CBS: State blew two chances to flag Abdulmutallab’s visa

The video report from Armen Keteyian doesn’t mention it, but the accompanying news story does. State had two opportunities to match Umar Abdulmutallab’s visa with the derogatory information that should have kept him out of the US. Both times, within 24 hours of each other, State failed to make the connection:
According to a law enforcement source, the first failure came on Nov. 19, 2009, the very same day Abdulmutallab father’s, Dr. Umaru Mutallab, a prominent banking official in Nigeria, expressed deep concern to officials at the U.S. Embassy in Abjua, Nigeria, that his 23-year-old son had fallen under the influence of “religious extremists” in Yemen.
The second failure to flag an active visa belonging to Abdulmuttalab occurred the very next day in Washington, after Mutallab’s concerns were forwarded to officials there. It was only after the Christmas Day terror attack in Detroit that U.S. officials learned that Abdulmuttalab had been issued a visa by the U.S. Embassy in London valid from June 16, 2008, through June 12, 2010.
This has nothing to do with watch list rules put in place in 2006. This came from a failure of State Department personnel to double-check the derogatory information against visas issued by our embassies. No one bothered to check whether a man whose father accused him of being dangerous to the US had valid paperwork to enter the country — and we’re lucky that no one lost their lives from that failure.
This is not a political failure as much as it is a bureaucratic failure. I doubt seriously that the Obama administration discouraged people from checking visas against derogatory information. But the administration has to fix the problem, and that won’t happen as long as Janet Napolitano and the White House keeps talking about rules from 2006 and how the system “worked” to save lives.

Those policies put in place by Bush, worked. Those policies, if used by the Obama administration….failed. Not because the system doesn’t work…but because those who are actually supposed to be enacting those policies, and using them on a daily basis…failed.

Okay folks. Let’s juxtapose the information on MAJ Hasan and Abdulmutallab.
Hasan gave a powerpoint presentation to his fellow officers at WRAMC that was deemed suspicious. His fellow physicians suggested he was an Islamic fundamentalist and warned senior officers in his training program.
Abdulmutallab behaved strangely and his concerned father notified the proper authorities, it appears.
I’ll submit that hidsight is always 20/20, but in these two cases, it appears that people around both of these two individuals were screaming that they were potential terrorists and nobody in the government did a damn thing about it.

Truth is, you can’t regulate terrorism out of existence. It’s true that these bureaucratic failures represent a lost opportunity. But if Umar’s entry to the U.S. had been blocked, he’d have just gotten a fake visa.
Likewise, the new rules about a 1-hour quiet time before landing. That doesn’t stop a terrorist, it just means they act 61 minutes before landing. Or just ignore the rule. After all, aren’t there already rules about bringing explosives onto a plane?
The entire history of our “war” on terror through the FAA is one of measure and countermeasure. 9/11 was made easier by our rules governing the takeover of airplanes. After 9/11, we outlawed boxcutters, they went with the shoebomber. Then we forced people to take off their shoes, the terrorists moved the explosives into their pants.
Regulation will never defeat imagination.

I just looked at pictures of each of the most wanted terrorists, then I looked at pictures of terrorists that were caught, then looked at terrorists who are now under arrest.
It is amazing, not one blond woman, not one woman over 35, not one gray haired white male, not one Hispanic, Asian, and each of the names have a commonality…it is pretty obvious there is a pattern, let’s see if we can find it…

I know it’s a puzzle, but when we find out what the common thread is, I bet we can greatly reduce any threat…I am pretty sure none of the pictures and links I clicked on (about 75 different terrorists) were ex U.S. military…and this is kind of serious, non had tattoos, which is a tip off.
If you want to hurry up screening, allow all tattooed people onto the planes…

- got on the plane
- had enough ammo to blow up around 300 people, on X-mas day, close to U.S., on the way to U.S.

I taking that as Obama owns this failure to get Abdulmuttalab’s name transferred to the no fly list or, even at a minimum, to have his visa revoked.
I’d hesitated to hit the Admin hard earlier ’cause I wasn’t sure when his father reported this and was too lazy to search for it. But there is it: November 2009. That’s the Obama Administration’s judgment and policy management in effect, and it has nothing whatsoever to do with Bush.
So, I’ll ask again, is anyone in the media going to ask the Administration who is in charge of the review Obama ordered and when that person will be present to explain how far along in the process the review is, among other things?
