DoJ charges Chicago man with connection to Mumbai massacre

Rusty at My Pet Jawa has been expecting this, but for many it may come as a shock.  The Department of Justice has unsealed an indictment against an American on charges of conspiracy and terrorism related to the Mumbai massacre a year ago.  David Headley spent time at terrorist training camps in Pakistan and then helped surveil Mumbai for the best targets of the terrorist attack:

New federal charges filed today allege that a Chicago man, who was arrested in October for planning terrorist attacks against a Danish newspaper and two of its employees, also conducted extensive surveillance of targets in Mumbai for more than two years preceding the November 2008 terrorist attack on India’s largest city that killed approximately 170 people, including six Americans, and injured hundreds more.

The defendant, David Coleman Headley, a U.S. citizen, earlier this decade allegedly attended terrorism training camps in Pakistan maintained by Lashkar e Tayyiba (Lashkar), and conspired with its members and others in planning and executing the attacks in both Denmark and India, federal law enforcement officials announced today.

Also today, a criminal complaint was unsealed in federal court in Chicago charging Abdur Rehman Hashim Syed (Abdur Rehman), a retired major in the Pakistani military, with conspiracy in planning to attack the Danish newspaper and its employees. Another Chicago man, Tahawwur Hussain Rana, a Canadian citizen and native of Pakistan, was arrested in October on federal charges filed in Chicago relating to the Danish terrorism plot.

Through his attorneys, Headley has authorized the Justice Department to disclose that he is cooperating in the ongoing investigation of both the Danish and Indian terror plots. He has remained in federal custody without bond since he was arrested in Chicago on Oct. 3, 2009. No date has been set yet for his arraignment in U.S. District Court in Chicago.

Headley, 49, was charged in a 12-count criminal information with six counts of conspiracy to bomb public places in India, to murder and maim persons in India and Denmark, to provide material support to foreign terrorist plots, and to provide material support to Lashkar, and six counts of aiding and abetting the murder of U.S. citizens in India.

Headley is cooperating?  That seems interesting.  I wonder how many other Americans might be involved in this attack, if any.

Think about that. An American involved in international terrorism abroad. That’s a big deal and a far cry from our template of what the usual suspects would look like.

Also, lest our neighbors in the Great White North feel left out there’s a Canada connection too. Headley’s accomplice — the man who’s business Headley used as a front to conduct his terrorist surveillance activities abroad — is named Tahawar Rana and is a Canadian citizen.

The business which was really a front for terrorism? An immigration service that helped foreigners get US work visas.

Think about the implications of that.

Islamic Mujaheddin would get a kick out of being called American or Canadian. America is fully infiltrated and hardly any of them needed training in Afghanistan. Americas most important ally, Pakistan trains them in Pakistan.

Headley, 48, an American citizen formerly named Daood Gilani.

Prosecutors said Headley changed his name from Daood Gilani in 2006 so that he could pass in India for an American who was neither Muslim nor Pakistani. They said he later made five extended trips to Mumbai from September 2006 through July 2008, taking pictures of various targets.

The U.S. attorney’s office said Lashkar-e-Taiba tasked Headley in late 2005 with gathering surveillance on Mumbai targets. It said he traveled to Chicago in June 2006 and advised a person identified in the charges only as Individual A of the plan. He then allegedly got Individual A’s approval of a plan to open an office of First World Immigration Services in Mumbai as cover for his work.

But it now emerges that while both [Tahawwur Hussain] Rana and Gilani migrated to the west in their teens, they retain considerable influential family connections in Pakistan. Two of Rana’s brothers are said to be serving officers in the Pakistan army; and Gilani’s pedigree is as privileged – he is the son of a now deceased diplomat.

Gilani’s mother Serill Headley, who died in 2008, was a Pennsylvania resident who was married in the sixties to a Pakistani diplomat (from whom Daood took his last name) and lived in Pakistan before their separation. She returned to the US in the early 70s and bought a 100-year old tavern in Philadelphia, renaming it Khyber Pass bar/restaurant and running it successfully as a bustling nightspot for more than a decade.

In 1977, after at least two attempts, she got custody of the young Daood Gilani, who was at the Hasan Abdal Cadet College at that time. Transported to Philadelphia, Daood apparently suffered from culture shock. Raised a Muslim, he had trouble adjusting to the idea that his mother ran a bar, according to a report that that time in the Philadelphia Inquirer, which traced his background in a story on Thursday. “He has never been alone with, much less had a date with, a girl, except the servant girls of his household,” the paper quoted a column from that time from its archives.

Serill Headley turned over the business to her son in 1985 and he quickly ran it into the ground, according to current owners of the restaurant. Meantime, he is said to have studied accounting, possibly at a community college in the Philadelphia region, and operated a video store, FliksVideo, with his mother.

In 1997, under his birth name of Gilani, he was convicted on federal charges in Brooklyn of smuggling heroin into the country and sentenced to 15 months in prison, according to the Inquirer. Serrill Headley died in 2008, two years after Gilani changed his name to reflect his western pedigree as a cover for his terror plans.

I don’t get Rusty’s logic, here. Apparently the guy is an Indian or Pakistani Muslim who moved here (born here?) and at some point changed his name (illegally?) to make it sound “American”. I’m guessing he still looks like an Asian Muslim, no? How does changing your name make you “look like” an American?

Maybe I’m reading too much into his choice of words, but this is simple in my simple mind: harshly profile young men with brown skin travelling to or from the middle east.

There is an awful lot going on here I hope someone keeps digging into this story. I realize that we are completely infiltrated by killers but the Chicago part of this seems a tad too coincidental.

Remember the “failure of imagination”

KSM has made his intents known to his minions, he made loads of financing available for those who wanted to destroy his enemies in the name of his religion/cult,he has worked around the laws and through the loopholes to acheive his objectives, and has a record of delivering revenge in the most brutal inhuman form possible.
KSM never strapped a belt on himself to blowup innocent people, but he never denounced such activities , and many others !
