Copper thief gets business end of 69,000 volts

posted at 12:15 pm on December 24, 2009 by Ed Morrissey

Yesterday, I had lunch with a friend of mine who lives in my neighborhood, and he started off the conversation by saying, “The reason you didn’t have power overnight — ”

“I did have power,” I replied.

“No, you didn’t,” he insisted.  “Power was out at my house.”

“It wasn’t at mine.  We’re on a different grid,” and I explained that it bisects at a street between our houses.  And that’s a good thing, too, because I wouldn’t have been able to get any work accomplished if we shared the grid that went down in the wee hours of yesterday morning, thanks to a copper thief that didn’t realize that disconnecting a live, high-power line that connects 7,100 homes might be a wee bit dangerous, especially with snow all over the ground:

An attempted copper theft at an Eagan substation early Wednesday knocked out power for thousands of residents and sent a would-be thief to Regions Hospital.

Eagan police said the 33-year-old suspect from St. Paul suffered severe burns but was in stable condition Wednesday and is expected to survive.

Two other St. Paul residents found near the substation, a 28-year-old woman and a 31-year-old man, were arrested on suspicion of felony criminal damage to property. They were booked at the Eagan Police Department and released.

Joe Miller, a spokesman for Dakota Electric, said the injured suspect scaled a chain-link fence, cut through the barbed wire at the top and then climbed on top of a transformer, where he was injured when he came into contact with a 69,000-volt transmission line.

Witnesses reported seeing a flash of light and hearing a boom at the substation before the power went out at about 12:35 a.m. About 7,100 Dakota Electric customers in western and southwestern Eagan were without power until 3 a.m.

This is a bigger problem than people might imagine.  I used to work in the security industry, focusing mainly on retail, and during the last recession, we had a sharp increase in copper theft from empty buildings.  Retailers and landlords would have to maintain full security systems and monitoring of empty spaces to keep people from breaking into the walls and stripping the copper out, which would then cost a fortune to rewire when the space was needed later.

However, those thieves usually at least attempted to kill the power at the breaker before laying their hands on the copper, and those lines carried at worst 440 volts.  I’m not sure I’ve ever heard of one stupid enough to start dismantling a high-voltage feed to steal the copper.  The fact that he’s alive counts as some sort of Christmas miracle (for him, anyway), and maybe will provide some impetus to go straight.  Either that, or perhaps to learn a little more about electricity before trying this again.

Back in the glory days of liberal Democratic leadership in New York City (1969-93), abandoned buildings in places like the South Bronx or Brownsville would be routinely stripped of their copper plumbing, if they hadn’t been set on fire first.

The amazing part is the guy survived the 69,000 volt jolt. The annoying part will be when he files a lawsuit against Dakota Energy for the injuries he suffered when the substation blew up.

Eagan? My wife grew up in Eagan, then moved to L.A. – kind of a reverse Morrissey maneuver there…

Last year at one of our offices in South Sacramento, they stole all of the comm wire coming into the building at the DEMARC / MPOE. Not only did they steal the copper, but they also smashed all of the punchblocks for the building (about 16 other offices).

AT&T had to pull new wire all the way from a switch down the street. Some of it underground, some of it on poles. It took the better part of two days to get everything patched back together. We lasted 1 day with our repaired T1 facilities, as the thieves hit it again the very next day.

I wonder if the Bonnie and Clyde of the 21st century will be copper thieves?

Joy

My 16 yr old sometimes takes Coke cans to the local scrap metal place, earns ten or twenty bucks. They also buy number 2 (unstripped) copper and number 1 (clean) copper and they pay a lot for it, especially clean copper. One time we had a short piece of copper tubing that used to run to the fridge (I think), anyway when we bought a new fridge I gave him the copper and he got like ten bucks for it; we were surprised they paid so much for such a small amount.

beachgirlusa on December 24, 2009 at 1:09 PM

This copper stealing has become something of an epidemic in the state O’bama claims to have been born in. Some akuheads even tried to steal the copper from the highway lights along the H-3 last year.

Here in New Hampshire, I had copper thieves walk right into my back yard and steal my pricey ($150) shortwave antenna. Luckily they didn’t bother breaking into the house to steal the $1,000 receiver it was attached to.

I’ve dealt with this a lot in my work (back when I had work). Had a 135,000 sq ft building completely stripped over Thanksgiving weekend of 2008. And they also like to saw off backflow devices that regulate the water supply (outside the buildings). We’d replace them and the next weekend they’d be back and saw ‘em off again. We’d spend a fortune building steel cages around the backflows and they’d hook a truck up and steal the cage, too. They take the fittings off fire hydrants. Anything they can get their filthy hands on. It never bothers me for a minute to hear about one going carbon neutral in the process. As for this guy, I wonder how much his medical care will cost the community. It’s probably safe to assume he’s not going to cover it himself.

Justifiable homocide, but the cops confiscated his shotguns both times; some kind of “investigatory” rule. A rancher in the middle of nowhere called at 4 AM and reported no power. I called the “on call” lineman–he later reported that a mile of “hot” 23KV. copper line was missing. The thief was smart enough to open the pole mounted air switches and to kill the line before he stole the wire.

Local police found the wire being melted down in a local scrap yard a few days later. Jail time for the owner and the thief.
