Oh my: Two House yes votes on ObamaCare may flip to no

Nothing’s certain but one of them looks solid and, given Pelosi’s margin, even one is potentially disastrous. Let’s start with the solid. Blue Dog Michael Arcuri, come on down!
Arcuri, who voted in early November in favor of the House version of the health care bill, said he is against the Senate bill for three main reasons:
* He doesn’t want to see the bill passed as a “mega bill,” and he believes more success would be had by breaking the bill apart and passing aspects of it incrementally, he said.
* Arcuri also said he isn’t comfortable with the possible Democratic strategy of passing the bill through reconciliation. This would get around Republican opposition by having the House pass the Senate bill, then the Senate would make amendments requested by the House, and the House would pass the new Senate bill. In other words, a Republican filibuster in the Senate could likely be avoided.
* The Senate bill differs from the House bill in ways Arcuri said he dislikes. He cited a provision that would tax benefits on insurance policies, expand Medicaid eligibility, provide an unfairly low amount of funding to the state and not allow for negotiations on prescription drug prices.
No surprise. He’s a red-district Democrat who likes his job. If it’s surprises you want, try this one on for size:
An influential House progressive says he’s less likely to vote for the final healthcare reform bill now that the White House has incorporated Republican ideas — which could indicate a serious problem is brewing among liberals as Democratic leaders try to figure out a way to finish work on the legislation.
“As I weigh it, I think — for me — a ‘no’ vote is something that I continue to lean toward,” Rep. Raúl Grijalva, D-Ariz., the co-chairman of the Congressional Progressive Caucus, told Salon in a brief interview off the House floor Wednesday. “Especially the last additions — that was kind of a slap in the face for all of us who fought for the public option.”…
[Obama's health savings account] provision “was, when we were in the minority, something that we fought tooth and nail to keep out [of legislation],” Grijalva said. “I find that ironic — something that we had fought to keep out, and indeed were successful, gets back in as part of reconciliation. And a public option that enjoys great support in the House and up to 30 senators gets left out. That’s something I just don’t understand.”
Not only won’t the progressive caucus whip its members to vote yes, but Grijalva says he’s “pretty certain” that Kucinich and Eric Massa won’t be the only hard-left liberals to vote no this time because the bill’s not as socialist as they would like. Massa, in fact, could flip to yes to help Pelosi out given the announcement this afternoon that he’s retiring for health reasons (and maybe other reasons too). But don’t bet on it: He’s a committed proponent of single-payer, and as the left is discovering to its dismay, retiring Democrats who voted no in November aren’t automatic yeses this go round. Right, Brian Baird?
In a brief interview with Salon Tuesday night, Baird didn’t sound particularly enthusiastic about the prospect of switching his vote. “I get all these people advocating, calls and letters, saying vote one way or the other,” he said. “I don’t know how they know what’s going to be in it — because I sure don’t.”…
“We’re going to be asked, ‘Okay, up or down,’ on a Senate bill, under reconciliation rules which we don’t know will the Senate vote for it, will it be included under reconciliation,” he said. “So they’re going to say, ‘Okay, vote for this bill, because it would do X,’ but under reconciliation, X may not make it past the parliamentarian’s gate… We’re not sure what’s in it [and] we don’t know whether it’ll pass the Senate anyway.”
Pelosi needs Massa and Baird to cancel out Arcuri and Grijalva, but even if she gets them, she’s only back to the status quo. And the status quo, thanks to the pro-life objections of Stupak et al., means she’s probably 10-12 votes in the hole at the moment. In fact, according to an NYT piece from a few days ago flagged by Geraghty, yet another retiree whom Pelosi was targeting for a flip — John Tanner — has told friends he’s sticking with his no vote. If they can’t get Dems who are already “dead” to change their mind, how are they going to convince Blue Dogs running for reelection to commit kamikaze?
The beauty of Arcuri and Grijalva speaking up, of course, is that it’ll encourage other fencesitters to commit to voting no. The less likely it seems that this thing will pass, the less undecideds have to worry about their vote being the difference and the easier it becomes to abandon ship. Here’s to an imminent dam burst. Given the ideological differences between Arcuri and Grijalva, his point about bipartisan opposition is even truer than it at first seems.

I saw a snippet of Barry’s speech today, and the part I caught indicated that this fight has been going on for decades, and he would not tolerate another year or more of debate.
Going on for decades…could be years more debate…what’s that tell you Barry?
And if it fails again this time, will the Dems then concede that this is something the American public just does not like- at least the Progressive version? Somehow, I doubt it.

