So much for shovel-ready projects

Democrats insisted that they would usher in a wave of new jobs by speeding up spending on infrastucture, especially road construction. All across the US, signs began appearing that heralded the local traffic snarl as a product of the American Recovery and Reinvestment Act — Porkulus, as we came to call it. Did it do anything to create or even “save” jobs? The Associated Press says no (via Desmond L):
Ten months into President Barack Obama’s first economic stimulus plan, a surge in spending on roads and bridges has had no effect on local unemployment and only barely helped the beleaguered construction industry, an Associated Press analysis has found.
Spend a lot or spend nothing at all, it didn’t matter, the AP analysis showed: Local unemployment rates rose and fell regardless of how much stimulus money Washington poured out for transportation, raising questions about Obama’s argument that more road money would address an “urgent need to accelerate job growth.” …
AP’s analysis, which was reviewed by independent economists at five universities, showed that strategy hasn’t affected unemployment rates so far. And there’s concern it won’t work the second time. For its analysis, the AP examined the effects of road and bridge spending in communities on local unemployment; it did not try to measure results of the broader aid that also was in the first stimulus like tax cuts, unemployment benefits or money for states.
“My bottom line is, I’d be skeptical about putting too much more money into a second stimulus until we’ve seen broader effects from the first stimulus,” said Aaron Jackson, a Bentley University economist who reviewed AP’s analysis.
Even within the construction industry, which stood to benefit most from transportation money, the AP’s analysis found there was nearly no connection between stimulus money and the number of construction workers hired or fired since Congress passed the recovery program. The effect was so small, one economist compared it to trying to move the Empire State Building by pushing against it.
This is important for two reasons. If Obama tells the country that his stimulus plan worked, this analysis shows that it didn’t. Of course, we hardly need that anyway; Friday’s jobs report shows clearly that the economy has bled jobs at a constant rate all through 2009. The only reason the unemployment rate stayed at 10.0% was because so many people stopped looking for work at all. The number of people in the job market dropped to its lowest level since 1985.
The second reason? Obama is about to offer the hair of the dog for the national hangover. He wants Porkulus II, with even more spending on road construction that didn’t dent the employment picture at all the first time. AP’s analysis shows that it won’t create or save jobs the second time around, either.
In fact, the road-construction stimulus has a lot in common with Cash for Clunkers and the homebuying credit. All are temporary and limited attempts to get a one-time spike. It’s almost like a checklist rather than a strategy for creating long-term growth, a way to look busy without doing much of anything at all. Obama is stealing roadwork from the next few years and front-loading it into 2010. Not only will that not create much employment now, it will create a depression in the road-construction industry for the next several years.
It’s time for this administration to admit that it has no idea what it’s doing. Obama needs to fire his economic advisers and start listening to people who understand how to create long-term growth rather than government-managed misery.

At 60 per cent of these construction areas that feature this “American Recovery act” sign, there are no workers; just orange cones and orange signs.

hotheads–these 40 lb brainstems are a group that we need to understand better and fight with knowledge. Thomas Sowell has a new book, “Intellectuals and Society” and it is a scholarly, but scathing rebuttal at the failure of intellectuals in terms of economic and social policy. I just started it and it’s a book about intellectuals, not for intellectuals (although highly recommended).
It’s more revealing than Liberty and Tyranny was about statist liberal plans, how they go about urban planning, how they see economic resources, freedom etc. Check it out.

And nobody is even pointing out the massive irony that this Administration wants to dump more money into road and highway construction– you know, those projects that make it easier for people to get around in their gas-guzzling, globe-warming SUVs!
The trith is that our economy is severely dislocated and will be for a while. We had a hell of a lot of people employed by a housing and construction boom that isn’t coming back, and neither are those jobs. It may or may not need some central planning to figure out what to do with all these displaced workers, but it would be nice if at least our leaders would tell us the truth and stop borrowing money to put band-aids on a gaping wound.

If they want to create jobs, they need to focus on drilling for oil and gas, building refineries, and building nuclear reactors. New roads and bridges would then be built to access these new centers of working capital. Resources must be created and utilized to spur economic activity.
Soon little sandwich trucks and Subways shops will also start popping up post haste.

