Immigration another obstacle for ObamaCare?

Last year, Barack Obama pledged to pursue immigration reform in 2010 in what was widely acknowledged as a midterm-election strategy to split the Republicans and anger Hispanic voters.  Of course, that required closing the deal on ObamaCare first, which has run aground at the moment in snarls of parliamentary procedure, concerns over abortion and taxation of union benefit plans, and strong disapproval from voters.  Now, in a little taste of karma, immigration has reared its head as another obstacle for Obama’s primary domestic agenda issue:

A group of Hispanic lawmakers on Thursday will tell President Barack Obama that they may not vote for healthcare reform unless changes are made to the bill’s immigration provisions.

The scheduled meeting comes as Democratic leaders and the White House are struggling to craft a final bill that will attract 216 votes in the lower chamber. …

Since last fall, Congressional Hispanic Caucus (CHC) members have kept quiet, at least publicly, about their objections to the immigration provisions in the Senate bill.

The Senate language would prohibit illegal immigrants’ buying healthcare coverage from the proposed health exchanges. The House-passed bill isn’t as restrictive, but it does — like the Senate bill — bar illegal immigrants from receiving federal subsidies to buy health insurance.

Hispanic Democrats say they haven’t moved from their stance that they will not vote for a healthcare bill containing the Senate’s prohibitions.

The Senate didn’t write that provision out of spite.  People buying health insurance in the exchanges have access to federal subsidies, as much as $10,000 per year, to assist in buying health coverage.  Despite what The Hill reports here, the House refused to add an amendment that would have created an enforcement mechanism to ensure that illegal immigrants didn’t get subsidies.  (So did the Senate, initially.) The Senate eventually decided, wisely, that voters already unhappy with the entire government takeover of health care in the country would revolt if their tax dollars went to subsidize coverage for people illegally residing in the US.

This problem cannot be resolved through the reconciliation process.  It’s not a budgetary issue, at least not directly.  This is a policy issue, and that would require a new vote in the Senate.  If Pelosi can’t get the CHC to get back on board, then reconciliation is a dead strategy, and Nancy Pelosi and Harry Reid may as well call for a conference committee instead.

The question is how serious the CHC threat really is.  There are 24 members in this bloc, not as large as the Congressional Black Caucus, but significant enough to derail ObamaCare.  Every member was a yes vote the first time around, on the House version, of course.  They have remained very quiet about this issue until very late in the game.  Are they really taking a stand on principle — or are they putting pressure on Pelosi and Obama to jump into immigration reform now in order to get amnesty and render the entire question moot?  I’d bet on the latter, and take this threat with a large grain of salt.

They couldn’t do that before, as Jim DeMint objected. Is there a way around the unanimous consent requirement for a conference committee? McConnell won’t help out Reid here.

If someone wants to talk to me about immigration reform, I’m willing to listen and to debate.

But if someone comes to the table and their first priority is to force me to pay for services for a group of people who are illegally in this country, the conversation is over before it begins. And there might be a punch in the nose.

That’s how these statists use these promises as well as already implemented entitlement programs. Its used as coercion to get the CHC to “do something” in exchange for something else. Its quid pro quo. “Vote for me” and we’ll do “immigration reform.” Its statist control both coming and going–the program is dangled as a carrot, then, once implemented, its used as a stick. Medicare is such an example. SEN Mark Warner said so much in a townhall last year “Do you want us to do away with Medicare?” *gaaasp* the elderly recoiled at the question.

Instead of the normal process that includes hearings and actually voting for bills, we have schemes that involve “deeming” a bill passed.

Instead of legitimate discussions we have the filthy lying coward in the White House out there selling Obamacare like some second-rate insurance salesman.

Instead of seeking bipartisan support, we have terms like Nuclear option and bribes like the Cornhusker Kickback…..

Does any of this sound like a good way to pass legislation? I’d love some of the useless idiot supporters of Obamacare like AnninCA or Jimbo to defend the process the Dems are using to pass this legislation. Let’s leave aside the provisions that the public cannot see until the House passes the bill and let’s see an Obama supporter defend the way this law is coming into effect.

