Shelby places blanket hold on Obama nominees

Senator Richard Shelby has placed a rare “blanket hold” on all nominations from Barack Obama, according to reports from both The Hill and Talking Points Memo. Until he lifts the hold, none of these nominations can proceed to a floor vote for confirmation. While some may initially believe this to be a good strategy for fighting what have appeared to be selections of hard-Left appointments, a spokesman for Shelby makes clear that the Senator is most interested in protecting pork (h/t HA reader Patrick):
Sen. Richard Shelby (R-Ala.) on Thursday placed a blanket hold on all of President Barack Obama’s nominees before the Senate, according to his spokesman.
Shelby’s holds mean that the Senate cannot vote on a nominee unless the hold is broken using a cloture vote that requires 60 senators or if the senator lifts the hold. …
The Defense department “must recognize” that the tanker deal “needs to be significantly and substantively changed,” Shelby spokesman Jonathan Graffeo said in a statement. …
Shelby is also not happy with the Obama administration’s decision to hold back funding for an FBI facility in Alabama dedicated to research on explosives used by terrorists.
“If this administration were as worried about hunting down terrorists as it is about the confirmation of low-level political nominations, America would be a safer place,” Graffeo said.
The tanker deal refers to the aborted bid process for the refueling tankers that had initially gone to Northrop Grumman, which would have assembled the planes in Alabama. The GAO ruled in June 2008 that the Pentagon had unfairly burdened Boeing in favor of Northrop and pressured the Air Force into starting the bid process over again. That dispute had little to do with the Obama administration, and the same leadership at the Pentagon was in place at the time of the GAO decision. It makes little sense to obstruct Obama for a decision made in the Bush administration.
Shelby may have more of a point about the FBI funding, but it’s not clear from either report that Obama has stopped the research or just moved it to another FBI facility outside of Alabama. Since Shelby’s office made it a secondary issue to the tanker bid, one has to assume that Shelby’s a lot more concerned about the location than about national security research. If Obama stopped the research altogether, that should have been the Senator’s highest priority.
The hold process is perfectly legitimate in stopping a bad candidate from immediate confirmation. It isn’t at all legitimate to hold up every single appointment to demand more pork for one’s state, or favorable bid decisions, or any other gimme impulse. Regardless of who is President, the elected executive is entitled to appoint people who want to implement his policies, and the Senate should usually give the nominees the courtesy of a floor vote, especially on political posts within the executive branch, with the noted exceptions for questions of incompetence, inexperience, or corruption. Otherwise, a hold should focus on a specific policy point associated with the nomination or on a critical issue of national security.
Let’s not forget that we have criticized Obama for being so slow to fill these positions. We can hardly complain about that while Republicans obstruct those appointments to gain more leverage on pork. And once again, we see how pork-barrel politics winds up distorting the political process and making government less efficient.

I worked KC-135Q’s for ten years, a couple decades back, and they were tired then. The free world depends on USAF tankers and they are about to fall out of the sky. We need to get new tankers ASAP, without anymore corruptocrat wrangling.

Getting new tankers for the USAF to replace the crumbling KC-135 fleet is pork? Researching terrorists’ favorite explosives is pork?
They need to make a damn decision on the tankers NOW. They’ve been screwing around with that deal since 2006 and before. Boeing did some seriously illegal stuff that got some of their folks thrown in jail around 2006, which is why the USAF looked at the Northrup-Grumman tanker at all.
The delay is inexcusable, and if Shelby’s hold gets somebody off his ass to award a contract, good for him.

Obama cancelled Constellation, the latest&greatest NASA boondoggle, in one of the few policy decisions I agree with. That directly impacts Shelby, because NASA’s rocket development happens in Alabama (Huntsville, at what used to be Redstone Arsenal).
This isn’t just pork-seeking. It’s pork payback seeking.

I’m not so sure. The Dems controlled Congress at the time and Boeing’s unions are big Dem supporters. Having followed the story, I suspected Pentagon funding had been threatened if they didn’t find a way to dispose of the Northrupp winning bid.

Before labeling Shelby a Porky Pig, look deeply into the DETAILS of our military aircraft–not just who wants what; and note Obama halted the FBI Center to be built to study explosives (IEDs) in order to aid our troops on the ground being mauled in Afghanistan and Iraq. FINALLY, if it’s holding up Obama’s appointments, how can Shelby’s move be all bad since his selection of judges are activist Leftists who SHOULD be studied rather than given a free pass to the bench.

Shelby isn’t fighting to get tankers. He’s fighting to get them built by a European firm that would do final assembly in his state, rather than by Boeing in another state. He’s just another self-serving politician fraking-up our defense.

Shelby is a former Democrat. He switched just before the 1994 elections when he saw the train coming down the tracks.
He loves his pork just like his geographic colleague Trent Frickin Lott did.
If the GOP can regain Congress, these are the guys that have to be kept under control or the whole thing will fall apart. PORK is the enemy of GOP majorities.

Not that it makes anything “right” (because is certainly doesn’t!), but this isn’t the first time a Senator has taken such drastic action. Pat Leahy did the same thing to “W”, mostly in an effort to criminalize both the President and Vice President in the federal prosecutors firing.
Shelby should have tested the waters before he jumped in over his head on this one. He just creates political ammo for the Democrats and underscores what he’s really interested in – PORK for his peeps.

If I am happy Obama’s appointments are being slowed so they can be properly reviewed, I am less than comfy with slash and burn to promote federal spending to benefit one’s fife.
This is why I left the Reps behind years ago.
Give me some solid reasoning about why to put the hold on (spending on IED research sounds like a good idea wherever it is accomplished, and can be accomplished anywhere…such as the Aberdeen Labs…why build a new facility anywhere and why have FBI staff it? The boys at Aberdeen have been blowing things up for more than half a century.), and I will support it. I don’t think Shelby is meeting this test.

Shelby is just saying he wants to go all in and get his share. This approach is better then selling his vote for ZombieCare.

Republicans have to understand people are angry with both parties for being disconnected and overly political. This may have more depth but it will be percieved as obstructive. Shelby needs to find a better way to put pressure on the admin if this is critical to security. People are truly sick of the pork and the excuses. Repulocans ignore this at their own peril

Shelby’s action has nothing to do with whether those actions will go on. They were both going on before Shelby’s move. What Shelby wants is for a guarentee that the FBI facility and the manufacturer of the tankers will be in his state.
