Breaking: Obama delays Asia trip to work on ObamaCare

The President will delay leaving for Indonesia and Australia – will now leave Sunday – the First Lady and the girls will not be on the trip.
Jake Tapper explains why:
Speaking volumes about how the votes are not yet there for health care reform, President Obama has decided to delay his trip to Asia.
The president was due to leave for a trip to Guam, Indonesia and Australia on Thursday, March 18th and return to Washington, DC on March 24th. The White House confirms this morning that the trip will be delayed by three days – the president will now leave Sunday March 21st and return to Washington on Friday, March 26th. …
The White House had long set the March 18th deadline – the day the president was to have left for his trip – for Capitol Hill. As recently as Tuesday the White House had expressed confidence that they were still within that goal. Yet at yesterday’s briefing for the first time indicated that the deadline may have to be shifted.
He doesn’t have the votes. As with Nancy Pelosi’s bravado, the deadline turned out to be a façade. If they had the votes, the bill would be on the floor now. Not only do they not have the votes now, it seems likely they won’t have the votes next week, either — which is why Obama’s pushing back his long-awaited trip to Indonesia.
This could also be a lesson learned by the White House. Last year, while Congress writhed in agony over ObamaCare, the President took time out to tour Asia — and came back with nothing for the effort but a bow to Japanese Emperor Akihito. Obama took a tremendous amount of criticism for absenting himself for a sightseeing tour while leaving Democrats in Congress to do his dirty work. If they don’t have the votes by March 21st, Obama may have to reconsider the trip altogether.
There is a time limit for Democrats — the Easter recess. Incumbents need to go home and start campaigning, and any visits to constituents will almost certainly kill the chance for Obama to win the vote:
But beginning March 26, lawmakers will return to their districts and states for an Easter break that will last more than two weeks. Unlike the Christmas/New Year recess, when voters were occupied with the holidays and their own lives, there is renewed intensity over health care, as the president and Democrats make a “final push” to pass their bill. With Republicans planning to hold lots of town halls, that means it’s possible Easter could become August all over again.
“There’s frustration out there,” says Rep. Kevin McCarthy, the California Republican who serves as the House GOP’s chief deputy whip and is encouraging members to meet with voters as often as possible. “The frustration is, ‘Here we’ve sent a message [on health care], but the administration is still trying to do it.’ People are opposed to this bill. They’ve seen the bill, they’ve heard the bill, they understand the bill, and they don’t like it. And they don’t understand why the president is continuing to push it when the country has said they dislike it.”
Easter can’t be exactly like August. Back then, people were just learning what was in the Democrats’ health care proposals, and they couldn’t believe what they saw. Now, that newness is gone. Also, this is an election year, and House rules mandate a 90-day “blackout period” before a primary, which means members who have primaries coming up in the next three months cannot send out mass mailings and do other campaign-like activities. They can still hold town halls, but the rules make it a little harder to notify the public of them.
Still, GOP strategists believe the town halls can be a twofer for Republican lawmakers. First, the meetings will showcase the public’s continuing opposition to Obamacare, and second, they will highlight the voters’ desire for Washington to work on the economy, not remake the health care system.
Maybe Obama should schedule his trip to March 27th. ObamaCare will be finished by that date — one way or the other.

House Democrats predicted that packaging the two proposals in an expedited budget reconciliation bill would help them secure the needed votes on health care because the financial aid bill is popular. In September, the House adopted that bill, the Student Aid and Fiscal Responsibility Act, by a vote of 253 to 171.

I wish I’d been a fly on the wall to hear his advisers argue this. What on Earth are they thinking? Its a lose-lose situation. Postponing this trip will only make things worse – he will annoy the countries he was visiting (it’s not as if this is an emergency like 9/11 or a natural disaster) and its highly doubtful he’ll be able to cajole or threaten Democrats into voting for his man-made disaster. It all speaks to his abject incompetence.

That’s all fine and good. But mandatory hc is just the tip of the iceberg. The true meat of the bill is the regulation of what doctors and can’t do. I personally don’t mind the mandatory insurance. It’s the part about my doctor having to ask a bureaucrat in DC if I can or can’t have the surgery I need that scares the bejeezus out of me.

There is a post under Headlines that says the Senate parliamentarian’s verbal ruling on the need to have a signed Senate bill first was mistinterpreted.
Oh, dear. I wonder if this is the real reason for the trip being postponed.
Obama thinks they will get reconciliation through first, so the House won’t be on the hook for voting for the Senate bill as the final version.