Personally, I think the entire lot of Congress should be thrown out of power immediately for violating their oath of office.

We could cut medical costs dramatically and reduce unemployment even more by deporting all of the illegals immediately. Not to mention the crime rates, education drain and other areas.

They do jobs Americans won’t do is a nice campaign slogan but it is not an accurate assessment especially when we have over 15% unemployment.

Don’t even get me started on immigration as I am from the lovely state of Mexifornia.I have a friend who is a special education aide and she works with a boy with cerebral palsy. He also has a full time teacher,speech therapist and orthopedic specialist.I asked if his parents were any help and she said no, they don’t speak English, hes’ an immigrant you see. She then goes on and on about how there isn’t enough money in the schools here in Cali. and we need more money.She couldn’t figure out where all the money goes. All I could do is sigh.

You can bet illegals will have the right to hop into the system. Either from the start or as an add-on later.

The Congressional Budget Office sent an email to Hill staffers on Wednesday alerting them to the release today of a cost estimate on the Senate-passed bill. The CBO scored the Senate bill in December, but reconciliation requires a score on the legislation as passed, which the CBO says won’t be materially different than its December estimate. But that’s not the score everything hangs on. The crucial cost estimate will be for the reconciliation bill that bridges the differences between the House and Senate passed bills. The CBO could send that score to lawmakers as soon as today with the House Budget Committee acting on it as early as Friday, according to a source familiar with the situation. If the House can start the process before week’s end, it puts them on schedule to try and pass a bill by the president’s March 18 deadline. House Democratic leadership looks to be gauging how many of the Stupak Dozen could be convinced to vote for the Senate language. And Democrats appear to be backing off the idea of rolling lending reform into the reconciliation bill for fear of losing votes on the underlying health reform package. Why?

This Act required Chinese to register and secure a certificate as proof of their right to be in the United States. Imprisonment or deportation were the penalties for those who failed to have the required papers or witnesses. Other restrictive immigration acts affecting citizens of Chinese ancestry followed. During World War II, when China and the United States were allies, President Franklin D. Roosevelt signed an Act to Repeal the Chinese Exclusion Acts, to Establish Quotas, and for Other Purposes (57 Stat. 600-1). This Act of December 13, 1943, also lifted restrictions on naturalization. However until the Immigration Act of October 1965 (79 Stat. 911) numerous laws continued to have a restrictive impact on Chinese immigration.

Because the Hispanic Conservative meme is a lie. You’ll find exceptions, but majorities are the useful thing in a democracy. Every time Hispanics have enough voting power to choose who represents them, they go for the most radical leftist they can find.

Maybe they understand which side the bread is buttered on. When Republicans betray their Lincolnian heritage in favor of a Know-Nothing heritage of preventing people who don’t look or act like them from freely entering our country and allowing those people to secure the blessings of liberty for their posterity, where should these people — especially their children, born here in the USA, turn?

When I look at some posters on this site bemoaning the religion and ethnicity of these immigrants, I can see why certain folk might not consider them to be friends — and they are right.

The Democrats understand that, short of becoming a police state, we are not going to get these people out of here. The Democrats are savvy — they are meeting these peoples’ (and their progenies’) primary desire, and all other conservative values fall by the wayside when your livelihood is at stake.

If you truly want their conservative votes, you have to woo them.

The Democrat healthcare legislation is:
ENFORCED HEALTHCARE!
IT’S GOING TO BE ENFORCED BY THE IRS.

And they’re sneaking a lot of other legislation into this bill that further limits civil rights.

The Senate language would prohibit illegal immigrants’ buying healthcare coverage from the proposed health exchanges. The House-passed bill isn’t as restrictive, but it does — like the Senate bill — bar illegal immigrants from receiving federal subsidies to buy health insurance.

Hispanic Democrats say they haven’t moved from their stance that they will not vote for a healthcare bill containing the Senate’s prohibitions.

These ‘Hispanic’ Democrats have proven themselves Traitors to this country. They should be treated accordingly, and shunned like Benedict Arnold, if allowed to live.