It won’t happen abruptly, but gradually as governments at all levels run out of money and cannot pay any more unemployment benefits and former workers drain all of their savings. We aren’t at that point yet, but we are well on our way.

Road and bridge construction contracts are some of the slowest to come to fruition. Heavy construction is a lagging indicator – often the next downturn has begun while the barricades are still up. As with the bulk of the ‘stimulus’, the effect is too little and too late, at an enormous cost.

The goal of the so-called stimulus was NEVER job creation. It’s goal was two-fold. (1) The transfer of wealth from the private sector to organized labor as payback for their help in electing this conman, and (2) the intentional destruction of our economy that is needed to keep the crisis alive, so that it can be used as justification for the erosion of our economic and personal freedom. In those regards, the stimulus has been a smashing success.
Seriously, how can anyone be surprised by this “news”. It doesn’t take a genius to figure out the the futility of paying a man to dig a hole and paying his neighbor to fill it back in. Sure, you created two “jobs”, but nothing got done and no wealth was generated. It was merely shuffled back and forth in the massive Ponzi scheme called “progressive” economic policy.
Using that $787 billion to give every adult in the country $4500 worth of scratch tickets would have done more for the country’s economic well-being than this money-flushing fiasco.

More than that, federal funding of local road projects promotes suburban sprawl in that the residents can more easily choose to to live in these “far flung” suburbs since they do not have to bear the brunt of the cost to make the required roads.
I am not against suburban sprawl, but if you want to live out there, pony up the cash for your own roads.

“Green jobs” from what I can tell are this mythical sector of the economy where jobs are just waiting to be created if we can only get those evil fossil fuel producers to shift their resources and focus primarily on developing “alternative” energy sources.
Only problem with that is it requires massive government subsidies, drives up energy prices, and offers an insufficient energy supply based on our needs. In other words, it’s an economic nightmare and the Dems want to actually waste taxpayer dollars promoting it.

I drive by one of those signs on a regular basis and it always makes me mad. The project was long-announced and already funded by other means. To make it part of the “recovery plan” all the county did was change the funding source. It didn’t create any new jobs it just made it a federal project instead of a local one. Not one new job was created as a result of that sign.

These are all union projects so the union rules stipulate that no working below 50 degrees,over 75 degrees,rain,snow,night or winds over 5 mph. Please check back when conditions are perfect between 10 am and 1 pm to see your tax dollars at work.

Everyone laughed at John McCain during the campaign and afterward for failing to have an economic plan, but a few of his ideas would have gotten us on a much stronger path today had he been elected.
1) Begin a massive nuclear power program, which would produce lots of construction jobs, eliminate the speculative bubble in oil prices, and get us on a faster track toward energy independence and cleaner energy.
2) Eliminate the tax deduction for employer-paid health insurance and make insurance premiums deductible for all individual taxpayers.
3) Instead of a trillion dollars of new wasteful “stimulus” soending and bank bailouts, use less that half of that amount to buy all the toxic mortgages from the banks and work out modifications with the borrowers. This would keep them in their homes, stabilize home values, and clean up the balance sheets of the banks so they can start lending again.
4) Wind down Fannie Mae and Freddie Mac.
5) Fix the uptick rule and other SEC rules to prevent speculative manipulation of bank stocks and bear raids.

I think most of the ‘stimulus’ money was simply used for projects that were originally planned to come out of State coffers.
O.C. or others may be able to confirm this, but, last time I was in Omaha, the radio news was talking about a large highway project that was supposed to begin in 2009, but was postponed until 2010 so they could use stimulus money.
What the people in Washington, and their supporters do not realize, is that the amount of money spent on ‘Stimulus’ is very minuscule in comparison to the amount of money that moves around in the private sector on a regular basis. Their objective should be coaxing the private sector to invest and expand, not to give them a handout.

All the States did was swap their own money for Fed money and shore up their budgets. The projects were already funded so no new jobs were created. It takes years to get a road project going with all of the bureaucracy involved.
Reid, Pelosi and Obama knew it and didn’t care. All they wanted to do was bribe the congress critters.

Virginia used stimulus money to pay off debt, but they’re still in debt and are waiting on more stimulus money. It sure didn’t go towards any new jobs, in fact the state put a freeze on hiring. Now they’re taking money back from universities for the 3rd time and haven’t given raises in 2 years. Except to the university presidents, of course.

