Leaked memo: Gitmo detainees to be transferred to Illinois prison

posted at 8:43 pm on December 11, 2009 by Allahpundit

Another scoop for Breitbart, but with a caveat. The One’s team insists that the memo’s only a draft, even if it does just so happen to jibe with news reports from last month.

“This is a draft, predecisional document that lawyers at various agencies were drafting in preparation for a potential future announcement about where to house GTMO detainees,” the administration official said. “Drafts of official documents are often prepared for any and all possibilities, regardless of whether a decision has been made about the policy or if the document will be used.”…

The leaked memo was met with approval by Illinois Sen. Dick Durbin and Gov. Pat Quinn, both Democrats, even as they acknowledged that the decision is not yet final.

“As we have said many times, this move will have an enormous impact on our state – potentially generating up to 3,800 jobs and potentially injecting more than $1 billion into the regional economy,” the two said in a statement. “This is an opportunity to dramatically reduce unemployment, create thousands of good-paying jobs and breathe new economic life into this part of downstate Illinois.”

Yes, no doubt the locals will be thrilled, but frankly the location’s a no-brainer: The only politician in America who could force this onto his home state with little fear of a NIMBY backlash is Obama himself. As for why it’s a draft instead of a final order, there’s an explanation for that too. Last month Congress agreed to lift the ban on transporting Gitmo detainees to the United States — but only for those, like KSM, who are here to stand trial. What about those who aren’t?

The White House told Illinois lawmakers last week that the detainees who wind up in the Illinois Gitmo will not be tried in federal courtrooms in Chicago. Rather, the group that may end up at the Thomson Correction Center in northwestern Illinois may never face trial.

No trial, no entry to the United States under current law. Obama’s going to have to get Congress to change that policy before anyone is transferred, but will they do it? Republicans will oppose transfer to the U.S. under any circumstances and progressive Democrats may oppose it in this case because they object to indefinite detention without trial on civil liberties grounds. Ironically, for all his bluster about holding ourselves to a “higher code of conduct,” the fact that his own code isn’t high enough in liberal eyes could create a giant headache for him.

potentially generating up to 3,800 jobs and potentially injecting more than $1 billion into the regional economy

Even considering “spin off” it takes that much money and that many people to guard a few dozen or so animals? It would be so much simpler to just change the name of Gitmo to whatever the name of the Illinois prison is and visa versa.

Rather, the group that may end up at the Thomson Correction Center in northwestern Illinois may never face trial.

Courts won’t go for that unless Congress changes the detention policy.

Even then, a smart defense lawyer will somehow get it into Federal Court. ACLU and CCR will work and work and work until they find a sympathetic liberal/left judge who will hear the case.

And once there, no one knows what will be decided.

Oh, wait. This is the Congress of Reid, Pelosi, Fwank, Rangel, Durbin, et. al. Yeah, they might well decide to change the policy.

I’m no economist, but I have to question the above statement on two points:

3800 jobs drastically reduces unemployment?
And breathes new economic life into Illinois?

How, tourism?

Sounds like another trial balloon. Indefinite detention without due process on American soil sounds, somehow, kinda unconstitutional though. Ah, that pesky old document comes up again.

There was a different set of rules used in WWII — enemy combatants, out of uniform, were subject to summary execution. Maybe a few hundred demonstrations of this principle would cause the combatants to adopt a uniform.

GnuBreed on December 11, 2009 at 9:06 PM

There’s going to be some pissed off jihadis. Don’t the Dems think they should ask them first? Can they really cart these people around like they’re cattle? I thought Dems were so caring.

Wait until these creeps land in Illinois. The weather sucks compared to Gitmo, and they’ll have some surly federal employees kicking their butts. Maybe there is some small satisfaction in Durbin’s stupidity.

Every day is another revelation of liberal idiocy. My friends in Illinois are not happy about this, but the entire state is controlled by the Chi-town thugs – as is the entire country these days.

yeah, let people burn southern illinois coal again. with the beginning of the clean air act and cheap, low-sulfur surface coal in the western u.s., illinois coal miners lost their jobs overnight and whole towns disappeared.

if you want “green jobs,” create tax incentives for companies to develop cheaper carbon scrubbing technology so power companies will burn illinois coal again. illinois has HUGE coal reserves and people willing to bring it out of the ground. southern illinois also lies on the banks of the mississippi with all of the transportation jobs that a renewed coal industry would bring. those are jobs that will pay and last.

The steps towards destruction.

As long as the Muslim population remains around 1% of any given country they will be regarded as a peace-loving minority and not as a threat to anyone.

At 2% and 3% they begin to proselytize from other ethnic minorities and disaffected groups with major recruiting from the jails and among street gangs:

From 5% on they exercise an inordinate influence in proportion to their percentage of the population.
They will push for the introduction of halal (clean by Islamic standards) food, thereby securing food preparation jobs for Muslims. They will increase pressure on supermarket chains to feature it on their shelves — along with threats for failure to comply.

At this point, they will work to get the ruling government to allow them to rule themselves under Sharia, the Islamic Law. The ultimate goal of Islam is not to convert the world but to establish Sharia law over the entire world.

When Muslims reach 10% of the population, they will increase lawlessness as a means of complaint about their conditions ( Paris –car-burnings). Any non-Muslim action that offends Islam will result in uprisings and threats ( Amsterdam – Mohammed cartoons).

After reaching 20% expect hair-trigger rioting, jihad militia formations, sporadic killings and church and synagogue burning:

At 40% you will find widespread massacres, chronic terror attacks and ongoing militia warfare:

From 60% you may expect unfettered persecution of non-believers and other religions, sporadic ethnic cleansing (genocide), use of Sharia Law as a weapon and Jizya, the tax placed on infidels:

After 80% expect State run ethnic cleansing and genocide:

100% will usher in the peace of ‘Dar-es-Salaam’ — the Islamic House of Peace — there’s supposed to be peace because everybody is a Muslim:

Of course, that’s not the case. To satisfy their blood lust, Muslims then start killing each other for a variety of reasons.

I do love the glibness of how ‘no one has ever escaped from the Federal Penitentiary system’ fools.

How many of those inside the Pen have truck bombers on the outside willing to bust them out? Literally bust out the place?

Or carbombers? Or plain old suicide bombers as you only need one at a checkpoint and one to get the inside doors down so the next couple take out guard positions?

How about checking to see if anyone from KSA, Yemen, Pakistan, Jordan, Egypt or even lovely Afghanistan is here to take helicopter lessons? They would be fully trained… well, one or two would, the rest could do just fine with hard targets and explosives.

Then there is the entire Ricin deal that was started up by a cell in London. Remember that little plot? I have a fertile imagination from watching way too many movies on how this could be used…or sarin… or Vx… a little dab will do ya.

Yes transnational terrorists are so like other criminals, aren’t they? They commit warcrimes and the Left wants CIVIL judgment on them when they have committed crimes of WAR and are judged to be combatants without status to fight, thus illegal in all parts of the GC. They fit under the ‘spies’ and ‘saboteurs’ area of the GC which has the mention of execution with those crimes. The new Ground Zero for terrorism will be wherever these men are put and I would much rather have the US military with a quite nasty communist regime surrounding them as the place terrorists have to go TO so as to get these war criminals. The Cuban regime is dumb as a box of rocks, nastier than vipers and not so stupid as to think these sorts would do no harm to them if they got out. Too bad we have those in the US that are just that dumb. And roam around the halls of power in Incumbistan Central in DC to get their debased view of the world put into place.
