Report: White House orders Reid to make a deal with Lieberman; Update: Obama summons Senate Dems to WH
posted at 4:07 pm on December 14, 2009 by Allahpundit
Ace thinks this is an elaborate kabuki by Obama and Reid to kill the Medicare provision while protecting Dingy Harry from nutroots reprisals by scapegoating Joementum. Is it?
The White House is encouraging Senate Majority Leader Harry Reid (D-Nev.) to cut a deal with Sen. Joe Lieberman (I-Conn.), which would mean eliminating the proposed Medicare expansion in the health reform bill, according to an official close to the negotiations.
But Reid is described as so frustrated with Lieberman that he is not ready to sacrifice a key element of the health care bill, and first wants to see the Congressional Budget Office cost analysis of the Medicare buy-in. The analysis is expected early this week.
“There is a weariness and a lot of frustration that one person is holding up the will of 59 others,” the official said. “There is still too much anger and confusion at one particular senator’s reversal.”…
Democrats are frustrated because they believe Lieberman keeps moving the goal posts. He supported the Medicare buy in the 2000 presidential campaign, and in September reiterated support for the plan in an interview with the Connecticut Post.
If it’s kabuki, why send the bill to CBO to be scored? Reid could simply hold onto it, wait for Lieberman to preemptively shoot it down, and then claim the “ol’ college try” political cover he needs to please the left. By sending it to CBO, he’s taking a risk: Given the crumbling polls and wavering by Blue Dogs like Nelson and Lincoln, if it comes back graded as a budget-buster, centrists may decide that there’s no way to get to 60 and the whole thing could collapse. Don’t forget either that they’re desperate to pass this by Christmas so that public anger will cool a bit over the holidays and The One will have a major accomplishment to stroke in his State of the Union speech. If it drags into January — as one Senate aide tells John Hawkins will certainly happen — those benefits are lost, which leaves Reid with little time now to mess around with kabuki. In fact, according to Politico, if they don’t hold a cloture vote by the end of this week, this thing ain’t happening in December. Besides, if it’s all kabuki, why rely on Lieberman to be a scapegoat “no” vote instead of recruiting your own? Mark Pryor comes from a red state and isn’t up for reelection until 2014; progressives aren’t going to go after him and give up a seat, especially that far into the future.
One other reason to believe this isn’t kabuki: The leader of the House’s progressive caucus told ABC today that he absolutely wants a conference committee with the Senate if/when it finally passes something, which makes the “ping-pong strategy” for passing a final bill unlikely. That also points to nothing getting done this month, but more importantly, it suggests that Reid’s Medicare idea is on the level. He has to give the liberals in the House something in the way of a public option if they’re going to ping-pong this, and right now, thanks to Lieberman, he’s giving them nothing.
Here’s a fun new clip from Naked Emperor News about the curious similarity between the Medicare buy-in and The One’s dream scenario of getting to single-payer piecemeal. Not sure how that squares with kabuki, either. Exit question: What does Lieberman get out of this? Even if he and Reid do strike a deal, even if he does end up switching parties, he’ll be the left’s number-one target in 2012 for having singlehandedly killed the public option. (They’re already going after his wife.) How does he plan to survive politically in deep-blue Connecticut after this?
Update: The One hits the panic button. Again, probably not kabuki.
President Barack Obama will meet with Senate Democrats at the White House Tuesday to press for action at a make-or-break moment for his health care overhaul.
All 60 members of the Democratic caucus have been invited, according to three Democratic officials.

No, that makes the “ping-pong” strategy more likely. The key to ping-pong is not to let some Senate Ping-ers know that a Pong – i.e., a vote on the identical bill in the House, thus preventing the need for a conference and re-vote in both houses of Congress – is coming up. Some Senate Democrats are inclined to vote against a final, post-conference bill, but might want to vote for an interim bill, just to show their Democratic base “hey, I made an effort to be reasonable, but the final bill just went too far.” Or some Senate ping-ers may hold out hope that the whole effort will collapse in the House, so they never have to make a final vote.
Statements by House member that they want a conference may lull Senate ping-ers into a false security. Then what they were tricked into thinking is just a strategic, interim vote to placate the base actually becomes a final vote enacting Obamacare.

