Breaking: Obama delays Asia trip to work on ObamaCare
posted at 9:34 am on March 12, 2010 by Ed Morrissey
Tweeted this morning by Robert Gibbs, via NPR:
The President will delay leaving for Indonesia and Australia – will now leave Sunday – the First Lady and the girls will not be on the trip.
Jake Tapper explains why:
Speaking volumes about how the votes are not yet there for health care reform, President Obama has decided to delay his trip to Asia.
The president was due to leave for a trip to Guam, Indonesia and Australia on Thursday, March 18th and return to Washington, DC on March 24th. The White House confirms this morning that the trip will be delayed by three days – the president will now leave Sunday March 21st and return to Washington on Friday, March 26th. …
The White House had long set the March 18th deadline – the day the president was to have left for his trip – for Capitol Hill. As recently as Tuesday the White House had expressed confidence that they were still within that goal. Yet at yesterday’s briefing for the first time indicated that the deadline may have to be shifted.
He doesn’t have the votes. As with Nancy Pelosi’s bravado, the deadline turned out to be a façade. If they had the votes, the bill would be on the floor now. Not only do they not have the votes now, it seems likely they won’t have the votes next week, either — which is why Obama’s pushing back his long-awaited trip to Indonesia.
This could also be a lesson learned by the White House. Last year, while Congress writhed in agony over ObamaCare, the President took time out to tour Asia — and came back with nothing for the effort but a bow to Japanese Emperor Akihito. Obama took a tremendous amount of criticism for absenting himself for a sightseeing tour while leaving Democrats in Congress to do his dirty work. If they don’t have the votes by March 21st, Obama may have to reconsider the trip altogether.
There is a time limit for Democrats — the Easter recess. Incumbents need to go home and start campaigning, and any visits to constituents will almost certainly kill the chance for Obama to win the vote:
But beginning March 26, lawmakers will return to their districts and states for an Easter break that will last more than two weeks. Unlike the Christmas/New Year recess, when voters were occupied with the holidays and their own lives, there is renewed intensity over health care, as the president and Democrats make a “final push” to pass their bill. With Republicans planning to hold lots of town halls, that means it’s possible Easter could become August all over again.
“There’s frustration out there,” says Rep. Kevin McCarthy, the California Republican who serves as the House GOP’s chief deputy whip and is encouraging members to meet with voters as often as possible. “The frustration is, ‘Here we’ve sent a message [on health care], but the administration is still trying to do it.’ People are opposed to this bill. They’ve seen the bill, they’ve heard the bill, they understand the bill, and they don’t like it. And they don’t understand why the president is continuing to push it when the country has said they dislike it.”
Easter can’t be exactly like August. Back then, people were just learning what was in the Democrats’ health care proposals, and they couldn’t believe what they saw. Now, that newness is gone. Also, this is an election year, and House rules mandate a 90-day “blackout period” before a primary, which means members who have primaries coming up in the next three months cannot send out mass mailings and do other campaign-like activities. They can still hold town halls, but the rules make it a little harder to notify the public of them.
Still, GOP strategists believe the town halls can be a twofer for Republican lawmakers. First, the meetings will showcase the public’s continuing opposition to Obamacare, and second, they will highlight the voters’ desire for Washington to work on the economy, not remake the health care system.
Maybe Obama should schedule his trip to March 27th. ObamaCare will be finished by that date — one way or the other.

The delay is not for healthcare, they are giving Barry a cram session to try to prevent him from bowing to more Asian leaders
Daveyardbird on March 12, 2010 at 9:39 AM
The New York Times covered the trip and mentioned that there was no strategic reason to go. They never mentioned the word “vacation” (or at least not in the first few paragraphs) but they didn’t have to.
When Obama’s media puppeteers decide that it’s time for him to stick around, he cancels the trip within hours. I’ve always thought that Obama is a creation of the media. They tore down Hillary and put him up. They can tear him down too. Therefore: No spring break for you, Barack!

milwife88 on March 12, 2010 at 9:42 AM
I’m still confused about this.
Isn’t the task to vote on the current Senate bill as passed in December without change? As is. Unaltered. Correct? And if so, what’s the delay about; do they need to re-read it?
So obviously that’s not it. They’re working on the “fix”, I suppose, and Queen Nan indicated that they won’t take up that bill until they’ve got CBO scoring on it. But didn’t the CBO say they can’t score anything that isn’t based on current law? And since the Senate bill hasn’t been approved by the House and signed by the One, it isn’t current law.
Now we know that as much as some of us would like to slaughter the bill (on both sides) that can’t be done so the path to reconciliation has to be thru passing of the Senate bill. And we also know that in reconciliation, they can’t change the Senate abortion language which is why they’ve given up on Stupak et. al.
So it seems that all that could be happening is a proposal being drafted for the reconciliation, and deal making. Or, bribery, to be more precise. Where am I wrong?

Don’t the NCAA playoffs really get going next week? I wonder how many House Dems had tickets and were planning on leaving Thursday night for a long weekend of basketball.
I think the trip was designed to present him as a strong leader as he hasn’t accomplished anything at home lately.