Its been a very normal amount of Road Construction as far as I can tell… actualy LESS since they finished rebuilding the I-25 corridor a year or so ago…

The problem with stimulus money going to building power plants, transmission lines, etc. is that most power plants are owned by for profit companies (I work in the industry). Therefore, they want to keep generating capacity at a rate that the market will bear. If you increase the capacity, the power rates decrease which means profits decrease.
TVA has a nuclear power plant in northern Alabama that is completely functional but not in operation because it would cause the rate to decrease due to the new increase in power supply.
Even hydroelectric plants do not always generate electricity when they are discharging water. The Hoover dam is limited in the amount of power it is allowed to generate because it would hurt private power providers profits.

People, I saw that sign and it gave me the chills. In Puerto Rico, this same thing happened. The ex-governor boasted about $1B dollars, destined for “special communities”. These “special communities” needed help to renew housing, recreational parks, safety, you name it it was on that money pot.
Now check this: Any sign nearby a condo, or a residence drove the appraisal price down. Why? Because it was located near a “special community” area. What is a special community? Lower income families, welfare people with kewl cars and satellite, rampant crime area, so the area had a sign as a “label”. A friend’s house back then said that her property (house) went down $4-5K as soon as those signs were posted near her home, even though it was not located nor was that type of community.
Supporters of this humongous project claimed, as you can imagine, all sorts of change for the people of Puerto Rico, and it would improve the quality of life for all of us (I used to live there then) and overall, create jobs and bldgs. that “would” provide services of all types inside the special community area. To help people, ykwim.
Lo and behold, signs popped everywhere, but barely any construction. Questions started to arise, about the budget and the monies destined for the “billion dollar” project. This task was assigned to one person, a woman back then, in charge of the whole island. The “special community people” starting making their voices louder, saying, “Where’s our money, where’s our recreational parks for kids to play safe?” And it went on, and on…
Rumor is, those funds were swept under a rug, and the ex-governor laundered the money along with her husband at that time, who is a serious investor. I don’t know how this compares to what you guys call a “slush fund”, but indeed it was all signs and no work, or barely any work at all.
People wanted to seek blame, who was responsible for the mismanagement of the whole cahuna. Well, the governor blamed it on the chick SHE APPOINTED to do the job! Sounds familiar, huh?
I could sit here part of the afternoon fetching links to all this dilemma, remember all of it is in Spanish. Thanks to that governor, I ended up here since in the US, because Mr. PPF lost his job, thanks to her and her changes in admin. to the hospital he used to work at (public).
I wanted to add, for the record: The ex-governor of Puerto Rico, Mrs. Sila María Calderón, was the first woman to become governor.
Coincidence: Mr. Barack Hussein Obama is the first African American President of the United States.

Here in Oklahoma, the stimulus did create one full-time job and eight part-time jobs at OU. For research on Peruvians who live in mountains.
“This particular grant will pay the salary of one full-time employee and eight part time students for five years.”
This particular grant is $650K of the $10M that OU received because of the stimulus bill.
w00t. I’m SOOOO thrilled. (/SARC OFF) I guess you could say that the bill really did do what it was designed to do: save or create more jobs. I just think that one full-time and eight part-time positions for only five years is a bit pathetic. Not to mention a bit of a let-down. I wish that we private citizens had gotten checks instead. I might have made the crap sandwich a little more palatable.

I drive across the State of New Mexico via I-40 about 16 times a year to go and pick up a grandchild or drop one off. They have had several ongoing projects since mid 2008. Once the porkulus bill got passed they suddenly put up the porkulus signs for these projects. Projects that had already been funded. If other states are doing the same it is no wonder that new jobs haven’t been made.

No, that’s not true. The people that are fooled are those who did and will vote for lefties like this. I’d wager any amount that Obama, et al , know exactly that Porkulus I and Son of Porkulus would do- nothing. or at leat wouldn’t do what was advertised. But it would appease the useful idiots that vote to put those in power.

If they pass a second porkulus then they will have officially met Einstein’s standard for insanity, per this AP report. Unless the result was the one they wanted.

Hey there’s a sign just like that one in the post about a mile from my home on Virginia State Rt.3. Best I can tell that sign is the only thing that’s been worked on in the last year.
