Hope that terror attack didn’t ruin the NCTC chief’s vacation

Most people assume that the people working in counter-terrorism — especially those in charge of the effort — understand that the job is 24/7. If an attack happens, Americans visualize pagers and cellphones ringing, experts rushing back to their battle stations, and directors ensuring that they get answers now, dammit! What they don’t visualize is the man in charge of the National Counter-Terrorist Center schussing his way down the slopes after the first confirmed al-Qaeda attack attempt in years (via Jammie Wearing Fool):
The top official in charge of analyzing terror threats did not cut short his ski vacation after the underwear bomber nearly blew up an airliner on Christmas Day, the Daily News has learned.
Michael Leiter, director of the National Counterterrorism Center since 2007, decided not to return to his agency’s “bat cave” nerve center in McLean, Va., until several days after Christmas, two U.S. officials said.
“People have been grumbling that he didn’t let a little terrorism interrupt his vacation,” said one of the sources.
The NCTC, the post-9/11 clearinghouse for intelligence to detect terror plots against the U.S., is under intense scrutiny for failing to “connect the dots” on Nigerian bomber Umar Farouk Abdulmutallab.
Lee Hamilton complained today that CT efforts and the people who run them — all the way up to President Obama — have grown “too complacent.” This seems to be something else entirely. Being complacent is a diagnosis for allowing Abdulmutallab to keep his visa even after all of the intel we had on his intentions. Shrugging off a confirmed AQ attack attempt in order to continue one’s vacation is something else entirely — more like a dereliction of duty.
Some will draw a parallel between this and Obama’s decision to stay in Hawaii. However, Presidents remain on the job regardless of their location. One can certainly criticize the optics of staying in Hawaii rather than returning home to the White House to handle the situation, but Obama had plenty of resources at his command in Hawaii to actually do his job. The same cannot be said for Leiter. His job is in the NCTC, and it can’t be done from the ski slopes, not even with a hands-free Bluetooth headset connected to his cell phone. The need for Leiter’s leadership was obvious from almost the first few hours, when people wondered how American intel allowed the EunuchBomber to keep his visa after the State Department got a tip from his Nigerian banker father that his son was a danger to the US.
If heads should roll after this incident, perhaps Leiter’s should be first. And perhaps that’s already in the works:
Leiter – appointed by President George W. Bush – already ranked high in the buzz over whose heads could eventually end up on Obama’s chopping block.
Without mentioning Leiter or the NCTC by name, Obama made it plain in a Tuesday speech that there was intelligence in the center’s hands that should have been “fully analyzed and fully leveraged” to stop Abdulmutallab from boarding Northwest Flight 253.
Who appoined Leiter is immaterial. Obama kept Leiter in position, but that’s also immaterial now. Get us someone who understands that a terrorist attack that only failed through the incompetence of the attacker is a national-security emergency and who acts accordingly, and Obama will have done the right thing.
Update: Jake Tapper reports that the vacation may have been a bit different than first reported:
Leiter stayed late at the NCTC on December 25, an intelligence official tells ABC News, and the next morning he held secure communications working the issue with many in the U.S. government.
He did go on vacation the day after the attempted attack, but a close associate of Leiter says that the leave was quite different than the carefree “ski trip” being depicted.
Leiter is divorced, and the purpose of the ski trip was to take “his seven-year-old son for his birthday to meet his grandparents,” both of whom are in their late 70s, the close associate tells ABC News.
He did so only “after explicit consultations with both the White House and the Director of National Intelligence,” McDonough said, adding it “did not affect in any way his ability to remain engaged with all elements of the United States Government. “
The trip to see Grandma and Grandpa couldn’t wait another couple of weeks? Barack Obama couldn’t make it back to Hawaii after his grandmother’s death because of the election, but he’s OK with the NCTC chief heading out of town for a week so he doesn’t disappoint his son’s desire to spend time with his grandparents? Maybe Leiter could have bought a couple of tickets for his parents to come to visit instead. It seems to me that a lot of people in this decision chain need to put their priorities in order.

I’ll bet he stays on for a couple reasons.
1) canning him now just makes Obama’s flaccid response look even worse. After all, Obama didn’t even call it terrorism at his casual press conference without a tie.
2) He’s a BUSH guy. Obama probably doesn’t know anyone fit to replace him. Obama’s picks are notorious for vetting problems because they are all wild-eyed radicals and screw-ups. (Panetta, Geitner for example)

Yes, that’s exactly what we visualize. Like the 8 CIA field officers rushing to a car or meeting with an AQ informant who indicated that he had time sensitive intel on AQ leadership. That’s what they should do, within reasonable limitis. These CIA guys were eager and willing to get at the people who want to hurt Americans when the double agent detonated a suicide vest.
The optics of this NCTC official was that he was either uninterested and/or unwilling to do anything besides ski as a result of this UFA airline plot. Would those same CIA agents continued lounging in their bunks and playing Xbox been afforded the same “latitude” that Mr. Leiter may receive had this informant been waving his arms at the gate with time sensitive intel?

