Naw, Gibbs is a wimp, working for a wimp (as if that is a surprise).
He might have lost his cool a little here (even wimps have a limit) but I suspect it is because he is a racist and was being pushed too hard by furriners. He ain’t smart enough to have another excuse, or he would have taken another job.
He will take a paycheck from anybody, and say what they tell him.

The Chi-Coms need us as much as we need them, and everyone knows it. If they can’t peddle their containers of cheap consumer goods in the USA, then they’re going to have serious problems at home.
