Sebelius: Sure, the White House might still support a public option

posted at 10:02 am on February 19, 2010 by Allahpundit

I’ve been ringing the alarm bell about this, but now that I’ve watched Sebelius, I think the whole thing’s a lame bluff. Note well how she qualifies her reply to Maddow: Yeah, sure, we’re totally open to a public plan — so long as there’s a majority in the Senate that’ll go for it. Which is her way of hinting (a) that The One’s not going to push them on this (which is true to form, much to the left’s dismay) and (b) there almost certainly isn’t a majority in the Senate that’ll go for it. Open Left is touting the fact that 20 Dems have apparently now endorsed using reconciliation to pass the public option, but as Karl pointed out to me last night, those in the know have been warning progressives for weeks that they don’t have 50 votes to do it. No wonder, then, that a public plan isn’t mentioned in the NYT’s story about Obama writing up a compromise bill to present at next week’s health-care photo op summit:

Democratic officials said the president’s proposal was being written so that it could be attached to a budget bill as a way of averting a Republican filibuster in the Senate. The procedure, known as budget reconciliation, would let Democrats advance the bill with a simple majority rather than a 60-vote supermajority.

Congressional Democrats, however, have not yet seen the proposal or signed on

“It will be a reconciliation bill,” one Democratic aide said. “If Republicans don’t come with any substantial offers, this is what we would do.”…

The president’s plan would require most Americans to obtain health insurance or face financial penalties; it would bar insurers from denying coverage based on pre-existing medical conditions, and it would give tax subsidies to help moderate-income people buy private insurance.

Officials said the president’s bill was expected to include a version of the Senate’s proposed tax on high-cost, employer-sponsored insurance policies. It would reflect a deal reached with labor union leaders to limit the impact of the tax on workers.

Abortion’s still a “wild card.” As for the recent murmuring about the public option, besides being a cheap and easy way for lefty senators to prove their progressive bona fides to liberals, it’s probably just kabuki aimed at giving Democrats something they can fake-concede at the health-care summit to prove to America what gentle, compromising souls they all are. Imagine how patriotic hearts will swell when Durbin and Schumer and Russ Feingold decide that, in the interest of glorious bipartisanship, they’re going to give up the dream of a government plan that they, er, couldn’t pass anyway.

One last question, though. How can they have 50 votes to pass The One’s ObamaCare bill but not have 50 votes to pass the public option? Which Democrats are willing to swallow the poison pill of voting for a bill that’s politically toxic but aren’t willing to vote for a bill that’s a tiny bit more politically toxic (or, actually, a tiny bit less politically toxic)?

I was talking to the person that handles HR at my company (~100 employees). Because of all this Health Care stuff going on, we cannot price out other health insurance companies because no one is taking on new customers due to the uncertainity this legislation is causing. Why take on a new customer that you may only have for a couple years or less?

I still do not how this type of law is financially possible without mandating everyone having to buy insurance, which in itself is, or least should be ruled, unconstitutional.

Why buy insurance if you know the insurance company has to cover you once you know you have a condition?

WashJeff on February 19, 2010 at 10:11 AM

The House has to pass the Senate version before they can go on to reconciliation. That means the House Dems must publicly vote for the Cornhusker Kickback, Lousiana Purchase, and the rest of the pork and special favors. The Senate bill also uses an accounting gimmick to subsidize abortion, and Sebelius has admitted as such.

Even if they delete these later, those votes are of record. Saying you voted for something and then against it didn’t work too well for Kerry in 2004.

I assume Nancy had votes to spare last time, when Obama was higher in the polls, the townhalls and Tea Party protests were just getting started, and they didn’t have the wave of Dem retirements, including Kennedy. Now Obama is toxic to may Dems. As is Obamacare.

I doubt Pelosi has the votes, but is trying to rally and intimidate the troops to scrounge them up.

My serious question, has anyone consulted former-KKKer Robert Byrd about reconciliation? As President Pro-Tem of the Senate, nothing gets through reconciliation without his personal approval, and he is very much a stickler for Senate tradition. ORconservative on February 19, 2010 at 10:11 AM

Not amazing at all. Obama needed this as a legislative win going into the mid-term elections. That’s why he was demanding that the Congress rush the whole thing through in the six weeks prior to the August recess. Then he planned on a bill signing as a war trophy to occur on the day of the SOTU. Now we’ve slid halfway through February, Congress is beginning to worry about November, and Obama still needs a legislative win on healthcare.

