and vote for their candidate ?
Is this how it happens ? Just imagine if the GOP had won 10 more districts..
It just makes you wonder if this whole “right of center nation” is a tad hyped up.
