It does not matter if the victim was at fault or not. The fact it was a security officer with the State Department makes me wonder if he was tasked to go somewhere or was driving a high value protectee. Or he was just leaving because he thought nobody would figure out it was him. This will be a curious moment to see if the local authorities can make the arrogant feds play nice.
