Video: Lila Rose exposes another Planned Parenthood clinic breaking the law

posted at 11:23 am on February 23, 2010 by Ed Morrissey

Yesterday, Barack Obama released his health-care plan that contains $11 billion in funding for “community health centers,” much of it destined for Planned Parenthood clinics around the country. What do they do with that money? Lila Rose and Live Action Films released their ninth video exposing the tenth clinic that broke laws requiring medical providers to report potential child abuse to the state. This time it’s the PP clinic in Milwaukee, Wisconsin that advises a 14-year-old girl how to get an abortion without disclosing that a 31-year-old man is responsible for impregnating her:

New undercover footage shows staff at a Milwaukee, WI Planned Parenthood abortion clinic counseling a purportedly 14-year-old statutory rape victim not to tell anyone about her 31-year-old boyfriend and coaching her how to obtain an abortion without her parents’ consent. The new video, ninth in a series from Live Action documenting similar behavior in 5 other states, comes amid recent controversy about Planned Parenthood’s compliance with state laws regarding minors and abortion.

In the video, after hearing the girl is 14 and her boyfriend is “much older,” the counselor says whether or not the situation will be reported by clinic workers “depends on the person you’re disclosing that information to.” When the girl says that her boyfriend is 31, the counselor tells her, “You don’t have to say anything” about the statutory rape and instructs her, “Just give them the information that’s needed.” The counselor also confirms that the 31-year-old “boyfriend” will be paying for the abortion.

In Wisconsin, sex between an adult and a minor under age 16 is a felony, and health care professionals are required to report such cases to law enforcement immediately. The law specifically includes abortion providers in this requirement.

Live Action, the youth-led pro-life nonprofit that produced the video, has previously released undercover footage in its “Mona Lisa Project” showing sexual abuse cover-up at Planned Parenthood clinics in California, Indiana, Arizona, Tennessee, and Alabama. The Alabama Department of Health put a Birmingham Planned Parenthood on probation two weeks ago after finding 9 legal violations during an investigation prompted by a Live Action video.

Twenty-one-year-old UCLA student Lila Rose, Live Action’s president, says her organization’s videos reveal a common trend of unethical counseling practices and disregard for the law at Planned Parenthood, the largest abortion provider in the U.S.: “In case after case, Planned Parenthood acts in contempt of its legal and professional obligations to report child rape. At a time when the Obama administration, through its new health care plan, is offering potentially billions of dollars to the abortion industry, state and federal lawmakers need to take notice of Planned Parenthood’s lawlessness and make certain they receive no more taxpayer subsidies.”

Why are we funding an organization with a demonstrated pattern of lawbreaking and disregard for their communities?

While I consider myself pro-life,I have never been ‘militant’ about it. In my opinion, the proper way to deal with the abortion issue is education, informing people there are other choices, convincing people this practice is wrong.

When I see video after video of this ugenics-based outfit blatently and flippantly committing crimes over and over again, on top of it just being SICK! it makes my blood boil.

How long before Planned Parenthood breaks up and regroups as a number of decentralized local offices with new names?

JamesLee on February 23, 2010 at 11:31 AM

As that great link that Jimbo provided the last time this came up as a thread, this organization is COMPELLED to report cases of suspected child abuse/statutory rape. Instead, there is tape after tape of evidence that they are covering up the crime.

Never mind cutting funding, they need to lose their licenses, both operating and medical, and should face criminal charges for abetting crime, and becoming accessories after the fact.

Why are we funding an organization with a demonstrated pattern of lawbreaking and disregard for their communities?

Rhetorical question with libs in charge the funding, right?

I continue to be surprised (I shouldn’t, I know) at the open lawbreaking that goes on – up to and including the President calling for the illegal spending of TARP monies on projects that are banned by the law itself – and the utter absence of any consequence.

Midas on February 23, 2010 at 11:38 AM

I can already picture the Left’s spin on this video. It’s dated June, 2008, which is almost two years ago. How can anyone say what happened in the vid is still going on?

Liam on February 23, 2010 at 11:42 AM

Illegally help cover up a child rape, oopsie.
Carry a single bullet into the wrong town and go to jail.

Great priorities.

barnone on February 23, 2010 at 11:42 AM

We fund lawbreakers intentionally because we are led by a president and liberal lawmakers who want to destroy culture. Law-abiders are useful idiots in their eyes.

GaltBlvnAtty on February 23, 2010 at 11:44 AM

There is no spin that can deal with this. Legally, a ‘mandatory reporter’ is a mandatory reporter. Period. From healthcare to schools, ad infinitum, the mandate is the same. You have to report suspect violations of the law.

It’s also not something that you can say ‘well it’s not happening anymore, no worries’. This isn’t dodgeball, it’s the law. A felony if you break it, at that.

So why hasn’t anyone been charged, let alone prosecuted?

If the abortion issue makes one pause over this, what about funding a systemic problem of felonious behavior. OK with that?

God bless and protect Lila and those she works with to expose the utter evil which is Planned Parenthood!

CCRWM on February 23, 2010 at 2:11 PM

I think PP is using a loophole -the girl talks to the receptionist of some kidn, who is not a medical professional, so she doesnt have to report anything, and she says not to include any information which would prompt -the “medical” professional, for whom she is serving as a gateway, to report it. Basically, by using a gateway, they circumvented laws and limits imposed on medical professionals. Just as rationing of healthcare, and all the death panles and such will work – medical professional will not be making the decision, cuase it will happen at the gateway/committee before/above the medical professional. Amazing how they field test all this stuff before impose it on us.

It’s because they cover up statutory rape all the time, it’s so commonplace that it just doesn’t raise anyone’s hackles when another young girl walks in claiming to be pregnant by a much older man. And it’s also because nothing ever happens to them when their crimes are exposed…so why do they even care about a Lila Rose getting inside?

Okay I cant’ even write about it. I actually had a nightmare about it last night. This is so gruesome. I have tried to stay forgiving and moderate on abortion but that story just makes me so sick to my stomach.

48.981(2m)(c)
(c) Except as provided under pars. (d) and (e), the following persons are not required to report as suspected or threatened abuse, as defined in s. 48.02 (1) (b), sexual intercourse or sexual contact involving a child:

48.981(2m)(c)1.
1. A health care provider who provides any health care service to a child.

48.981(2m)(c)4.
4. A person who obtains information about a child who is receiving or has received health care services from a health care provider.

48.981(2m)(d)
(d) Any person described under par. (c) 1. or 4. shall report as required under sub. (2) if he or she has reason to suspect any of the following:

48.981(2m)(d)1.
1. That the sexual intercourse or sexual contact occurred or is likely to occur with a caregiver.

48.981(2m)(d)2.
2. That the child suffered or suffers from a mental illness or mental deficiency that rendered or renders the child temporarily or permanently incapable of understanding or evaluating the consequences of his or her actions.

48.981(2m)(d)3.
3. That the child, because of his or her age or immaturity, was or is incapable of understanding the nature or consequences of sexual intercourse or sexual contact.

48.981(2m)(d)4.
4. That the child was unconscious at the time of the act or for any other reason was physically unable to communicate unwillingness to engage in sexual intercourse or sexual contact.

48.981(2m)(d)5.
5. That another participant in the sexual contact or sexual intercourse was or is exploiting the child.

–The story doesn’t say that PP violated the parental notification laws. It says PP violated the laws requiring health care professionals to report sexual with minors. The Wisconsin statute I found says that health care providers are exempt from that requirement, although I may have missed another statute. Read more carefully before you call me a moron.