Make no mistake. Obama is desperate and, like all wounded animals, it is now that he is the most dangerous. I would not be surprised at any scheme the Dems might be hatching to get a “win.” It’s the deafness to public opinion that most amazes me. The administration simply doesn’t understand the mood of Americans on this issue and is still out there pushing socialized medicine despite the claim that this month was supposed to be all about jobs creation. Why don’t the Dems just let the whole thing drop?

fourdeucer on February 19, 2010 at 10:27 AM

President Obama is working on health care legislation intended to reconcile differences between House and Senate Democrats that could be attached to a budget bill and avoid a Republican filibuster, according to a published report.

The president’s proposal, which is still being written, will be posted on the Internet by Monday morning, senior administration officials and Congressional aides told the New York Times.

By piggybacking the legislation onto a budget bill, Democrats would be able to advance the bill with a simple majority of just 51 votes, averting a Republican filibuster in the Senate.

The White House signaled Thursday that an aggressive, all-Democratic strategy for overhauling the nation’s health system remains a serious option, even as Obama invites Republicans to next week’s televised summit to seek possible compromises.

Our company just received a 36% increase on our employee health care benefits package.
This creates a lot of pressure on small businesses to drop health care coverage for employees.
The insurance companies just reported large profits, so this huge increase in premiums is no accident.
The insurance companies are in bed with the administration on getting a health care bill passed.
It sickens me that it has come to this.

donh525 on February 19, 2010 at 10:39 AM

The folks at TNR seem unconvinced as well. The money bit:

But is it really possible to pass the public option? That’s where I become skeptical. The theory behind this push is that getting 50 votes for a public option is possible because Reid had 58 votes for his bill before Senator Joe Lieberman demanded removal of the public option. But that was in December, before Scott Brown won Ted Kennedy’s old Senate seat and the Democrats went into their political tailspin. Since that time, Democrats–particularly more conservative ones–have gotten very skittish.
>
At this point, it’s going to take a herculean effort by President Obama and the leadership to secure fifty votes even for a modest reconciliation bill, one that merely fixes some of the more egregious flaws in the bill the Senate finally passed. Adding a public option–something more conservative Democrats never liked in the first place–will make that task a lot harder. Here’s how one Senate leadership aide put it to me on Thursday, following the news about Schumer:
>
Despite the flurry of press reports, nothing has changed over the last couple of days, except that maybe there are less votes for the public option that there were a few months ago.

It’s a lot like a high risk pool, similar to what you see in auto insurance. Where do habitual DUI and traffic offenders go for coverage? To a high risk pool where the premiums are a bit higher but coverage is limited. Same with homeowners and those who live in high risk areas like the coast of Florida.

If they are so stupid as to think that they can force health insurers to “take all comers” they are deluded. This will surely force rates to skyrocket in anticipation of taking on customers who are in the middle stages of a catastrophic or terminal state of health.

It seems like the laws\rules being kicked around would have the high-risk\pre-existing conditions people thrown in with everyone else. That will sure result in higher rates.

If the givernment creates a government sponsored high-risk pool, now I need to intrude into other people’s lives. Are they high-risk cause they eat fried food every day? Do they smoke a pack a day? Do they drink a six pack of beer a day? I do not want to care what a person eats, drinks, smokes, etc., but if I am paying for them, I do.

I misspelled government as giverment accidently at first, but once I saw it in the context I wrote, I decided giverment was appropriate.

They aren’t stupid. They want rates to skyrocket so Americans will scream bloody murder about it. Then the government will be “forced” to step in for the public good and nationalize health care. Hello single-payer.

Obama was to announce that housing finance agencies in the five hardest-hit states in the housing crisis will receive $1.5 billion to help spur local solutions to the problem. Those five are Arizona, California, Florida, Michigan and Nevada.

The policy wrinkle comes during a two-day Western trip with different agendas for the president. He will be back in town-hall mode, a venue that aides say allows him to connect with people and distance himself from the messy process of Washington governing.