So let me get this straight Bleeds Brains. Your stance is that these politicians are thwarting the will of the majority for political gain.
Yeahhhhhh … that makes sense. Politicians always gain when they thwart the will of the majority.
PackerBronco on December 14, 2009 at 5:56 PM
Yeah, just one person is ruining it for everybody. Riiiiiight. Powergrabbing jackasses.
disa on December 14, 2009 at 5:59 PM
Because Bleeds Brains, he gets nothing out of it. As you yourself have pointed out in other posts, the Dems will crucify him for it and the Republicans have nothing they can offer him. That’s quite a different situation from a Republican selling his or her vote to the head of the majority party who IS in a position to offer perks and pork in exchange.
Do TRY to think sometimes with whatever little brains have not yet bled out of your head.
PackerBronco on December 14, 2009 at 6:00 PM
Interesting way to put it – makes it sound like the majority is for it if they conveniently forget that there are 100 in the Senate. I would put it that 61 people are holding up the will of 59…so shouldn’t the majority prevail?
Ann on December 14, 2009 at 6:00 PM
So you’re saying that. more or less by definition, if Snowe votes for a Democratic measure she’s cutting a sleazy backroom deal, but if Lieberman sides with the Republicans, it’s a matter of principles? That RINO’s are by definition unprincipled?
Bleeds Blue on December 14, 2009 at 6:05 PM
You have no way of telling what individual groups voted for. Remember, Obama campaigned as a centrist. The assumption that 53% (or whatever it was) voted for universal health care is ridiculous. They voted to have a black man in the WH. Straight up racism.
Nah, just kidding. Had to needle Garafalo.
The point is, most people simply didn’t understand the system they were trying to change (nor do they accept that everything the government runs is engorged with waste), and didn’t understand the final outcome of this. If you ask “Do you think the government should just cover everybody?” (or you can ask a 4-year-old if he thinks it would be a good idea to eat cookies for breakfast. You’ll get a “yes” answer most of the time). Most grownups, once they understand the ramifications as explored by Congress, will back away from government meddling in the distribution of health care, and with good reason.
I’ve lived in a “health care utopia” – Sweden – from the mid 80s to the mid-90s. Americans aren’t cut out for socialized medicine. We’re too informed and too proactive (and too lawyered-up). It blows my freakin’ mind that the Democrats won’t even mention tort reform.
disa on December 14, 2009 at 6:10 PM
Let’s put it this way – I’d have to ask them to define their principles.
Hell, I’d like to get a statement of principles from each and every member of the House and Senate, in order of importance. I want to see their moral protocols and bonafides.

Breaking News from Fox: Senator Harkin says that Medicare Buy-In and subsequent Public Option has been removed from bill.
Lieberman is quoted as saying that it likely will be removed.
Enoxo on December 14, 2009 at 6:16 PM
Lieberman is saying then he would likely vote for the bill if it’s removed.
Idjits….

I’m guessing you would get a whole lot of blank pages turned in…..other than a name and a (D) I mean.
BigWyo on December 14, 2009 at 6:18 PM
Lieberman won’t vote for the Medicare compromise because it speeds up the bankruptcy of a bankrupt program.
You and 59 Senators want to ram it through regardless of the tsunami of debt you are creating for the rest of us.
So who is unprincipled again?
Chuck Schick on December 14, 2009 at 6:20 PM
In 2000, your party, the Democrats, made Joe their Vice Presidential nominee.
6 years later, after he bravely supported a war that many of his fellow Democrats had also supported (before bailing out due to political expedience), your side threw him out of the party, and even depicted him in a racist blackface caricature (see “FireDogLake”).
Republicans have never done anything similar to Snowe.
Epic FAIL.
Oh, BTW, “Broadway Joe” is so, 1969.
Del Dolemonte on December 14, 2009 at 6:21 PM
They need to kill the bill completely. If Lieberman thinks that the Medicare Buy-In, or a Public Option won’t be put back in during conference committee after he votes for cloture, he’s an idiot.
Enoxo on December 14, 2009 at 6:21 PM
No, Bleeds Brains, I’m saying that you don’t get called courageous by voting with the party in power, the party that can send you pork and perks in exchange for your vote.
OTOH to vote against the party in power and against the party that could and might very well, will, strip you of your chairmanship, does show courage.
Snowe had very little to lose by her vote. Despite all of the bluster, the Republican party was not going to sacrifice a seat in a Blue state.
Since that point seems to be lost on you, I’m figuring you must have about a teaspoon a brains left after bleeding them out.

Reminds me of when General Sherman presented the city of Savannah as a Christmas present to President Lincoln.
Guess how wonderful that was depended on what side of the fence you were on. At least back then a majority of Americans were pleased.

So, the Democrats are in essence playing politics with people’s health care.
Stay classy, Obamacrats. Your day of reckoning is nigh next November.

By all means let’s use power & arm twisting to get someone to vote against their constituents’ desires & against the good of the American people.
I realize I remain idealistic about the function of what Congress should be.
I still think it’s their job to educate themselves, talk to their people back home, keep in mind the needs & wants of those that didn’t vote for them as well as the good of the country, and then vote accordingly.
Screw this back scratching, butt fondling, groveling sucking up crap that Congress does all in the name of politics.
This is precisely why all this committee power flies in the face of what we’re trying to accomplish as a govt for the people and by the people.
Badger40 on December 14, 2009 at 6:31 PM
Another reason why my public education job may be only temporary-I am too ideal to play the game of butt-kissing politics.
I speak my mind, do what’s right and am fully willing to rock the boat when necessary.
All things that politican’s are against.

Now they need to flip Ben Nelson or get Snowe on board to balance out his vote.

Strip the public option in the Senate, put it back in Conference, only need fifty one to pass the new improved house bill in the Senate, voila socialist medicine, with Lieberman and five centrists able to say they voted against it before voting for it.

Wouldn’t that mean that their last day of work is Friday, the 18th? Unless Reid makes them stay and vote on a Sat…when many start traveling etc.

Pryor is completely tone deaf. His ass will get voted out in 2014 just as Lincoln will next year if they don’t do what’s right. Arkansans have a long memory. They voted Bill Clinton out for raising their car registration fees by like $5; you can bet they won’t soon forget this fleecing.

What’s he gonna do? Put in front of them a Medieval torture machine in front of them, with a torturer who is a fat dude wearing a leather black bandanna, shirtless? Oh, no, no–let me rephrase that:
What’s he gonna do? Put in front of them a mammogram machine in front of them, with a fat nurse wearing skimpy scrubs fit for double D cups, and tight bottoms to show the junk in the trunk; with makeup from the 80s and Adam Ant’s ‘do?