No one knows what Pelosi’s margin actually is. No one voted for it last time if their vote wasn’t needed. That would have been nuts even in DC. In no way can it be assumed that more votes weren’t there.

I honestly think a lot of these dems have to be very worried about what happens after they vote yes and this thing passes. What if people just go freakin’ nuts, storm the capitol building, shut it down? Their vote will be tied to civil unrest, the imperial presidency, undemocratic Senate shenanigans, etc. I can’t believe so many of them are willing to take that risk and be tied to something that tears the country apart. We’ll see.

Okay, help me out here. The House has to vote on the Senate bill, right? You know, the one with the Cornhusker kickback, the Louisiana Purchase, abortion funding mandate, and (I think) the union payoff negotiated by Obama? After which the House has to trust feckless Harry Reid to not screw them when it comes to the clean up bill.
Why are we laboring under the assumption that the head count in the House on the Senate bill will bear any resemblance to the vote on the House bill? What am I missing?

Something that I never anticipated is having a hard-left president and a hard-left Congress who fail, in large part, because they not only run afoul of a center-right country, but because even they are STILL not hard-left ENOUGH for their colleagues who ought to give them the greatest support. It’s gratifying to know that we’ll win both because of our own opposition and because this is what happens when the leadership panders to extremists. You can never be extreme enough for them. May they continue to fail.
I’m feeling more and more confident that we’re going to beat this, and therefore confident that his colossal failure really is going to make Obama a one-term president. The 2010 elections are technically more important than the 2012 ones, but I’d like to see Obama ousted just for the sheer pleasure of it.

Exactly. And it gets better. The senate needs to pass the house bill, as all spending bills must originate in the house. Pelosi can’t get 50 senators to try and pass her bill just to start reconciliation.

Awesomely – her staff is probably calling representatives they’d never call for this kind of a vote – like Gene Taylor of MS. He’s a solid “no” and is probabaly telling Pelosi’s office to check themselves into rehab and stop abusing cocaine. :P
But in a tight case like this – she pretty much has to lean on everyone.

Of course, it’s all in the dems’ court, now, but, if they don’t get it through this time, the GOP will be happy to attend another voodoo zombification summit to resurrect it, once again. Stupak’s interview with in-the-mud Matthews just now left me convinced that Stupak is NOT going to budge on the current Senate language concerning abortion.
Crissy asked him twice if he was willing “to bring down the house” because of his personal convictions on pro-life and Stupak did not bat an eye saying its up to Reid and Pelosi to change, not me.

I disagree with you there. I think the summit allowed the GOP to bypass the MSM filter, and get their message out. Barry and Co. hoped to shame some of the GOP into wavering, and they did not. Net win for conservatives.
And, honestly, the longer the dems string this out, the worse it is for them in November, so I say let them keep calling for votes until October if they want to. It keeps them from screwing up any other areas of our lives.

The same thing happened with the Amnesty bill. It was certain that there were at least 60 votes in favor of putting 20 million illegal immigrants on the fast track to citizenship, but only 40-something were willing to take the plunge once the whip count fell to 59.
That’s what happens when a major bill is unpopular. As long as the votes are there, everyone’s willing to go down together in the name of “history,” but as soon as that dam of assured success breaks, the support floods out in a deluge.

The bill will pass.
Despite their whining that it’s not a single-payer system, when the rubber meets the road they will pass it because:
1) They need a “victory”
2) They are more scared of Pelosi than the voters
3) They understand that passing this means that they can get what they want eventually, by passing other bits incrementally
4) They simply want to piss off the Conservatives and “all those crazy tea-baggers”

They have good reason to be scared of Obama and Pelosi, but not in the way you’re thinking. The two of them have been a loss-generating machine for candidates as well as jobs– I don’t know why anyone with a personal approval rating near or above Pelosi’s would be willing to tag along with her in the name of democratic unity if their instinct is to vote nay.

The ObamaCare bill and the plan to pass it keep changing daily so it is becoming difficult to believe any bill passing is imminent.
In the last week they’ve gone from bipartisan summit to nuclear option to smaller bill to nuclear option to 4 Republican ideas added to nuclear option once again.
Every time they shift the language and the plan they shake a few votes both ways but it never adds up quite how they want.
