Fumble! Reid pulls jobs bill White House had already endorsed

It only took a couple of hours for the White House to endorse the new, bipartisan stimulus plan launched by Sens. Max Baucus and Charles Grassley yesterday — and a few minutes after for Harry Reid to kill it. The move angered Democrats in both the Obama administration and on Capitol Hill as Reid sent conflicting signals, surprised his colleagues, and might have touched off a leadership crisis if Reid wasn’t already destined to lose in November:
Senate Majority Leader Harry Reid led colleagues and the White House to believe he supported a bipartisan jobs bill — only to scuttle the plan as soon as it was released Thursday over concerns it could be used to batter Democratic incumbents, according to Senate sources.
Senate Finance Committee Chairman Max Baucus (D-Mont.) and Sen. Charles Grassley (R-Iowa) worked for weeks with Reid’s blessing and frequent involvement to craft an $85 billion jobs bill, a measure that seemed destined to break the partisan logjam that has ground the Senate to a halt.
But as Baucus, Grassley and President Barack Obama were preparing to celebrate a rare moment of bipartisan Kumbaya on Thursday, Reid stunned a meeting of Senate Democrats by announcing he was scrapping Baucus-Grassley, replacing it with a much cheaper, more narrowly crafted, $15 billion version.
Reid will have a new plan that strips out many of the items unrelated to stimulus, such as the “doctor fix” and the Patriot Act extensions, and will have it ready after the Presidents Day recess. One of Reid’s allies said that the Baucus-Grassley bill would have only received three or four Republican votes and that the GOP would have used the bloated initiative to “beat the living s**t out of us” — although Democrats have not had any problem hailing their legislation as bipartisan with as few as three Republican votes. After all, that’s what they got with Porkulus, and look how well that turned out for Democrats!
Unfortunately for Reid, he may have come to that realization a little too late, and set off a strange series of reversals. According to Politico, the bill’s contents didn’t come as that big of a surprise to Reid, who had blessed the bipartisan effort a few weeks ago. Instead, he quailed at the last moment at the laundry list of pet programs and riders that Reid believed would water down the job-creation message. Democrats, however, got angry when small-business loans and unemployment-benefit extensions were among the items removed:
California Democratic Sen. Dianne Feinstein said she’d like more provisions increasing lending to small business and fewer tax cuts. And Iowa Democratic Sen. Tom Harkin argued passionately that, if lawmakers plan to extend corporate tax breaks, they should also extend employment insurance. …
And Baucus seemed puzzled by the change in course, particularly Reid’s decision to drop a package of tax extenders from the bill – a piece with strong bipartisan backing.
Reid’s decision takes the second stimulus package cost down from $85 billion to $15 billion. That may please fiscal conservatives, but it sets up an embarrassing problem for Barack Obama. No one believes that his $787 billion Porkulus package, now repriced to $862 billion, worked to create jobs, but the Left wing of Democrats thinks it didn’t work because the Democrats didn’t spend enough money. Obama himself has promised a “hard pivot” to job creation and built expectations for a large-scale effort. A $15 billion program that only contains the silly payroll-tax exemption that gives businesses a maximum $6000 for every person they hire and keep all year, more highway project money, a business tax deduction that amounts to a whopping $35 million over 10 years, and a program allowing states to borrow money at a lower interest rate will not only not create jobs, but it will make a laughingstock of the notion that Congress or Obama is taking the problem seriously.
Don’t expect the GOP to climb back on board after this, either. Grassley released an angry statement that Reid’s decision meant that the Democratic leadership wanted to go it alone in 2010. In the current political environment, Grassley took a not-inconsiderable political risk by working on the bipartisan effort with Max Baucus to craft a stimulus bill and give Democrats a little bit of bipartisan cover. What Republican will take that kind of risk on a stimulus bill this year now? The $15 billion Reid plan won’t be worth filibustering — it’s better to hang that on the Democrats when it inevitably fails to stimulate jobs — but the GOP will leave the Democrats to shoulder it themselves.
Reid has become an embarrassment not just to Nevadans now but also to the White House and his caucus. Reid’s almost certain to lose his re-election bid in Nevada, but even if he wasn’t, he may not have lasted as Majority Leader for 2011 anyway. And if the White House starts thinking that Reid’s expendable, they may step up efforts to push him into retirement in a last-ditch effort to save his seat.

It should be obvious that Reid actually made a smart move by doing this…from the liberal point of view.
The DOC fix provision in this new bill would have doomed OBamaCare as it would prevent the Obama requirement of “deficit neutrality”, providing reams of embarrassment (as if more were needed) just prior to the 2010 elections.
Don’t be fooled by the faux outrage…this is high strategery between the WH and Reid.
Its the sequencing that’s the problem….If Baucus-Grassley goes first, ObamaCare busts the deficit.
If ObamaCare goes first, nobody will even notice the Doc Fix dollars later on, which is all part of the reform, and the part that pushes the deficit to “unprecedented” levels.

