Schwarzenegger wants $8 billion federal bailout

California got $7 billion in state grants from Porkulus, and an opportunity to catch their breath while they attacked a monstrous state budget that desperately needs pruning.  Congress has now begun to consider Porkulus II, with even more block grants for states, enabling them to paper over serious budget gaps.  But that’s not enough for Arnold Schwarzenegger, who wants an additional $8 billion from the feds in order to bail out a state that seems incapable of governing itself:

Facing a budget deficit of more than $20 billion, Gov. Arnold Schwarzenegger is expected to call for deep reductions in already suffering local mass transit programs, renew his push to expand oil drilling off the Santa Barbara coast and appeal to Washington for billions of dollars in federal help, according to state officials and lobbyists familiar with the plan.

If Washington does not provide roughly $8 billion in new aid for the state, the governor threatens to severely cut back — if not eliminate — CalWORKS, the state’s main welfare program; the In-Home Health Care Services program for the disabled and elderly poor, and two tax breaks for large corporations recently approved by the Legislature, the officials said.

Schwarzenegger also will propose extending a cut in the state payroll that is scheduled to expire this summer. That cut has translated into 200,000 state workers being furloughed three days a month, the equivalent of a 14% pay cut. Lawmakers would have the option of extending the furloughs, imposing layoffs or some combination of the two.

The governor is scheduled to unveil his plan publicly early next month. Administration spokesman Matt David declined to comment on the details.

We can look at this from two perspectives.  Taken at face value, a bailout request is an insult to the federalist model of state sovereignty.  The basic act of governance at any level is creating a budget and determining which functions to fund and at what level.  California has failed at this for the last few years, and only stayed out of bankruptcy in 2009 because of the Porkulus cash.  Coming to Washington, hat in hand, should carry a big penalty for California and any other state demanding that citizens of other states subsidize their incompetence — say, the loss of voting rights in Congress until the money gets repaid.  After all, if they’re asking to be a federal protectorate, why should California have any more privileges in Congress than Puerto Rico or other federal protectorates?

On the other hand, one could see this as a political ploy better known as a Briar Patch Strategy.  The likelihood of getting $8 billion from Washington for a bailout approaches the same odds as Barack Obama attending the ribbon-cutting at a coal-fired power plant, for two reasons.  One, Washington doesn’t have the money, and two, giving California a bailout would mean having to do the same with most of the rest of the 50 states looking at a sea of red ink.  The Governator understands this, but knows that he has to ask before demanding the kind of deep cuts necessary to get California back in the black.  In a replay of Br’er Rabbit, Schwarzenegger wants Obama to throw him into the budget-cut briar patch rather than going there himself.

Whether by design or desperation, California’s political class is not likely to get another reprieve from doing its job properly.  Schwarzenegger can blame that on Obama or Congress, but either way, he’s going to have to make big cuts in the budget and quit using accounting tricks to hide the red ink.

Update: Don’t expect the briar-patch strategy explanation to impress anyone, either.  As HA commenter Cubachi put it on Twitter, “The Governator transformed into a girly-man.”

CA has structural problems with its budget. They need to cut programs (better) or raise taxes (not good, but maybe necessary). A bailout of the state would actually be a malicious act in this case, not an act of beneficence because it would delay actual budgetary “healing.”

My city of Wilmington, Delaware has a structural deficit. My county (NewCastle) has a structural deficit. My state has a structural deficit. They all raised taxes last year and made a pretense of cutting spending, kind of. The state government is Delaware’s largest employer and every time the budget comes up every state employee from the governor on down, including and especially the educational establishment (teacher’s union, for those of you in Rio Linda) cry bloody murder and whine and moan about how overworked and victimized they are and how tough they have it.

It is not sustainable.

I live in California, and am disgusted by what I see. From state to my city government, the waste continues as if the coffers were overflowing with gold. Every time I read about or see any elected official, I want to vomit.

They shoot more street scenes in Michigan than they do in Los Angeles, because Michigan tax laws treat film companies as MVPs, whereas California and Los Angeles loot the film industry the way Michigan and Detroit do the car companies. Look around at how many new movies are staged anywhere BUT California.

If your state needs federal funds, please contact Nancy Pelosi or Barbara Boxer who know how to go through the proper channels to secure said funds, (see the Ben Nelson “compromise”). While governors carry no weight in this process, I also suggest that if you need eight billion, you should ask for sixteen or twenty. Further, be prepared to get your voters in line to protect the democrat positions that run your state government—there are no exceptions to this proceedure, (see Chicago politics manuel).

Hahaha, just another example of how people are starting to find out just how incompetent our “leaders” are. If they were fiscally responsible in the first place they wouldn’t be in this mess. I imagine if I had an income of $1 million a year and I spent $12 million, it would only be a matter of time before I’d be in big, big trouble. But states just keep on spending like there is no tomorrow and then stick out their hand for more money. And big government just hands it over. Disgusting. They’re no better than thieves, stealing our taxes and handing them over to idiots who don’t know the first thing about economics.

The idea above is a great start, less giving them the money. If a state declares bankruptcy. they lose all of the above, AND their electoral votes, until they become totally solvent once again. California is just the first state in big time trouble due to liberal leaders, and there are several more poised to follow.

Reid’s poll numbers already are in the tank, but he might as well announce he’s retiring to spend more time with the family if he tries to push this one though, no matter how fondly Nancy and Barack might look at the option.

In one of the headlines, some idiot writer from the Daily Beast actually credits Arnold with winning the Global Warming debate with Palin. That in and of itself is funny. But the writer goes on to say that Arnold really called Palin out when he said “What are her motives for doing this?” My question is is that same writer going to call Arnold out on his asking for a bailout? Is anyone going to ask: Was this the reason that Arnold has been so cozy with Obama? Was he looking for an 8B dollar bailout? What were HIS motives? Something tells me I won’t get the answers to these questions.

I said this on another thread a couple of weeks ago.

Back when Arnold first ran in the recall election, conservatives were arguing for either voting for a real conservative, or allowing Davis to remain as governor. We argued that Arnold was a squish at best, and was likely to become more liberal in office. And, by electing a squish “R”, we would basically take away the powerful message of “look, the dems have destroyed California.”

Whether fair or not, once a republican was governor, the dems could pretend the fiscal crisis, etc., was a bi-partisan created problem and not take the full blame.

But, of course, at the time the “moderates” or “pragmatist” republicans kept telling us it was better to win with a liberal republican than lose on principal. Hugh Hewitt was a particularly vile purveyor of this message, calling conservatives that did not want to see Arnold win all kinds of names.

Everyone knows that in politics you have to make compromises. But, as conservatives keep trying to tell our “moderate” friends in the GOP, there still has to be some core principals that are not bargained away, otherwise there is no point. At some point you have to say “no, I would rather lose this particular election than compromise this much on core beliefs and principals.”

When mistakes like Arnold are made by the “moderates” or “pragmatists”, they never apologize, nor learn, or admit they were mistaken. They continue to berate those of us that want to hold the GOP to some kind of conservative standard, arguing that it is all about winning, not principals.

Yes pragmatists, you can’t accomplish anything without winning some elections. But if you win elections without any principals, you will still accomplish nothing. Worse, you may do real damage. Arnold has been proof of this. In a state where the GOP could have had a clear message of “look at the incompetence of the liberal/dems who have destroyed the state”, there is now a muddled message that is watered down by a RINO governor.
