Two analysts say: GOP takeover of House now a real possibility

posted at 6:08 pm on January 25, 2010 by Allahpundit

Not hack analysts, either: It’s the Cook Report and Nate Silver of 538.com. Geraghty’s all over it, so I’m just going to crib the links from him. Silver:

Think others are too conservative on projecting GOP gains. We don’t have a House model yet, but GOP seems as likely as not to take House.

And Cook on the enthusiasm gap:

If this level remains constant, you can count on the Democratic majority in the House being toast this fall.

The chief political argument for passing ObamaCare at this point is that only by tossing red meat to the lefty base can that gap be narrowed. But (a) whatever comes out of the new House/Senate negotiations is unlikely to be so pleasing to progressives that it’ll lead them to turn out en masse, and (b) even if it did, the salient data point isn’t how much higher progressive turnout will be but whether the uptick in progressive turnout exceeds the uptick in turnout among enraged conservatives. If you pick up five percent more enthusiasm among lefties and incite 10 percent more among righties disgusted at having the bill rammed through via reconciliation, what have you gained politically? According to Cook, there are now fully 49 Democratic seats that are rated merely “lean Democratic” or “toss-up;” another 37 are “likely Democratic.” The GOP only needs 40 of those 86 to reclaim the House. What’s another surge in enthusiasm going to do to those numbers after O-Care passes and more Dems inevitably retire?

So bad is it, in fact, that Sean Trende of RCP is starting to think about whether the GOP could retake the Senate, too.

Getting to 47 or 48 seats for the GOP isn’t that difficult. It is getting those last two seats that will be exceedingly hard. Nevertheless, for the first time this cycle it is possible to see a scenario where the GOP gets those seats. I’d put their odds at doing so around 1 in 30. Then again, that’s where I put their odds of taking back the House a year ago. And that’s when things get interesting. The Democrats got their filibuster-proof majority by doing well in a year where they probably should have lost a seat or two (2006). The 2008 playing field was much more forgiving, and allowed them to post big numbers. In 2012 there are 23 Democrats and 10 Republican up for election, including nine Democrats in states Bush or McCain carried (versus four Republicans in Kerry or Obama states). In 2014, 20 Democrats (11 from Bush/McCain states) and 13 Republicans (1 from Kerry/Obama states). If Republicans make substantial gains this cycle, they could be in a position for a supermajority of their own in a few years.

Silver’s actually slightly more optimistic than Trende about a GOP takeover, giving it odds of one in 25 right now. I would have guessed it was far less likely than that, but with the GOP now ahead on PPP’s generic ballot too and Reid doing so badly against Republicans vis-a-vis other Democratic candidates, anything’s possible.

I forget who said this on Twitter earlier but it’s worth repeating here: Who ever thought the GOP might control Obama’s, Biden’s, Reid’s, Kennedy’s, and Dodd’s old Senate seats next year?

This nugget from PPP

Turnout from racial minorities is going to be huge for Democrats this fall because they actually trail 53-31 among white voters. The only thing keeping the generic ballot competitive is their 88-12 lead with African Americans and 67-27 one with Hispanics. Minority turnout is always important for Democrats but with their level of unpopularity among white voters right now at an extreme level it’s going to be even more important than usual.

So, the meme this Fall will be we’re back to being a racist country. Heh.

I can’t get over the visual of Obama and Jimmuh Carter in Plains, Georgia, in three or so years, sitting on straight-backed chairs underneath one of Carter’s pecan trees, talking about the “what might have beens” in both their failed presidencies.

An excellent Christmas gift: “The Bookend Boys”, cast in bronze. Wait. OK, plastic. $2.95 at your local Walgreen’s.

When Obama leaves, Carter hands him a sack of year-old pecans, which aren’t edible, but Obama won’t know it until he gets on his private jet to fly home. Of course, Carter will be all giddy with the basket of “home grown produce” from Michelle Obama’s “garden”, which got it’s nutrients from a broken septic tank. What goes round, comes round. I read that somewhere.

Man I need to start recording my conversations and taking bets. I said back in July, when arguing with a friend of mine, that if Obama pushes hard on this health care agenda the Republicans will not only pull a ’94 and take the House back but will definitely take back at least 5 Senate seats (I predicted as many as 8) in the midterm elections. If a ground swell develops and no scandals bring any candidates down I easily saw the Dems losing 10 or more Senate seats. I was called crazy for saying this and I am looking more and more right as time goes by.

Hell I was called delusional when I said Obama’s election was not a re-alignment or a shift to the left, that it did not mean we were now a center left nation as Andrea “The Nose” Mitchell proclaimed – I was obviously right on that.

If we are looking at a President Palin in 2012 and a supermajority in 2014 (if the GOP sticks to principle), then we need to think of constitutional amendments to protect us economically and fiscally. We need an amendment that restricts the Commerce Clause of the Constituion, by not allowing the government to run or control any industry engaged in commerce or trade. We need an amendment that enshrines limited government, by allowing government a share of the economy, but not a growing share. We need a constitutional amendment banning gay marriage. These amendments will protect us from any future liberal administration that would have learned from the mistakes of this administration.

if we can change congress up we can change a lot

blatantblue on January 25, 2010 at 6:38 PM

That’s true, but we can’t change what is killing this nation, right now. There has been extensive permanent damage done to our institutions, not to mention the fact that America showed in 2008 that we are capable of insanely suicidal votes at the most consequential of times. But the real problem we have is monetary and changing COngress will only slow the periphery of that problem. The real damage is being done by the Executive branch and the Fed. And Congress doesn’t control the regulators who are dead-set on killing this nation.