Everyone is hard on Reid here, but what about Obama himself? Can’t he write his own damn legislation instead of coming up with a vague idea and having others bring that “idea” to life? He is literally going to these people and telling them, “make me a ‘jobs’ bill that will look Bipartisan and satisfy everyone.” If the executive wants to act like a legislature, then they should do some of the work themselves besides cheerleading.

The $85,000,000,000 wasn’t exactly the “right” thing to do. All it did was extend unemployment benefits and it threw a few little extra things in there that they couldn’t get done out in the open.
Maybe Reid knows he’s toast anyway and he’s trying his best to at least keep the cause going. Remember progressives have waited 100 years to get to this point and they are about to blow it all in just 2 years.

Please find below my suggestion for fixing America’s Economy. Instead of giving billions of dollars to companies that will squander the money on lavish parties and unearned bonuses, use the following plan. You can call it the “Patriotic Retirement Plan”:
There are about 40 million people over 50 in the work force. Pay them $1 million apiece severance for early retirement with the following stipulations:
1) They MUST retire. Forty million job openings – Unemployment fixed.
2) They MUST buy a new American CAR. Forty million cars ordered – Auto Industry fixed.
3) They MUST either buy a house or pay off their mortgage – Housing Crisis fixed.
It can’t get any easier than that!!
P.S. – Mr. President, while you’re at it, make Congress retire on Social Security and Medicare. I’ll bet both programs would be fixed pronto!

Ed, your report and accompanying links does not jibe with what the AP released several hours ago on the same matter: Senate Dems Ax Bipartisan Jobs Bill where they attempt to frame it as the bill having support from conservative Republicans, and the Senate Dems being the ones balking at pork and unrelated expenses to jobs creation.

As a small business owner who’s had to put his business on hold due to the downturn of the economy, and start a new career path, I’m so sick of this loan program being touted as the be all and end all of small business growth.
I don’t want a loan (read: more debt).
I want customers (read: profits).
I want people to feel good enough about their own financial situation that they call me up and tell me they’d like to give me money in exchange for my services.

All small business owners need is customers. Not loans. Heck we are afraid of spending more and taking out loans AND hiring because there are no customers and every time we turn around there is a new tax, especially in this state.

Exactly right! Looks like Reid pulled a fast one. He let congress be congress, and the $85 billion bipartisan jobs bill was loaded up with pork and lobbyist pay-offs unrelated to jobs.
Then Reid swoops in, fiscal hawk that he is, and claims it’s too big and has too many provisions unrelated to jobs.
Until the Republicans wake up and realize that they are in a war for the future of this country, they’ll keep getting taken like this.

This says one thing to me … the Obama / Pelosi / Reid Triumvirate is over. I think what we have now are three “leaders” who believe their way is best and be damned to the others. This is just more good news for us. These guys are in full retreat … a la Chancellorsville.
But I will say this – I think Reid made the right move here. It’s good for us that that it kills that aweful bipartisan effort led by Grassley. But I think it’s good for Reid as long as he continues to mow down the path of separating himself from Obama. The O’s done him no favors. Reid has been whipped into pushing an ObamaCare bill long after it was dead. And for his efforts … O only demands more from the guy while taking pot shots at the Las Vegas economy – which doesn’t help Reid. Pretty clear to me that Reid has been on the losing end of Obama’s bat for a long time.
I’m starting to wonder now if Democrats will begin running on a platform that they oppose their President.

This is akin to giving your teenage daughter your credit card. The first bill comes in for thousands of dollars and your jaw drops and you demand to see what she has to show for it and she can’t produce anything tangible. You have the talk about being responsible with money and she promises to curtail her spending. A month goes by and the bill is in the hundreds of thousands of dollars? As a parent, you probably would have yanked the credit card after the first month…but not these wise men in power. They just up the credit limit and hope for the best.

Besides, Grassley has been seen fraternizing with the dems before. Not certain it will rub off on the whole party. Does Reid really think he’ll get a lot of play out of this? Don’t be so quick to throw Grassley overboard, he may have just added enough good things that the Dems couldn’t stomach it, Doctor Fix!
He is a ranking member of the finance committeee and almost had to be there.
But, with this show of bi-partisanship show me again why the Repubs should walk into a room and debate a healthScare bill that Pinnochio WILL NOT CHANGE.

Maybe if we get lucky, the Dems will split between centrists and hard-lefties, and have to call for bipartisanship within their own ranks. Wouldn’t that be a hoot!
