McConnell’s takeaways for an earlier Christmas Eve vote

Senate Minority Leader Mitch McConnell has been taking a lot of grief over his agreement to get to a final ObamaCare vote a few hours earlier on Christmas Eve. Many conservatives expressed anger and disappointment that the Republican leadership appeared to retreat from an earlier pledge to offer every last parliamentary procedure and each minute of available debate to delay the vote and highlight the bill’s objectionable components. However, Byron York reports that McConnell got a pretty good deal in trade for a few hours of rest:
Some commentators have accused Senate Minority Leader Mitch McConnell of caving to Democratic pressure by agreeing to hold the vote on final passage of the national health care bill on Christmas Eve morning as opposed to the originally-planned 7 p.m. “Mitch McConnell Surrenders,” reads one blog headline. “McConnell Weasels Out,” reads another.
But according to a well placed GOP Senate source, it was Majority Leader Harry Reid who approached McConnell in hopes of holding the vote earlier, and McConnell, who was prepared to go ahead with the evening vote, got some key concessions from Reid in return for agreeing to move the vote up a few hours.
There’s no doubt that McConnell, with just 40 Republican votes, holds the weak hand in negotiating with Reid. But according to the source, in exchange for agreeing to hold the vote on Christmas Eve morning instead of evening, McConnell got Reid to agree to hold a high-profile debt-limit vote next month — just before the president’s State of the Union address — instead of burying the issue later, as Democrats had wanted. In addition, McConnell got Reid to agree to showcase a number of deficit-related Republican amendments, forcing Democrats to vote on issues they had hoped to avoid. …
But back to the problem at hand: Reid wanted to leave town earlier than 7 p.m. So McConnell offered him a deal. The Senate comes back into session on January 20, just a few days before the State of the Union address. McConnell offered to hold the health care vote a few hours earlier on Christmas Eve if Reid would agree to take up the debt limit issue on January 20, and would further agree to hold a specific roll-call vote that day on raising the debt ceiling, and would further agree to consider, and vote on, five Republican amendments related to out-of-control federal spending.
In the debt debate — the one Democrats didn’t want to have — GOP senators are expected to offer amendments to end the Troubled Asset Relief Program, or TARP, as well as amendments on a budget-cutting package, on a deficit-control commission and other spending-related items.
That sounds like at least an interesting trade. In exchange for a few hours of floor time that almost everyone would have ignored as they spent time with their families, McConnell now gets to hold some critical roll-call votes on spending and bailouts just before Obama shows up to talk about deficits and uncontrollable spending. Democrats will also have to vote to raise the debt ceiling just hours before Obama cloaks himself in the mantle of a deficit hawk. If nothing else, it forces Democrats to either embarrass themselves for the SOTU or actually do something about runaway spending.
It’s also good to remember that while the final vote comes tomorrow on Christmas Eve, the final cloture vote comes today, and would have done so regardless of any deal or lack of same between the two leaders. All Harry Reid needs tomorrow is 51 votes to pass a bill that is apparently going nowhere. Even without the last few hours before Christmas, the White House has thrown in the towel on getting anything done until February.
Basically, McConnell conducted a tactical retreat on one symbolic front that won’t affect the trajectory of the bill at all, while advancing on a couple of symbolic and substantive fronts later. That deal may or may not be worth it — frankly, it seems like a big win to me, but your mileage may vary — but it wasn’t just an agreement to get a few more hours of vacation for both sides.

These fools are not embarrassed about anything they are doing (see James Clyburn), and of course they aren’t going to do anything about runaway spending-they’re democrats. They will all stand and applaud every lie Barry says in the SOTU. The Republicans should either boycott it, or walk out during the first part. The time for playing nicey nice is over.

Any news on who will give the GOP response to SOTU? If it’s an effective speaker (unlike last year), it would an important speech, laying out the GOP plan for November 2010, and clear differences between the parties.

Nah, I kid, none of that it going to really harm Obama. The media won’t report it, and even if they do, it will be overshadowed with the State of the Union, and as SpiritOf1776 pointed out recently, Obama will probably just incorporate it into his speech and tout the bipartisan support for increasing the debt limit.
No, what really mattersed is delaying this treacherous health bill long enough for people to read it and reveal it’s flaws while it, Obama and the Dems continue to plummet in the polls. What is was important is to delay it until the distractions of Christmas are over. To that end, they should have forced the bill read aloud, as DeMint promised and then failed to do, and delayed it until after the Christmas season, thus further imperiling the Democrats 2010 prospects.
But hey, McConnell may have failed on the really important thing, but I’m sure his promise of bipartisan support for increasing the debt limit has Obama and Reid on the ropes! Pow! /sarc

Secretary: I’m sorry, he isn’t in. Turns out the caucus is all at the White House for a meeting. He did say to let you know he couldn’t find the votes to bring your amendments to the floor.

Secretary: That’s been rescheduled for Friday the 29th at 5pm. Does that work for you?

When the report came out that McConnell had given up the floor time I didn’t think it mattered that much. The vote was in the bag whether it was held in the morning or the evening and as AP says here, no one was going to watch the foregone conclusion in favor of doing the family thing anyway.
This trade is a MONSTER win I think. Reid is an idiot for agreeing to it. Giving time for DeMint, Sessions, etc to rip the Democrats for their crazed spending just days before SOTU? THAT, ladies and gentlemen, is ENTERTAINMENT!