Obama playing with the schedule like this is also a HUGE Dis to our allies… the people he was going to see.
They have schedules too, and run their countries… this is like Obama’s continuing habit of always being late, which shows DISRESPECT to all involved…

This is going to cost him the Indonesian vote. It’s doubtful they’ll go to the tea party but they sure as heck aren’t pulling the lever for him after getting stiffed on a long-scheduled campaign appearance. They even shuffled the holy days around to make it work. Hard to believe that’s not going to cause more than a few fiery Friday night prayer sermons.
He appears to have made a cold political choice to trade their votes for the Latin America voting bloc. The analysts are starting to murmur that the numbers just don’t add up despite all the noise from the Chavez-Castro reconquesta wing of the party. Whether this ends up as a Sarah Palin type brilliant move or fizzles into a Rahmbo-Massa debacle is an open question.

Yep. AG Ken Cuccinelli–elected along with Bob McDonnell last November have now put forth more substantial legislation regarding healthcare and passed it through a Dem controlled VA senate and house(IIRC) than Mr. Obama has after 13+mos.

That’s nice, but the state will bend over eventually. They feds tie the mandatory healthcare to funding for Medicaid. Take a look at your state’s federal funding. Most states receive more than 50% of the Medicaid, road and education funding from the fed. Will your state choose to reduce Medicaid by 50%?

He got so much grief about the cost of taking Michelle to New York for dinner and a show that when it got out this trip was planned to coincide with his kids’ spring break, he had to change it and leave them home.

Since House Republicans have been unified in opposition to ObamaCare (except Cao who has since switched his vote), how many of THEM will have primary opposition?
House Democrats from super-safe liberal districts, who will probably vote FOR the bill anyway, are also unlikely to have primary opposition. It’s probably the Blue Dog Democrats, who might be on the fence on health care, who might also face liberal primary opponents, who would have the most to learn from a “townhall” meeting, and the least likely to publicize them. But judging by the response last August, the people will probably show up anyway, in a last-ditch effort to stop this monstrosity.
If Pelosi can’t get her 216 votes by Easter break, ObamaCare is probably toast.

On Sean Hannity’s website, there’s a list of House Democrats and the current thinking on which way they will vote. For now, there are 166 definite Yes votes, 38 “probable/lean Yes” votes, 42 “probable/lean No” votes, and 8 “tossups”. Depending on what the “tossups” decide, if all the “probable/lean Yes” actually vote Yes, this would result in between 204 and 212 votes for ObamaCare, between 4 and 12 votes short of a majority.
The question becomes, who can best twist the arms of the “Lean No” Democrats–Pelosi or their constituents?

I’m so sick and tired of this administration shoving unwanted legislation down our throats. It’s almost like living in a foreign country where no one cares what you think about anything. They act like we’re stupid, that we don’t know what’s good and what isn’t, and that we should just shut up and let them do what THEY want, not what the majority wants. It’s disgusting. House Speaker Nancy Pelosi (D., Calif.) today acknowledged that the Senate parliamentarian’s ruling precludes the House from passing reconciliation fixes to health-care without first passing the Senate bill. Pelosi told reporters she will do just that:
“The bills that have passed, ours with 220 in the House, theirs with 60 in the Senate, we’ll be acting upon the Senate bill with changes that were in the House bill reflected in the reconciliation. So in order to have the Senate bill be the basis and build upon it with the reconciliation, you have to pass the Senate bill, or else you’re talking about starting from scratch. So we will pass the Senate bill. Once we pass it, the President signs it or doesn’t, it’s – people would rather he waited until the Senate acted, but the Senate Parliamentarian, as you have said, said in order for them to do a reconciliation based on the Senate bill, it must be signed by the President.”

So Barry’s schedule is subordinate to Nancy’s, it’s so nice of her to let him use Air Force One. This delay suggests they are close on votes, and that they acknowledge the need for Barry’s signature on the bill before any modification attempts are made in the Senate. Now it seems to me that any modifications started in the House have to be assigned to committees in the Senate, and then go through the Byrd Bath process. Any attempt to rush this through without regular order requires 60 votes — which they don’t have. Do House members really think the Senate is going to persevere on their modifications? What payback can the House mete out if they don’t?