As a somewhat related topic, I have to say all the news stories about events always seeming to ruin Obama’s vacations. I couldn’t help but think: It’s for FOUR years -not a long time at all. He campaigned endlessly (still is)for the job. It’s ridiculous for him or anyone to complain about this nonsense. It’s such a small thing, but we really deserve better. And we should demand it much louder than we are. Both from him and the freaking media. It was just very depressing, but not for the reason they intended.

This seems like a pretty calculated leak to shift blame for this intel failure to a Bush appointee. This guy might have been in direct contact with his office and subordinates continuously on Christmas Day..who knows? His physical location in this age of connectivity isn’t almost meaningless.
This leak means he’s been picked to take the fall. Time to leave on your own pal..their handing you your hat. Which is a shame since we have no way of really knowing how competent this fellow is. We may be trading Lou Brock.

Keep them all in their jobs. Let them prove their competence. Make it be known that what we expect is this;
there is a burden of convincing that is borne by the government. They have to build a “warm fuzzy” in us that convinces us that they are doing everything we need them to do to quickly get to the bottom of something. Demonstrating competence, leveraging resources, interdepartmental communication and being forthright with timely information are things we expect. When those don’t happen then…it really looks as if:

I don’t expect the president to rush back to the WH for something like this. I do expect his departmental chiefs to pull some 24/7 coffee/donut powerpoint brief and interview shifts for a few days and to jump through some extraordinary hoops to get on top of exactly what happened. All the way down to the ticket agent that sold the ticket and the agents that wanded him at the security checkpoints–from soup to nuts these events have to be deconstructed toot sweet by competent professionals who don’t rest until they are. We don’t need finger pointers, we need problem finders and solvers. The easy solution is to call for someone to be fired, the hard solution is just that—a hard solution that needs to be untangled.

Maybe the folks at the NCTC were also told, like the State Department, that they shouldn’t do anything that gave an appearance that they were profiling Muslims. Maybe this guy thought he could be just as effective on the slopes as at work – thanks to Obama’s edict that nobody was ALLOWED to be effective.
Kind of like the FBI being told they couldn’t investigate Black Muslim converts shortly before the Arkansas recruiters were shot by a Black Muslim convert (a terrorist act which played heavily into Nidal Hasan’s view that this was the approach to take).
The same system and in many instances the same people are in place now as when Bush was in office, but under Bush they kept us safe for 7 years. Less than 1 year after Obama took office he was able to neuter the system and people so that we only avoided disaster by mistake.
I don’t think mere apathy is responsible. I believe actual steps were taken to neuter effectiveness and I want it to be investigated by a non-politically-appointed body.

I think that if the dems say every person in the country should be automatically signed up to vote – since every person is competent to choose our leaders, which impacts national security greatly – then every person in the country is also equally qualified to be a Congressman, Senator, President, or sit on an investigative board.
I move that we blindfold the first person we see on the street and have them choose the body to investigate both Congress and Obama’s administration by opening a phone directory from every state and randomly pointing to a name on the page. Each person so chosen should be paid a Congressman’s wage to not listen to news media for 4 years but only hear evidence submitted to it from anybody who wants to present evidence.

Ivy league educated (Smart…????…hmmmmmmm), former Navy EWO (disciplined…???……hmmmmmmm). As a Navy veteran the one thing that happens when a “small” fire starts onboard a Navy ship is “General Quarters” where everyone goes to their battle stations. Having said this, if the ships Commanding Officer sets the tone for a lax environment then this “small fire” is no big deal! This would only happen if the CO wanted to get fired. It is unbelievable that this former Naval Officer did not have the wherewithal to do what he was trained in the Navy to do. Guess being a civilian changes your perspective.
The Navy has fired more CO’s in 2009 than any other year. Where does this lack of discipline come from? It starts at the top, which is why they get fired.
The total disregard for our Nations safety is on the line with these clowns, THEY MUST BE HELD ACCOUNTABLE!!! fire them all and get some true professionals, not politicians to safegaurd our people.

The circular argument must remain unbroken–that all Obama’s problems are because of bush, any problems resulting now, must be traced back to bush, and any references to bush’s incompetence absolutely must be further reflective of …yes! Bush incompetence…. there is simply no way that Obama can fit inside that circle…./ss/s/s/

However…this “knucklehead” did his job pretty well when he worked for someone who expected him to do it well…that would be Bush. When the boss has a lackadaisical attitude, so do those lower down the food chain. When the boss makes something a priority, the employees tend to follow suit.
The difference in performance often lies with who’s doing the managing. Connect the dots.