Clueless…McConnell is so naive that he actually thinks he will get these concessions…oh, he might get something similar, just to save face, but not what he is expecting…and Reid will say “sorry Mitch, I tried”…Mitch is a wimp…he just doesn’t get it.
Ask Bush senior how honorable the dems are when he finally agreed to increase taxes with the promise that they would not make it a campaign issue…”Read my lips”…Obama’s promise of transparency, the promise of 48 hours before any bill will be voted on…all bills will be put on the internet.

Not to say that it was a bad trade. Since, as you say, the Senate Health Care vote is a done deal, there’s little political mileage to be made from playing Scrooge and keeping all of those doddering, drooling, Depends-wearing old fools in the Senate from seeing their grandkids.
Honestly, it’s sad that this is the best the Republicans can manage, but with a whole 40 votes, what do we expect….
Besides, the sooner Ben-edict Nelson gets back to Nebraska, the sooner the good folks of the Husker State can let him know what they really think of him and the “Ben Nelson Forced Retirement Act of 2009.”

Yes, we know you’re going to lose the vote but some of the people in this country still believe in fighting for principles. The deal assumes that A.) The Democratic leadership won’t try to revise and extend the parameters of the plan, though some sort of adjustment of the schedule that day; B.) That other than Fox News and talk radio, this is going to get any sort of coverage at all, as opposed to all the “What is Obama going to say to the American people on the anniversary of his historic inauguration?” reports that the other networks at the major newspapers and magazines will be turning out.
It’s basically swapping one symbolic gesture for another one, but the gesture involving the health care debate already is in the public spotlight. McConnell’s gambling he can get people outside of the usual conservative political junkies to care about the gesture four weeks from now. My guess is that other than CSPAN and Fox, he’ll get more face time from the remaining media outlets if he goes on the floor of the Senate and makes his picks for the AFC and NFC Championship games.

Like I said earlier, this would be a good deal IF everything happens as planned. I honestly wouldn’t be surprised if Reid tried to raise the debt ceiling by the whole amount tomorrow.

McConnell is concerned with only two things: being “collegial” and feathering his own cushy nest. He has no guts, and probably no longer even cares about long-term consequences of his behavior.
For him, like Gingrich, it’s all about publicity and “process,” a cool video game played with other peoples’ money and (in the case of the current steaming pile of dung legislation) lives.
There is too much insulation between D.C. politics, the “punditocracy” and reality.
The hell with it. I guess we’ll just have to wait until it’s time to clean up the wreckage of our nation to find someone with the huevos to stand up for what’s right.

If McConnell had any tactical sense he would tell Reid tell that if he has any idea about not living up to his promise, that it would be out of Mitch’s control and that Sarah Palin would have to give the answer to the SOTUA. Even old Harry wouldn’t stupid enough to allow that. Someone above is correct in that the media will not report any debate on the budget or anything else that would help the R’s.

Oh, Reid & Co. prove continually that they have balls. We may not like it, but they’ve got big brassy ones. Hell, Pelosi’s got more balls than most of the Republican contingent up there.

All these arrogant bastids do is rub salt into the open wound that America is now. May she be so enraged that she’ll revolt and eat them all, every oz of them. They deserve no less than universal shame and destruction. It’s either her, or them. If we don’t revolt, we deserve them, forever.

They need to vote on the temporary budget extension, which is what forces Reid to keep his promise to McConnell later in Jan, I think. They’ll probably vote on that just before health care.
What they should be doing, is reading the bill, with the first cloture vote still ahead after Christmas.

Given the underhanded and dihonest tactics we have seen from the Democrats in general and Harry Reid in particular my bet is that this deal ends up getting welched on when the time comes to deliver.
Watch to see what happens in January. Reid will come up with some dirty trick to get out of this and McConnell will end up with nothing.

Just more proof the republicans in congress are out of touch. The health care bill will destroy the insurance industry, destroy the health care system and destroy the American economy. The out of touch republicans think it is just more business as usual and as long as they keep their jobs it doesn’t matter what the democrats pass. The republicans have been sitting back and riding the wave of citizen dicontent without really doing anything. We have to turn on our tv’s and watch democrat congressmen from every corner of the country getting air time and our own guys don’t even try to get on tv. When was the last time boehner or mcconnell were on cavuto or hannity or even matthews? My congressman is anders crenshaw and I think I am going to file a missing persons report on him with the local police. It will not matter what happens in the 2010 elections if boehner and mcconnell remain in control. These are the same guys who helped oversee 12 years of republican control that solved nothing. If the republicans had pushed a quarter as hard as the democrats are now it wouldn’t have even mattered if they didn’t get bills passed, the democrats would own all the problems we are dealing with now.

First, I suspect the deal is a bit more detailed than the news reports.
Second, all the “as if Reid will keep his promise” criticism misses a pretty important point:
It’s not like McConnell was trading anything of value (the final passage vote occurs a few hours earlier) except to other members of the Senate & their staff.
Our side doesn’t have the votes to stop it.
Next November, no one’s going to walk into a voting booth and say “I’d vote Republican if they had refused to move up the Health Care vote, but now – no way.”
A big part of the Republican ’10 campaign strategy is going to be “Had Enough?” Getting votes on amendments, etc. that speak directly to “Had Enough?” voters concerns is worth more than delaying the Health Care vote by a few hours.
And when Reid repudiates the deal ….
Republicans get to talk about broken promises, etc. in January, just before SOTU, when there’s likely to be a bigger audience paying attention than there is now.