I say that you ought to look out for a debt market dislocation as happened in Sept 2008, but it will be 10000 times worse, on this go ’round, and there will be no escape from it. THAT is what AMerica voted for on Nov 2008 and switching up Congress does nothing about that. We stave off the massive death sentences of health scare, Crap&Trade adn some other idiotic legislation, but we have no control over the bulk of the abuse of our monetary system. That continues apace.

Highplains on January 25, 2010 at 6:48 PM

After what happened in Massachusetts last week, it’s safe to say anything is a real possibility. And if we’re thinking this now, the possibility can only increase as the economy and jobs continue to go south. If they ram Obamacare through, it is all but a given. I hope I’m wrong and it scares me to think this, but I believe we are going to see a successful terrorist attack by this fall based on how the Obama administration has botched the Christmas bomber and proven how incredible inept things have become. Obama got lucky because the Christmas bomber wasn’t successful. If they don’t learn from this and correct their mistakes fast, it will haunt them when the terrorists are successful. Apparently, Bin Ladin has warned us it’s coming.

Think about neutralizing Progressivism’s influence in the culture at large — the overwhelming influence in academia, journalism, and the arts. Make some progress, pun intended, against that and you’ll have done something. Don’t, and what happens (temporarily) in Congress or the White House will make little difference.

lwssdd on January 25, 2010 at 6:56 PM

The President wants a Republican congress, he needs a Republican congress.

Why?

His demagoguery and agitation toolkit requires him to play the minority, the outsider, the one who the man (GWB or a Repub Congress) is keeping down.

I submit that a Democratically controlled congress has been the impetus behind Obama’s weakness. He does not know leadership, he only knows scapegoating, blameshifting and finger pointing. A Democratic supermajority utterly disarmed him from using his scapegoating and strawmanning tactics–he was forced to turn to GWB time and again. It has turned his weak tactics into a farce, a laughingstock and he is now characterized as President Poopie Pants, the whiner.

It is more than likely that a Republican controlled congress is coming and that is something that he wants. Congressional Democrats take notice–and say hi to Marla, Creigh and Jon the next time you’re in DC, NJ, or VA, er…..well, you get the picture.

Right now we don’t have that kind of organization – and the only octane in the tank is the tea party movement – which is quite a lot of fire and just may be enough for us to pull this off.

But still – it would be nice to bring some order to this chaotic energy.

I predict Obama will go around Congress as much as possible. Acorn will be in streets and the left operatives will go violent. We need to pass sensible health care, one that allows across state lines purchase and other recommendations I have seen at Cato. We need to cut taxes and cut size of Fed Government. After 2012 when we take WH, we need to really cut size of Government and restore constitution. We need to be careful during 2011 not to over reach and cause a back lash. We need to educate the people first before we get things correct. We really need a person who can explain things to the people. This is not going to be easy and we need to think first before acting. Remember the economy has sustained massive damage and may not recover until after 2012. If there is a run on dollar we are looking at a collapse of the system.

That continues apace.

neurosculptor on January 25, 2010 at 6:43 PM

Neuro speaks the truth folks. Bernanke’s monetizing of the debt will be thing that cripples this nation in the years and generations to come. Few understand the havoc that will ensue when interest rates go up; and they will be going up either via risk premiums on treasuries or inflation, either way the end result is the same – money gets more expensive. Which is something the economy can’t carry right now. Couple that with increasing taxes (they’re on the way folks) and you have a wicked recipe for financial ruin. If you want to know why businesses aren’t hiring it’s because they have a pretty good idea about what’s on the way and it ain’t pretty.

keep reminding everyone you know the only way to unseat Pelosi as Speaker since her San Fran seat is safe, is to make sure the Dems lose the majority

every mod Dem will run to unseat the Dem Critters just to be rid of her, talk about polarizing and to think I was ecstatic when she took the gavel, had no idea what she was all about, ugh

Here’s Barney Frank’s opponent, in a district that went astonishingly red in the special election. Can we keep it up? Let’s hope so. I’d love nothing more than to see Barney thrown out, along with Nancy, Murtha, and Rangel.

Even trolls know enough to get out of the rain.

I guess they’re under the bridge, then.

Good enough.

Not sure that these estimators have accurately considered the huge power that is now felt by Americans across the country who contribute to the Scott Brown campaign. Many, with the ability to send money, have tasted blood and know that they can make a difference. There is a powerful force there, and it will be directly wisely.

It’s no time to get overconfident – the fact is – in 1994 we had a coordinated, nationwide “push” by the GOP led by

Newt Gingrich (this, of course, was prior to his “neutering”). The push even had a theme … “Contract with America”.Right now we don’t have that kind of organization – and the only octane in the tank is the tea party movement – which is quite a lot of fire and just may be enough for us to pull this off.But still – it would be nice to bring some order to this chaotic energy.

I think the chaotic energy may be what saves us- there is no one to demonize, no one person to target- just the people. And we can all vote our consciences- and when enough people do that you get a Republican in MassachusettEs.

I visited two gun stores last week end and I can tell you they are just as crowded as they were last Spring with people buying firearms and ammunition with just as much enthusiasm.
