Democrats rethinking “blame Bush” strategy after Massachusetts flop

posted at 8:48 am on January 25, 2010 by Ed Morrissey

Democrats have gotten into the habit of running against George W. Bush.  They won majorities in both houses of Congress in 2006 by running against Bush, and won a presidential election in 2008 with that strategy despite the fact that Bush wasn’t able to run.  Barack Obama has spent most of the past year blaming his own ineffectiveness on his predecessor.  So when the special election to replace Ted Kennedy got unexpectedly tight, Democrats figured that a healthy dose of Boogeyman Bush would send Democrats flocking to the polls.  Instead, it demonstrated the emptiness of Democratic arguments for leadership:

After three consecutive losses in statewide races, some top Democrats are questioning a tactic aimed at boosting the party’s candidates in each of those contests: Bush-bashing. …

Yet when Democratic nominees for governor in Virginia and New Jersey and for Senate in Massachusetts sought to tie their GOP opponents to the still-unpopular former president, the strategy didn’t resonate. Voters were more focused on the current administration or local political issues — and the onetime Democratic magic formula seemed yesterday’s news.

“Voters are pretty tired of the blame game,” said longtime Democratic strategist Steve Hildebrand, a top aide on Obama’s presidential campaign. “What a stupid strategy that was.” …

Another well-respected Democratic consultant put it simply: “Need a new game plan!”

Have they learned a lesson?  Well, perhaps partly.  Democratic leadership now thinks that they can play the Bush card effectively in races where there is actually a connection to Bush — for instance in Ohio, where former Bush budget director Rob Portman will run for the Senate.  The only problem there is that Ohioans know Portman worked for Bush, and so far, he’s still beating both leading Democrats in polls of likely voters.  Democrats think they can play the Bush card on Roy Blunt for being the Republican whip during the Bush years, but the Missouri voters know Blunt even better than Ohioans know Portman, and Blunt has moved ahead of Robin Carnahan in polling as well.

While the Democrats desperately keep hold of their favorite cartoon villain, who is as relevant to American politics now as Bill Clinton, Republicans have Nancy Pelosi and Barack Obama — and that’s going to be much more likely to resonate with voters in 2010.  The midterms will be a referendum on both politicians and the radical direction of their leadership and agenda.  Which will voters care about more — a former President who has no impact on the political agenda of the federal government, or the two people who attempted to conduct a takeover of 1/6th of the American economy while ignoring the loss of 3.4 million jobs?

The irony of this sudden and partial epiphany is that it comes as the Democrats (and perhaps the White House) launched a wave of Ellie Light astroturfing that features — you guessed it — a blame-Bush theme.  They have armies of apparently brain-dead minions sending duplicate “letters to the editor” to newspapers around the country in order to spread their propaganda, and now they look both foolish and desperate after being so uncreatively obvious about it.  If Democrats change strategy now, it will be their Ellie Light astroturfers who will be hardest hit … except, perhaps, their candidates.

ladyingray on January 25, 2010 at 8:59 AM

If the Dems are planning to change their strategery, I didn’t see any signs of it this weekend. You had Carville write an op-ed suggesting they double-down on the “Blame Bush” narrative. People from both the White House and Congress were on the Sunday chat shows talking about what Obama “inherited”. Howard Dean last Tuesday night said Bush was solely responsible for the results in MassachusettEs. And even Obama himself said to George Stephanopolous on Wednesday that Scott Brown got elected because of what happened over the last 8 years(I can only assume he was excluding 2009 from that time period).

I’m sure there’s plenty of internal debate amongst the Dems about what their plan for the midterms should be going forward, but it’s looking like a lot of folks within the party still subscribe to the Alinksy method and the only person they can demonize is Bush. I mean, who else can they blame? Private citizens like Rush, Palin, Beck, and the Tea Partiers?

It is amazing how powerful an educated and well-informed electorate is. When people start to realize that there has never truly been an effective republican majority ever – whatever majorities republicans have had have been too few and short-termed. Usually razor thin like in the 90′s where idiots like Jeffords, et al. tip the balance of power back to the democrats. Even republican presidents spent a majority of time doing battle against and trying to compensate for the incompetence and corruption of democrat congresses. You can only fool all the people for so long. The liberals and mush-for-brain college types that supported this administration will still delude themselves, but there are beacons of hope and light coming through these dark times. The fact that Massachusetts broke the Kennedy strangle-hold is a miracle!

Nichevo on January 25, 2010 at 9:40 AM

Well, the message hasn’t gotten through to the DCCC yet. After my former Congressman, Mike Fitzpatrick, announced last Saturday he was running for his old seat, the DCCC put out its hoary old “voters of the 8th District don’t want to go back to Bush-Cheney failed economic policy.” Nevermind the fact that Fitzpatrick served only a single term, was rated the most independent Republican in his class, and actually passed bill to regulate rating agencies for the first time. Or that John McCain was with him for his announcement, not anyone from the Bush Administration.

During the 2006 campaign, Dems used a photo of Mike at the White House signing ceremony for that bill to portray him as tied to Bush. It was totally shameless. And they still only beat him by 1000 votes. They are going to look like complete jackasses if they try to simply run a bash-Bush campaign again st him this year.

After three consecutive losses in statewide races, some top Democrats are questioning a tactic aimed at boosting the party’s candidates in each of those contests: Bush-bashing. …

Dan Rather could not be reached for comment.

Gibbs also tried this meme in his interview Sunday with Chris Wallace, “yeah but we inherited so much”, but the voting public also understand that the Obama administration took what they inherited and tripled it with reckless spending policies—the Pelosi Porkulus—”too big to fail bailouts”, and backroom deals to buy votes. Only the liberal media’s resolution to look the other way has prevented Obama’s numbers from tanking further, when they would have had Bush up for impeachment proceedings for tearing up the constitution and driving this nation into economic peril.

For you folks that voted for Obama, you got just what you elected and deserve—a community organizer that is certainly NOT GEORGE BUSH.

I um, shall we say talk to libs. The last administration has worked for them on so many levels that the subject has become a reflex. I ask them for specifics and all I get is budget and deficit numbers. But it is too late as their whole right brained team is on the message! The Repubs better put together a defense of that administration’s bloopers. And…what did he lie about? What was so awful about his Katrina response? Do they think that the 9/11 response cost money?

No answer.

They better be ready to defend that administration like he was running again. They have Rove’s book coming out. I would like to see a pocket sized, Dana Perino “charge deflector”..what they really need is the former prez to break tradition and attack the jerks. But I guess that would just make it more of an ‘item’…

Considering the blame Bush mantra heard on the political shows yesterday….I don’t think Gibbs, Axelrod, and company got that memo.