Dan Pet on March 12, 2010 at 9:44 AM
So much for the 18th as a hard deadline. This is gonna be a long 2 weeks, but hopefully the bill gets delayed long enough for those townhalls to finally kill it once and for all.
Doughboy on March 12, 2010 at 9:45 AM
Barack doesn’t do any hard work anyway — he leaves that to Rahm, Harry and Nancy — so the three-day delay is merely cosmetic. It’s not as if Obama’s actually going to go in their and do anything more than spout boilerplate, because he has no desire to compromise and anger the left side of his base, and he’s lost the ability to bust heads by revealing himself as the Uberwimp, unless everyone in the Stupak coalition has a hidden Massa problem Emanuel and Pelosi can blackmail them with, since they’ve already seen what the public’s reaction is to things like the Ben Nelson or Mary Landreau sweetheart deals.
jon1979 on March 12, 2010 at 9:46 AM
Pass it, and he flees. “My buddy Robert G can answer any questions you have.”
Marcus on March 12, 2010 at 9:47 AM
They do have to pass the Senate bill unchanged. Perhaps Pelosi hopes to have the actual reconciliation bill passed by committee (but not sent to floor), so when the House Dems pass the Senate bill and it’s sent to Obama, she can whip out the reconciliation and get it through fast. Then the ball would be in Harry’s court.
At this point, Obama wouldn’t care. He reportedly likes the Senate bill more anyway.
This assumes she can work out all her problems with the Senate on the reconciliation bill ahead of time, and have an actual bill.
Wethal on March 12, 2010 at 9:47 AM
I have said this before, we will know the moment they believe they have the votes; Nancy Pelosi will call for a session to vote for Reconciliation. Until this happens, they don’t have the votes.
Forget about memes like “everyone agrees that something must be done about health care”, Obamacare is not about helping citizens, it is a power grab. It is designed to create an electoral machine and keep progressives, liberals, and Marxists in power perpetually.

Dorvillian on March 12, 2010 at 9:51 AM
His strategery(I think) is that his personal charisma and likability will translate into support for his agenda. All he has to do is give more speeches and interviews and the American people will eat it up.
The problem is this is all based on a media-fabricated myth. Half the country doesn’t like the man and hates his agenda. The other half is getting more lukewarm with each passing day. It’s telling that when he does go out on the campaign trail, he’s appearing in front of handpicked union crowds.

Obama will lean on the House to pass the Senate bill. He doesn’t care about reconciliation.
When the bill is brought to him for signature, he’ll sign it in a grand ceremony, declare that we now have universal health care and head for the plane.
The public will then wonder why the Dems are fiddling over something called reconciliation. Why don’t they pivot to jobs, jobs, jobs?
The House Dem caucus has to know it’s going to be screwed.

If Obama really wanted to “save” 200,000 jobs at minimal cost, he’d just drop $3 bil on NASA and the shuttle program. It’d be less than 1% of the cost of the failed stimulus programs already enacted and unlike those programs it would actually,,,you know…save jobs.

I bet he sees himself 20 years from now being praised, held up, statues erected to this crusader who saw the future, the light, the good of the people when those same people were just too stupid to realize it. Yeah! Yeah! I know, I sound as if I’ve finally gone over the edge on this issue. But, what other reason could he have for such rabid behavior? His opinion of himself is so inflated, so ego driven that he’s probably prone to this kind of thinking?

TN Mom on March 12, 2010 at 10:02 AM
Democrats are literally fleeing the state so they don’t have to appear on stage with him. There better be a back-up plan to charisma because the American public is not going to wake up the morning of the 22nd and suddenly change their minds about the Obama plot to seize healthcare. Further, Congressmen up for reelection this year are not going to do this for the President because they know that it is going to hurt them come November.
Bottom line, Obama’s options are limited and he is probably at his most dangerous now because he so desperately needs a legislative accomplishment.

Sorry it’s very long otherwise I would.
The basics are:
1-the slaughter rule is so unconstitutional that SCOTUS will probably overturn it within days.
2-state AG’s around the country will be chomping at the bit to bring charges against sitting congressman for fraud and bribery, ect.
3-many states will use the 10th ammendment to prevent enforcement of this because it’s illegal
4-the democrat party could be actually killed of and replaced by some other party in the next 10 years or so and november will see a complete rout in both houses of congress. There will be witch-hunts.

Of all of Obama’s campaign promises there is one he is closest to keeping: removing cynicism from Washington. As a cynic myself, I have to admit it’s a really tough trait to overcome but I’m getting there. Thanks to Obama.
When Obama went to Copenhagen to get the Olympics for Chicago, the cynic in me was absolutely sure it was a done deal. There was NO WAY the President of the United States could possibly be so stupid as to put himself in that position without a backroom deal already in place. He HAD to know it was a fait accompli or he never would have gone. Well, he proved me wrong and I was a little bit less cynical.
When Obama went to Copenhagen, again, for the climate conference I thought he must have had some insider knowledge and big plans for some major “victory” he could come home with. After all, Europe is way ahead of us on the whole AGW thing, so maybe he’ll get something that will make him look good. When he got nothing but snubbed, I was a bit less cynical.
When Obama came to Massachusetts and campaigned for Coakley, I thought Brown’s campaign was dead. I live here so I had no optimism at all that his appearance wouldn’t do exactly what he thought it would do. Then Brown won and I was a bit less cynical.
I’ve been convinced for the last couple of weeks that Obamacare will pass and it’s a done deal. But now that Obama has decided to stay in Washington to “help” I am optimistic that it will now fail.
Thanks, Barry, for helping just one cynic on the road to optimism.

Not exactly though it is becoming funny the way the poll numbers dip whenever he starts in on a media blitz to campaign for healthcare. The reason the votes are not there is that he and his co-conspirators in Congress never bothered trying to craft a bipartisan bill. Instead a bunch of radical liberals, for whom socialized medicine is the promised land, got together and dreamt up a bill which goes far beyond where the American public is on the issue. Then, the filthy lying coward has spent months trying to sell his radical ideas as the only solution to a crisis that is completely and totally fabricated.
Reform is needed but the Democrats never seriously attempted reform. There are no provisions covering tort reform. There are no legitimate funding mechanisms. Just one more entitlement program after another with legions more federal employees to make it all “work.” The whole thing needs to be scrapped but Obama is too damned stupid to see what the public does.