The president is also out to help vulnerable senators protect their seats and, in turn, gain as much legislative leverage as he can.

Bribe money. I wish the AGs and IGs would see it as such and stop this kind of stuff. Saving stimulus money to buy voters. Shameful.

journeyintothewhirlwind on February 19, 2010 at 10:55 AM

Why buy insurance if you know the insurance company has to cover you once you know you have a condition?

WashJeff on February 19, 2010 at 10:11 AM

The whole idea is to bankrupt the private carriers, then they will go to the public declaring, “we told you that govt was the only solution”.

The Republicans should drop the talk about negotiation. The Gingrich marketing approach never works. And even he just ends up agreeing with Rush three weeks later.

There is no health care crisis. The crisis is what Obama wants to do to healthcare!

“It will be a reconciliation bill,” one Democratic aide said. “If Republicans don’t come with any substantial offers, this is what we would do.”

What a caveat. This is another way for the Democrats to lie about their ineptitude. The Republicans have offered plans and ideas, which the Dems have purposely ignored. They had a SUPER MAJORITY and blew it. With the media in their backpocket, they can continue more Big Lies and hoodwink the public–or at least try.

conservative pilgrim on February 19, 2010 at 10:58 AM

Obama and his goons can only govern through class warfare, lies, obfuscation and trickery . . . this approach keeps his parasitic constituents in line and compliant.

The GOP should demand 10/15 minutes for Paul Ryan to present his plan. And if by some miracle he is allowed to, he should do so with a PowerPoint presentation. I would guess that presenting his ideas with pictures & graphics would garner more coverage than a speech alone.

I wonder why Presidents when giving the SOTU speech do not use the presentation method.

WashJeff on February 19, 2010 at 11:05 AM

The Glenn Beck approach with props and a chalkboard would suffice. :-) With that approach, I might actually remember something from the SOTU.

conservative pilgrim on February 19, 2010 at 11:16 AM

Congressional Democrats, however, have not yet seen the proposal …

ROFLMAO. Since when did the Dems in this Congress need to see any legislation before they voted to pass it? You kill me, allah. Really.

And the reason this bill (this whole health scare issue) is not dead has nothing to do with legislative wins for the Ineligible Idiot from Indonesia. he doesn’t care about wins or losses. He keeps pushing this because it takes away legitimacy from the federal government, as people see their insane actions and lose even more faith and trust in the institutions, and because it helps to sow more chaos in our society – and THAT is The Precedent’s only true goal. Keep watching his actions and it will be clear: every decision the imbecile makes is based on nothing more than how to tear the US apart.

If only Bush in 2005 had charts showing the fiscal trajectory of SocSec behind him as he was talking about SocSec reform I think he could have force Dems and squishes that this problem needed to be confronted. He let the debate go right to privitazation without setting the foundation for modifying SocSec. Chart and Graphics would have helped in that effort.

Fox was reporting that they plan on attaching this to the budget proposal. Can you have reconciliation with it attached to a budget proposal? I did not think you could do that. And Fox reported that the Dems/Obama are saying that if the Republicans did not show up and offer some legit solutions they would be forced to take this reconciliation action. Just further proof the Dems are in serious pooh. It is also being reported that Obama is going to create a totally new bill that the Senate and House will both agree on, and that is what is going to get passed. This is getting so confusing.

Every Republican I have seen as of late plans on going to this fiasco. McCain was on Greta saying he was sure he was going to be invited but had not been invited yet and would go. OY!!!! What part of trap do these morons not get? There is nothing, despite BOR’s statements last night, that the Republicans can gain by going. The polls and American people are so against this that the GOP would actually be applauded for not going. Especially under these circumstances!

Mason on February 19, 2010 at 11:50 AM

One thing I don’t hear people saying enough is that the reconciliation process has no limit on amendments that can be offered. And the republicans can offer an infinite number of amendments to freeze the process – especially when it’s clear that this rider bill has nothing to do with budgetary matters. So the thing is dead on its face.

The President is an incompetent fool. He should have come up with his own plan a year ago; instead he passed the buck to the maniacs in Congress and the whole thing has blown up in his face.

The GOP must go to the summitt photo op with a unified stance: start over, on CSPAn, with equal numbers of members from each party..or stick your HCR reform and we’ll see ya’ll in November.
